The Ministry for Primary Industries (MPI) is responsible for ensuring unwanted pests, diseases and other organisms are prevented from entering New Zealand.

Once inside New Zealand waters (12 nautical miles from the coast) please ensure all rubbish is contained in closed leak-proof containers or sealed in strong plastic bags. A biosecurity inspector will direct the disposal of all your rubbish on arrival.

You must arrive at one of New Zealand’s approved places of

your vessel and passengers for entry into New Zealand.

Arrival Pack Customs &ClearanceInformation

Greetings And Welcome To New Zealand - Nau Mai,

Haere Mai Ki Aotearoa

New Zealand Customs Service and Ministry of Primary Industries, Biosecurity NZ (MPIBNZ) welcomes owners, masters and crew of international yachts and small craft to New Zealand.

As an owner, master or person in charge of a yacht or small craft, you must meet entry requirements when arriving in New Zealand.

ARRIVAL NOTIFICATIONThe master or person in charge of every craft is required to give advance notice of craft, crew and voyage details no less than 48 hours before the estimated time of arrival in New Zealand territorial waters (12 nautical miles from coastline.)

This should be done electronically by completing the NZ Customs Advance Notice of Arrival (small craft) Form NZCS340. You can do this online on Customs’ website www.customs.govt.nz, available via the Visiting Craft section, and follow the links to small craft arrival and information. Or, email or fax the form to us prior to departing from your last port. Failure to comply may result in prosecution. (Form included in ‘Arrival Pack’)Email: [email protected] or Fax: +64-3-358 0069 (from overseas)

When nearing New Zealand, updated estimated arrival times can be relayed to NZ Customs and MPIBNZ by calling: Maritime Radio on 4125Khz or 6215Khz or VHF Ch 16. or Russell Radio Offshore Communications, on VHF Ch 16, (which they monitor).

The vessel Master must complete a declaration of all risk items aboard that are either restricted or prohibited (see highlighted box opposite).

If you surrender all prohibited goods (or have them treated if an option) you will receive a full biosecurity clearance to cruise New Zealand waters.

If this option is not taken, the vessel will remain at the designated berth under biosecurity control.

anchor. Application to bring in animals should be made

to MPI well in advance.

WHERE ARE THE CUSTOMS PORTS OF ENTRY?All craft arriving in New Zealand from overseas must rst report at a Customs port of entry. These are located at:

Once your craft has arrived at a Customs port of entry you will be met by Customs and MAF quarantine of cers.

» With the exception of an emergency situation, all persons and goods must remain onboard until the craft has been cleared.

» All persons in charge of a craft arriving at a place other than a Customs port of entry must immediately report to a Customs or Police of cer.

WHAT IS TEMPORARY IMPORT ENTRY (TIE)?The New Zealand Customs Service uses a number of ways to account for goods being imported and/or exported from our country. A Temporary Import Entry (TIE) is a method of accounting for the importation and subsequent exportation of goods that are intended to remain in New Zealand temporarily, usually up to 12 months.

Customs automatically grants TIEs for 6–8 months but there is exibility to extend your TIE for up to and, in some cases, beyond 12 months depending on your circumstances.

Customs understands that your vessel may need to undergo major repair or re t work during your stay and that this takes time. There will be a review date during your visit so you can discuss matters with Customs that may affect your departure date. It is important that you keep in touch with Customs during your stay and advise early if you want to request an extension.

In New Zealand, we have developed a simpli ed Temporary Import Entry (Form C4G) speci cally for visiting yachts and small craft that is also a form of security for Customs charges that would normally be payable.

HOW WILL MY VESSEL QUALIFY FOR SIMPLIFIED TEMPORARY ENTRY INTO NEW ZEALAND FOR BONA FIDE VISITORS? » You must be a bona de visitor.

» You must be a permanent resident of a country other than New Zealand.

» You must have arrived in New Zealand for a temporary visit of up to 12 months.

» Your vessel must not be sold or offered for sale in New Zealand without prior permission from Customs.

» Your vessel must not be used in a commercial capacity for hire, or the transport of cargo or the carriage of passengers for reward while in New Zealand.

What if I don’t match all or some of these requirements?Yachts and small craft may enter New Zealand for other than bona de visitor purposes, ie, if you don’t meet some of the requirements. However, in these circumstances Customs will determine the appropriate entry requirements and tax treatment on a case-by-case basis.

WHAT DOES THE SIMPLIFIED TEMPORARY ENTRY PROCESS MEAN FOR ME?Yachts and small craft are subject to Customs charges (tax) on importation into New Zealand. Customs charges include Customs duty (where applicable) and goods and services tax (GST).

If you qualify for the simpli ed entry process you will not be required to pay Customs charges for the vessel on arrival in New Zealand. In Customs terminology we call this process “temporary entry”.

The simpli ed entry process defers the payment of Customs charges on the understanding that if the vessel is not exported by an agreed date, or Customs duties paid, then the vessel may be liable

to forfeiture (as per the declaration on the simpli ed temporary entry form). This requires an undertaking from you that your yacht or small craft will depart New Zealand within the timeframe speci ed.

HOW DO I GET A TEMPORARY IMPORT ENTRY (TIE)?When you arrive in New Zealand, a Customs of cer at the port of arrival will assist you to complete the arrival formalities for your craft and all people on board.

These formalities include immigration, craft entry papers and, where applicable, the TIE.

If you would prefer to complete the TIE formalities at a later time, on arrival you can talk to the Customs of cer to see if alternative arrangements can be made. However until the TIE has been completed, your vessel must remain within the con nes of the Customs controlled area at the port in which the vessel entered.

WHAT IS INVOLVED IN COMPLETING THE SIMPLIFIED TEMPORARY ENTRY?On arrival, the Customs of cer will have you complete a form titled Customs Import Entry (Temporary) for Yachts and Small Vessels. This is a declaration and the information contained within this must be accurate.

The simpli ed temporary entry includes a declaration that is a written form of security that Customs accepts in lieu of money from importers to secure (cover) the Customs charges that would otherwise be payable. By signing the declaration the importer is giving a binding undertaking that, should the goods not leave New Zealand by the stated date then Customs charges, duty and/or GST, as speci ed will be paid to Customs.

WHAT DO I DO WITH MY COPY OF THE TEMPORARY IMPORT ENTRY FORM? You are expected to retain the yellow copy of this form while in New Zealand and it must be presented to the Customs of cer on your departure.

In New Zealand, certain goods may be supplied to you without payment of goods and services tax (GST). (The supply of goods and services without the payment of GST is over to the seller/retailer/provider to decide if that is applicable.) You need to record all details of these purchases on the reverse of the yellow copy of the form — it is not suf cient that the supplier of the goods merely takes a copy of your Import Entry (Temporary) Yachts and Small Vessels form.

If at a later date the vessel is entered permanently to New Zealand, the yellow copy must be surrendered to a Customs of cer at the time the paperwork is processed.

WHAT IF I DO NOT QUALIFY FOR SIMPLIFIED TEMPORARY ENTRY?If you do not qualify for the simpli ed temporary entry process, the Customs of cer on arrival will be able to direct you to a Customs of cer (client service) to work out the most appropriate method for entering your craft.

WHAT LENGTH OF TIME WILL I AUTOMATICALLY BE GRANTED FOR MY VESSEL ON ARRIVAL?You will automatically be granted between 6–8 months. There will be a review date during your visit so you can discuss matters with Customs that may affect your departure date. It is important that you keep in touch with Customs during your stay and advise early if you want to request an extension.

CAN MY YACHT STAY LONGER THAN 12 MONTHS?Your yacht can stay longer than 12 months. However, the temporary entry conditions that were agreed with Customs on your arrival may not be applicable. Depending on the period of extended stay in New Zealand, and your personal circumstances, Customs may require the following:

» Customs may require that the yacht is imported permanently into New Zealand and Customs charges (duty and GST) will then be payable.

» If your stay is still temporary and for less than another 12 months (24 months in total), Customs may require a cash deposit or security to cover the Customs charges that would be payable if the yacht was permanently imported into New Zealand. Provided the yacht is exported within the agreed period the deposit will be returned to you following your nal departure, or if a security has been accepted it would be released.

» If your stay is still temporary and is for more than another 12 months (more than 24 months in total) you will need to discuss your speci c circumstances with a Customs of cer.

Customs will be able to discuss the options available to you.

HOW DO I QUALIFY FOR A TIE EXTENSION BEYOND 12 MONTHS WITHOUT THE PAYMENT OF CUSTOMS CHARGES OR THE PROVISION OF A SECURITY?Customs will consider all requests on a case-by-case basis and take into account any factors such as illness or re ts that may affect the intended length of stay of your visit.

HOW SOON BEFORE MY CURRENT TIE EXPIRES SHOULD I CONTACT CUSTOMS FOR AN EXTENSION?You will need to contact Customs to discuss the possibility of an extension. We advise against leaving this until the last minute as the process can take some time.

It is important that you keep in contact with Customs during your stay and, if possible, let Customs know well in advance of your scheduled departure date if you want to request an extension. Contact Customs one month in advance of your scheduled departure date if you want to extend your stay for up to 12 months, and two months in advance of your scheduled departure date if you want to extend your stay beyond 12 months.

Maritime New Zealand Yachts and small craft are not subject to maritime safety charges but are subject to oil pollution levies if the craft is over 100 gross tonnes. However, if you decide to undertake a commercial operation while in New Zealand, you will be subject to both these charges regardless of the size of the vessel. The Ministry for Primary Industries (MPI) is responsible for ensuring unwanted pests, diseases and other organisms are prevented from entering New Zealand.

Once inside New Zealand waters (12 nautical miles from the coast) please ensure all rubbish is contained in closed leak-proof containers or sealed in strong plastic bags. A biosecurity inspector will direct the disposal of all your rubbish on arrival.

You must arrive at one of New Zealand’s approved places of

your vessel and passengers for entry into New Zealand.

DOCUMENTATION REQUIRED AT FIRST PLACE OF ARRIVAL

Every person entering New Zealand must complete a personal declaration. Any quarantine risk item must be declared.

The vessel Master must complete a declaration of all risk items aboard that are either restricted or prohibited (see highlighted box opposite).

If you surrender all prohibited goods (or have them treated if an option) you will receive a full biosecurity clearance to cruise New Zealand waters.

If this option is not taken, the vessel will remain at the designated berth under biosecurity control.

Risk items that are either

restricted or prohibited entry

may include:

» FOODSTUFFS including

meat, fruit, vegetables,

eggs, dairy products,

honey and stored

products.

» RUBBISH – particularly

food waste.

» PLANTS – no plants or parts

of plants may be landed in

New Zealand.

» CITES (endangered species items), e.g. clam and conch

shells, coral, turtle shells and ivory.

» LIVE ANIMALS – in general no animals will be permitted

to come ashore in New Zealand or to remain aboard

a vessel in New Zealand territorial waters. Some

exemptions may be granted for keeping an animal on

board where prior application has been made to MPI

and the person in charge has agreed to comply with

conditions set. There are specific import conditions

for dogs and cats. These include measures to be taken

against rabies between 7 and 12 months prior to arrival.

Non-compliant dogs and cats will have to be secured at

anchor. Application to bring in animals should be made

to MPI well in advance.

travelling with animals is on the biosecurity website.

» HITCHHIKERS – Any known contamination with

hitchhiker organisms (termites, ants, moth egg masses,

spiders, mosquito larvae, hull biofouling).
