Establishment of the International Programme on Landslides (IPL)
1. The initial IPL was established at UNESCO in November 2002.2. ICL, UNESCO, UNISDR etc organized the Thematic Session on IFI
and IPL during the World Conference on Disaster Reduction (WCDR) in January 2005 in Kobe, and adopted theLetter of Intent “to promote research and learning for landslide risk reduction”.
3. The Round Table Discussion “Strengthening Research and Learning on Earth System Risk Analysis “ -Toward a dynamic global network of International Programme on Landslides (IPL)- was organized in January 2006 at UNU by ICL, UNESCO, UNISDR, ICSU etc with supports from MOFA , MEXT, etc. and adopted the 2006 Tokyo Action Plan to establish a new IPL as a global scientific programme
4. The International Programme on Landslides (IPL) was established by the Tokyo Action Plan as a global scientific programme .
UNESCO, WMO, FAO, UNISDR, UNU, ICSU, WFEO exchanged MoU with ICL to implement IPL within the Year 2006.

The International Programme on Landslides (IPL) is an international programme promoting the United Nations International Strategy for Disaster Risk Reduction (ISDR). IPL is managed by the IPL Global Promotion Committee Chair: Salvano Briceno, Director of UNISDR, Deputy: Badaoui Rouhban, Director for Disaster Reduction of UNESCO

Organizers: ICL, UNESCO, WMO, FAO, UNISDR, UNU, ICSU, WFEO, etcCosponsors: CAO, MOFA, MEXT, MAFF, MLIT, JMA, SCJ, JICA, etc
The Forum was financially supported by MOFA (20 million JPY) through UNISDR and the Grant-in-Aid of MEXT(10 million JPY) , etc430 persons attended from 48 countries with those funds. It was the largest meeting on landslides in the past.

� Landslides cause big disaster in many countries.� Landslides are triggered by rains, earthquakes, and
also often the combined effects of both triggers.� Catastrophic megaslides often occur near the Plate
borders on-land and also under the sea. � Submarine landslides may trigger or enhance
Tsunami wave.� Risk Assessment Technology and Preparedness for
earthquake induced on-land and submarine landslides are needed to prepare landslide disasters.

IPL-157 “Dynamics of subaerial and submarine megaslides” studies a large-scale submarine landslide in Suruga bay. The size is 30x40 km. Depth is 800 m (similar to Usoy on-land landslide triggered by an earthquake in Tajikstan)

Cyclic loading test (using an apparatus developed by IPL161-Croatia project) on 190 m deep submarine deposit drilled by IODP. The result presents landslide will occur on gently slope on 9 degrees.

Global Network of IPL may be promoted through Journal, IPL Projects, WCOE, WLF and New Initiatives of:1.Establishment of the Regional Consortium on Landslides, such as Adriatic-Balkan, ASEAN, Latin-American, possibly African and South-Asian, Arabian, etc. proposed in December 2010.2.Development of Landslide School Network with ICL and Non-ICL organizations approved in November 2010.3.World Reports on Landslides (Database) agreed in January 2011 in Kyoto Secretarial meeting and read to upload in IPL WEB.

10th Anniversary of ICL� ICL was established in Kyoto to create IPL on 21
January 2002 with participants from UNESCO, UNISDR, WMO with supports from the Government of Japan.
� ICL and IPL have developed through this decade.
� The 10th Anniversary of ICL, Symposia on IPL projects, the programme planning meeting of WLF-3 in Beijing, 2014, and the Round Table Discussion to make a strategy for the next decade will be organized in Kyoto on 18-20 January 2012.
� Let’s meet and further discuss again in Kyoto at the 10th
anniversary of ICL
