I was just thinking about how much fun I had in July. I had an opportunity to teach two chapters in Aux
Weather and volunteered to teach chapters 1 and 2 of our “About Boating Safety” seminar. We went out
on my facility on a Saturday to meet Eric Weinbaum and his crew to practice towing and was really happy
to see a total of four of our facilities on patrol and everyone in proper uniform and friendly smiles on their
faces. If you need hours on the water just let Eric know we can probably fit you in.
I also had the opportunity to learn something new about the Auxiliary that I wanted to share- “Levels of
Membership” - The US Coast Guard Auxiliary recognizes four membership levels. These can be briefly
described as follows:
• Approval Pending (AP) An applicant has completed and submitted all of the application paperwork defined in Chapter
3 of the Auxiliary Manual and is awaiting a Favorable Personnel Security Investigation (PSI) determination. It is very likely that
YOU ARE HERE, at the next level or even at BQ status.
• Initially Qualified (IQ): Once a member has attained a favorable PSI determination, DIRAUX will change the
member’s status in AUXDATA from AP to IQ. A member will be listed as IQ only if they have satisfied all the requirements
stated above, have received a favorable PSI but have not taken or passed a recognized Boating Safety Course (see the Auxiliary
Manual.
• Basically Qualified (BQ): Members who have taken one of the recognized Boating Safety Courses and have received
a favorable PSI will be listed as BQ.
• Operational Auxiliarist (AX): A member may also obtain the prestigious level of Operational Auxiliarist (AUXOP) by
completing the requirements outlined in the Auxiliary Manual.

Think this would be easy, then comes AuxData. In our flotilla there are currently 9 members in (AP) and it
appears that these are new members waiting on the PSI. But there are 16 in (IQ) that would only require a
Boating Safety Course to advance to (BQ). A look at this list shows members that are not very active but
would be candidates for our next About Boating Safety.
Congratulations to all that participated in our July activities, especially if you documented your hours on
either a 7029 or 7030 and I challenge those that do not to just ask Andrea, me, or one of our great staff
officers for instructions on how to complete one. Believe me it is easy to do, even I can do it
Below is a summary of Division 3 hours as of 7/25/11. In 2010 Flotilla 36 documented 9,205.95 hours.
We are well on the way of exceeding our 2011 goals. We as a team should be very proud of our
contribution in supporting our objectives and the objectives of the Coast Guard Auxiliary. In order for us
to get the hours documented that we actually contribute it is important to insure that all activities are
documented correctly and on the correct form. We can do this, not by working harder, but by working
smarter.

At our July Flotilla meeting, Division Vice Commander Dan Hess reminded us that we are part of a very
large and dedicated national organization with over 32,000 members. It is also a good time to review our
mission, as stated on the national website:
“The primary mission of the U.S. Coast Guard Auxiliary is Recreational Boater Safety. We also
have the mission to contribute to the safety and security of our citizens, ports, waterways and coastal
regions, as directed by the United States Coast Guard. We will support the overall mission by improving
the quality and delivery methods of our educational products. We will work with other like-minded
organizations to improve the overall knowledge of the boating public to increase awareness of safety on
the water.”
This mission should be at the foundation of all our activities. We are the pro-active arm of the Coast Guard,
improving boating safety by our safety patrols with radio watch-standers, boating safety classes, vessel
examinations, marine visitations, and especially our member training.
We live in a dangerous state for recreational boating. Florida might not have the most registered boats, but
it leads the nation in the number of boating accidents. Every time we put out messages such as “slow down
in the idle speed zone” or “put a life jacket on that child,” we are preventing a potential accident or injury,
which reduces the burden of the Coast Guard.
It is easy to get distracted from our mission by all the details that go along with membership, including
meetings, paperwork, forms, uniforms, and so on. If we keep our eye on our primary mission, it helps to
put all those distractions back into perspective.
Preview for the August meeting: After a brief business meeting, we’ll present the annual Harassment
Prevention workshop, one of our annual requirements for member training. I encourage all members to
attend to increase your awareness of sexual harassment, including what it is and how to prevent it.

July was a very busy month. There are New Member Workshops- please see
additional items in this LOG. We need to know what items you would like more
information on so that we can plan our future training programs-please feel free to
email me with your suggestions- SEE FUTURE TRAINING PROGRAMS in this LOG.
Our AUXOP weather class will end in August. On August 30, 2011 at 7 pm, we will be offering an
AUXOP Advance Navigation class with Search and Rescue. You can sign up via email :
[email protected] if you are interested so that we can have materials for you. I will be out of
town from August 17 to August 25- boating on the Long Island Sound.

To the facility owners and coxswains who submit for reimbursement for expenses 5132. Here are a
couple of quick points to avoid any delays in the process:
Make sure you are properly enrolled to receive ACH reimbursements. If not enrolled, follow
this link http://www.fincen.uscg.mil/ on the right side you will see Auxiliary Links – click on
that. In the middle of the page you will see eft/ach enrollment forms – fill it out and submit it
online, save a copy.
If your fuel expense exceeds $75.00 when you print out your 5132, it will also automatically
print a Certificate in Lieu of receipt. This is a prompt for you to submit a receipt for the fuel
greater than $75.00. You may combine multiple patrols with one receipt.
The Coast Guard Finance department is stepping up enforcement of a policy issued back in
October 2003 http://d7diraux.org/DirPdf/OP-02-1.pdf stating “Paid, receipted bills signed by

the vendor, must accompany any claim that is greater than $75.00. While auxiliarists are only
required to submit receipts for claims in excess of $75.00, they shall retain receipts for all
claimed fuel and docking expenditures regardless of cost, for submission in the event they are
audited.
I would recommend keeping all copies of receipts for expenses along with copies of your
submitted 5132’s in case any questions come up in the future.
The 5132 requires a signature from the coxswain and operator to mail along with any required
documentation to: Commander, Sector Miami, 100 MacArthur Causeway, Miami Beach, FL
33139.

The AUXWEA (weather specialty) AUXOP Course is going well with seven members including some
of our newest members as well as some from other flotillas. Note, there is no manual for this new
course, but rather Power Point presentations with notes, study questions and answers. I have included
all this on a new SUPERDISK II. Copies of this disk can be found in my mailbox at the base. Another
unique thing about this class is that two of the members of the class have volunteered (with Andrea
Rutherfoord’ s encouragement) to present a session. Art Zimmerman presented chapter 5, “Moisture in
the Atmosphere” and chapter 6 “Clouds”. Ben Juico presented chapter 7 “Atmospheric Stability” and
chapter 8 “Air Masses”. On 20 July, Bill Bartley will be presenting chapter 9 “Fronts” and chapter 10
“Thunderstorms and Tornados”. All are welcome.
It is not too early to start thinking about what AUXOP course you would like to take next. Please
forward your wishes to me for planning.

I am very pleased with both the quantity and the quality of submissions that I have received. Thank
you and please keep them coming. And for those who have not yet started to submit hours, or don’t do
them every month, eat your peas as Obama says, do what you know is the right thing to do. If you

need help getting started, please contact me and I will walk you through it. If you know someone who
should be submitting time, please encourage them and help them get it done. And don’t forget the
mileage column on the 7029. This shows that we are not just spending our time, but with gas prices
this high, it is real dough. This is where you report the travel time associated with your mission
activities.
Remember that even small numbers from each of us, amount to large sums in the aggregate, but many
times zero is still zero. Don’t be a zero.
Also important, if you have a change in your personal information, I.E. telephones, address, etc.,
please forward a form 7028 to me with only the info that has changed entered. Let’s keep AUXDATA
current.

Semi-Submersible Testing - Lake Worth Inlet to Boynton Beach Inlet
Lockheed Martin – Riviera Beach in conjunction with the US Navy are conducting offshore testing of
an unmanned, remotely piloted, semi-submersible vehicle, 1 to 5 miles offshore from Lake Worth
Inlet to Boynton Beach Inlet (June 1st to Dec 31
st, 2011). The Lockheed Martin and SeatTow RHIB
vessels support the semi-submersible and are in constant radio contact with the operations crew with a
remote kill switch. They are also monitoring channel 16. Boaters are asked to stay clear by at least 200
yards from the RHIB boats, the semi-submersible vehicle, and posted dive flags. {Ref: CCGD7 BNM

Trivia A vessel made fast to the bottom using a single anchor is 'anchored'. If two anchors are
used, the boat is 'moored.'

policies and guidelines, such as wearing
the proper uniform, rendering salute, etc.
USCG Training Center Yorktown is like
home-away-from-home to local and
international students I met there.
The 2 primary goals of the NS “C” School
is to train the auxiliatists: 1) to prepare
uniform and accurate reports, which will
allow NOAA to up-date its suite of
nautical charts and publications, and 2) to
train them to promote the NS programs in
their District and pass information on to
members.
During the training, we were introduced to
the latest information on each of the four
NS Programs, to new material along with
their associated forms and worksheets, new
techniques, focusing on accuracy and
quality. Thank you F36 for giving its members a
high quality of training which allowed me
to attend the NS “C” School

GPS SERVICE…. As a result of a new proposal to use radio bandwidth right next to the existing GPS service, the future
reliability of the GPS system across the United States is now in question. We encourage you to
contact the FCC during a short 30-day public comment period, to help them understand the public’s
need for continued, reliable GPS signals for safe navigation on boats, in cars, and for so many other
daily uses.
Background: Earlier this year, the Federal Communications Commission (FCC) gave conditional
approval to a private company, LightSquared, to begin a nationwide broadband service adjacent to the
radio spectrum used for GPS. After concerns from user groups (including BoatU.S.), the FCC
required significant testing and a report for potential conflicts with aviation, cellular, navigation, and
four other GPS uses before this proposal could move forward. In that June 30th report the navigation
sub-team concluded “that all phases of the LightSquared deployment plan will result in widespread
harmful interference to GPS signals and service and that mitigation is not possible.”
In 2010 the US Coast Guard shut down Loran, leaving mariners using electronic navigation to rely
solely on GPS. Now, this fast-moving threat to GPS could pull the plug on our ability to safel
navigate within the U.S. Public comments on LightSquared’s proposal will be taken until Saturday,
July 30, 2011. Following that, the FCC will make a determination on what this private company can
do with this vital public resource.
We ask that you take a minute today, as a boater and a citizen, to request that the FCC reject the
proposed LightSquared plan to deploy a private nationwide broadband service that can cripple the
nation’s GPS systems. Because it is not easy to find your way through the FCC’s comment web
forms, we suggest you follow the link below. Our software will help you easily construct a letter,
which will be electronically delivered to your Members of Congress and BoatU.S. We will then print
your letter and hand deliver it to the FCC before they close on Friday, July 29th.
