3) Certificate in Computer Applications from a recognized institution;

4) Demonstrated administrative and professional competence as reflected in work

performance and results.

5) A Master’s degree in a relevant field of study will be an added advantage.

Duties and Responsibilities

1) Provision of analytical support on climate change to various sector ministries, agencies

and county government;

2) Serving as County knowledge and information management centre for collating,

verifying, refining and disseminating knowledge and information on climate change;

3) In collaboration with other agencies at national and county government levels-

a. Identify low carbon development strategies and coordinate related measurement,

reporting and verification

b. Develop strategies and coordinate actions for building resilience to climate change and

enhancing adaptive capacity

c. Optimize the country’s opportunities to mobilize climate finance

d. Coordinating adherence to the country’s international obligations including the

associated reporting requirements

e. Coordinating the implementation of the gender and intergenerational climate change

education, consultation and learning at national and county government levels;

4) Coordinating preparation of comprehensive field work plans, budgets and procurement

plans in consultation with departmental heads;

5) Monitoring the implementation of field work plans; Provide regular and timely feedback

on the field operations work plans implementation and enforcement of the existing

environmental legislations; guidelines and regulations;

6) Supervision, development and appraisal of staff;

7) Coordination and supervision of all environmental matters in the field including cleanups,

conservancy and sanitation matters in the county;

8) Providing guidelines for establishment of County Environment Committees in

consultation with Legal Services Department;

9) Coordination of the implementation of county environmental programmes and projects;

10) Coordinating implementation of the County Environmental Strategic Plan and realization

of its objectives; overseeing the implementation of performance management systems

and contracts, ensuring accountability and prudent management of resources and assets

and ensuring compliance with principles and values of good governance; transparency;

accountability, ethics & integrity.

POSITION: ASSISTANT DIRECTOR ENFORCEMENT (SENIOR SUPERINTENDENT)

Remuneration: As provided for by the Salaries and Remuneration Commission

Requirements for Appointment

For appointment to this grade, an officer must have:-

1) First Degree in a relevant field from a recognized institution;

2) Certificate in relevant specialized training from a recognized institution;

3) Served in the grade of Chief Enforcement officer (Superintendent) or in a comparable

and relevant position in the Public Service for a minimum period of three (3) years and

has demonstrated exemplary service in the period of service;

4) Demonstrated merit and shown ability as reflected in work performance and results.

Duties and Responsibilities

1) Assist in identifying all areas that require enforcement activities within the County ,

2) Responsible for developing security and enforcement programs within the County;

3) Assist in all administrative and operational activities within the County iv. Ensure

coordination and good working relationship with other National and County agencies at

the County level in all security and enforcement matters and during disasters;

4) Developing frequent inspections programs on regulated activities to ensure compliance

within the County;

5) analyzing data for input in the development and review of policies, guidelines,

procedures and strategies;

6) Implement all legislations, policies, guidelines and strategies on matters security and

enforcement;

4) Preparation of estimates of expenditure for general office services;

5) Preparation and maintenance of records and ensuring proper maintenance of filing

system;

7) Assisting in planning office accommodation and layout;

POSITION: RECORDS MANAGEMENT OFFICER III – JG ‘H’

1) Ensuring that files are well maintained, and documents carefully handled;

5) Supervise, guide and develop staff working under him/her;

3. VACANCIES IN THE DEPATMENT OF PUBLIC WORKS, HOUSING AND

INFRASTRUCTURE

POSITION: ASSISTANT ENGINEER II (ELECTRICAL), JOB GROUP `K`

Number of Posts: One (1)

Terms of Service: Contract Three (3) Years

Remuneration: As provided for by the Salaries and Remuneration Commission

1) Be in possession of a Bachelor’s Degree in Electrical Engineering or equivalent and

relevant qualification from a recognized institution;

2) Be registered by Engineers Registration Board of Kenya as a Graduate Engineer;

advantage).

Duties and Responsibilities

1) Design of electrical/electronic engineering services in government buildings and

construction works;

2) Ensure repair and maintenance of motor vehicles and plant;

POSITION: PLANT OPERATOR II, JOB GROUP ‘E’

Number of Posts: Seven (7)

Terms of Service: Contract Three (3) Years

Remuneration: As provided for by the Salaries and Remuneration Commission

Requirements for Appointment

1) Served in the grade of Plant Operator III for a minimum period of three (3) years;

2) Passed Occupational Trade Test III for Plant Operators;

3) A valid driving license free from any current endorsements for the relevant Class (es) of

machines;

4) Ability to operate at least two (2) machines of ‘difficult rating’ B;

5) Attended a First-Aid Course lasting not less than one (1) week from St. John Ambulance

or the Kenya Institute of Highway and Building Technology (KIHBT) or any other

recognized Institution; and

6) Shown merit and ability as reflected in work performance and results.

Duties and Responsibilities

1) Operating heavy plants of ‘Difficult rating’ B;

2) Keeping monthly records of services of the plants;

3) Preparing Monthly and weekly service schedules and ensuring they are followed;

4) Guiding turn boys and machine attendants;

5) Repairing minor defects on machines;

6) Liaising with the officer-in-charge for major repairs; supervising cleanliness of the plant;

and ;

7) Assisting in training junior plant operators.

POSITION: ICT OFFICER III – JG- H

Number of Posts: Three (3)

Terms of Service: Contract Three (3) Years

Remuneration: As provided for by the Salaries and Remuneration Commission

Requirements for Appointment

For appointment to this grade a candidate must have:-

1) Be a Kenyan citizen;

2) Kenya Certificate of Secondary Education mean grade C plain or its approved equivalent;

4) Satisfy the requirements of chapter 6 of the constitution of Kenya 2010 on leadership and

Duties and Responsibilities

1) Writing and testing simple computer programs according to instructions and

specifications;

2) Assisting in the implementation of the computer systems;

3) Providing user support and training of users;

4) Repairs and maintenance of ICT equipment and associated peripherals;

5) Monitoring the performance of ICT equipment’s;

6) Reporting any faults for further action; and

7) Any other duties as may be assigned

POSITION: OFFICE ADMINISTRATOR JG “H”

Number of Posts: One (1)

Terms of Service: Contract Three (3) Years

Requirements for Appointment

For appointment to this grade, a person must have:

1) Must be a Kenyan Citizen;

2) Working experience of a minimum period of three (3) years;

3) Diploma in Secretarial Studies from KNEC or its equivalent qualifications from a

recognized institution;

4) The following qualifications from Kenya National Examinations Council Institute or its

equivalent qualifications from a recognized institution;

(i). Shorthand III (minimum 110 w.p.m);

(ii). Typewriting III (50 w.p.m.)/Computerized Document Processing III;

(iii). Business English III/Office Administration and Management III; and

(iv). Secretarial Duties II

5) A Certificate in Computer Applications (Windows, MS-Word, MS Excel, MS – Access

and Internet) from a recognized institution;

6) A Bachelor’s Degree in Secretarial Studies or a Bachelor of Business and office

Management or equivalent qualifications from a recognized institution will be an added

advantage.

5) Ensuring security of office records, equipment and documents, including classified

materials;

6) Preparing responses to simple routine correspondence, and undertaking any other

secretarial routine duties that may be assigned.

5. VACANCY IN THE DEPATMENT OF FINANCE AND ECONOMIC PLANNING

CPSB/TTC/034/2019

POSITION: REVENUE CLERKS - JG ‘D’

Number of Posts: Sixty (60)

Terms of Service: Contract One (1) Year (Renewable based on performance)

Remuneration: As provided for by the Salaries and Remuneration Commission

Job Duties and Responsibilities

1) Handling regular revenue collection transactions;

2) Timely banking of collected revenue;

3) Collecting and posting revenue to appropriate accounts for charged fees and other money

paid to the county;

4) Analyzing and reporting on market trends;

5) Mapping, identifying revenue sources and reporting defaulters to ensure the county

collects all the revenue due;

6) Verifying other deposits from other county offices and agencies and other revenue due to

the county;

7) Sorting and posting payments received by mail or by other means and prepare office

Duties and Responsibilities

1) Operating farm tractors;

2) Keeping monthly records of services of the farm tractors;

3) Preparing Monthly and weekly service schedules and ensuring they are followed;
