GRRC Board of Directors Meeting Minutes 2/14/2011

2

The President called the meeting to order at 1905 hrs on 14February2011 at Kraus-Hartig VFW, Spring Lake Park, MN. Present: Rick Rarick, Dave Newell, Laurie Pekarik, Rich Williams, Joe Showalter, Bruce Aune, Rick Loye, Tom Torborg, Dave Secord, Kurt Borlaug, Mike Gjersvig, Joe Groshens, Steve Marden, Steve Shimek. Excused: Larry Sparks. The Vice-President led the group in the Pledge of Allegiance. A moment of silence was observed to honor our absent companions and deployed military personnel. Dave Newell introduced Lisa Clemons, GRRC’s website designer, who along with Karen Newell has been instrumental in the development of our new website. Kudos! Lisa presented information on how the various Dis-cipline Chairs can edit information, how easy it is to use with only basic knowledge of Microsoft Word. The website has the capabilities of having match scores posted to be viewed within hours of a match, she can pro-duce match flyers as well as any or all discipline news items. Lisa will be making a User’s Manual which will be distributed to the Discipline Chairs. Karen will continue to assist – you just need to get the information to Karen so she can get it up on the website. Don’t forget to include your photos, as well. Member Kim Frick has also volunteered to help with postings and web management. His phone is in the Board list on page 1.

Secretary’s Report: A motion was made by Dave Secord, with the sec-ond by Kurt Borlaug to accept the minutes from the January BOD meeting which was printed in the February newsletter. Notation of one small typo was made. Motion carried.

Treasurer’s Report: Rich Williams reported that John Nelson is assisting with the completion of the 2010 990 Form. The Juniors now have their own checking account; their monies are no longer carried on the GRRC books. Rich requested that maintenance items not be included in budget items for the various ranges improvements. These items need to be separate from the discipline improvement budget items, so a cost analysis can be done on the range operational expenses. He also has copies of the new Match Reporting Forms. If you have access, it is also available online at the GRRC website. Following the Treasurer’s Report, a motion was made by Mike Gjersvig, with the second by Dave Newell to accept the report as given. Motion carried.

Executive Officer’s Report: Bruce handed out copies of the 2011 Range Schedule to Board Members. He reminded everyone that this document is subject to change. Correspondence: Noted that the proposal for D&O coverage has been received. Also, 2011 membership card has been received from Minnesota Rifle and Revolver Club. D&O coverage will be taken up under Old Busi-ness. MNRRC membership card to be filed.OLD BUSINESSKurt Borlaug reported that the plans for the expansion on the KD shed look good. More details later. Kurt also mentioned that he started taking down brush and trees two weeks ago on the west side of the north end of the KD range, but there is not much frost, so getting the trees out will be a chal-lenge. This will be a major Work Day item. Comments made about doing the Spring Brush Burn. Rik reminded those who do this project that they need to get a Burning Permit from the City of Harris. Further reporting on the analysis of the attendance at the Red Shed during the entire year of 2010 will be delayed until the March GMM. Receipt of the proposed insurance for D&O coverage was discussed. Steve Marden said that he has reviewed the policy and feels that the cov-erage is as good as it’s going to get. The President will sign the proposal, which will be faxed to the company. Premium is $1,163 per year.

Gary VandeKamp reported that there is no new information on the used Kabuto tractor. Steve Shimek made a motion, with second by Kurt Borlaug that the Board recommends the purchase of the used tractor at a cost of $27,672. Discussion followed. The Question was called by Kurt B, with second by Steve Shimek. Motion carried. Voting on the original motion carried. A full report on Open Slots for 2011 will be given at the GMM on 15 February 2011.Motion made by Laurie, with second by Mike Gjersvig to transfer the Chisago County Sheriff Department from Regular member status to Hon-orary, thus freeing up another spot for future members. Motion carried.

NEW BUSINESSGordy Mitchael and Terry McQuade presented a proposal to add 600 yd Bench Rests to the KD range. Motion by Kurt Borlaug, with second by Tom Torborg to accept the proposal to build the bench rests on the 600yd line. Discussion followed. Motion carried. Joe Showalter made a motion, with second by Kurt Borlaug to request all information from Harry Crump on past Concealed Carry Classes, which would include the curriculum, and records of whom took the classes and when. Discussion followed. Motion carried.Motion was made by Mike Gjersvig, with second by Bruce Aune to allow Ed Pekarik, Pistol Range Chair. to clear an area 30’ x 100’ east of the pathway to the Pistol Range, between the biffs and Goose Creek for the purpose of parking space to allow for easier access to the Pistol Range. If it is determined, after the area is cleared, that the soil is too soft to support this usage, then this project will be abandoned; the cleared area will be returned to its natural state. Motion carried, with a vote of 9 “Yes” and 4 “No”.Discussion ensued on listing the Range Planning Chair position as “Open” in the newsletter. Steve Shimek made a motion, second by Mike Gjersvig, that the Board directs that the GRRC discipline chairs are to submit, in October of each year at the Range Planning Meetings, infor-mation that would be used for range planning. Motion carried. ANNOUNCEMENTS: None. Adjournment: Motion was made by Joe Showalter, with second by Joe Groshens to adjourn the meeting at 21:50 hrs. Motion carried.

Committee Reports: (Committees not listed had no report).Action Arms: Steve announced that the upcoming season is highly antici-pated. The 8th Annual Tactical Shotgun Match will be on Sunday, March 20. Come to help with set-up on the 19. This is a great opportunity to collect a work day credit.Campground Coordinator: Steve Marden said that all the owners in the campground have paid their camping fees for 2010. He will follow through with contacting the owner of the camper that is using electricity at the campground.Facility Management: Les remarked that he had received a letter from the MN Department of Forestry indicating that any growth of Siberian Elm on our property needs to be destroyed. Les said that there are a few of these trees that have already been identified. He is happy to report that GRRC is way ahead on this request. Great job!Juniors: The increase to 29 shooters in the Junior Program was talked about by Joe Showalter. The NRA Sectional Match will be held next Saturday, March 19; he is desperate for help scoring targets. Please come at 0800 hrs to help. He needs two shifts – morning and afternoon. Rik Rarick showed his 9-year old granddaughter’s Junior sweatshirt, explaining the significance of the patch-es and embroidery, along with her various awards. Legislative: Steve said that the MN Legislature is in session, but that nothing is in committee at this time. Watch newspapers, etc. for activity. Recommends watching the MN Legislative website to follow progress of the two bills that have been proposed.Newsletter: 185 GRRC members are now receiving the e-version of the Ga-zette. GRRC is well on its way at getting greener. Reminder to everyone: the March newsletter will contain the 2011 GRRC membership cards and the 2011 Range Schedule. Small Bore Prone: The chair for this discipline is Mark Schoess.Tuesday Night Practice: Watch for Mike’s reports in the Gazette, Website: Kim Frick has volunteered to help Karen with getting information for insertion into the website. The comment was made that everyone running matches, taking pictures, etc. just needs to get your information in as quickly as possible so website hits will contain the most recent information. This is especially important for match shooting results, as shooters want to see their scores and standings, in some cases the evening of the event. Speed is of the utmost importance in getting information posted on our website. Dave also commented that many of the hits are from deployed military, which shows that they want this connection to home. The daily hits on our website range from low hundreds to 800. Good & Welfare/Correspondence: Get Well card was sent to Jay Eller. Sym-pathy Card is being sent to Jeff Willcocks’ family on the passing of his father-in-law. OLD BUSINESSA motion was made by Steve Marden, with second by Bill Prock to approve the 2011 Budget. Motion carried.A motion was made by Bill Prock, with second by Jody Showalter to accept the proposal given by Kurt on the expansion of the storage shed on the KD range at a cost of $10,000. This building has outgrown its storage capac-ity, with no available workspace and five disciplines sharing supply storage. After a long discussion, Rut McGee called the question, with second by Joe Showalter. Voting on the motion of Calling the Question carried. Voting on the original motion carried.Kurt also reported on the work that has been done to improve the avail-able light on the east and west end targets on the KD range. With shorter daylight hours during matches these targets are shadowed giving an unfair advantage to the shooters whose targets are not in the shadows. The spring Work Day will include the hauling out of the felled trees. Bring your chainsaws, log splitters, etc. – any tools and equipment and of course, manpower to get this job completed. Tractor purchase: Board recommends the purchase of the used Kubota tractor at a cost of $27,672.00. Motion by Bill Prock, with second by Joe Groshens to table this item because of the amount of the expenditure, the details need to be printed in the March issue of the Gazette giving the mem-bership notice and requesting that the membership attend to vote on this item. Directors’ & Officers’ Coverage: The Proposal has been received, the Presi-dent has signed the Proposal requesting this insurance. This coverage will be secured as soon as possible at an annual premium cost of $1,163.00.Rik announced that the Club Picnic has officially been moved from Labor Day weekend to Sept 11, with this change being reflected in the Range Schedule.Annual Banquet date changed to March 12 due to a scheduling conflict at the VFW. Time and cost remains the same. Rik still needs Door Prizes. Laurie said that the research about annual attendance at GMM will be reported on at the March meeting, if other agenda items allow for this discussion prior to the Juniors Auction.

A motion was made by Rick Loye, with second by Dave Secord to pay the annual stipend to the Secretary and Newsletter Editor. After discus-sion, the motion was amended to include the Treasurer. Motion carried. An area 30’ wide by 100’ long, east of the foot path to the Pistol Range, between the biffs and bridge will be cleared to be used as a parking space for easier access to the Pistol Range. If the ground is too soft, the project will be abandoned and the site will returned to its natural state. This item will be added to the list for the spring Work Day.NEW BUSINESSBOD recommends adding bench rests on the KD range at the 600 yd line. A motion was made by Rick Repovsch, with second by Mike Gjers-vig to accept the proposal. Gordy Mitchell and Terry McQuade made the presentation. Discussion followed. Motion carried.BOD recommends that the Chisago County Sheriff Department line item on the membership roster be transferred from Regular membership sta-tus to Honorary status to allow for one more membership slot to open up. Carried.ANNOUNCEMENTSGRRC embroidered patches are still for sale at $25 each; and will be available after the March GMM from the Secretary.Reminder, that the Auction supporting the Junior Program will follow the March GMM. Bring your items to sell. Come prepared to bid. Our meeting will be shortened to allow sufficient time for the auction.Rich Williams gave details on the All Around Match (postal) which will include pistol, rifle and shotgun. Watch the newsletter for more details. Next GMM: Tuesday, 15 March 2011, 1900hrs, Kraus Hartig VFW Next BOD meeting: Monday 14 March 2011, 1900hrs, Kraus Hartig VFWA motion was made by Lance Wells, with a second by Kurt Nelson to adjourn the meeting at 2100 hrs. Respectfully submitted, Laurie Pekarick, GRRC Secretary

GMM Minutes continues from page 2

I want to thank all the people who came to the Feb. General Membership Meeting. Some came from as far away as St. Cloud, Princeton, Ogilvie, and Onamia. I'm sure there are others who traveled as far from other areas but I'm not familiar with where you live. With the good attendance we were able to accomplish a lot.

The budget was approved for the coming year, an addition to the KD Target Shed, installation of 20 concrete shooting benches at the 600 yd line [similar to the ones at the 1000 yd line and 1 bench at the 200,300, and 500 yd lines for sighting in], and a dedicat-ed parking area for the Pistol Range were approved. We have a great facility and these projects can only make it better. Thanks again to everyone who came to the meeting and made this possible.

Just a reminder that as the spring thaw arrives try to drive only on the gravel surfaces so as not to create ruts in the soft areas. Also after the March meeting will be the Junior Auction, so we should try to keep the meeting a short one so that people can attend the auction and not have to stay out too late. If you would have any donations for the auction please bring them to the meeting.

Hope to see you at the meeting. Rik Rarick, GRRC President

President’s Notes: Rik Rarick

Sugar Saturday Set for March 26

The second Sugar Saturday will be held at the Harris faciluty Saturday, March 26. Last year 25 guests joined the Harris Sugarmeisters to learn the aspects of making maple syrup from range trees.
