transfer the O&M of lateral and

tertiary canals of National

Irrigation Systems to Irrigators’

Associations.

NIA MC- NO. 27 series of 2011

Known as "Irrigation Management Transfer"

IMT refers to the process involved in the transfer of the

management , operation and maintenance of NIS to IA's.

Transfer will be by model:

Known as "Magna Carta of Small Farmers"

REPUBLIC ACT NO. 7160 -1991-Local Government Code (Chap.2,S.2.7)

Highlights of the law.

* It specified that farmers in CIP shall participate in all stages of

the project. (PARTICIPATORY APPROACH PROGRAM)

REPUBLIC ACT NO. 7607 of June 4,1992

maintenance of irrigation system and the responsibilities of

collecting fees from the individual members and remitting to the NIA

Section 20: Access to Irrigation services: While the government

through NIA, FO's shall encouraged to spearhead the construction

of irrigation system. Towards this end the government shall

encouraged small farmers to join or form irrigators association.

In addition it shall promote participation of farmers to develop

their capabilities to eventually assume the operation and
