1.0 INTRODUCTION

The Forbidden City Palace Casino and Hotel Resort, hereafter termed “Forbidden City,” is an Asian-themed Casino that will be located in the heart of "The Strip" in Las Vegas Nevada and will offer exciting gambling 24 hours a day, 365 days per year. The Forbidden City will set the standard for excellence in Las Vegas.

The project will bring unparalleled examples of Chinese Architecture with Feng Shui principles reflected in every aspect of the Forbidden City. Symbolic colors representing wealth, peace and wisdom are demonstrated throughout the property. Suzhou gardens with mirror-like lily ponds, rocky hills, and lush landscaping surround the resort and represent the perfect harmony between man and nature. The rich textured surface of the imported stone from Taihu Lake, China has inspired poets and artists for centuries.

AEPA, a limited liability corporation under direction of President Alfred Liu, was formed for the express purpose of implementing the Forbidden City development plan. AEPA has several divisions that provide service in the following functional areas: investment, development, and international trade; architectural and engineering; and equipment and furniture leasing.

Many Chinese companies are also involved to carry out the plan, including experienced developers and material manufacturers. For example, a plant co-owned by Mr. Liu and a Chinese company in the Hainan Province will manufacture the custom furniture for this project.

All construction materials will be fabricated in China and assembled by AEPA’s experienced workers in Las Vegas. The favorable wage and quality service provided by skilled Chinese craftsmen lowers the construction cost and improves the efficiency of the project. A proven example of AEPA’s application of this technique is the world famous Chinatown Arch, in Washington, DC.

Beijing Hangao Tianhong Cultural Services, the national performance broker, has established a partnership with AEPA to organize Opera, dance, acrobats and many extraordinary cultural activities. This company represents the renowned Eastern Troupe as well as many of China’s top performing arts troupes. China’s Department of Culture Affairs has expressed an interest to coordinate artistic performances with AEPA. Forbidden City’s thoughtful mix of ancient arts and modern entertainment are considered to be in keeping with the high standards and best interests of the Department’s cultural exchange policies.

Mr. Liu’s strong relationship with the former Governor of the Sichuan Communist Party has created the exclusive opportunity to bring the Giant Panda to the Forbidden City. A state of the art exhibition habitat will offer the only opportunity in Las Vegas for guests to experience the beloved Giant Pandas. A proposal submitted by the Sichuan provinces is pending before the State Council.

The Forbidden City’s herbal spa will feature highly trained professionals committed to provide each client with an experience of unsurpassed style and unconditional satisfaction. Staff trained

at the Chengdu Traditional Medicine University, a prestigious institute of acupuncture, will provide deep point, herbal treatment and massage. Mr. Liu has been in contact with numerous Chinese alcohol producers, teahouse manufacturers and quality toy manufacturers to discuss direct-sales opportunities in the Forbidden City’s Gallery. Response from China has convinced planners that upon completion of the project, high quality Chinese products and goods will be readily available.

Royal Wedding: Every bridal couple will have the opportunity to experience the majesty, the tradition and the grandeur of a Royal Wedding. Centuries of symbolism surround every aspect of the wedding ceremony. Each authentic detail from the ceremonial red crepe bridal ball to the red silk bridal veil is designed to connect the bride and bridegroom to a rich ancestral heritage.

Cricket Warfare: Once the exclusive game of the Emperor, cricket fighting has been a popular sport in China for centuries. Watch the drama unfold and the tension build as powerful fighting crickets square off when AEPA brings this popular, imperial gaming sport to the Forbidden City.

Cultural Integrity: Each and every authentic detail of the Forbidden City will reflect the splendor of Asia. The handmade costumes of the serving staff made from luxurious fabrics with delicate embroidery rich with symbolism will celebrate the many and varied aspects of the cultural heritage of the East.

Exotic Experience: Throughout the Casino halls, the exotically dressed serving staff will

delight guests as they bring ornately decorated push carts laden with Shanghai, Cantonese and Beijing delicacies, all prepared to precise standards by an impressive list of Chinese chefs.

Giant Panda Habitat: The beloved Black and White Panda are a national treasure of China and have long been celebrated in art and revered by the Chinese people for thousands of years. People outside of China have been fascinated by Giant Pandas since French missionary "Pere Armand David" first described them in 1869. Now, more than 100 years later, the worldwide love for pandas has been combined with international efforts to keep them from becoming extinct. The Forbidden City will bring the beautiful and entertaining Giant Panda to you in an exclusive habitat exhibit.

Entertainment Center: Is it Jackie Chan, Ziyi Zhang or is it a look-alike celebrity impersonator? The Forbidden City will bring a variety of world class celebrities from Hong Kong, Taiwan and Mainland China. The Chinese nightclub will offer music and light refreshment in private KTV suites.
