NON-EUROPEAN PHARMACIST S.

With reference to your letter JRA/CT dated 2nd ultimo, I am now able to give you further information.

A member of my staff interviewed the chemists referred to and reports as follows:-

" Three firms, namely, W. Philips (Ophirton)," Saphar Laboratories (Ophirton) and S. Goldberg (Martlndale)," were unable to consider taking in Non-European apprentices."Saphar Laboratories favour the employment of Non-Europeans, but" they do not actually do any dispensing. The other two firms" felt that such a step would seriously affect their European" custom. h

Three firms, namely. M. Bernstein (Newclare)," H. Aronson (Martindale) and L. Gelvan (Martlndale), are prepared1 at least to consider the scheme. Of these L. Gelvan was willing" and keen to employ a Non-European dispenser. M. Bernstein'sI manager agreed on principle with the scheme. H. Arsonson, whileII approving the principle, pointed out that there were certain11 practical difficulties. For instance he doubted whether he" could use a formally apprenticed Native as a delivery boy as he" does his present Native assistant, ii

Moat important of all however is the fact " that all the chemists interviewed told me that the Pharmacy 1 Board has previously refused to allow any apprentices whatsoever " to serve their time in these areas, having declared the area " unsuitable for apprenticeship training. None could give any

reason for this declaration although one person suggested it " might be due to an unpleasant incident which apparently occurred " some time ago. I was not informed of the nature of the incident*!

I would suggest that you now ask the Pharmacy Board to comment on the last paragraph of this report.

Dear Sir,

I write in reply to your lettor tp your letter to the Registrar,

Witwatersraad University, which was passed on to this office for attention.

I regret to inform you that there seems to be no prospect of establihsing

the pharmacy course for Non-Europeans. Exhaustive enquiries have revealed that not only are pharmacists unwilling to take Non-European apprentices, but they are unwilling to take on any apprentices, as they find that they can manage quite well

with unqualified female assistants.

NOH-EUROPEAN APPRENTICES.

Tnis Institute, in collaboration with the Johannesburg Municipal Non- European Affairs Department, has made enquiries as to the possibilities of pharma­cists taking on Non-European apprentices, Tttree firms in Johannesburg are prepared to consider the proposal^ all three in Native areas.

All state# however, that the Pharmacy Board had previously refused to allow any apprentices to serve their time in these areas, having declated the areas unsuit­able for apprenticeship training. None of the pharmaeist* could give any reason for this decision of the Board.

I shall be glad to know whether there is any possibility of the Board revising its decision in this matter, and what conditions have to be fulfilled in order that these pharmacies may be permitted to take apprentices.

Re: Non-European Apprentices.

With reference to your letter Ref.JRA/CT of the 24th February, I have to inform you that no distinction is made as to race or colour in the provisions of the Medical, Dental and pharmacy Act relating to the education and training of Chemists and Druggists. The same applies to the rules and regulations which have been published under the authority of that Act.

I have no knowledge of my Board having declared any areas unsuitable for the training of apprentices. When an application is received from a Chemist and Druggist for per­mission to engage an apprentice, an Inspector is sent to the Pharmacy to conduct a personal inspection. His report, if unfavourable, is placed before the Board, and the Board decides whether or not an apprentice may be engaged in that particular Pharmacy. Before the Board will grant permission for an apprentice to be engaged, it must be satisfied that the Pharmacy/ in question is conducted in such a way that the apprentice will / receive a satisfactory training.

With reference to the last paragraph of your letter reply, as pointed out above, the Board has not declared any particular area as being unsuitable and i s , therefore, not able to revise any decision on such a matter. Each particular Phar­macy is considered on its merits.
