The Mendham Messenger September 2017 Mayor’s Update Dear Resident and Business Owner, Welcome back from your summer vacation and good luck getting back into a normal routine of fall events. While we were on summer break, the milling and paving of Sutton Court, Coventry Drive, Demarest Drive and Orchard Street were completed along with the repair of some of the sidewalks on Orchard Street. The specifications and design process has begun for a portion of Cherry Lane, and the Department of Transportation will be reviewing the pre-bid as required by law. Work is expected to be completed shortly for the work that would allow handicap parking at West Field. A concept design is also being put together for a pavilion at West Field for review by the various parties involved. Work could begin on this project once the designs and other elements of the work are approved. Members of the Borough Council met with members of the Mendham Township Committee and administrators at the Mendham Area Senior Housing (MASH) Complex to hammer out a new inter-local agreement for the sharing of costs associated with the operation of the transportation program at MASH. The Mayor and Council have received the final report on the soundness of the structure of the barn located on the Scott farm property. The governing body will be deliberating this report and deciding on what recommendations from the report, if any, to follow up with. DEP permits are expected to be finalized in the next few weeks for the Scott farm trail with construction to be completed by October 1. The work will be done by the Department of Public Works. Work continues with our website provider and Provident Bank to set up an auto-debit program which would allow for the electronic payment of all property tax and sewer utility bills. Our new financial software package was finally installed in our finance office. The implementation of this software will not only upgrade our financial system into the 21 st century but will allow all of our department heads to view their operating budgets from their individual desktops. Our Department of Recreation has once again reported a large success with our summer day camp as well as our summer movie and concert series and is busy preparing for our annual Labor Day parade which starts at 10 AM on Labor Day, September 4th. The parade begins at the intersection of East Main Street and Tempe Wick Road and proceeds west on Main Street to the middle of town where it turns down Mountain Avenue, ending at Borough Park. Please come out and enjoy the parade and support the Labor Day carnival which once again is being sponsored by the Pastime Club. Also, once again, congratulations to this year’s Grand Marshalls, Helen and Bob Cleary. Sincerely, Mayor Neil Henry

Mayor’s Update Dear Resident and Business Owner,

Welcome back from your summer vacation and good luck getting back into a normal routine of fall events.

The implementation of this software will not only upgrade our financial system into the 21st century but will allow all of our department heads to view their operating budgets from their individual desktops.

Sincerely,

Mayor Neil Henry

Be Bear Safe “Black bear sightings and incidents across the state, in general, have declined for the past few years, especially as we reduce the number of bears overall and people better understand how to coexist with them,’’ said Dave Chanda, director of the State Division of Fish and Wildlife. “However, in some areas of the state where bears have been far less common, residents may be alarmed to encounter bears. We urge people to be cautious when encountering bears, but there is no need for alarm.’’ You can reduce the risk of interactions with bears by taking a few simple steps. Most important, do not feed bears, intentionally or unintentionally. Bears that learn to associate food with people, their homes and living areas, and can become nuisance bears that forage in neighborhoods looking for easy sources of food. It is illegal to intentionally feed black bears in New Jersey and punishable by a fine of up to $1,000. But a more common problem is unintentional bear feeding by homeowners. Secure your trash and eliminate obvious sources of food, such as pet food on decks, easy-to-reach bird feeders, or food residues left in barbecue grills. In areas regularly frequented by bears, livestock and beehives should be protected with properly installed electric fences. The following tips can help:

Use certified bear-resistant garbage containers if possible and wash garbage containers frequently with a disinfectant solution to remove odors. Put out garbage on collection day, not the night before.

Avoid feeding birds when bears are active. Immediately remove all uneaten food and food

bowls used by pets fed outdoors. Clean outdoor grills and utensils to remove food

and grease residue. Store grills securely. Do not place meat or any sweet foods in composts. Remove fruit/nuts that fall from trees in your yard. Properly installed electric fencing is an effective

way of protecting crops, beehives and livestock. If you encounter a bear, remain calm and do not

run. Make sure the bear has an escape route. Avoid direct eye contact, back up slowly and speak with a low, assertive voice.

Report bear damage, nuisance behavior or aggressive bears to the Wildlife Control Unit of the DEP’s Division of Fish and Wildlife at (908) 735-8793. During evenings and weekends, residents should call their local police department or the DEP Hotline at (877) WARN-DEP. To learn more about avoiding problems with black bears visit: http://www.njfishandwildlife.com/bearfacts_education.htm and http://www.njfishandwildlife.com/bearfacts_avoid.htm For more information on the Christie Administration’s Comprehensive Black Bear Management Plan, visit: http://www.nj.gov/dep/fgw/bearpolicy10.htm

Deer Management Program The Mendham Borough Police Department will again be overseeing the Deer Management Program for the 2017 season. This will start in September and end in February. This program helps reduce potentially dangerous motor vehicle crashes that involve deer, and it also helps to prevent the damage that deer cause to the surrounding landscape and agriculture. Archery hunters will be stationed in some municipal parks and also on participating private properties throughout the Borough. Most hunting will take place during dusk and dawn. If you would like to have your property evaluated for the possibility of joining this program, please contact Detective Christopher Irons at [email protected] or 973-543-7827.

From the Green Corner: Draining your pool, chlorine can kill aquatic and wildlife For homeowners who have an in ground or above ground pool, here are some eco- friendly guidelines.

De-chlorinate by allowing the water to stand for 7-10 days Drain the water directly onto the grass of your yard. Drain the pool slowly to allow it to be absorbed into the

ground and to prevent erosion and ponding. Maintenance discharges from swimming pools such as

filter backwash and acid wash should not be discharged into the storm water sewers

Did you know? High levels of chlorine in pool water can kill wildlife, fish,

crayfish and other aquatic animals. Salt water swimming pools uses salt to make chlorine.

The resulting chloride can also harm or kill wildlife. Stormwater drainage systems go directly into our streams

and ponds. Let's reduce erosion and pollution follow the guidelines and Mother Earth will be happy!
