1. Welcome, Introductions and Overview:

.1 Introduced the IndyPL Evaluation Committee attendance:

Jackie Nytes, CEO, Sharon Smith, Director Facilities, Jessica Moore,

Diversity, Equity, and Inclusion Officer. Ron Fisher, Schmidt

Associates will serve as an advisor to the Evaluation Committee.

.2 Offerors are advised the received Proposals are considered Public

Records. Refer to the RFP for instructions on procedures to handle

confidential information.

.3 Questions and clarifications concerning the RFP are to be handled

in writing via e-mail.

2. Services Overview:

.1 Overall Project goals and intent is part of the Strategic Plan

Implementation Projects. The goal is to have the Project complete

are operating by the middle of May 2021 to be ready for the

Summer Reading Program.

.2 Scope of the Services – Attachment A, page 15. Ron Fisher stated

they have experience with the CMc process and there is the

potential for valuable input from the CMc on schedule,

constructability, and construction cost.

.3 Diversity and Inclusion in Employment, page 6. Jackie Nytes stated

the CMc delivery method is new for IndyPL and is a conscious

attempt to expand the XBE participation in our Projects. We have a

good track record in this area. We are looking for leadership from

the CMc in this effort.

.4 Iran Investments are described in the RFP.

.5 Insurance requirements are described in the RFP.

.6 E-Verify requirements are described in the RFP.

3. Proposal format requirements are described in the RFP:

.1 Cover letter.

.2 Offeror Proposal Sheet and Non-Collusion Affidavit.

.3 Offeror Profile, Experience, and Staff.

.4 Offeror’s history of contracting with XBEs is to be a detailed

tabulation and not just an overall report.

detailed tabulation and not just an overall report.

.7 Sample Work Plan.

.8 Offeror’s anticipated self-performed Work.

.9 Offeror’s approach to determine the GMP.

.10 Financial statements or other suitable documentation.

.11 Documentation on ability to meet insurance and bonding limits.

.12 Executed E-Verify Affidavit.

.13 Offeror’s exceptions to the Terms and Conditions.

4. Proposal Submittal Deadline – August 14, 2018, 2:00 pm Local Time.

.1 1 original, 5 copies, and 1 .pdf required.

.2 Page limit of 60 double-sided Sheets

5. Selection Process and Evaluation Criteria:

.1 IndyPL expects to request additional information from selected

Offerors on August 29, 2019.

.2 IndyPL expects to have discussions with Offerors reasonably

susceptible of being awarded the contract during the afternoon of

September 4, 2019.

.3 The evaluation criteria follows directly from the Offeror’s Statement

of Qualifications:

1) The satisfaction level of current and former clients, Architects/

Engineers, and First Tier Subcontractors of the Offeror under

contracts similar to the requirements of IndyPL.

2) Proposed fees.

3) XBE participation history.

4) Perceived effectiveness of the Work Plan.

5) Qualifications of the proposed Project Team.

6) Any other criteria deemed relevant by IndyPL.

6. Questions:

.1 Question: Will the Project design be available in Revit?

Answer: Yes.

.2 Question: When will the A133 be available for review?

Answer: The plan is to issue it as an addendum on August 5, 2019.
