• Changes to The Building Regulations:

– Amendments to the Building Act 1984

– Introduction of “optional requirements”

Five standards:

• Energy: – Building Regulations only approach

– No optional requirements in excess of Part L

– Part L to move to ‘zero carbon’ by 2016

• Water: – Current level of 125 litres/person/day retained

– New optional requirement of 110 litres/person/day (equivalent to Code Level 3/4)

– Minimum access standards in Part M retained

– New optional requirement for accessibility

• Security:

– A single minimum security standard for new homes, based on best practice, as a Building Regulation

• Space:

– A new optional national standard

– Not a Building Regulation

Autumn 2015 • New standards come into force (water, access, security, space)

• Code to be wound down from 2015

• New optional requirements to be introduced from Autumn 2015

• New voluntary standard to be developed by the BRE

• Allowable solutions will give us the opportunity to improve the existing housing stock
