Summary

7his guiance is intene for 89D:s;89S:s an those persons with aresponsibility for the management of isable evacuation in an emergency. <tinclues guiance for persons with mobility= sight an hearing impairment anthe completion of PEEPS

1 Means of Escape for Persons with Disability

1.1 euate an appropriate arrangements must be mae for theemergency escape of persons with isabilities wherever access isprovie. Personal Emergency Evacuation Plan must be prepare foreach person with a isability that may affect their ability to escape from

a builing in an emergency.

1.2 7he safe escape of persons with isabilities may rest as much on themanagement of the wor group or course as on builing esign. (ore!ample the use of an >Evac -hair> may be an appropriate ?controlmeasure: where a person has mobility problems an the builing is noteuippe with a ?fire lift:= but only if such a chair an traine carriers arealways available close to the person with isabilities= an it may not beappropriate in a multi, storey builing i.e. over " floors. <n consieringany such solutions as evacuation chairs= it shoul be remembere thatthey are heavily epenent on well, traine staff in sufficient numbers to

allow for the istance to be covere.

1.3 Managers an supervisors= with e!ecutive responsibility for an areauner the health an safety policy= an lecturers= with a responsibility for a class or stuents= are responsible for the safety of persons withisabilities in their area or uner their supervision. 7hey shoul ensurethat those persons with isabilities that woul prevent them responingto an alarm or evacuating effectively are@

aA Escorte to a refuge or out of the builing= an

bA 7hat the $E- B$uiling Evacuation -ontrollerA or EmergencyServices are notifie of their presence in any refuge if they have notbeen evacuate in an emergency.

Deans;89D:s;89S:s are responsible for ensuring that systems areintrouce to enable effective implementation of the above.

2 Evacuation in an emergency

2.1 ssisting wheelchair users !or people with mobility difficulties"downstairs

Chere isable persons are locate above the groun floor there are anumber of consierations. <n all the following cases the 6niversity (ire Safety visor will be able to give more avice an will assist with ientifying)efuges.

2.2 #emporary $efuges

refuge is a esignate temporary safe space where isable people canwait for assistance. <t is an area that is both separate from a fire by fireresisting construction an provies a safe route to final e!it.

)efuges shoul be available on all storeys= other than that containing a finale!it or consisting solely of plant rooms. 7he refuge must be protecte by afire resistant construction an be provie with a safe route to the storey e!it.

7he refuge shoul normally be of *00 ! 1=#00 mm in sie to allow awheelchair to be manoeuvre within its protection an be clearly labelle.

  E%amples of refuges are&

iA laning on a protecte stairway provie it oes not reuce the withof the escape route.

iiA compartment= such as a protecte lobby or protecte corrior givingaccess to a protecte stairway.

iiiA n area in the open such as a flat roof= balcony etc. which is sufficientlyprotecte from any fire ris an has its own means of escape.

ivA or a separate room.

<t shoul be note that lobbies or corriors given access to a protectestaircase by means of oors fitte with crash bars5 which will remain open

once use may not give protection against smoe rising from floors below. llsuch locations an any floors without a esignate refuge shoul be note onthe PEEP.

7he provision of a refuge will permit a stage evacuation to be implemente.)efuge points shoul be clearly signe in every builing Bfloor number anlocation i.e. N=S=E or CA= an shoul be of sufficient sie to accommoateboth people using it as a refuge an any people passing through on their wayout of the builing.

)efuges shoul only be efine after consultation with the 6niversity (ireSafety visor as the reuirements for fire separation an structure are very

specific an the inclusion of a refuge in the builing will also reuire alterationto the $uiling (ire )is ssessment.

refuge can only be efine if there is also a specific proceure implementeto ensure that persons are able to be evacuate from the refuge uner safe

an controlle conitions to a place of ultimate safety. <t is the responsibilityof the 6niversity Bnamely the Dean of the (aculty or 8ea of SupportDepartmentA to ensure that persons are evacuate an not left for the (ire$rigae to e!tract.

2.' (ommunications

During an evacuation some isable people will temporarily rest in refugeswhile waiting for help to move from the refuge to a final e!it an safety. <n thisevent there are essential communication issues that those members of thebuiling management who are organiing the evacuation of the builing nee

to aress.7hese builing management members shoul fin out@aA how many isable people there arebA the nature of their isabilities Bsee 12.3AcA the refuge or refuges in which they are locate.<n aition@1A the isable people in each refuge shoul be assure that their presencethere is nown to the builing management2A in orer to avoi an!iety an confusion= the isable people in each refugeshoul be ept informe of the situation an tol about the action that builingmanagement is taing in orer to effect their safeevacuation.7o aress these issues there has to be a system of two,way communicationbetween those temporarily waiting in each refuge= an builing managementmembers who are organising the evacuation of thebuiling. 7he two,way communication system nees to be such that it isreaily operate by= an comprehensible to= isable people.

2.) *ifts

Most lifts shoul not be use in an emergency an coul act as a chimney5 in

case of fire. ny lift use for the evacuation of isable people shoul beeither a fire, fighting lift5 or an evacuation lift5. 7hese are consiere essentialby some in high rise builings= i.e. builings with " or more floors. Evacuationproceures are built aroun the use of such lifts= ensuring the removal ofmobility impaire persons irectly to open air outsie the builing. Evacuationlifts can also be valuable for other builings= which are otherwise regare ashigh ris5 for this purpose= an not simply restricte to high rise builings.

<t shoul be note that at the time of rafting this policy no e!isting lifts areclassifie as fire lifts but that evacuation of isable people will be a ma4orconsieration where 8FS is involve in the safety planning for new lifts.

<n future DD compliant lifts will be labelle to inicate their statusG

2.+ Safe $outes

7he PEEP shoul contain etails of the escape route;s the isable personwill be e!pecte to use. -lear unobstructe gangways an floor layoutsshoul be consiere at the planning stage. plan can be attache to the

PEEP.

Cherever possible= 8oriontal Evacuation routes shoul be sought out so thatthe evacuating person can move freely into an a4acent builing or part of abuiling away from a fire without having to negotiate steps an stairs.

<t is especially important to ensure that locs= oors an other evices are allable to be operate by the evacuating persons. horiontal escape route isnot suitable if the oor furniture is inaccessible to a person with a particularisability or a oor cannot be opene in an emergency.

<t is also necessary to ensure that there are Bwhere possibleA alternativeroutes an that the routes are not e!cessively long.

2., Evac-(hairs

7he use of the Evacuation -hair may involve manual hanling where theisable person cannot transfer themselves to the chair or support theirweight with the arms uring transfer. s the number of evacuation chairs islimite= the proceure that woul be reuire to evacuate mobility impairepersons must be carefully consiere. t least one university has eciethat it may be impractical to permit mobility impaire persons to use the floorsabove level "= as monitoring an removal woul be physically aruous= labour intensive an unesirable.

• 7raining in management of proceures for builing occupiers

) E%isting /uildings

<n ealing with the priorities of provision= e!isting builings can be split intotwo categories.

(ategory 1

7hese are builings that reuire immeiate action Be.g. builing wors orprovision of chairsA to ensure they can be safely use by mobility impairepeople.

• $uilings with significant use by the stuents an public= such as

Hibraries

• $uilings that are presently being use by mobility impaire persons

• $uilings where access for mobility impaire people has been alreay

been provie

• 8igh rise builings Babove five floorsA

• )esiences= or other builings with sleeping riss

• $uilings that newly registere mobility impaire persons will use= an

are not liste above.

(ategory 2

7hese are builings which can be altere in line with buget restraints aninclue all other builings not covere in -ategory 1.

ny wor reuire will be programme into E(M access provisions=renovation= refurbishment an ris assessment plans as reuire. 7he )is ssessment process has alreay ientifie which builings are not suitable for use by mobility impaire persons= because of builing construction anrestraints. 89S:s;89D:s shoul list the builings an courses which may be

use by mobility impaire persons= an shoul consier relocation to builingswhich have provisions for emergency evacuation for these persons.

<n e!isting builings= the provision of fully compliant refuges is not alwayspossible= however safe areas can usually be esignate= protecte= an fittewith communications which will permit the monitoring of the mobility impaireperson= an removal from the builing if reuire. ll builings where access has alreay been provie for mobility impairepersons= to meet DD reuirements= must be provie with the facilitiesreuire for evacuation of mobility impaire persons.
