What is an ATA Carnet?TheATACarnet,alsoknownastheMerchandisePassport,isaninternationalcustomsdocumentthatexpeditestemporaryimportsintoforeigncountries.
How long is a Carnet valid? UseitforuptooneyearforunlimitedexitsfromtheU.S.andentriesintoforeigncountries.ThegoodsmustreturntotheU.S.
What are the benefits? Reducesyourcostsbyeliminatingvalue-addedtaxes(VAT),
duties,andthepostingofsecuritynormallyrequiredatthetimeofimportation.
Streamlinescustomsproceduresbyusingasingledocumentforallcustomstransactionsandmakingcustomsclearancearrangementsinadvanceofdeparture.
Costsarepre-determinedandpaidinU.S.dollars.
SimplifiesreentryintotheU.S.byservingasaU.S.Customsregistration.

Extraordinaryitemssuchasvintagecostumes,Stradivariusviolins,humanskulls,satellites,racehorses,billiardtables,raregemsandjewels,andprototypevehicles.
What is not covered? CarnetsDONOTcovergiveaways,consumablegoods,
disposableitems,personalitemsorpostaltraffic.

How long will it take? Completedapplicationssubmittedbefore4pmET(withapprovedsecurity)willbedeliveredwithintwobusinessdayswithoutanexpeditedservicefee.
What is ‘approved security’? USCIBisrequiredtotakeasecuritydeposit,usually40%ofshipmentvalue,tocoveranycustomsclaimthatmightresultfrommisuseoftheCarnet.
Acceptableformsofsecurityarecashorsuretybond.CashdepositsarereturnedinfullandsuretybondsarecancelleduponCarnetredemption.
What is a customs claim? Aclaimisanoticeissuedbyaforeigncustomsadministrationwhen:
Goodsarenotre-exportedinatimelymanner,
Goodsarelost,stolenordestroyed,
CarnetcertificatesarenotproperlyvalidatedbyU.S.orforeigncustoms.
