The Livestock Mandatory Price Reporting System (LMPRS)
• System came online in April 2001. • Expanded in April 2010 to include Mandatory Dairy
commodities.• Continuously improvements to offer improved
functionality and features. • Security is constantly being enhanced• Hosted in the USDA National Information Technology
Center (NITC) in Kansas City, MO. • Hosted on the more current industry standards platforms
and software.

• LMPRS categorized as a Moderate Risk system based on three security objectives:
• Confidentiality• Integrity• Availability
• Data transmitted to LMPRS from plants in encrypted using both Secure Socket Layer (SSL) and Public Key Infrastructure (PKI)

Main Interface for Plant Users

• Forms can be downloaded for free from LMPRS Industry website.• Requires Windows 2000 or greater.• You must be a local admin on your machine in order to install.• The PKI Client accepts both ZIP and MPR file extensions.• You must have a current Java
Runtime Engine (JRE) installed on your machine. The JRE from Sun is free. Download at (http://java.com/en/)
• Can be run in Graphical User Interface mode (GUI) or batch mode. Most existing plants run this program on a scheduled bases with a batch job that is provided with the program.
Public Key Infrastructure (PKI) Certificate
• In order to successfully submit data to LMPRS, you must have a PKI Certificate.
• Certificates are $19.99 per year.• Certificates are issued to an individual.• Certificates can be installed on multiple machines.• LMPRS supports PKI certificate from Comodo
(https://www.comodo.com)• Invalid, revoked, or expired certificates will not work.• Certificates that are exported to other machines must
be installed using the correct password, otherwise LMPRS will reject the file submission.
How to name a file submitted to MPR
Example: ls89_ppppp_yyyymmddhhmmss.mpr Where:
ls89 is the form number (i.e.- form LS-89 = ls89). ppppp is the plant id. yyyymmdd is the current date. hhmmss is the current 24-hour time notation in Central
Standard Time. mpr is the file extension.
Valid filename = LS89_USDA_20120913094927.mpr File Names MUST be unique. A file can NOT be uploaded to the USDA LMPR system multiple times.
Note: Form identifiers were recently updated to denote the new program name of Livestock, Poultry, and Seed (LS-XXX to LPS-XXX) and will be updated in LMPRS in the future.
• This is a typical email that a user will receive upon submission to LMPRS.
The Industry site also allows Plant users to update their account information and add or change information as they see fit.
Access to the LMPRS Administrator Interface
• Protected behind NITC Firewall. • Accessible only via VPN, with valid VPN account +
LMPRS Application account. • System audits all transactions• Any access, submission, modification, or deletion is
recorded in Audit tables. • Accounts are reviewed every 30 days.• Passwords are rotated every 60 days for ALL accounts. • No reuse of old passwords.• High complexity rules are required for system passwords.
Main VPN interface for LMPRS Administrator Access
Interface uses HSPD LincPass credentials to get in.
Once in, AMS employees must activate the NITC VPN.
AMS employees must also have a valid LMPRS application account with the right roles assigned. LMPRS is a role based system.

AMS reporters spend a majority of their time in this application.
This screen shows files that have finished the initial import process and are ready for review.
This screen shows the advanced search features to filter out specific files that reporters wish to review.
This screen shows the results of a search.
Rows that are highlighted have been excluded for valid reasons. These transactions are not included in any aggregated market report.
The DIVA allows reporter to modify transactions for legitimate reasons. All changes to records are audited and reasons are required for any change.
This screen shows the system prompting the reporter for a reason as to why a record was changed.
The DIVA has extensive record validation routines for each type of transaction. AMS Reporters can trigger validation checks at any time.
LMPRS offers an extensive list of Daily, Weekly, or Monthly reports that can be run. The system allows date selection options.
This screen shows the results of an aggregated report that is ready for publication.
This screen shows post edit feature. AMS Reporters can change aggregated values. All changes are audited and a reason for change needs to be provided.
This screen shows one location on the USDA / AMS website where market reports are posted.
This screen shows the AMS Livestock Portal where all reports are published.
