1 The IALEP EXCHANGE Spring 2013 The International Association of Law Enforcement Planners Newsletter Vol. 16, No. 1 A Message from the President Dear Fellow IALEP Members, The time has just flown since our 2012 Fall conference in Charlotte. As I write this, we are approaching the season of warmth and growth. Time to stretch our collective muscles, take stock of what is going on, and get the dust and cobwebs out of our offices, homes (and some- times heads!). As we look forward to getting out of the winter doldrums, I can happily report that IALEP has not been hibernating. We have completed our Fall Planner’s Course in Omaha, Nebraska, and your Executive Staff is busy planning the next 2014 conference in Albuquerque, New Mexico. Of course, I would be remiss if I didn’t mention the 2013 conference, “Explore a New World”, in Columbus, Ohio, with preparations underway. What’s shakin’……. The Chapters have been busy with a myriad of training opportunities covering relevant topics such as Data Driven Approaches to Crime and Safety; Sovereign Citizens, Understanding the Threat; Real Time Crime Resources; and the Trials and Tribulations of Building a New Police Facility, just to name a few of the areas. MAPP, VALEP, OALEP, and the Southwest Chapter continue to move forward to provide support and training to their local areas. Any member who is interested in starting an IALEP Chapter, has upcoming training to share, or has questions in this regard is asked to contact Executive Vice-President, Dillon Kraft (“[email protected]”), who is the chapter liaison. A little reminder that if you are considering going for your certification or advanced certificate as a law enforcement planner in 2013, the deadline has been moved up to May 15 th . This will allow the process to be more effective and efficient for both Association members and the certification committee. The certification criteria are posted on the website, and if you have any questions, please contact our Training Coordinator, Mr. Barry Horrobin (“[email protected]”). Don’t forget the awards for Planner of the Year, Project of the Year, and Long Term Accomplishment in the Profession. You can nominate yourself, or others, and I encourage you to do so. We all know how hard we work day-to-day, and this is the opportunity for those

efforts to be recognized (as well as the Annual Report Contest at the Fall Conference). Let your light shine! We anticipate another top notch training opportunity with the upcoming Fall 2013 Training Conference in Columbus. Teresa Bowling, the Conference Coordinator, and her fellow Columbus Police Planning members are hard at work developing the training schedule. Theresa has striven to be in-tune with areas of training in which members have indicated interest or need, with significant topics such as Succession Planning, Hiring Practices and Changes in the Guidelines, LE Response to Mental Illness, Process Mapping exercises, Sticky Writing, and Community-Driven Crime Control. Check out the information and registration package on IALEP’s website. My view... I am extremely honored to be in the position of President this year. I have a great deal of respect for IALEP’s members, and for everything that has been accomplished. I want to continue that good work, as well as add my own emphasis. My undergraduate degree was in marketing, and I am always very aware of how products and groups are presented and viewed by others. One of the things always emphasized over and again with IALEP is the fact that we are one of “the best kept secrets in law enforcement”. This is a bit of an “aw shucks” statement, and immediately brings to my mind modesty and the image of the hard-working individual who is too busy to spend time expounding on his own virtues (that’s IALEP in a nutshell). I would like to highlight marketing the group as the great tool that it is this year, in the hopes that we can strengthen not only membership,

but the field of law enforcement planning in general. I challenge each and every one of you to spread the news about IALEP. If you attend some training and you find yourself talking to someone who has duties in one of the planning certification areas, urge them to check into IALEP. The field of Planning is so broad, that sometimes people don’t think about how it touches a myriad of law enforcement areas. Our members continue to be our best marketing tool as ambassadors for IALEP. Over the past several years, I have spoken with fellow planners who have mentioned the ways that change has affected the LE planning profession. Law Enforcement, like many other arenas, gets swept up into new trends and technologies (including instances where people take an old program, change it slightly and slap a new name on it). Planning is sometimes ignored in favor of immediate action and reaction. It is up to each of us to be proactive in this regard. Another member mentioned to me just recently that he “saved his job” by preparing a presentation for his agency’s executives to give during budget talks showing how the expansion of one of their transit systems would result in the need for more law enforcement. Theirs was the only county department to have no personnel cuts and to actually receive funding for additional positions. Please don’t hesitate to contact me or any one of the board members if you have ideas, concerns, or questions. We exist to serve you. We’re looking forward to seeing everyone this Fall in Columbus. ~Sue Wills

2013 IALEP Training Conference

“Explore a New World” September 16-20, 2013

The annual training conference of the International Association of Law Enforcement Planners (IALEP) cooperatively shares information about the latest innovations, issues, problems and solutions confronting criminal justice professionals. It serves as a forum to exchange ideas, programs, techniques, and policies, and provides planners an opportunity to take standard and advanced level certification training. This year’s conference will be held in the nation’s 15th largest city, Columbus, Ohio. Columbus is a true melting pot for activities and ideas. It is a vibrant, welcoming city that has active community involvement from both its citizens and business organizations.

Mid-Year Meeting

The members of the 2013 IALEP Executive Board were hard at work from May 2 – 4, 2013, in beautiful Albuquerque, New Mexico as they met for the annual mid-year board meeting. Some of the topics of discussion included the training agenda and details for the upcoming 2013 Fall Training Conference in Columbus, Ohio (Explore a New World), the IALEP website, the upcoming planner ’s course in Torrance, future planners’ courses, chapter information, and officer reports. The Albuquerque Convention and Visitor’s Bureau gave a very impressive presentation on Albuquerque and all its offerings. Our 2014 host agencies, the Bernalillo County Sheriff’s Office and Al-buquerque Police Department, were well represented with Rita Erickson, Luz Elva Gonzales (both from Bernadillo County), Joe Griego, and Bill Slauson (both from Albuquerque PD) in attendance. Bill Slauson gave the board an exciting presentation on the hosts’ vision for the 2014 Fall Training Conference.

One of the main goals of the board was to tour four hotel properties being considered as the venue for the conference. All the properties were beautiful and offered terrific amenities for the members. The board is finding the decision hard to make, but assures every-one that this conference will definitely meet the standard of excellence that IALEP members have come to expect. Of course, the board members had some down time in between duties, and were able to try out several of the area’s restaurants as well as some of the board engaging in a rousing match or two of beanbag toss. The board members extend heartfelt thanks to Bill Slauson and Joe Griego who met members at the a i rpor t and prov ided transportation throughout the week.

Chapter Activities

VALEP members participate in training and discussions April, 2013

VALEP—IALEP’s Virginia Chapter VALEP held a training session at the Virginia State Police Training Academy on Thursday, April 11, 2013. The members in attendance received an excellent training session from Ms. Nancy Morgan, the FEMA representative from Region 3 (under which Virginia falls), and Ms. Nealia Dabney, a claims representative from the Virginia Department of Emergency Management (VDEM). The training was interesting and timely, providing information on the mitigation procurement process, its timelines, requirements, and pitfalls. After lunch, lively discussion and dialogue ensued during the general business meeting as members brainstormed topics for the next training meeting, discussed the newly in-stituted dues structure, and talked about ways in which the chapter could reach more prospective members. The group also lined up a secretary to serve on the board, since we received the news that VALEP’s current secretary, Doug Weller (Portsmouth PED) will be leaving us to move to Alaska in June. The group wishes Doug only the best, and he will be missed. Carl Maupin volunteered to pick up the position and continue as secretary for the rest of Doug’s term of office.

The Spring 2013 IALEP Planners Course is scheduled for Torrance, California, June 10-14, 2013. The course will take place at the Best Western Avita Suites, Torrance, California..

Classes begin at 8:30AM on Monday and end at Noon on Friday.

Policy Development Coordinator (Sr. Analyst II) announced he was leaving the planning division for a new position. Alex writes:

For the last 6+ years, IALEP has been my professional home and many of my professional accomplishments were founded on knowledge, thoughts, and ideas I received from you all. However, this morning I accepted a new position with the Florida Fish and Wildlife Conservation Commission. Starting on April 26, I will assume the duties and responsibilities of the statewide Wildlife Assistance Program Coordinator in the Division of Habitat and Species Conservation.

Planning Analyst II. Debi announced her retirement in March 2013. Debi has been a long-time member and SW Chapter board member. She was invaluable for hosting the Scottsdale conference in 2011, and she will be missed.

I will be retiring from Sunrise PD in May, 2013 after working with this fine agency for 10 years. Overall, I have worked 27 years in the law enforcement planning field, both in Ontario, CA and San Bernardino County Sheriff. I have enjoyed my membership with IALEP, and I will continue to keep in touch as a lifetime member, having served as President in 2000.
