V Conditions oj Eligibility

(a) Nationality : A candidate must be either :—

(i) a cilizen of India, or

(ii) a subject of Bhutan, or

(iii) ;t subject of Nepal, or

(iv) a Tibetan refugee who came over to Tndia beforethe 1st January, 1962 with the intention of per-manently settling in India, or

(vi a person of Indian origin who has migrated fromPakistan, Burma, Sri Lanka, Ihe East Africancountries of Kenya, Uganda, United Republic ofTanzania (foimcrly Tanganyika and Zanzibar),Zambia, Malawi, Zaire und Ethiopia and Vietnamwith the intention of permanently settling in India.

Provided that a candidate belonging to categories (iO, (iii),(iv) and (v) above shall be a person in whose favour acertificate of eligibility has been issued by the Governmentof India.

Certificate of eligibility will not, however, be necessary inthe c;ise of candidates who are Gorkha subjects of Nepal.

(b) Age limits, Sex und Marital Status; Only unmarriedmale candidates born not earlier than 2nd January, 1976and nol later than 1st July, 1978 arc eligible.

The date of biith accepted by the Commission is thatentered in the Matriculation or Secondary Sthool LeavingCertificate or in a certificate recognised by an Indian Univcr-nity as equivalent to Matriculation or in Lin extract from aRegister of Matriculates maintained by a university, whichextract musl be certified by the proper authority of theuniversity or in the Huiher Secondary or an equivalentexamination certificate. These certificates arc required tobe submitted only after the declaration of the results of thowritten part of the examination.

No other document relating to aae like horoscopes, affi-davits, birth extracts from Municipal Corporations, servicerecords and the like will be accepted. The expression Matri-culation /Hifiher Secondary Examination certificate in thispart of the instruction includes the alternative certificatesmentioned above.

(a) A candidate must send the following documents withhis application.

(i) Central Recruitment Fee Stamps/Crossed BankDraft/Indian Postal Order or Indian Mission re-ceipt for the prescribed fee (unless remission offee is claimed).

(ii) Attendance Sheet as published in the prominentdaily Newspapers and in the Employment News/Rozgar Samachar dated 30th October, 1993 dulyfilled in.

(iii) Two identical signed copies of recent passport size(5 cm. x 7 cm. approx) photograph of the candi-date—one pasted on the application form and theother on the Attendance Sheet in the space providedtherein. Candidates who normally wear spectaclesMUST send their photographs with spectacles only.

(iv) One Self-addressed post-card bearing additionalpostage stamps of 45 paise denomination therebyraising the total postage charges to 60 paise.

discretion. Such candidates shall appear before a ServicesSelection Board for Intelligence and Personality Tests, wherecandidates for the Army/Navy wings of the NDA andlO-j-2Executive Branch of Naval Academy will be assessed in offi-cer potentiality and those for the Air Force in Pilot AptitudeTest and officer potentiality.

Candidates will appear before Services Selection Boardand undergo the tests there at their own risk and will not beentitled to claim any compensation or other relief, from Gov-ernment in respect of any injury which they may sustain inthe course of or as a result of any of the tests given to>them at the Services Selection Board whether due to the negli-gence of any person or otherwise. Parents or guardians ofthe candidates will be required to sign a certificate tc| thiseffect.

To be acceptable candidates for the Army/Navy andNaval Academy should secure the minimum qualifying marksseparately in (i) written examination and (ii) officer potenttiality tests, as fixed by the Commission in their discretion,and candidates for the Air Force should secure the minimumqualifying marks separately in (i) written examination, (ii)Officer potentiality test, and (iil) Pilot Aptitude Test as fixedby the Commission in their discretion. Special Conditions

(f) The following past medical history is disqualifyingfor Air Force duties;

(i) Disease or injury of the spine or sacroiliacjoint either wi;h or without objective sign,which has prevented the candidate from succes-sfully following a physically active life.

(ii) Prolapse intervertebral disc and surgery forthe condition.

(g) Through Clinical examination of the spine includingits shape, local tenderness if any, spinal movementsetc. is to be carried out. For candidates for air-crew duties only. X-ray of lumbosacral cervicalspine (AP and Literal views), is to be carried out.

(h) Mild Kyphosis or Lordosis where deformity isbarely noticeable and there is no pain or restrictionof movement will not preclude acceptance.

(i) In case of noticeable Scoliosis or suspicion of anyother abnormality or spinal deformity, more thanmild, appropriate X-rays of the spine are to betaken and the Examinee referred for specialist'sadvice.

(j) The following conditions detected on X-ray exami-nation will be disqualifying for entry to Air Force :

(i) Granulomatious disease of spine.

(ii) Arthritis/spondylosis.

(Hi) Scoliosis more than 15 degree as measured byCobb's Method. ^ ^

(iv) More than miid Kyphosis/Lordosis.

(v) Spondylosthesis/Spondylosis.

(vi) Herniated nucleus pulposus.

(vii) Compression fracture of Vertebra,

(.viii) Scheurman's Disease.

fix) Cervical libs with demonstrable neurologicalor Circulatory deficit.

(x) Presence of Schmorl's node at more than onelevel.

(xi) At-lanto-oceipital and atlanto-axial anomalies.

(xiii) Any other abnormality, if so considered byspecialist.

(k) A candidate should have no past history of mentalbreakdown or fits.

(1) The hearing should be normal. A candidate- shouldbe able to hear a forced whisper with each ear ata distance of 610 cms. in a quite room. Thereshould be no evidence of present or past disease ofthe ear, nose and throat. Audiometric test will bedone for AP. Audiometric loss should not exceed+ 10 db in frequencies between 25OHz and 400 Hz.

(m) There should be no signs of functional or organicdisease of the heart and blood vessels. Blood pre-ssure should be normal.

(n) The muscles of abdomen should be well developedand there should be no enlargement of liver orspleen. Any evidence of disease of internal orgensof the abdomen will be a cause for rejection.

(o) Un-operated hernias will make a candidate unfit.If operated this shou' 1 have been done at least ayear prior to the present examination and the hea-ling is complete.

(p) There should be no hydrocele, varicocele or piles.

(q) Urine examination will be done and any abnormalityif detected will be cause for rejection.

(r) Any disease of skin which is likely to cause disabilityor disfigurement will also be a cause for rejection.

(s) A Candidate should be able to read 6/6 ui a distantvision chart with each eye, with or without glasses(For Navy 6/6; 6/9 without glasses and Air Forcewithout glasses only). Myopia should not be morethan2.5D and hypermetropia not more than 3.5 Dincluding Astigmatism. Internal examination ofthe eye will be done by means of opthalmoscopeto rule out any disease of the eye. A candidatemust have good binocular vision. The colour visionstandard, will be CP EH lor Army. A candidateshould be able to recognise red and green colours.The candidate for the Navy shoaM have CPI byMLT and normal night vision acuity. APPENDIX HI

(BRIEF PARTICULARS OF THE SERVICES ETC.)

1. Before a candidate joins the Academy, the parent orguardian will be required to sign :—

(a) A certificate to the effect that he fully understandsthat he or his son br ward shall not be entitled to claimany compensation or other relief from the Government inrespect of any injury which his son or ward may sustain inthe course of or as a result of 'the training or where bodilyinfirmity or death results in the course of or as a result ofa surgical operation performed upon or anaesthesia adminis-tered to him for the treatment of any injury received asaforesaid or otherwise.

(to) A bond to the effect that if, on account of his dis-missal or discharge or withdrawal from National DefenceAcademy for knowingly furnishing false particulars or sup-pressing material information in his application for admis-sion .to the said National Defence Academy or in the eventof his being dismissed or discharged or withdrawn on dis-ciplinary grounds from the said National Defence Academyor for marrying while under training at the said NationalAcademy or for any reason not beyond the control of thecadet, he does not complete the prescribed period of train-ing, or he, the cadet, does not accept a Commission ifoffered as convenated above, then the Guarantors and thecadet shall jointly and severally be liable to pay forthwithto Government in cash sums as the Government shall fixbut not exceeding such expenses as shall have been incur-red by the Government on account of the Cadet on histraining and all the money received by the Cadet as payand allowances from the Government together with intereston the said money calculated at the rate in force for Govern-ment loans. "

2. The cost of training including accommodation, books,uniforms, boarding and medisal treatment will be borne bythe Government. Parents or guardians of cadets will, how-ever, be required to meet Iheir pocket and other privateexpenses. Normally, these expenses are not likely to ex-ceed Rs. 125.00 p.m. If in any case a cadet's parents orguardian is unable to meet wholly or partly even this ex-penditure financial assistance upto Rs. 125.00 p.m. for the1st and 2nd years. Rs. 125.00 p.m. for the 3rd year train-ing at NDA and Rs. 125.00 p.m. for the further specialisttraining in Army/Navy/Air Force Training Establishmentsmay be granted by the Government. Financial Ass'stancein case of Naval Academy (lO-f-2) candidates is Rs. 140.06p.m. No cadet whose parent's or guardian's income exceedsRs. 1500/- per month and Ss. 2000/- per month if morethan one son/ward simultaneously undergoing training atNTM., IMA, OTA and corresponding training establishmentsin the Navy and Air Force would be eligible for the grantof financial assistance.

The parent/guardian of a candidate desirous of havingfinancial assistance from the Government should immedia-tely after his son/ward having been finally selected fortraining at the National Defence Academy submit an appli-cation through the District Magistrate of his District whowill forward the application with his recommendation to theCommandant National Defence Academy, RHADAKWASLA,PUNE (411023).

3. Candidates finally selected for training at the Academywill be required to deposit the following amount with theCommandant, National Defence Academy, on arrival there :

(a) Pocket allowance for five months atRs. 125.00 per mouth Rs. 625.00

(b) For items of clothing andequipment Rs. 2300.00

(c) Incidental Expenditureduring 1 Semester Rs. 425.00

Total Rs. 3350.00

Out of the amount mentioned above the following amountis refundable to the cadets in the event of financial aidbeing sanctioned to them.

(a) Pocket allowance for five monthsat Rs. 125.00 per month Rs. 625.00

(b) For items of clothing and euip-ment approximately Rs. 475,00

4. The following scholarships are tenable at the NationalDefence Academy.

(1) PARSHURAM BHAU PATWARDHAN SCHOLAR-SHIP.—This scholarship is granted to boys who belong toMAHARASHTRA AND KARNATAKA and whose parentsincome is between Rs. 350.00 and 500.00 per month fromall sources. The value of the scholarship is equal to theGovernment financial assistance. It is admissible for theduration of a Cadet's stay in the National Defence Academyand other Pre-commission training establishment subject tothe Cadet's good conduct and satisfactory progress in thetraining and his parents income remaining below the pres-cribed limit. Cadets who are granted this scholarship willnot be entitled to any other financial assistance from theGovernment.

(2) COLONEL KENDAL FRANK MEMORIAL SCHO-LARSHIP.—This scholarship is of the value of Rs. 360.00iper annum and awarded to a MARATHA cadet who shouldbs the son of an ex-serviceman. The scholarship is inaddition to any financial assistance from the Government.

(3) KAUR SINGH MEMORIAL SCHOLARSHIP.—Twoscholarships are awarded to two cadets who obtain thehighest position amongst candidates from BIHAR. The valueof each scholarship is Rs. 37.00 per mensum tenable for amaximum period ©f 4 years during the training at theNational Defence Academy, Khadakwasla and thereafter atihe Indian Military Academy, Defaa Dun and the Air ForceFlying College; and Naval Academy Cochin where the cadetsmay be sent for training on completion of their training atthe National Defence Academy. The scholarship will, how-over, be continued subject to making good progress at theabove institution.

(4) ASSAM GOVERNMENT SCHOLARSHIP.—Twoscholarships will be awarded to the cadets from ASSAM.The value of each scholarship is Rs. 30.00 per mensiim andis tenable for the duration of a cadet's stay at the NationalDefence Academy. The scholarships will be awarded to thetwo best cadets from ASSAM without any reference to theincome of their parents. The cadets who are granted thisscholarship will not be entitled to any other financial assis-tance from the Government.

(5) UTTAR PRADESH GOVERNMENT SCHOLAR-SHIPS.—Two scholarships each of the value of Rs. 30.00per month and ar» outfit stipend of Rs. 400.00 are awardedto two cadets who belong to UTTAR PRADESH on merit-eum-means basis and are tenable for a period of three yearssubject to satisfactory performance by the cadets at NationalDefence Acaderny. Cadets who are granted these Scholar-<sh ps are not entitled lo any other financial assistance fromGovernment.

(6) KERALA GOVERNMENT SCHOLARSHIPS.—Onemerit scholarship of the value of .Rs. 48©/- per annum foithe entire period of training at NDA, will be awarded bythe State Government of Kerala to a Cadet who is domi-ciled resident of the State of KERALA and who secures*he first position in the all India UPSC Entrance Examina-tion Lo NDA irrespective of the fact whether he has passedout from RIMC or from any of the Sainik Schools in India.The financial position of A Cadet's father/guardian is not•taken into consideration.

(7) HIHARI LAL MANDAKIiNI PRIZE.—This is cashprizo of Rs. 50.00 available for the beat BENGALI boy in•adi Course of the Academy. Application forms arc avail-able with the Commandant, National Defence Academy.

(8) 0RIS5A GOVERNMENT SCHOLARSHIPS.—These•aholarships, one for the Army, one for the Navy and theother for the Air Force of the value of Rs. 80.00 each permonth will be awarded by the Government of Orissa to thecadets who are permanent residents of the State of ORISSA.Two of these scholarships will be awarded on the basis ofmerit-cum means of the cadets whose parent's or guardian'sincome does not exceed Rs. 5,000/- per annum and theother one will be given to the best cadet irrespective of hisparents or guardian's income.

(9) WEST BENGAL GOVERNMENT SCHOLARSHIPS.—Following categories of scholarships are awarded by theWest Bengal Government to those cadets who are perma-nent residents of WEST BENGAL :—

(a) Category 1.—These scholarships, one each for Army,Navy and Mr Force at the rate of iRs. 360 per annumduring 1st and 2nd years and the rate of Rs. 480 per annumduring the 3id year at the Academy and 4th year at thespecialised training institution, with an initial outfit stipendof Rs. 400 in addition for those cadets who are not eligiblefor any other scholarships at the Academy.

(b) Category 2.-—The scholarship of a lumpsum grant ofRs. 100 per annum in addition to Government financialassistance.

(10) PTLOT OFFICER GURMEET STNGH BEDI MEMO-RIAL SCHOLARSHIP.—One Scholarship of Rs. 420.00 perannum is granted to the cadet who stands highest in theoverall order of merit amon^t Air Force Cadets at the endof the 4-th term. It is for the duration of one year (during5lh and 6th terms). This scholarship will be withdrawnif the recipient is relegated or withdrawn during the periodof its receipts. The Cadet who is already in receipt of anysuch merit, scholarship or financial assistance is not entitledto this scholarship.

(11) HIMACHAL PRADESH GOVERNMENT SCHO-LARSHIPS.—Four scholarships will be awarded to cadetwfrom HIMACHAL FR\DESH. The value of each scholar-ship is Rs. 30.00 per month during the first two years oftraining and Rs. 48.00 per month during the third year oftraining These scholarships will be available to those cadetswhose parents' income is below Rv 500.00 per month. Nocadet in receipt of financial assistance from the Governmentwill be eligible for this scholarship.

(12) TAMIL NADU GOVERNMENT SCHOLARSHIP. -The Government of Tamil Nadu has instituted at NDA onefcholarship per course of the value of Rs. 30/- per monthplus an outfit allowance of Rs. 400/- (one only during theentire period of cadet's training) to be awarded to a cadetbelonging to the State of TAMIL NADU whose parenU/guardian's monthly income docs not exceed Rs, 500/-. ine

application by an eligible cadet can be made to the Com-mandant, National Defence Academy ou •their arrival.

(13) KARNATAKA GOVERNMENT SCHOLARSHIPS.—The Government of Karnataka has awarded IK scholarships(Eighteen Scholarships) 9 in respect of course commencingfrom January and i) in respect of course from JuJy everyyear for award to cadets from Karnataka State who join theNational Defence Academy after completion of their educa-tion at the Sainik School, Bijapur or at the Rashtriya IndianMilitaiy College, Dehia Dun. The value of the scholarshipshall be Rs 480/- (Rupees Four hundred and eighty) eachper annum. Four more scholarships (two pe-r term) at therate of Rs. 480/- per annum for the cadets of KarnatakaState who join NDA after completion of education otherthan at Sainik School, Btfapur/iRlM. College, Dchra Dunhave been awarded.

(14) ALBERT EKKA SCHOLAIRSHIP—The Governmentof Bihar has instituted at NDA 25 Merit Scholarships at'Rs. 50/- per month for entire period of six terms at theNDA and Rs. 650/- one time towards, clothing and equip-ment. The cadet awarded the above merit scholarship wouldnot be eligible for any other scholarship or financial assis-tance from the Government. The application by an eligiblecadet can be made to the Commandant National DefenceAcademy on tbeir arrival.

Terms and conditions governing these scholarships areobtainable from the Commandant, National Defence Aca-demy KHADAKWASLA, PUNE (411023).

5. Immediately after (he selected candidates join (heAcudemy, a preliminary examination will be held in thefollowing subjects.

(a) English;

(b) Mathematics;

(c) Science;

(d) Hindi.

The standard of the examination in the subjects, at (a),(b) and (c) will not be higher than that of the HigherSecondary Examination of an Indian University or Board ofHigher Secondary Education. The paper in the subject at(d) is intended to test the standard attained by the candi-date in Hindi at the time of joining the Academy.

Candidates are, therefore, advised not to neglect theirStudies after the competitive examination.

Training

6. The selected candidates for the three services, viz.,Army, Navy and Air Force are given preliminary trainingboth academic and physical for a period Of 3 years at theNational Defence Academy which is an Inter-Service Insti-tution. The training during the first two and a half yearsis common to the cadets of three wings. The cadets onpassing out will be awarded B.Sc./B.A. degree from Juwhar-lal Nebru University, Delhi.

7. On passing out from the National Defence Academy,Army Cadets go to the Indian Military Academy, DehraDun, Naval Cadets to the Cadets Trainingiship and Air Forcecadets to AFA HYDERABAD/BFTS ALLAHABAD.

8. Al the I.M.A. Army Cadets are known as GentlemenCadets and are oiven strenuous military training for a periodof one year aimed at turning officer capable, of leading in-fantry Sub-Units. On successful completion of trainingGentlemen Cadets are granted Permanent Commission inthe rank of 2nd Lt. subject lo bring medically fit in"SHAPF".

9 The Naval cadets are selected for the Executive, Eni-ncirfnra and Electrical Branches of the Navy, on passing outfrom the National Defence Academy and are given seatraining on the Cadet Trainingship for a period of six monthson successful completion of which they are promoted to therank of Midshipmen. After a further training of 6 monthsin the respective branches to Which l*i?v ?TC allocated theyare promoted to the rank of acting Sub-Lieutenants.

10, Air Force Cadets receive flying training for a periodof 1-1/2 years. However, at the end of 1 year of train ingthey arc given provisional commission in the rank of PilotOfficer. Afler successful completion of further training ofsix months they are absorbed as permanent commissionedofficers on probation for a period of one Year.

!c) Outfit Allowance—^Initial outfit allowance is Rs.3000/- iRenewal outfit allowance 'Rs. 3000/- afterevery seven years of effective service.

(fl Flying Pay—(i) up to Gp Capt Rs, 1200/- p.m.(ii) Air Commodore and above Rs. 900/- p.m.
