K.Lalhmangaiha, MPRO VOLUME - II : ISSUE NO - 4 Dear Colleagues, I am extremely delighted to present this fourth issue of the Mizoram Police Newsletter. I hope this Newsletter will be extremely useful to members of police as well as public. A lot of good work has been done by Mizoram Police in the past six months. Huge catches of arms and ammunitions and drugs have been made. Various new initiatives have been taken on the training front and training courses have been conducted for the benefit of police personnel on diverse topics such as missing children, juvenile justice act and its various amendments, child protection etc. However, a lot of initiatives need to be taken by Mizoram Police to enhance the internal security of the state. The key security threats need to be clearly identified and the response to them needs to be chalked out. Mizoram has approximately 512 kms of international porous border with Myanmar and 318 kms with Bangladesh. This border is often used by insurgent groups in crossing over to Myanmar and Bangladesh respectively for safe havens in addition to the smuggling of contraband goods and drug trafficking. The state also has borders with three Indian states, viz. 123 kms with Assam, 95 kms with Manipur and 66 kms with Tripura. These borders also need to be guarded against drug trafficking, land disputes and insurgent groups finding safe havens in these bordering Indian states. Therefore, police has to play a very key role in such kind of situation. Disaster management is another key area on which the Mizoram police have to stress upon as Mizoram lies in the Zone-V of the seismic activity. I am sure that Mizoram police will rise up to these challenges well. I heartily convey my best wishes to all members of Mizoram police. I am extremely delighted to present this

fourth issue of the Mizoram Police Newsletter. I hope this Newsletter will be extremely useful to members of police as well as public.

A lot of good work has been done by Mizoram Police in the past six months. Huge catches of arms and ammunitions and drugs have been made. Various new initiatives have been taken on the training front and training courses have been conducted for the benefit of police personnel on diverse topics such as missing children, juvenile justice act and its various amendments, child protection etc. However, a lot of initiatives need to be taken by Mizoram Police to enhance the internal security of the state. The key security threats need to be clearly identified and the response to them needs to be chalked out. Sh. Thianghlima Pachuau, IPS joined as ADGP Mizoram on 29.10.2014. He is a 1987 Batch IPS of Manipur Tripura Cadre and has held very important assignments in Manipur and Tripura such as ADGP Home Guards, MD/MPHC etc. before being posted as ADGP Mizoram.

Implementation of CCTNS Project is actively taken up by CID Crime and according to NCRB, Mizoram is assessed as one of the front runner states in the implementation of this project.

Some of the notable progress and achievements for the period of July – December 2014: 1) Letter of appreciation received from Director General, NCRB in August 2014 to Mizoram CCTNS

team for its achievements and overall 91% completion in the project. 2) Online Data Entry in CCTNS CAS Systems being done regularly in 26 out of 40 Police Stations in

all 8 districts of Mizoram. 3) CCTNS Training was conducted in the month of July 2014 for 13 Probationary DySPs for a period

of two weeks at SCRB. 4) Construction of 25 VSAT Platform sites completed by 1st Week of October 2014. 5) Customized CAS was developed and deployed in the CCTNS Servers at Data Center by System

Integrator for 36 sites. 6) Gap of nearly 18 months (Jan 2013 – July 2014) cases have been scanned and digitization

process has been initiated for 20 Police Stations. 7) CAS Customization test cases were submitted by System Integrator (SI). User Acceptance Test

(UAT) has been initiated. Suggestive comments regarding application have been given which are currently being implemented by the SI.

8) BSNL has completed connectivity on VPNoBB for 67 sites and on VSAT for 15 sites.

Sh. LH Shanliana IPS, DIG(SR) was transferred from Mizoram to Arunachal Pradesh. After paying a farewell visit to police personnels under his supervision and control at Lunglei, Saiha and Lawngtlai District encouraging them to continue their good works in the interest of Public and also meeting with civil officials to continue better Police-Public relationship and cooperation, he relinquished the charge of DIG(SR) on 31st August 2014.

SOLVING CRIMINAL INTIMIDATION CASE

On 27.10.2014, CID(SB) Team by laying a trap at KT Hotel, Zarkawt Aizawl for 3 consecutive days and nights apprehended one Jacob Lianhupa (40) s/o Nivunga(L), Aizawl Venglai and his associate Vanlalliana (20) s/o Lalhnemi, Sangau who had demanded Rs.20 lakhs over mobile phone from ST Khama (66) of Electric Veng and and continuously threatened him with dire consequenses unless the demand was fulfilled. The main accused Jacob Lianhupa is the Chief Organizer of Zoram Nationalist Party (ZNP) Youth. (Aizawl PS C/No.336/2014 dt.22.10.2014 u/s 506 IPC).

(i) Aizawl PS C/No.28/14 dt.31.01.2014 u/s 436 IPC r/w 3 of Explosive Substances Act (Treasury Square Market). (ii) Aizawl PS C/No.48/14 dt.21.02.2014 u/s 436 IPC r/w 3 of Explosive Substances Act (Aizawl New Market Meat Shop Old Building). (iii) Aizawl PS C/No.84/14 dt.22.02.2014 u/s 447/427 IPC r/w 3(a) of Explosive Substances Act (Near Residence of Hmingchungnunga, Chairman, Sinlung Hills Development Council (SHDC), Bungkawn Vengthar).

CID (SB) OPS Team led by Pu Lalrinpuia Varte, Addl. SP CID(SB) apprehended one Lalringthanga (45) s/o PT Kaia (L) of Mualtluang, Diphucherra, Cachar District, Assam on the morning of 03.08.2014 @ 5:50 AM at Dinthar Veng, Vairengte of Kolasib District. Accused Lalringthanga confessed before Police that he had exploded Gelatin Bombs at various places in Aizawl City namely (i) At Bungkawn Vengthar on the morning of 22.07.2014 @ 2:35AM (Aizawl PS C/No.228/14 dt.22.07.2014 u/s 436/427 IPC r/w 3 of Explosive Substances Act) and (ii) Near the residence of Lt. Col (Rtd) ZS Zuala, Hon’ble Parliamentary Secretary (Home etc.) (Kulikawn PS C/No.98/14 dt.01.08.2014 u/s 436/506/427 IPC r/w 3 of Explosive Substances Act). He is also the main accused in the following Bomb Blast cases during the initial months of 2014 :

BDFM CADRES APPREHENDED

An intelligence-driven operation conducted by CID(SB) OPS Team apprehended 5 (Five) Cadres of Bru Democratic Front of Mizoram (BDFM) namely (i) S/S Warrant Officer Thlamuana @ Petoram (36yrs), (ii) S/S Pvt. Chhandama @ Sukla (21yrs), (iii) S/S Pvt. Zorama @ Noiboram (30yrs), (iv) S/S Pvt. Flower @Endro Msha (22yrs) and (v) S/S Pvt. John-a @Zorama (21yrs) on the night of 12.07.2014 @ 8:30 PM from Banu Hotel, Silchar.

They were booked under kidnapping cases in connection with West Phaileng PS C/No.04/13 dt 20.02.2013 u/s 364(A)/34 IPC r/w 25(1A) Arms Act and West Phaileng PS C/No.24/13 dt 25.11.2013 u/s 364(A)/379/34 IPC r/w 25(1A) Arms Act. Other than his involvement in kidnapping cases, S/S Warrant Officer Thlamuana @ Petoram (36yrs) is also responsible for sending donation-cum-threatening letters to various VCPs of different villages in Mamit District.

FSL CONTRIBUTIONS IN INVESTIGATION

(i) In the bomb explosion case near the residence of Lt. Col (Rtd) ZS Zuala, Hon’ble Parliamentary Secretary (Home) Kulikawn PS C/No.98/14 dt.01.08.2014 u/s 436/307/120(B)/506/427/34 IPC r/w 3 of Explosive Substances Act, the suspect Lalringthanga (45) was arrested 3 days after the incident due to the evidence collected by FSL Mizoram such as, traces of explosive substances were detected from the hand swabs and fingernail scrapings of the suspect. This is an exceptional finding considering the time lapsed and will provide important evidence in the court of Law. (ii) On 18.12.2014, Zokhumi (83yrs) w/o J.Lalsangzuala (L) was found murdered on her bed (Kulikawn PS C/No.185/2014 dt.18.12.2014 u/s 302/380 IPC). After careful examination of the scene of crime by a team of Forensic Experts, several evidences were collected including Fingerprints lifted from the door of the victim’s balcony. These fingerprints matched with one of the suspects Lalrempuia (36yrs) s/o Zothantluanga (L) Kulikawn who confessed to the crime when confronted with this evidence.

NEW INITIATIVES

SENSITIZATION OF STAKE HOLDERS IN ISSUES RELATING TO DRUG ABUSE AND DRUG TRAFFICKING

Mizoram State Legal Services Authority (MSLSA) organized a one-day ‘seminar on sensitization of stake holders in issues relating to drug abuse and drug trafficking’ on 20.10.2014 at Aijal Club, Aizawl and was attended by Judicial and Police Officers.

During the seminar, Smt. Chhaya Sharma IPS, DIG(CID), Sh. Vivek Kishore IPS, DIG(TRG) and Smt. Lucy Lalrinthari, Special Judge, ND&PS Act gave Lectures on “Statutory mandate: introspection of enforcement”; Smt. Vanlaldini, Director, Social Welfare Department, Sh. Lalsawma Pachuau, Joint Director, Health & Family welfare and Capt. Vanlaltluanga, Social secretary, CHAN “Challenges in rehabilitation of victims of drug abuse & drug trafficking”; and Brother, Dr. Varkey M.T. and Dr. Chawnglungmuana, Director, SHALOM on the “Responsibility of Government, NGO and Court”.Special Law Module (Gender Sensitization; Crime against Children & Crime against Women)

STANDING COMMITTEE FOR SENIOR OFFICERS OF POLICE AND PUBLIC PROSECUTOR’S As initiative taken up by DIG (SR), Standing Committee for Senior Officers of Police and

Public Prosecutor’s was constituted on 11.07.2014 as per direction of Hon’ble Supreme Court of India to examine all orders of acquittal and to record reasons for failure of each prosecution case and to suggest suitable measure which could be taken by the Government. On 17.07.2014, the first meeting of the Committee was held in the Conference Hall of DRDA Lunglei. All acquittal cases were analyzed in detail and recorded the main reasons of acquittal of cases, common errors and failure of Investigating Officer or Prosecution.

BOXING HC(Opr) Lalmuanpuia of MPRO won ‘TITLE BELT’

in Lightwight Category of LPS PRO FIGHT 2014 organized by the famous Local Cable Network named LPS at Hawla Stadium, Republic Vengthlang, Aizawl during Aug-Sep 2014. and was declared overall ‘Best Boxer’ in the event.

C/253 Lalnunhlua of Saiha DEF won ‘GOLD MEDAL’ in the Mizoram Open Boxing Championship 2014 organized by Mizoram Boxing Association during 22nd – 25th July 2014. He also won the ‘TITLE BELT’ in Bantam Weight Category of LPS PRO FIGHT 2014.

561 Mizoram Police Personnels have been awarded Police (Antrik Suraksa Seva) Padak Medal by DGP Mizoram in recognition of their valuable services rendered for the prescribed 2 (two) years in Counter Insurgency Operation in Dantewada, Chhattisgarh during 2006 -2008.

An Expert Team led by Mr. RS Verma, Jt. Director, DCPW visited Aizawl on 20.8.2014 to restore POLNET Communication System at Aizawl.

A 3-days Training on ‘Preparatory Training for OC of Police Station’ on 10-12 Sep 2014 at SP(A) Conference Hall.
