President Tracy Gomes called the meeting to order. Orville Salmon gave the invo-cation, noting we had no mem-bers in need of our prayers this week. Nolan Duck led the Pledge of Allegiance and The

Star Spangled Banner. Richard Stanford introduced our visitors and guests. Bob Dill introduced our Back the Blue honoree, Sgt. Travis Vavra. He has been with the University Park Police Department for fifteen years, but has been in law enforcement for twenty-five. He has been a CID supervisor and currently oversees personnel and training.

Kathleen Klaviter reported on the RC PC Foundation. She reminded everyone that they could contribute on their birthdays - or any time. Currently there is $1.3 Million in the Fund; the proceeds from the Foundation fund local projects. The latest grants are $6,000 to the Salvation Army for laptops for their Men's Rehabilitation Program, $1,000 to Cafe Mo-mentum, and $3,000 to Hillcrest H. S. Interact for $1,000 scholarships to each of three seni-

PP Karen Farris was presented her President's Book for her presidential year. Betty Dawson was also presented a book of Hubs from her years as Editor. The District Chair for Youth Exchange thanked RCPC for their sponsorship of outgoing students, and asked for assistance in placing a 16-year old boy from Germany. 

VP John Gilchrist introduced our speaker today, County Judge Clay Jenkins. He began by saying he wanted to focus on three big issues. The first was taxes and home

values. He explained there are two ways to raise taxes: by raising the valuation of the property and by raising the tax rate. Dallas has a very good rate of employment, much better than Houston. Dallas has been rated the number one city to move to. There have been 114,000 jobs created in Dallas in the last year. There has also been an increase in home ownership. All of the new commercial build-ings going up around Dallas also add to the taxes coming in to the county. The current economic climate in Dallas allows the county to reduce taxes to bring in more money. The second major issue is that of sanctuary cities. He is concerned about the provision in the new law that allows the police to ask anyone to show their papers. The police can do their jobs only if people call and report crimes. There are a large number of people whose papers are not in order, and they can be preyed on if they are afraid to call the police. The third issue is health care and insurance. In Dallas County 132,637 people were insured (cont. on pg 3)
