EDITOR'S MESSAGE Encouraging developments in our ICCD family have been happening lately.

Final preparations are underway for the 21st edition of the European Club Team Chess Cup, which is set to open on June 13, 2013 at Kaunas, Lithuania. To our much happiness, so far, a record number of team entries – 23 – have registered for the event: 13 teams will vie for the top honors in the Main division, while 10 – in the Open Tournament.

The organization of next year's major quadrennial competition – the 17th Deaf Chess Olympiad – has finally been secured by the Croatian Deaf Sport Association, which has along with the H4 Chess Club agreed to host the event in Opatija. Our Vice President, Mr. Phillip Gardner, is scheduled to make a three-day on-site inspection trip to Opatija, the proposed venue of the event, this coming May 17-20, 2013. The Croatian organizers have also proposed to stage the event during the period of June 9-19, 2014.

Elsewhere in this Bulletin pages you will find the results of National Championships from 14 different countries. However, this is inadequate because it is a known fact that as of now the ICCD has an aggregate of 36 nation-members. Therefore, the ICCD would still very much like to receive results from other countries ( we believe these "missing" countries do organize their own chess championships or other tournaments but they do simply fail or are neglectful to send out their respective results to the Office of the ICCD Secretary General for the purposes of its Bulletin publication as well as information exchange among us ).

Also in this Bulletin page 31 please note a special questionnaire form – CHESS IN SCHOOLS PROJECT – which we are requesting you to file out and then email it out to the ICCD Secretary General. This is an important document, in which the ICCD hopes, upon its data gathering, to learn as to how many deaf and hard of hearing children in their respective country's schools practice and play the game of chess. The main aim of this data gathering is to submit a request to the FIDE and/or ROSNEFT Company in order to possibly obtain funding in the near future.

In the meantime, the ICCD wishes the Lithuanian Deaf Sports Committee ( L.K.S.K. ) organizers much success in arranging the 21st European Club Team Chess Cup at Kaunas next month.

CHESS AT DEAFLYMPIC GAMES PROGRAM?

The 44th Congress of the International Committee of Sports for the Deaf ( ICSD ) will take place during the days of 23-25 July 2013 at Sofia, Bulgaria. At the Congress, there will, among the other things, be heard a Motion to Include Chess into the Program of the Winter Deaflympics ( this Motion was submitted to the ICSD by the Croatian Deaf Sport Association ). Here are explanation and arguments why this Motion shall be accepted by the Congress: The International Chess Committee of the Deaf ( ICCD ), formerly known as the ICSC, was founded in 1949. Historically, the ICCD has been having a very strong connection and relationship with the ICSD and Deaflympic movement before and now because: a) the ICCD was founded during the days of the Summer Deaflympics held in Copenhagen,

Denmark, in August of 1949; b) Mr. Leenert Gabriel Dronckers of the Netherlands was both ICSD Vice President and

ICCD President-founder; c) chess as a demonstration, non-medal event twice was on the program of Winter

Deaflympics in Oslo, Norway, in 1953 and Oberammergau, Germany, in 1955; d) many prominent Deaflympics athletes are also good chess players, some of them are

former gold medal winners of the Deaflympics - Pal Lowenstein ( table tennis, Hungary, 1957-1973 ), Marijo Lusic ( handball, Yugoslavia and Croatia, 1985-2005 ), Maxim Rozhkov ( athletics, triple jump, Kazakhstan, 1997 ), Ranjini Ramanjam ( badminton, India, 1997 );

e) many office holders of the national chess organizations-affiliated members of the ICCD in different countries are also leaders of their national sports organizations - affiliated nation-members of the ICSD. Although the ICCD is now having 36 countries as its affiliated members, in fact, worldwide, according to the ICCD's statistics, there are more than 70 nations in all regions of the world: Europe, Asia, Africa, Australia and America, which have deaf chess adults and children playing and practicing the ancient game of chess. Between 1956 and 2012 the ICCD had successfully organized 15 different World Individual Championships; the last one was held in 2012 in the region of Asia - Kazakhstan; it had a record number of 162 participating chess players coming from 27 different countries of Europe and Asia, which means that these statistics easily and fully meet the requirements of the Deaflympics Games Regulations Rule 8.

In addition, the game of chess is being recognized as a sports by the IOC since 1999. Moreover, the recent World University Games, the Asian Games and the Pan American Games - all for the hearing people, for example, had on their programs the sports of chess as a full medal event. The IOC and Paralympics are now considering to include chess into the program of the Olympic Games and Paralympic Games, respectively. Once chess will be included in our Winter Deaflympics, it may get more funding from the FIDE and other organizations. The ICSD will too benefit a great deal, including the Winter Games program expansion and increased number of participating athletes/countries. The ICCD will also be prepared to become an associate member of the ICSD family like DIBF. For the reasons stated above, it is strongly recommended to all the 44th ICSD Congress delegates to approve the acceptance of the game of chess as a full medal sports event into the program of the Deaf Winter Deaflympics Games starting in 2015.

Thank you, Dr. Minna Svane! Last year during the 40 FIDE Olympiad held in Istanbul, Turkey, our 14-member ICSC ( now, ICCD ) World All Stars delegation of players and officials received much attention from the media, spectators and even top FIDE officials. The reason for such a wide recognition was that at the competition site premises each deaf member of the delegation wore a beautiful blue T-shirt which bore the ICSC logo symbols on its front and back body covers.

Sergei Salov, a member of the ICSC World All Stars team, was responsible in finding a sponsor in Germany - a company owned by Dr. Minna Svane - who had generously agreed to produce and donate these T-shirts as well as her company's tote bags to us. In addition, members of the ICSC World All Stars delegation – men and women – wore their T-shirts at the special luncheon event in honor of the FIDE President Kirsan Ilyumzhinov ( see the two photos below ), which was held at the Altyn Kargaly Sanatorium Hotel on Friday, September 28, 2012. Such a T-shirt was also given as a souvenir gift by the ICCD Board to Mr. Ilyumzhinov at the luncheon. The ICCD again says to Dr. Minna Svane a BIG THANK YOU!

ICCD vs. KAZAKHSTAN FOOTBALL MATCH October 5, 2012 was a special day in the long and glorious history of the ICCD. For the first time, an unique and friendly competition event was organized: the ICCD Selections vs. Kazakhstan team ( by the way, the Kazakh team was composed of the players who took part at the recent 7th Asia Pacific Games for the Deaf held in Seoul, Korea ). A football field at the Altyn Kargaly Sanatorium Hotel was chosen as the venue of this unusual match. Roster of the ICCD team: Marijo Lusic, CRO, Ata Bairamov, TKM, Phillip Gardner, ENG, Dmitry Mochalsky, KAZ, Dzhahon Khamidov, ISR, Rustem Muratov, RUS, Siarhei Kudrashou, BLR, Alexey Petrov, RUS, Maciej Szalko, POL, Tomasz Guminski, POL, Akif Hadjiev, AZE, Alexei Turcenko, MDA, and Maxim Rozhkov, KAZ. The score was 3-0 in favor of the Kazakhs ( first half ended in a scoreless draw ).
