It is now time to expand our unique model at a global scale and provide our members with even more networking and capacity building opportunities. Scaling the Enablis model to other developing countries will allow us to identify new entrepreneurs and empower them to success.

08 THE ENABLIS FEDERATION MODEL
Since mid-2011, Enablis has adopted a “Federated Model” with the objective of encouraging local empowerment and decentralize funding possibilities, thereby allowing for a rapid expansion. It is through a “pull model” led by local govern-ments, organizations or individuals that Enablis will expand in new countries and regions.
The Enablis Federation operates as a network of non-profi t organizations. These “Federated Members” use the Enablis methodology while taking into account the local culture. They become complete training platforms for their entrepreneurs.

10 THE ENABLIS FEDERATION MODEL
The Enablis Federation called “Enablis Global” and head-quartered in Montreal, Canada, will be highly involved during early stages by supporting initial fundraising and providing set-up services to the aspiring members. Federated members must be qualifi ed and provide fi ve years of fi nancial commitment before being admitted in the Federation. This will ensure that they achieve sustainable independence while maintaining a close relationship with and oversight from Enablis Global.

The new model will facilitate the expansion of our entrepre-neurial network across Sub-Saharan Africa, Latin America and beyond. Our aim is to build a global network of 25,000 entrepreneurs by 2020.

ENTREPRENEURS BY
A Federation is a formal collaboration of self-governing organizations which share mutual interests and benefi ts and are united by a central governing entity.
Any non-profi t organization eager to use the Enablis metho-dology can apply to the Federation to become a member.
Under the “Federated” model of growth, the level of respon-sibility for Enablis entities is pushed to the local level. As such, each “Federated member” is managed as a self-sustaining and well-anchored local non-profi t organization, benefi ting from being part of the Federation and participating in the evolution of the Federation.

16 WE BELIEVE IN A FEDERATION
The main responsibilities of Enablis Global include the Enablis methodology, the development of a global network and brand management.
To keep cohesion and similarity into the Enablis methodology, all local entities need to operate under certain sets of poli-cies and standards called the Enablis Business Methodology (EBM).
The EBM was created to standardize and normalize Enablis’ processes. It ensures the consistent delivery of services to Enablis entrepreneurs and maximizes the impact of the programing.
Other than monitoring and communicating the EBM, Enablis Global is responsible for: 1. Supporting the imple-mentation and training relative to the EBM for a new member; 2. Auditing the use of the EBM at the federated member-level; 3. Identifying and sharing best practices; 4. Opera-ting the global IT infras tructure; 5. Operating GENIE (Member Web Portal) and the Federation’s website; 6. Managing the brand; 7. Organizing the annual Assembly of Governors; 8. Managing the Federation’s public relations; 9. Managing the geographic development of the Federation; 10. Supporting fundraising for the members of the Federation; 11. Maintaining a qualifi ed roaster of all Enablis entrepreneurs.

OPERATIONS AND RULES
The Federation will receive applications and accept pros-pective members based on the following qualifi cations. 1. Be represented by a qualifi ed Governor; 2. Have fi ve years of operational funding committed by key partners; 3. Have an agreement with a fi nancial institution; 4. Have an agreement with a media sponsor for the business plan competition; 5. Have an agreement with a local university; 6. Get the support of the local government; 7. Sign the Federation membership agreement.
Support from the local ecosystem consisting in fi nancial entities, universities and media is key to the successful implementation of Enablis at a country or regional level. Enablis makes a point of being in touch with the social actors that enable entrepreneurship.

20 BECOMING A MEMBER OF THE ENABLIS FEDERATION
You are: 1. a representative of a government of a specifi c country willing to promote entrepreneurship, stimulate job creation, and/or alleviate poverty through the Enablis model; 2. a well-established and well-connected business person, entrepreneur or family who wants to give back to his/her country/community by supporting entrepreneurs; 3. the repre-sentative of a company or organization wishing to support entrepreneurship and job creation through its Corporate Social Responsibility (CSR) program or core activities.

21 BECOMING A MEMBER OF THE ENABLIS FEDERATION QUALIFICATIONS TO BE A GOVERNOR
Governors are ready to give back to their communities and are eager to use the Enablis methodology and network as a way to identifi y, develop and fi nance entrepreneurs to create jobs.
A successful entrepreneur applying for Governor will act as the face of Enablis and rally the necessary people, organiza-tions and funds around the “Enablis cause”. He or she under-stands that promoting Enablis is not a job but a voluntary activity by which the Governor commits to supporting the establishment of the federated member.
Governors must be qualifi ed against a set of requirements and are responsible to assemble the necessary qualifi cations for a country or a region to become a member of the Federation, and to comply with the conditions to keep its membership.

1. Promote Enablis in the local market; 2. Set up a local Advisory Board which refl ects the necessary skillset and network connections for Enablis’ promotion in the country/region; 3. Open doors and convince target partners (go-vernment, private sector, academic, media) to be part of the launch; 4. Find and persuade target funding organizations to commit funds (in-kind or monetary) to set up and maintain the federated member for at least fi ve years; 5. Proactively identify and connect with other potential partners and fund-ers; 6. Identify potential board members and chairpersons for the operations phase.

Enablis encourages the Governor to form a local Advisory Board with 5 to 10 local business leaders whose buy-in is essen-tial to the success of the member’s launch. A strong Governor can decide to make use of this board to complement his or her skills and network scope.
Members of the Advisory Board could include: 1. A leader in venture capital and fund management (for Enablis Financial Corporation); 2. A leader in the media industry (to land a partnership with a media group for Enablis’ brand building and business competitions); 3. Leaders of historical Enablis partners; 4. Leaders of the country’s major industries.
This Advisory Board can ultimately become the local Board of Directors. A natural evolution for the Governor is to become the Chairman of the Board once Enablis is operational in the local market, and participate as such in Enablis’ Governors Assembly.

30 RUNNING A FEDERATED MEMBER
As the main supervisory arm of the Enablis Federation, the Global Board of Directors is responsible for the direction and control of Enablis.
Overall objectives: 1. Appointing, dismissing and remu-nerating Enablis Global Management Team (CEO, COO, Implementation Offi cer, Communications Offi cer, CFO, Regional Presidents, Corporate Secretary); 2. Ensuring the integrity of fi nancial reporting and internal control systems; 3. Ensuring the legal compliance and good standing of Enablis as an organization; 4. Approving the annual budget of the Federation.

The Assembly of Governors gathers all federated members and is the governing body of the Federation:
Main responsibilities: 1. Elects the Board of the Fede-ration; 2. Approves the fi nancial statements of the Federation; 3. Approves changes in membership fees and methodology; 4. Participates in the Federation’s evolution.
An annual Governors’ Assembly will be held to elect the Global Board. This meeting of the diff erent local federated members with Enablis’ Global CEO along with its leadership will facilitate best practice sharing, networking and review of the strategic direction at the global level.

A demand to open Enablis in a specifi c country
or geography is received at the Federation level.
Once analyzed, Enablis will propose the elaboration
of a market assessment and development plan for that
geography, performed in partnership with
Accenture consultants.
ELEMENTS WHICH WILL BE ANALYZED:
1. General socio-economic environment of the country; 2. Level of entrepreneurship;
3. Existing government, not-for-profi t or private
sector entrepreneur support programs; 4. Feasibility for
the Enablis model to be successfully implemented.
If all criteria are met (amongst which, the identifi cation of a Governor and commitment
of a Key Partner), the process will move to
the development phase.

DEVELOPMENT PHASE
TAKES BETWEEN 6 MONTHS AND 1 YEAR
Objective is to gather all the necessary requirements for Enablis to move
into a fully-fl edged operation for the country/region.
REQUIREMENTS INCLUDE:
1. Government, private sector, academic and media
partners secured for the local entity; 2. Funds committed
by a Key Partner to guarantee fi ve years of sustainability
for the local entity; 3. Potential Directors
identifi ed for the local Board; 4. Legal entity set up for the Enablis not-for-profi t
activities (Enablis Entrepreneurial Network).
Enablis will assist the Governor during this phase
by providing resources and knowledge.

ALL THE REQUIREMENTS ARE ACHIEVED
Local entity moves into operations and starts
operating as a local federated member
as part of the Enablis Federation.
THE CHAIRMAN WILL SIGN THE FEDERATION MEMBERSHIP
AGREEMENT, BY WHICH HE OR SHE AGREES TO:
1. Comply with the Enablis methodology; 2. Comply
with the use of the Enablis brand; 3. Pay annual dues;
4. Participate at the annual Governors’ Assembly.
The local board will activate the local orga nization and
operations, including nominating a Country Manager
and his team, who will work with the entrepreneurs, provide
the necessary membership services and participate in the day-to-day activities of Enablis with the support of the Enablis
Global operations.
