ETReS Mission to Malaysia

15-19 DECEMBER 2014, MALAYSIA

Background on ETReS

• The main objective of ETReS is to assist Member

States to develop and maintain a sustainable and

adequate Education and Training programme in

nuclear safety consistent with IAEA safety

standards and international good practices, with

due recognition to national conditions.

• 2 Previous missions:

Preparatory mission in Indonesia in 2012

Mission to Pakistan in 2013 as an experienced

state.

Development of the mission I

• Ms. Kostor from Atomic Energy Licensing Board

(AELB) was designated as national coordinator.

• Preparatory mission sent by the IAEA on 17-19

September 2014. Mr. Haditjahyono from the

Canter for Education and Training National

Nuclear Energy Agency (Indonesia) met with

Malaysian counterparts to brief Malaysian

stakeholders how to conduct the national ETReS

self-assessment and share his experience in the

preparation and hosting of an ETReS Mission.

Development of the mission II

• The institutions involved filled in the Advance

Reference Material (ARM) provided by the IAEA and

sent it in advance

• The ARM was analysed by the Review Team and

served as the basis for the Mission and the final report.

• The mission itself took place 15 to 20 December

2014with meetings at the facilities of the AELB, the

Malaysia Nuclear Agency and the Malaysia Nuclear

Power Corporation, as well as a visit to the TRIGA

research reactor.

Achievements of the mission I

• The objectives of the ETReS mission to Malaysia were

met and it can be considered a successful mission.

• The mission allowed the IAEA to and the peers to

assess the current situation in the country.

• It also helped the Malaysian institutions to analyse their

own capabilities and gaps in education and training

they need to address.

• The Malaysian institutions reviewed demonstrated that

they are well prepared and have good education and

training capabilities, existing or in development.

3/19 of recommendations are:

• B.R1: The Review Team recommends the establishment of a

focus group on Knowledge Management among the

stakeholders.

• C.R1: The training institutions should determine the exact

needs in HR, equipment and funds to accommodate the

increase in training needs, should the decision to embark be

made in 2015. D.R1: A policy on E&T for regulatory body

from which the E&T policies will be derived should be in place

• E.R1: The regulator should revise the current standard

(Standard for Certification and Recertification of research

Reactor Operator LEM/TEK/54) to include all three categories

of operating personnel, that is also Senior Reactor Operators

and Supervisors. The revised Standard should include also

the criteria for recognizing instructors and trainers for the

certification of the reactor operators.

FUTURE PLANS FOR

PLANNED TRAINING MATERIAL DEVELOPMENT

UTILIZING THE NETWORKING/COLLABORATION

• To extend the concept of Follow-up Training

Course(FTC) introduced by JAEA for other

competency areas.

• To introduce basic courses on radiation safety,

nuclear energy, nuclear applications for new

officer and school students through E-learning

platform.

• To enhance short term course to Diploma,

Master Programme level

FUTURE NEEDS

• Continue with the current activities

– Exchange of scientists

– Research attachments

– Workshops

• To support Public Information and Public Acceptance

(PIPA) programme especially for new comer countries

in NPP

• Long term attachment (>6 months) for NPP

programme

• To promote a Life long learning – awareness and

refresher training programme

• To collaborate with local and international

bodies,universities, etc.
