Poverty Elimination Objectives of World Bank We find it interesting that the President of the World Bank this year announced, in conjunction with various financial ministers from around the globe, an intent to "end extreme poverty by 2030", which he calls a "hard target" http://www.reuters.com/article/2013/04/21/us-worldbank-idUSBRE93K00E20130421 . It is our intent to reach out to the World Bank outlining our ongoing strategies inclusive of the Afghanistan Airlift, Critical Infrastructure/electrification of Afghanistan projects and improved farming techniques that constitute the core of our humanitarian assistance strategies. We trust they are as equally dedicated to achieving the goals they have committed to as we hope the Stokes Foundation will come to be known for. As such, we would welcome them as “fellow travelers” on the road to “assisting the weakest and most vulnerable among us” an attribute on which civilizations are judged by the universe. With this advisory, we invite fellow humanitarians around the world within governments, corporations, NGOs and individuals to collaborate with us in accomplishing stated goals and objectives, especially the current mission coming together representing our fourth emergency airlift to Afghanistan. Goods Collection/delivery Points Fourth Emergency Airlift to Afghanistan and Subsequent Missions For organizations within the US desirous of providing relief goods as outlined earlier in this advisory, they should be delivered to our partner facilities at JFK; in Europe Liege Airport, Belgium (LGG); in the Middle-East and Asia, Bahrain International Airport (BAH). (Please call for delivery, location and packaging specifics) Uplift will transpire within 30days or less, with continuous flights dedicated for this purpose in a manner not dissimilar to the historic BERLIN AIRLIFT. There is no charge for air transport of collected relief items to Afghanistan, thus eliminating a very significant component of operational costs for participating relief organizations and contributors, and goods upon arrival will be dispersed to the refugee camps, schools, orphanages and other locales as needed with the kind assistance of the Development Humanitarian Services For Afghanistan (DHSA) and other core elements of our ground team. http://www.dhsa.af/index.php?option=com_content&task=blogsection&id=5&Itemid=28

Donations The Dr. Rufus Stokes Foundation, a non-profit, is acting in the capacity of a mission assurance/completion entity structured so that 90 percent of funds collected are dispersed to tax exempt relief organizations with whom we are partnered both here and abroad. This is, of course, quite the reverse of typical donation architecture and funds utilization, as we follow a philosophy of true giving wherein administrative costs are kept to the minimum. Since we are firm believers in the ancient admonition of “When you give your gifts of mercy, do so in secret… and you will be repaid in secret”, we seek no publicity other than acknowledging the participation of our strategic air and ground partners in line with their corporate responsibility recognition protocols.

We would also point out that End-to-end direct airlift and distribution of relief goods significantly reduces cost, complexity and assures the items will be delivered to those in need within days or hours of arrival in Afghanistan. Although we have the capability and will to deliver relief goods anywhere on the planet, our current focus is Afghanistan. Donations should be sent to the following address and marked “Afghanistan Emergency Airlift”: The Dr. Rufus Stokes Foundation 87 Dolphin Drive St. Augustine, Florida 32080 We look forward to working with you and thank you from our and the hearts of the People of Afghanistan… Best regards,

Finally, we have not established a mission termination

point, for the simple reason we will end these efforts when

the need ends.”
