Objectives of the EU Forest Strategy:
Ensure that the multifunctional potential of EU forests is managed in a sustainable and balanced way, enabling our forests’ vital ecosystem services to function correctly.
• Satisfy the existing and growing demand from forests for bioeconomy and in bioenergy.
• Respond to the challenges and opportunities that forest-based industries to stimulate growth.
• Protect forests and biodiversity from the significant effects of storms and fires, increasingly scarce water resources, and pests, which may be exacerbated by climate change.
• Assess implications of EU’s consumption on forests worldwide.
• Develop an adequate information system to monitor/assess all of the above (FISE).
The European Commission and the Member States will set up the Forest Information System for Europe by:
collecting harmonized Europe-wide information on the multifunctional role of forests and forest resources
integrating diverse information systems (e.g. EFFIS) and data platforms (e.g. EFDAC) into a dynamic
modular system that combines data and models into applications;
developing several modules, e.g. on (1) forests and natural disturbances like fires and pests, (2) forest
and the bio–economy, (3) forests and climate change and (4) forest and ecosystem services
Set up of the Forest Information System for Europe (FISE) (following the EUFS)
• Open/restricted tenders by EC Directorate Generals (e.g. LIFE+, REGIO, …)
• Collaboration forest services NFIs in the countries (JRC Framework Contract for the
provision of data and services to EFDAC (European Forest Data Centre))
• Activities of the European Forest Fire Information System (EFFIS)
• Collaboration with research organizations in the countries and stock taking of RTD
project results (Horizon2020, COST Actions…)
• In-house activities of the Joint Research Centre
• Initiatives of other DGs, e.g. JFSQ (ESTAT), MAES (ENV), Pests (SANTE), RE
(ENER)…
EC initiatives supporting the collection/harmonization of forest information (since there is no obligation for MS to provide forest/data information to the EC)

Milestones in the development of FISE so far:
• Establishment of AA between ENV and JRC on a Preparatory Action on EU Harmonized forest information (Dec. 2012) – 3 yrs program with FISE prototype by end of 2015
• Presentation of FISE concept to the Standing Forestry Committee (Dec. 2013).
• Development of a FISE prototype by JRC during 2014, integrating EFFIS and EFDAC.
• Presentation of the status of a FISE structure/prototype to the SFC (Dec. 2014)
• Internal access to FISE to DG ENV for comments – feedback July 2015
• Presentation for discussion on the follow up at the ISG Forestry – Sept. 2015
• Population of FISE database and metadata catalogue with existing data.
• Presentatiion/discussion at the Standing Forestry Committee – Dec. 4th 2015

FISE – interaction with forest institutions & activities
FISE should, at least, hold:
• Information on-going EC initiatives on forests and forestry
• Existing data on forest resources in the EU (and Europe), currently based on Forest Europe
Criteria and Indicators data, and links to other forest related data (e.g. ESTAT).
• Harmonized forest datasets developed through EC funding, including JRC Framework
Contract, Horizon2020, LIFE+, Copernicus, etc.
• Results and reports (or access to them) of EC financed projects regarding harmonized forest
information
• Links to existing EU forest related policies, through links to relevant DGs.
• Links to relevant networks and initiatives related to the collection/analysis of forest
information.
Further steps in the development of FISE:
• Prototype system openly available by the end of 2015
• Further development of the FISE database and metadata catalogue – INSPIRE compliance.
• Enhancement of FISE interface to provide quick access to forest information, data, models
and tools (EU Public License policy).
• Integration of LIFE+ projects results, Copernicus forest-related data layers
• Integration of Horizon2020 project results (models, data, etc. from - next 7 years Research
Framework Program.
• Strengthening links with on-going projects/initiatives in the module areas of FISE (e.g. FAO,
UNECE, Forest Europe)
