The CAPA Board of Directors introduced theinaugural members of the Colorado Asphalt Hallof Fame at the 17th Annual “Best in Colorado”Awards Dinner & Program.

“Tonight we recognize the founding members ofCAPA,” said Jimmy Marvel,“a small group of peoplewho were instrumental in getting CAPA up and run-ning in 1983.There was no blueprint and no owner’smanual on how to launch an association. If it wasn’tfor their dedication and commitment to the industry,we wouldn’t be here tonight.”

Below is the inaugural class of individuals withthe name of the company they represented at thetime of their involvement in CAPA.

Bob Bisgard – Asphalt Paving CompanyBob was the first President of CAPA in 1984-85.

He is also a Past President of CCA. Bob hired onwith Asphalt Paving Co. in 1967 after working awhile for CDOT as a surveyer. He was able to con-vince owner Bill Keller he could adjust stormwaterinlets. He is still working with the company, nowknown asAPC Construction Co., having progressedtoVice President, but is planning to retire at the endof the year. He was accompanied by his wife, Sue, atthe induction ceremony.

Marvin “Mike” Mikkelson – WesternPaving Construction Co.

President of CAPA 1986, Mike started in thebusiness when he was 17 in Nebraska as a laborer ona chip seal crew. He joinedWestern Paving in 1966and was with them when they became WesternMobile many years later.He progressed through theranks from the field and superintendent positionsto Vice President. His wife,Wilma, daughter Dawn,son Dan and other family members were in atten-dance at the proceedings.

Curt Marvel, Brannan Sand & Gravel Co.President of CAPA in 1988, Curt started with

Brannan Sand and Gravel in 1971 after graduatingcollege.While working in the field at Brannan, hewas eventually asked to come into the office andwork as an estimator and project manager.Over theyears, he has been very involved with both CAPAand NAPA, serving on the Board of Directors for11 years as well as chairman of various task forcegroups and committees. He is currently Presidentof the Brannan family of companies. Curt’s wifeCindy and his four sons Jimmy, Chris, Jordan andCorey joined him for the dinner.

Herman Altergott – BestWay Paving Inc.President of CAPA in 1989, Herman spent 21

years with Best Way Paving of Greeley until thecompany was acquired by CAMAS. He, too, pro-gressed through the years from estimator to VicePresident.Herman served for 15 years on the CAPABoard of Directors and was instrumental in mem-bership expansion of CAPA. He was in attendancewith wife Kathy.

Ira Paulin – Carder Inc.President of CAPA in 1990, Ira was a partner in

the company for over 25 years. Ira says when hebought the company“we didn’t know anything aboutanything.” First, the company leased City of Lamar’sasphalt plant, then purchased it, improved it andbought another one to do work throughout easternColorado.At one point, they owned 30 – 40 gravelpits throughout southeastern Colorado.Accordingto Ira,“We just tried to have fun and make money.”In CAPA folklore, it is stated that Ira would call theGovernor during CAPA Boad meetings to address aconcern of the group.Wife Marcia and daughterDana joined Ira for the ceremony.

Bill Lauer – Sterling CompaniesPresident of CAPA 1991-1992

and a past President of CCA, Billspent 10 years with CDOT,mostly as a Resident En-gineer, prior to joiningSterling Companies.Bill was with Ster-ling Companiesmany years beforespending 12 years withBituminous Roadways,which was acquired first byCAMAS and later by AggregateIndustries.The last 14 years of hisprofessional career have been withMcAtee Construction Co. Bill was in-strumental in establishing the asphalt as-sessment program that CAPA continues today.

Bill Paukovich, Brannan Sand &Gravel Co.Bill is an engineer and Air Force veteran having

served inWorldWar II and Korea flying B-25s andjets.He started with Brannan in 1950,where he saysthey made 20,000 tons and lost $20,000 dollars ayear. “Specs were different back then,” he says re-garding the early days of road building. He was theColorado representative to NAPA for several yearsand helped develop CAPA’s Asphalt Industry Ad-vancement Fund that still exists today. Retired in1988, Bill was in attendance with wife Betty Jo.

Swede Kamm – Faris Machinery Co.Swede is the one and only equipment supplier

of the group, working for Faris Machinery for 50years, primarily responsible for asphalt paving equip-ment, including the Blaw-Knox paver line and Raygorollers. He completed the last seven years of hiscareer with Power Equipment Co.and the Cedarapidsequipment line. Swede estimates that at one pointhe had probably sold one out of every two pavers inColorado.

Three other individuals are also partof the inaugural Colorado Asphalt Hall ofFame induction class:

Dennis moved fromColorado many yearsago and CAPA hasnot been able totrack him down.

The Colorado Asphalt Pavement “Best in Colo-rado” Quality Awards are presented annu-ally to recognize the quality efforts ofasphalt producers, contractors andagencies/owners in the State of Colo-rado. For the 17th Annual AwardsProgram,41 projects were nominatedfor awards and 16 of them were rec-

ognized as “Best in Colorado” in a variety of cate-gories. Nominations are judged on overall

quality and smoothness. The awardsdinner was held in conjunction withthe 38th Annual Rocky MountainAsphalt Conference and EquipmentShow at the Crowne Plaza – DIA onFebruary 23, 2011.

2010 Judges

In 2002, CDOT began to monitor the quality ofplant produced hot mix asphalt from each supplierto its construction program.The agency’s goal withthis effort is to identify and acknowledge thoseHMA suppliers who most consistently meet CDOTspecification requirements.There are two categoriesfor the award: those who annually produced forCDOT between 20,000 and 100,000 tons of HMAand those who annually pro-duced for CDOT more than100,000 tons.

In 2010, 11 producers provided approximately1.2 million tons of HMA and each was evaluated forthe two awards. CDOT evaluates project test re-sults and ranks all suppliers.Results are reviewed fortests of percent asphalt binder, percent air voids,voids in the mineral aggregate, stability and Lottman.Suppliers with the highest percentage of passing testresults receive CDOT’s highest rating.

Category: Commercial Project: Quaker Steak & Lube Parking Lot

Category: Airport Project: Sterling Municipal Airport Runway 15/33The existing concrete runway was rubblized and overlayed with 6” of 3/8” Hot MixAsphalt. In conjunction with theconstruction of this project, an open house was conducted to demonstrate the rubblization feature of airport pave-ments to local agencies, area economic development officials and representatives of FAA.The runway and parallel taxi-way were also extended approximately 500 feet.The project included 14,000 CY of embankment along with 15,000feet of perimeter underdrain.The project received very favorable feedback from the Award Judges and very favorablemedia attention for a number of reasons, including the sustainable approach to using the existing materials throughrubblization technology.

New construction of the parking lot for Quaker Steak & Lube restaurant was the purpose of the project and includedtwo lifts of Class 6 roadbase followed by a grading S lower lift using 25% RAP and a Grading SX mix on the surfacewhich contained 15% RAP. The rating team gave this project a near perfect rating for the pavement – as well as anear perfect rating for the restaurant’s lunch.

Category: Residental Subdivision Project: Douglas County Overlay ProgramThis Douglas County overlay program consisted of milling and overlaying a number of streets in several residentialneighborhoods.There were also several areas that required full depth paver patching.Over 20,000 tons of Grading Sand SX hot mix were placed and incorporated RAP at a rate of 15%.TheAward Judges gave this project a perfect 10in each of the rating criteria.

Category: Project Delivery Project: Madison Ave. / US 34 IntersectionThe nation’s first Metro Continuous Flow Intersection, this project was featured on the cover of the January issue

of Colorado PublicWorks Journal and was a finalist for theAPWA Colorado Chapter 2010 Project of theYear. Through-out the design process, City of Loveland put forward a significant public information outreach, teaming with VizionInfrastructure Consulting to assist with coordination of the construction, allowing theCity to have more personnelto focus on educating the public.The City also chose an incentive/disincentive type of bid for the project, requiringthe contractor to construct the north half of the job within 79 calendar days and the south half within 60 calendardays. The end result was Coulson Excavating having completed the project 33 days ahead of schedule. City staff andthe citizens would like to see this project be the model for future roadway projects.

The Awards team also presented this project with the unique perfect rating.This busy arterial street in southwestDenver, located between Federal Blvd. andTennyson St.,was reconstructed and paved with Grading S and SX asphaltmixes incorporating 20% RAP.The top 1½” lift was paved with ½” SMA using a material transfer device and echelonpaving. Needless to say, you can’t find the longitudinal joints on the pavement surface.

Category: Special Use Pavement Project: Bakerville – Loveland Bike TrailThe Bakerville to Loveland Bikeway project consisted of a 10’ wide HMA path with 2’ wideABC shoulders along theexisting unpaved five-mile trail. In addition to 20% RAP used in the HMA, a unique application for subgrade stabiliza-tion using geogrid fabric and drainable angular rock was used to remain environmentally friendly.The Awards Teamgave this project a perfect 10 in all judging criteria.

This complex project included several overlay designs that were found throughout City of Centennial.These variedfrom a thin mill and overlay to several locations that consisted of a 7” mill and overlay. RAP was utilized on many ofthe streets at a rate of 20% and in some locations, 5% RAS or recycled asphalt shingles was used.

This project also was recognized with an Environmental Sustainability Commendation.

Category: Special Use Pavement Project: Buckley AFB Porous AsphaltThe work on this project consisted of placement of a 4” porous asphalt pavement parking lot on theAFB, the largestporous asphalt parking lot to date in Colorado. Because of a lack of lateral drainage topography, a porous pavementwas placed on a vehicle storage area that serves troops while they are serving overseas.TheAwardsTeam stated thatthe pavement passed the flood test with flying colors.

Category: Urban Highway, New or Reconstruction Project: Hess RoadDouglas County and Town of Parker cooperated in the design, funding and construction of Hess Road.The projectgraded a new 4-lane arterial roadway with 2 lanes currently being paved with approximately 13,000 tons of HMA.RAP was used in part of the mix at a rate of 15%.

Project: SH 14, Muddy PassThis 17-mile long project is located between Steamboat Springs andWalden. Full Depth Reclamation was used to trimand mill the existing roadbed,“keying” the new pavement one foot into the adjacent roadway.The calculated irregu-larity quantity was used to level ¾” out to the centerline to provide a consistent, high quality surface for the top lift.Approximately 56,000 tons of Hot Mix was placed on this project., which theAwardTeam gave a near perfect rating.

Category: Smoothest Pavement, Resurfacing Project: I-70 Overlay, Steele – DahliaIf you traveled I-70 in the past year, you were able to observe night work being done to improve the guardrail alongthe median. In conjunction with the safety work, 2” of the old pavement were milled followed by placement of a 2½”lift of Smooth/Quiet SMA.The job can be found on I-70 between Steele and Dahlia streets.

Project: I-25 RubbilizationLocated in Larimer County, this was not a conventional reconstruct and overlay.The awarded project included full-depth rubblization of the existing concrete pavement, followed by resurfacing with HMA and SMA.The contractoradded the innovation of milling the rubblized concrete in the traveled lanes to an approximate depth of 1½ inchesbefore placing the bottom mat of 3” of HMA.This milling served to level the rubblized surface and provide a firm,smooth and drainable surface for the HMA paving. RAP was included in the HMA material at a rate of 20%.

TWO W I NNERS Category: Rural Highway Resurfacing Project: US 50 & SH 233This project resurfaced approximately 7 miles using echelon paving on 1½ miles with one joint on a 72’ mat.Themillings from this project were used in the 20% RAP mix for this project, which was a joint effort with CDOT toassure quality of the new HMA.The majority of this job was a 2” mill & overlay and included a 4” pavement sectionplaced with 2 lifts.

Contractor: Lafarge West Inc. Owner: CDOT Region 2

This project consisted of resurfacing and safety improvements through the Pueblo urban corridor. Night paving wasneeded on this job where RAP was used at a rate of 20%.Total tonnage was over 80,000 tons. Best paving practicesused included use of a cold cal, steady and constant paver speed, maintaining a constant asphalt head on the screed,as well as the use of sonic sensing grade controls.

Over 12,850 tons of hot mix was placed on mountain roads west of the City of Boulder.These projects used 15%RAP in the hot mix along with 5% RAS (recycled asphalt shingles).As a follow-up to the Roofs to Roads program,Brannan was able to work cooperatively with Boulder County to promote one of the County’s Sustainability incen-tives. This job is the second RAS project placed by Boulder County.

New construction of an outlying parking lot at Denver International Airport is located alongTower Road just northof Peña Blvd. Construction consisted of 12” of cement treated subgrade using 5.5% cement, a 5” section of HMA inthe drive lanes and a 4” section of HMA in the parking lot areas.There were 2 different mixes placed on the bottomlift, one with 50% RAP and one with 30% RAP along with 5% RAS.The top lift consisted of an SX mix with 30% RAP.The biggest challenge on this job was to maintain consistent asphalt contents while using high amounts of RAP andRAS.With these high amounts of reclaimed material, it will be interesting to evaluate performance over the long term.

In a cooperative effort between Larimer County and Lafarge, it was agreed that the 4,000+ tons of asphalt providedan excellent opportunity to conduct a test section on County Road 17.This project also received support from manylevels in the industry, from various municipalities and private contractors.The project consisted of over 2,000 tonsofWarm MixAsphalt, 1,600 tons ofWMA consisting of 20% RAP, andWMA with no RAP. Lafarge used a total of 638tons of recycled asphalt to complete this project. Larimer County will be able to see the durability and performanceof the four test sections for years to come.This project was also used in a training video by CAPA.
