No. 5-1/94-PLI.—The President is pkased to extend thecoverage of Postal Life Insurance to the1 Rural Public inIndia under the "Rural Postal life Insurance Schemje-1995(Oramcen Dak Jtevan Beema Yojna-1995").

1. SHORT TITLE :

The scheme shall be entitled "Rural Postal Life InsuranceScheme-1995".

2. COMMENCEMENT ;

"Rural Postal Ltfc Insurance Scheme-1995" here-in-afterreferred to as the 'Rural Scheme' as notified will come intoforce w.e.f. 24-3-95 for a period of three years initially. Thefurther continuance of the Scheme it subject to the specificapproval of th© Central Government aftecr reviewing theexperience and performance olf the Scheme".3. OBJECTIVE :

The scheme is envisaged lo provide insurance cover to therural public in general and benefit wealcer sections and womenworkers of rural areas in particular.

4. APPLICABILITY OF POST OFFICE INSURANCEFUND RULES :

F0IF Rules as amended from 'tame lo time, shall be appli-cable to the "Rural Scheme' Mutatis-mutandis except wherespecial provisions have been made and notified under thisscheme. Such special provisions shall be applicable to theexclusion and in supersession of corresponding POIF Rules.In case of any doubt arising in interpretation or applicabilityof any rule under the Rural Sehomc, the matter tfontl be refer-red to DG Posts whose decision shall be final.

5. ELIGIBILITY :

The scheme shall cover all personse, male or female, whopermanently reside iu rural iaceas and are ordinarily resident*in India to the exclusion of Foreigners and Non-residentIndians poreided they have attained majority.

5.1. However, where a policy-holder who isi a, resident ofIndia subsequently shifts his residence outside India,temporarily or permanently, he/she shall makearrangements to make payments of due pramla with-in India in the specified Post Office in Indian cur-rency.

5.2. All claims aeiltled in respect of such persona who mayhave shifted their residence outside India shall bepaid within India only in Indian currency in accor-dance with POIiF Rules.

6. AGE UM1T :

A person who is not less than 19 years and not more than45 years (40 years in case of AEA policies) on his her nextbirth day shall be eligible for this scheme.

6.1. The proponent shall be reequired to furnish proofof age alongwiith the proposal form and in the man-ner prescribed by the Department.

7. LIMITS OF INSURANCE :

The minimum limit for insurance under this scheme shallbe Rs. 10,000/- (Rupees ten thousand). The maximum limitunder the medical scheme, taking total sum assured underall plans shall not exceed Rs. 1,00,000/- (Rupees one lakh)while the maximum limit in respect of Non-medical scheme,taking total sum assured under all plans shall not exceed Rs.25,000, - (Rupees twenty five thousand).

8. MEDICAL EXAMINATION :

Rules regarding Medical Examination as applicable (o Pf Ischeme also apply inutati*-miutandis to the Rural Scheme'Two typos of policies i.e. with and without medical exwmi-

nation, twined as 'Medical'.and 'Non-medic*!' polices -atoallbe available under the "Rural scheme",

8.1. In reaped of medical policy, a proponent shall borequired to undergo a medical examination to beconducted by the nearest authorised Medical practi-lioner. Such authorised Medical practitioner afterconducting medical examination of the proponent,shall forward the proposal alongwith his medicaltxaminalion report to the department specificialivrecording therein whether the said proponent is foundmedically fit or unfit for insurance cover. Tn casethe proponent in found conditionally fit for grantinginsurance coyer, the Medical officer shall specify thenature, extent and temporariness or permanence ofthe impuiiinenl or disease the proponent is affiliatedwith adversely affecting the longevity of his or herlife. Depending upon the nature and extent of theimpairment /disease, the proposal may be acceptedby the department by charging extra- premium. Whileconsidering the recommendations of the MedicalOfficer, such recommendations shall not be bindingon the department and may or may not be acceptedat the discretion Of DO Posts or officers authorisedon hiis behalf and the decision of such authority shallbe final,

8.2. In case of Non-medical policies, the teems cfld con-ditions as that of PGIF Rules amended from time totime for such policies shall be applicable mutatis-mutandis except in cases specified otherwise.

9. INSURANCE PLANS :

All the existing PLI plans, mentioned hereunder, shall beavailable under the "Rural Scheme".

(i) Whole Life Insurance Plan(.ii) Convertible whole Life Insurance Plan,(iii) Endowment Assurance Plan(,iv) Anticipated Endowment Assurance Plan.

However, to cater to the specific insurance needs of ruralpublic particularly the weaker 'sections and working women,other suitable plans may also be introduced under the "RuialScheme" from time to time.

10. LICENCING OF AGENTS :

E. D. B. P. M. S., E. D. S. P. Ms and selected departmentalS. P. M«. in .rural areas shall be authorised to work as agentsfor procurement of insurance business under the "RuralScheme" in their respective jurisdiction,

11. AGENCY COMMISSION :

E.D.P.P. Ms. E.D.S,P.Ms. and SPMs of rural areas authori-sed to procure business shall be entitled to such 'Procurementcommission' ns, is prescribed by D.G. Posts from time to time.Besides such commission based on procurement of business,the authorised agents who collect subsequent premia underthe said scheme .shall also be entitled to 'Premia collectionincentive' at the rates prescribed by D. G. Posts from timeto time. , ,,

12. LIABILITY OF THE PROPOSER :

In order to obtain Insurance Cover the proposer may fillup the proposal form prescribed by the Department eitherbimseff/hiereself or through his/her agent and sign the saidproopsal form or impress his/her left hand thumb impression,if illiterate, in token of having accepted the term* and condi-tions thereof and having furnished correct and factual infor-mation in the said proposal form. Where rhe proposer hasimpressed his her thumb impression, the same shall be gotwitnessed through a literate witness who is not related in anyway to the department, Inaccurate or misleading informationshall render the contract voidable «it the discretion of DirectorGeneral of Posts and lead to forefeiture of payments that mayhave been made by the said proposer.

12.1. Where the proposer signs a proposal form in ,i lan-guage different -from the one in which trie proposalform is written, a declaration in the language inWhich Jle ha« ittepreWed h« signatiUe to the effect

that he has signed after understandins the <x>otentsshall be obtained over his signatures. All such dec-larations shall also be accompanied by a declarationof the person filling the proposal form.

13. AUTHORISATION TO COLLECT INFORMATION :

The proposer shall authorise the Department ill the timeof submission of his/her proposal to collect uny informationregarding his age, personal, family and medical history fromsuch sources including the personal and family doctor as thedepartment may deem necessary.

14. RATE OF PREMIUM :

The rates of pucmium applicable lo diffeienl plans under'the tural scheme' shall be the same as per the premiumtables notified under different plans of the Postal Life InsuranceSchemes by the department from time to time except wheredifferent raites of premia are specifically prescribed for anyTtural Scheme',

15. PAYMENT OF PREMIA :

A proposed or an insurant shall deposit his/her premiumonly at specified Head Post Office, Sub Post Office or BranchPost Office selected for the purpose and duly approved by thedepartment. Any subsequent change in the selected PostOffice shall have to be got approved by the concerned GPMG.

15.1, The pioposer may select the periodicity (viz. monthlyQuarterly, Half Yearly or Yearly) for payment ofpremia as per his/her convenience, at the time ofsubmission of his/her proposal and he/she shall not'be normally allowed to change such pcrioddciity. Incase the insurant subsequently wants any change inthe periodicity of payment of premia he/she shall ob-tain approval of CPMG concerned or officers autho-rised on his behalf.

\5.2. Notwithstanding what is stated above an insurantmay pay advance premium at any time as prescribedunder POIF Rules and avail of (he rebates permit-ted.

16. PAYMENT OF FIRST PROVISIONAL PREMIUM :

A proposer may pay an amount equal to first premiumagainst his/her proposed policy either directly in the PostOffice or through an authorised agent of the department witha dear understanding that the risk of his/tow life shall notcommence unless his policy is accepted by the Director Gene-ral of Posts or officers authorised on his behalf. The depart-ment shall not ficcept any liability in respect of claims arisinjt•before acceptance of the proposal notwithstanding (he paymentof first provisional premium.

17. VERIFICATION OF PROPOSAL :

The agemts shall forward the proposals to their respectiveSDI/As'jtt. SuptUs for such verification of particulars as theydeem necessary especially regarding identity, age, occupationaland moral hazards, personal and family history and anyinvolvement or suspected involvement of the proposer in cri-minal or illegal activity, whereafter they shall sent a confi-dential report alongwith the proposal to the OPMG. SDIsshall be paid incentive for such work as prescribed by thodepartment.

18. COMMENCEMENT OF RISK :

The riak on the life of the proposer shall commence fromthe date of acceptance of the policy or payment of the firstpremium in full whichever is later,

19. UNDERWRITING OF LIVES ;

The D, G. Posts of CPMG on his behalf shall underwriteonly such lives which aree found standard on normal tabularmtcs of premium. In all other cases except those not foundtit for inwirance, extra premium shall be charged frtjm thepropowr.

20. ASSIGNMENTS & NOMINATIONS ;

Assignments and nominationK of polioiei under the 'RuralSchme' shall be governed by the PO1F Rules on assignm«ntand nominations mutatis mutandis.

21. REJECTION OF PROPOSALS :

The DG Posts or CPMG or officers authorised on bis behalfreserve the right to reject any propoal -without assigning anyreason (hereof.

22. LOANS, PAID-UP VALUE AND SURRENDERVALUE :

The amounts payable as loans, paid-up value or surrendervalue shall be determined in accordance with the PO1F Rules.23. LAPSING OF POLICIES KEVIVAf, AND SETTLE-

MFNT OF CLAIMS :

Any policy which is not in force due to nonpayment ofany premium within the period of grace shall be treatedas lapsed and void and shall be .governed by the relevantPO1F Rules for their settlement or revival. No claims what-soever shall be entertained by the department in respect ofvoid policies or any other policies where the rules under thisscheme or POTF Rules hlave been violated.

24. CLAIMS AiRlSING AS A RESULT OF SUICIDE :

Tn case the policy holder commits suicide within two yearsof acceptance of the policy no claim shall lie against the depart-ment and claim shall be rejected.

25. ALTERATIONS :

Any permissible alterations to the policy requested by thepolicy-holder may be permitted by the D. G, Posts or officerson his behalf ait their discretion.

26. BONUS :

The department shall periodically announce rates of bonusapplicable to different withnpiroflt plans and all claims shallbe determined on the bas'is of such Bonu^.

27. MAINTENANCE, OPERATION AND VALUATIONOF POIF-kUKAL' :

Scpuciic fund called Tost Office (Insurance Fund-Rural1

w!ll be maintained in respect of the said soherne. The opera-lion, valuation and investment of the fund will be similar to-that of Post Office Insurance Fund.

28. RIGHT TO ALTER TERMS \NO CONDITIONS OFCONTRACT :

The President reserves to himself the right of making fromtime to time such additions and alLeintions in the rules or inthe promia to be paid as he may consider necessary, providedthat no such addition or alteration shall affect the conditionsor any contract for a policy which any person may have madewith the Director General of Posts under these or any otherrules in force at the time of making the contract, unless suchperson has given his/her consent in writing to «uoh additionsor alterations.

•No. 5-l/y4-Ll.—The Piesidenit is pleased to introduce anew Plan entitled "Ten year Riiral Postal L'fe Insurance Plan"(Das-Varshiya Gramcen Dak Jcevan Beema Yojana), here-after called the plan' with effect from 24-3-95.

2. The Plan shall be governed by the rules' prescribed underthe notified "Rural Povlal Life Insurance Scheme l')95"(Grameen Dak Jeevan Beema Yojsnn 1995).

O'i) LIMITS OF SUM ASSURED

The minimum sum for which a policy may be issued underthis 'Plan' will be Rs. 10,000 - (Rupees ten thousand only!and lihe maximum sum for which a policy may be issued underthis plan will be Rs. 1,00,000/- (Rupees one lakh only) incase the policy is issued after the proposer undergoes pres-cribed medical examination and is declared fit and Rs,25,000/- (Rupees twenty five thousand only) under the 'NonMedical scheme',

(iii) AGF. LIMIT

A person who is not ktut thtui 19 yeitiv, on the next biilli-day and not more tbian 45 years on his/her next birthdayshall be eligible for thi» Plan. Hc/She shall have toproduce an a>ge proof certificate to the satisfaction of theDepartment.

(iv) PAYMENT OF PREMlA

The insurant may select the periodicity for payment ofpromia in respect of his/her policy as per his her conve-nience viz. monthly, quarterly, half yearly or yearly. Therespective tables for payment of premia on monthly quarterly,half yearly & yearly basis are given in enclosed table 'A'.However once the periodicity for payment of premia is selec-ted, no change will normally 'be allowed, except with specificpermission of Chief Postmaster General concerned. Thepremia are payable in advance within the specified gracepeniod.

(v) REBATES ON PREMIA

In such cases where premia are payable monthly in odvance,the insurant may pay premia for number of months 'together,but not less than Dhree months, to avail of rebates permitted@ 0.5% of the amount of premium payable for payment of3—5 months premia in advance, 1.0% of the amount of•premium payable for payment of 6—11 months premia in ad-vance and 2% of the amount oc premium payable for paymentof 12 months or more premia in advance.

(vi) PERIODICAL SURVIVM. BENEFITS

Under this Plan two instalments of periodical isuivival bene-fits shall be payable to the insurant as a percentage of sumassured in case he/she survives the specific period ais indi-cated 'below and the remaining amoun' shall be 'payable at thetime of maturity alongwith the bonuses accured thereof :—

(a) 20% of the sum assured in case the life assuied•survives upto the eud of 4 years from the date ofacceptance of the policy,

f'b) 20% of the sum assured in ca^e the life assured sur-visc upto the end of 7 years from Ihe dale of accep-tance of the policy,

(c) 60% of the sum assured together with the accruedbonuses in case the life assured surviveis upto thedaite of maturity,

(vii) 0LA:IMS ON ACCOUNT OF DEATH

In case of' death of the insured person at any time duiingthe term of the policy and before the date of maturity, fullsum assured shall be payable alongwith the accured bonusnot-withstandinffl aT|y periodical survival benefits that may havebeen paid already lo the insurant before the said date of hiVher death.

iviii) LOANS NOT PERMISSIBLE

In view of periodic survival benefits being payable underthis plan, no loan1! shall be granted.

(ix) ALTERATION OF TERMS OF PODCY ..

(vi PAID-UP POLICIESIn the event of the cessation of payment of premia before

the maturity date but not before suoh premia have been paidfor a minimum period of 3 years from the date of the accep-tance of the policy, the policy shall be treated as paid-up andthe puid-up value us applicable to the 'Plan' Table 'B' shallbe payable only at the time of mptiiri'ty or on death of thepolicyJholder whichever is earlier.

No periodical payments on account of survival benefit ishall, however be payable in such cases where payment ofpremia have been stopped of the policy has become paid-up.

(\-H SPECIAL BENEFITS

Under this 'Plan", in such cases where the insurant is unableto pay the due premita against his/her policy as a direct con-sequence of a natunal calamity, such as floods, drounhto orearth quakes, having befallen on the wea in which the insu-rant permanenitely resides, provided ho/she had declared thesaid residence in his/her proposal form, no interest/fine shallbe chanted from him/her in respect of 'arrears of premia accr-ued and subsequently paid bv him upto a maximum period of12 months from tho date of occurence of such natural cala-mity, The Ohief Postmaster General may also permit paymentof such arrears of premia subsequently in monthly instalments,not exceeding six instalments if the, insurant so desires.

In such cases where the death of the insurant occurs withintwelve months of the da*e of oocurence of the natural cala-

mity, and whera the premia had remained unpaid from themonih of occurence of such natural calamity the policy shallbe deemed to be inforce and the claim shall be entertained bythe Department, However, in such caces where the prerniuare in arrears before the said date of occunince of the naturalcalamity or beyond twelve months of the occuninee of thenatural calamity the claim shall nitt conic under the purviewof this exemption and shall be .treated ut per with other casesunder normal rules.

Tn such eases where Ohief Postmaster General has permit'.edpayment of arrears of premia in instalments and where deathof the inouraot takes place any time after the first instalmentof arrears is paid the policy shall be deemed to 'be in forceand shall 'be entertained by the Department, provided all otherregular premia except such airreais which were permitted tobe paid in instalments have been paid by the insurant regu-larly.

to all the aforesaid cases the arrears of preniia shall berecovered from the claim amount payable to the legal heir/nominee of the insurant.

A certificate shall have to be produced by the insurant fromthe District Collector in support of the fact that natural cala-mity had be fallen the area in which the insurant residescatisin/E damage to life or property belonging to dhe insurant.

II. Functions ut the Samiti :The function of the Samiti is to render advice in regard to the implementation of the provisions relating to Official Language

contained in the constitution, Official Languages Act and Rules and policy decisions of the Kendriya Hindi Samiti and instructionsissued to the Ministry of Homo Affairs/Department of Official Language relating to Official Language and also in i-qurd to theprogressive use of Hindi in the Department of Civil Aviation.

III. Tenure :The tenure of the Members of the Samiti shall ordinarily bo three years from thi date of its constitution provided that ;(a) A member who is a Member of Parliament ceases to be a mamber of the Samiti as soon in he eeaic. to be :. M'.-mbcr

of Parliament.

(a) E.Y-officio Members of the Samiti shall continue as Members as long as they hold the office by virtue of which I hey areMembers of Samiti.

(c) If a vacancy arises on the Samiti due to resignation, death etc. of a Member, the Member appointed on the \ a.ancyshall hold office for the residual term of three years.

IV. Allowances :The non-official Members of the Samiti will be paid travelling and daily allowances for attending the meetings of the Samiti

and its Sub-Committees at the rates fl.ved by the Government of India from time to time,

V. HeadquartersThe Headquarters of the Samiti shall be at New Delhi, but it considered necessary, it may hold its meetings at any other place

also.

INo. 11013/1/94-IES.—The Tules for a competitive exami-nation to be held by the Union Public Service Commissionliij 1995 for the purpose of filling vacancies in Grade IVof the following Services are published for general i«for>na-ti<in :—

(,i) The Indian Economic Service, and(ii) The Indian Statistical Service,

A candidate in whose case a certificate of eligibility isnecessary may be admitted to the examination but Ihe offeroff appointment may be given only after the necessary eligi-bility certificate has been issued to him by the Governmentof India.

5. (a) A candidate for admission to this examination,must have attained the age of 21 years and must not hayeattained the age of 28 years on 1st January, 1995 i.e. hemust have been born not earlier than 2nd January, 1967ajnd not later than 1st January, 1974.

Such candidates will beadmitted to the examination, if otherwise eligible but theiradmission would be deemed to be provisional and subjectto cancellation if they do not produce the proof of havingpawed the requisite qualifying examination alongwith thedetailed application which will be required to be submittedby the candidates who qualify on the results of the writtenpart of the examination.

NOTE II—In exceptional cases the Union Public ServiceCommission may treat a candidate, who has not any of theforegoing qualification, as a qualified candidate providedthat he has passed examinations conducted by other institu-tions the standard of which in the opinion of the Commis-sion justifies his admission to the examination.

NOTE III—-A candidate who is otherwise qualified butwho has taken a degree from a foreign University may alsoapply to the Commission and may be admitted to theexamination at the discretion of the Commission.

7. Candidates must pay the fee prescribed in the Commis-sion's Notice.

8. All candidates in Government service, whether in npermanent or in temporary capacity or as work-ohargedemployees, other than casual or daily-rated employees oi"those serving under Public Enterprises will be required tosubmit an undertaking that they have informed in writingtheir Head of Office/Department that they have applied forthe Examination.

Candidates should note that in case a communication isreceived from their employers by the Commission with-holding permission to the candidates applying for/appear-ing at the examination, their application shall be rejected/candidature shall be cancelled.

9. The decision of the Commission with regard to theacceptance of the application of a candidate and his eligi-bility or otherwise for admission to the examination shallbe final.

10. No candidate will be admitted to the examinationunless he holds a certificate of admission from the Commis-sion.

11. A candidate who is or has been declared by the Com-mission to be guilty of :—

(i) obtaining support for his candidature by anymeans, or

(ii) impersonating, or

(iii) procuring impersonation by any person, or

(iv) submitting fabricated documents or documentswhich have been tampered with, or

(v) making- statements which are incorrect or false, orsuppressing material information, or

(vi) resorting to any other irregular or improper meansin connection with his candidature for the examina-tion, or

(vii) using unfair means during the examination, or

(viii) writing irrelevant matter including, obscene langu-age or pornographic matter, in the script(s), or

(ix) misbehaving in any other manner in the examina-tion hall, or

<K) harassing or doing bodily harm to the staff em-ployed by the Commission for the conduct of theirexamination, or

(xi) violating any of the instructions issued to candidatesalone with their Admission Certificates perniittinj?them to take the examination, or

(\ii) attempting to commit or, as the case may be,nbeltinp the commission oif all or any of the actsspecified in the foregoing clauses,

may in addition to rendering himself liable to criminalprosecution, be liable—

(a) to be disqualified by the Commission from theexamination for which he is a candidate; and /or

(b) to be debarred either permanently or for a speci-fied period—

(i) by the Commission from any examination orselection held by them;

(ii) by the Central Government from any employ-ment under them; and

(c) if he is already in service under Government todisciplinary action under the appropriate rules.

Provided that no penalty under this rule shall be imposedexcept after—

(i) giving the candidate an opportunity of making suchrepresentation in writing as he muy wish to makein that behalf; and

(ii) taking the representation, if any, submitted by thecandidate, within the period allowed to him, intoconsideration.

12. Candidates who obtain such minimum qualifyingmarks in the written examination as may be fixed by theCommission in their discretion shall bo summoned by themfor viva-voce.

Provided that candidates belonging to the ScheduledCastes or the Scheduled Tribes or the other BackwardClasses may be summoned for viva voce by theCommission by applying relaxed standards if the Commis-sion are of the opinion that sufficient number of candidatesfrom these communities are not likely to be summoned forviva voca on the basis of the .general standard in order tofill up the vacancies reserved for ther.i,

13. (i) After the interview, the candidates will bearranged by the Commission in the order of merit as dis-closed by _the aggregate marks finally awarded to eachcandidate in the written examination as well as interviewand in that order so many candidates as are found by theCommission to be qualified at the examination shall berecommended for appointment upto the number of un-reserved vacancies decided to be filled on the results of theexamination.

(ii) Candidates belonging to any of the ScheduledCastes or the Scheduled Tribes or the other BackwardClasses may, to the extent of the number of vacanciesreserved for the Scheduled Castes, the Scheduled Tribesand the other Backward Classes, be recommended by theComnrssion by a relaxed standard, subject to the fitness ofthese candidates for appointment to the Service(s).

Provided that the candidates belonging to the ScheduledCastes, the Scheduled Tribes and the Other Backward Classeswho have been recommended by the Commission withoutresorting to the relaxed standard referred to in this sub-rule shall not be adjusted against the vacancies reservedfor the Scheduled Castes, the Scheduled Tribes and theOther Backward Classes.

14. The form and manner of communication of the resultof the examination to individual candidates shall be decid-ed by the Commission at their discre^on and the Commis-sion will not enter into correspondence with them regardingthe result.

15. A candidate may compete for any one or both theSo vices for which he is eligible in terms of the Rules, Acundidate who qualifies for both the Sei vices on the result

N.B. (i) No request for addition/alteration in the pre-ferences indicated by a candidate in h's detailed applicationform will be entertained by the Commission.

KB. (ii) The candidates competing for both theServices will be allotted to the Services strictly in accord-ance with their merit position, preferences exercised by themand number of vacancies.

16. Success in Ihe examination confers no right toappointment unless Government aje satisfied afler such en-quiry as may be considered necessary, that the candidatehaving regard to his character and antecedents is suitablein all respects for appointment to the Service.

17. A candidate must he in good mental and bodilyhealth and ire; from any physical defect likely to interferewith the discharge of his duties as an officer of the Service.A candidate who after such physical examination as Govern-ment or, the appointing authority, us the case may be, mayprescribe is found not to satisfy these requirements, willnot be appointed. Any candidate called for viva vace bythe Commission may b; required to undergo physical exa-mination.

NOTT.—In order to prevent disappointment, candidates areadvised to have themselves examine*! by a GovernmentMedical Officer of the standing of a Civil Surgeon, beforeapplying for admission to the cxamina'ion. 6. Promotion to the next Grade of the Service will bemade in accordance with the provisions of Indian EconomicService/Indian Statistical Service Rules, as amended fromtime to time.

An officer belonging to the Indian Economic Service/Indian Statistical Service will be liable to serve anywherein India or abroad under the Central Governmnet andmay be required to serve in any post including any StateGovernment or toon-governmental organisation on deputa-tion or af specified period.

7. Conditions of service and leave and pension etc. forofficers of the two Services will be governed by the rulesapplicable lo members of other Central Civil ServicesGroup 'A'.

8. Conditions of Provjderit Fund are the same as laiddown in the General Provident Fund (Central Services)Rules subject to such modifications as may be made byGovernment from time to time,

•REGULATIONS RELATING TO THE PHYSICALEXAMINATION OF CANDIDATES

(.These regulations are published for the convenience ofcandidates and to enable them to ascertain the probabilityof their being of the required physical (.tandard. The regu-lations are also intended to provide guidelines to the medi-cal examiners!].

The Government of India reserve to themselves absolutediscretion to reject or accept any candidate after consider-ing the report of the Medical Board.

1. To be passed as fit for appointment a candidate mustbe in good mental and bodily health and free from anyphysical- defect likely to interfere with the efficient perfor-mance of the duties of his appointment.

2. In (he matter of the correlation of age, height andchest girth of candidates of Indian (including Ainglo-Indian)race it is left to the Medical Board to use whatever correla-tion figures are considered most suitable as a guide in theexamination of the candidates. If there be any dispropor-tion with regard to height, weight and chest girth the candi-dates should be hospitalised for investigation and X-ray ofihe chest taken before the candidate is declared fit or no(hy the board.

3. The candidate's height will be measured as follows :—

He will remove his shoes and be placed against the stan-dard with his feet together and the weight thrown on theheels and not on the toes or o'.her sides of the feet. He willsland erect without rigidity and with the heels calvebuttocks and shoulders touching the standard the chin willbe depressed to bring the vertex of the head level underthe horizontal bar and the height will be recorded in centi-metres and parts of a centimetre to halves.

4. The candidate's chest will be measured as follows ;—

The tape will be soadjusted round the chest thai its upper cdpe touches theinterior angles of the shoulder Wades, behind and lies in thesame horizontal plane when the tape is taken round thechest. The arm? will then be lowered to hang loosely bythe side aind care will be taken that the shouders are notthrown anwards or backwards so as to displace the fane.The candidate will then be directed to take a deep inspira-tion several limes and the maximum expansion of the chestwill be carefully noted and the minimum and maximumwill then be recorded in centimetres 84—89, 86—93 etc.fn recording the measurements, fractions of less than acentimetre should not be noted.

iN.B.—-The hciaht and chest of the candidate should bemeasured (wicr before coining to a final decision.

5. The candidate will also be weighed, and his weightrecorded in kilograms: frnction of half a kilogram shouldnut be noted.

fiji) One eye.—If a person has one eye of if he has one eyewhicb has normal vision and the other eye is employ-pic orhas subnormal vision, the usual effect is that the person lacksstereoscopic vision for perception of depth. Whert a Medi-cal Board finds sugar present in a candidate's urine by thevatiil chemical tests the Board will proceed with the exami-nrilfon with all its other aspects and will also specially not©any 4ig«is or syrritoms suggessive of diabets. If expect forthe llycosuria the Board finds the candidate confirm to thestandard of medical fitness rcquared they may pass thecandidate fit subject to the glycosuria being non- diabeticand the IBoard will refer the case to a specified specialist inMedicine who has hospital and laboratory facilities at hisdisposal. The candi-date will not be required to appear in person before thoiBoard on the second occasion. To exclude the effects ofmedication it may be necessary to retain a candiate forseveral days in hospital under strict supervision,

11. Radiographic examination of the chest should be doneas a routine in all cases for detecting any abnormality of theheart and lungs, which may not be apparent by ordinaiyphysical examination.

In case of doubt regarding health of a candidate, theChairanaii of the Medical Board may consult a suitable Hos-pital specialist to decide the issue of fitness or unfitness ofthe candidate for Government Service, e.g. if a candidate issuspected to be suffering from any mental defect or abbera-tion, the Chairman of the Board may consult a HospitalFsychiatris t / Psychologist, c tc.

When any delect is found it must be noted in the certi-fka;e and the medical examiner should state his opinionwhether or not it is likely to interfere with efficiant per-formance of the duties which will fee required of tho candi-date.

12. The candidate filing an appeal against the decision ofthe Medical Board have to deposit an appeal fee of Rs. 50 -in such manner as may be prescribed by the Government©f India in this behalf. This fee would be refunded if thecandidate Is declared fit by the Appellate Medical Board.The candidates 'may, if th«y lkei, enclose medical certificatein support of their claim of being fit. Appeal should besubmitted within 21 day» of the da>te of the communicationJn which the decision of the Medical Board is communicatedto the candidates, otherwise, request for second medicalexamination by an Appellate Medical Board will not be en-iftrtrtfned. The following intimation is made for the guidance of theMedical Examiner :—

The standard of physical fitness to.be adopted should make-due allowance for the age and length of service, if any, ofthe candidate concerned.

No person will be deemed qualified for admission to thePublic Service who shall not satisfy Government, or theappointing authority, as the case may be, that he has nodisease, constitutional affection, or bodily infirmity unfittinghim, or likely to unfit him for that service.

11 should be understood that the question of fitness in-volves the future as well as the present and that one of themain objects of medical examination is to secure continuouseffective service, and in the case of candidates for permanentappointment to prevent early pension of payments in ca«eof premature death. It i« at the same time to be noted thatthe question is one of the likelihood of continuous effectiveservjee and the the rejection of a candidate need not be advisedon account of the presence of a defect whloh in only a smallproportion of cases is found to interfere with continuous

i effective service.

The Board should normally consist of three members (i)a Phys cian (ii) a Surgeon and (iii) an Opthalmologist allof whom should as far as practicable, be of equal status. Alady doctor will be co-opted as a member of the MedicalBoard whenever a woman candidate is to be examined.

Candidate appointed to the Indian Economic Service/Indian Statistical Service are liable for field service in or outof India. In case of such a candidate the Medical Boardshould specifically record their opinion as to his fitness oriother>wise for field service. The report of the Medical Boardshould be treated as confidential.

In case where a candidate is declared unfit for appoint-ment in the Government Service, the grounds for rejec-tion may be communicated to the candidate in broadterms without giving minute details regarding the defectspointed out by the Medical Board.

In case where a Medical Board considers that a minordisability disqualifying a .candidate for Governmentservice can be cured by treatment (medical or surgical)a statement to that effect should be recorded by theMedical Board. There is no objection to a candidatebeing informed of the Board's opinion to this effect bythe appointing authority and when a cure has beeneffected it will be open to the authority concerned toask for another Medical Board.

In the case of candidates who arc to be declared "Tempo-rarily unfit" the period specified for re-examinationshould not ordinarily exceed six months at the maxi-mum.

On re-examination after the specified period these candi-dates should not be declared temporarily unfit for afurther period but a final decision in regard to theirfitness for appointment or otherwise should be given.
