“Greece towards the adoption of
the IWA Water Loss Best Practice”
Nicholas Petroulias
Chairman Hellenic Water Association
Sofia, 1st November 2016
Who we are-
The Hellenic Water Association (HWA) is a non-profit association. It is the Greek Governing
member of IWA.
founded in June 2012, non-political character and non-profit and voluntary operation.
a think tank, support top-class research, provide high-quality service to society. The main purpose
of HWA is to play a primary role in water and wastewater management.
The idealistic core ---- the application of the best available practices and contemporary
methods for water and wastewater management
The ultimate goal of the HWA is to assist in the environmental awareness of the society and
contribute to its sustainable growth.
Sofia, 1st November 2016
an interdisciplinary
association that
primarily aims to:
Provide scientific and professional support
Help develop and implement policies concerning Water and Wastewater
Management
Develop educational programs and projects promoting the understanding
and implementation of water and wastewater management policies
Be recognized at a national level as the most specialized body of experts on
technical water and wastewater management issues
consult the State on environmental issues of legislation and implementation
of relevant policies.
Sofia, 1st November 2016
the Hellenic Water
Association has set
very high in its
agenda: On the one part the HWA -as an ensemble and
through each of its members individually- tries to
stay on top of the international developments in
the constantly evolving field of water
management
&
Οn the other, the Association tries to convey the
obtained know-how to all key stakeholder groups,
forming thus a chain between international
practices and local managerial traditions.
the provision of support
through technical sessions,
seminars, workshops and conferences in the field of
Water Losses aiming to assist
Water Utilities in building capacities within their
organisations
Sofia, 1st November 2016
What we’ve done-
HWA has managed to achieve multi-diverse actions and essential publicity
strong foundations towards the goal of achieving greater public response
several Conferences, with representation by Board Members, but also by Regular
Members of the Association (Scientific & Organizing Committees)
Since March of 2013, HWA is a member of the IWA
claimed and ensured the one and only position reserved for Greece in the General
Assembly of Governing Members of IWA.

Primary Goals
conveying the need for healthy, efficient strategic planning, aiming at a reduction of
losses –both physical and financial. Within this framework, we are promoting the
efficiency of “smart” and “integrated” solutions
promoting best practices and methodologies for managing and reducing water losses
creating the necessary conditions for mainstreaming water losses in water utility
operations.
** This can be considered our most important, long-term, quintessential, center goal, as
management of losses is the alpha and the omega of all necessary actions to be taken, all
around the world, in every network.
Sofia, 1st November 2016
The greek Water
Utilities record daily
enormous losses
(physical & financial)
“Poor” network conditions, because of the
corresponding “poor” management
The insufficient and inefficient pressure management
The accumulated damages, breaks, leaks and
bursts in the network, the difficulty of tracing and
repairing them
The insufficient level of accuracy and quality of
measurements
Sofia, 1st November 2016
Our promotion on
Water Losses
Management-
What are the advantages
Increase in efficiency
Reinforcement of a sustainable operational
strategy
Reduction of the energy needs and power use
Increase of income for the Supplier / reduction in
non-revenue water
Elongation of the lifespan of the system’s
infrastructure
Less needs for investments in the maintenance
field- damages, replacements etc.
o On-going activity, and not a one time solution
o Quintessential part of the management of water distribution networks
o Long term planning
strategies
o Economically advantageous in case of drought
o Adopting of suitable- appropriate methodologies
Sofia, 1st November 2016
The basic steps in targeting the
Water Losses for the Greek
Water Utilities
a) evaluation/ calculation of losses
b) identifying of the “source”- reason for losses
c) prioritizing these reasons based on severity and importance
d) planning of intervention solutions
e) prioritizing the solutions
f) implementation of the most efficient and “economic” solutions in the long run
Sofia, 1st November 2016
Means & Strategies for Managing Losses*
Knowledge & evaluation of the network’s condition
Isolated pressure zones
Measuring systems, pressure-flow recording at the heads of the supply, creating databases
Calculating the water balance
Pressure management program
Identifying the level of losses/zone
Implementing an active leakage control program
Fast and quality repair of leakages
Using firm specifications when it comes to any part and material of the water distribution network
Using firm specifications when it comes to the procedures of installing new network sections
Replacing of problematic sections of the network which continue to present a high burst frequency even after all of the above
*based on the basic IWA Best Practice methodology
Sofia, 1st November 2016
Regulatory
framework-
The “bottom-up”
effort on our behalf
Institution: Special Secretariat of Water Resources hypofunctioning
Branch of the above Institution: Regulatory Authority of Water Management, founded to target the lack of institutional interventions
Each of the –several- inflicted Memorandums foresees the improvement and reinforcement of this Authority, but there has been no practical application of this requisite so far
All of our aforementioned actions and efforts presented today, aim at creating a sufficient “Precedent” in order to obtain the power to “put pressure” on the Government Institutions, Bodies and Ministries, regarding the need for enactment, using as much as possible real info, data and practical examples
Trying to promote European Standards/ examples from different countries/ European References and Directives (like EU Good Practices on Leakage Management) by starting at the local Bodies Water Utilities
Working on the regulatory matter with a “bottom-up” approach instead of waiting for the long due “top-down” one
Sofia, 1st November 2016
Essentially non-existent
not because of lack of Institutions
but
because of absence of actions,
implementation, enforcement,
specialization, modernization
