Pursuant to Article 252 1(C) of the Constitution of Kenya 2010 and National Land Commission
Act of 2012, the Commission invites applications from suitable candidates for the following
positions:
(A) LEGAL AFFAIRS & ENFORCEMENT DIRECTORATE
1. CHIEF LEGAL OFFICERS- (NLC GRADE 5) – ONE (1) POSTS
Gross Salary Scale for The position of Chief Legal Officer (Min Kshs. 132,000 – Max Kshs.
207,000)
An officer at this position will be responsible for providing legal advice to the commission and
safeguard its interests through various legal initiatives and facilitate decision making for enhanced
effectiveness in the fulfilment of its constitutional and statutory mandate.
DUTIES AND RESPONSIBILITIES
Under the supervision of the Principal legal officer, the officer will be performing the following
duties
Implement policies, procedures and regulations on legal affairs and enforcement
Implement procedures for safeguarding National Land Commission’s interests
Review legal instruments for the Commission
Implement legal decisions and court orders for the Commission
Give input in development of legislation as appropriate
Assist in representing the Commission on litigation and court cases for the Commission
Prepare preliminary legal documents/instruments
Draft local agreements and contractual documents;
Interpret legal matters and implications;

Interview clients for proper referrals;
Prepare monthly reports; and

ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have:-
i. Bachelor’s degree in Law
ii. Postgraduate Diploma in Legal Education from the Kenya School of Law
iii. Must have at least six ( 6) years’ experience three(3) of which at senior legal officer or
equivalents
iv. Proficiency in computer applications
v. Must have Good communication and presentations
2. SENIOR LEGAL OFFICERS – (NLC GRADE 6) - FOUR (4) POSTS
Gross Salary Scale for The position of Senior Legal Officers (Min Kshs. 90,000 – Max Kshs.
130,000)
This position is responsible for providing legal advice to the commission and safeguard its interests

3. LEGAL OFFICERS – (NLC GRADE 7) - SIX (6) POSTS
Gross Salary Scale for The position of Legal Officers (Min Kshs. 65,000 – Max Kshs. 95,000)
An officer at this position is responsible for rendering legal services in preparation of legal
opinions, studies, reports and correspondence as well as ensuring the provision of effective legal
advice on a diverse range of substantive and procedural issues.
DUTIES AND RESPONSIBILITIES
Under the supervision of the senior legal officer, the officer will be performing the following
duties;
Ensure the timely filing of Court document.
Attend court in various cases in which the Commission is party to.
Draft legal documents pertaining to different matters.
Write reports on various assignments.
Advise walk in clients on various land matters.
Conduct research on various substantive and procedural issues.
Attend the Commission’s meetings and rendering legal advice.

Carry out review of grants and dispositions of public land to establish their legality or
propriety.
Attend court on behalf of the Commission to tender evidence or adduce documents.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have:
i. Bachelor’s Degree in Law from a recognized institution.
ii. Post-graduate Diploma in Law
iii. Advocate of the High Court
iv. Must have served as a Legal Officer in the public or private sector for at least three (3)
years
v. Proficiency in computer applications
(B) AUDIT & RISK MANAGEMENT DEPARTMENT
1. PRINCIPAL INTERNAL AUDITOR –NLC GRADE 4- ONE (1) POST
This position is responsible for provision of independent objective assurance on the effectiveness
of NLC risk management, internal controls and governance processes to support the achievement
of the Commissions goals and objectives
Gross Salary Scale for The position of Principal Internal Auditor (Min Kshs. 184,000 – Max
kshs. 279,000)
DUTIES AND RESPONSIBILITIES
Under the supervision of Head Audit and Risk Management, the officer will be performing
the following duties:
Design and develop audit programmes of IT, operational, governance and financial audits
to ensure efficiency and effectiveness and compliance with applicable laws and
regulations.
Coordinate the implementation of the Fraud and Corruption policy to establish breaches of
the commission’s code conduct
Manage and coordinate various audit and risk management activities towards the
realization of the departments objectives

Prepare annual audit work plans in accordance with the risk assessment framework and for
the smooth running of the department
Ensure maintenance of high audit standards, adherence to plans, budgets and work
schedules for compliance with applicable laws and regulations
Evaluate the adequacy and timeliness of management’s responses and ensure that
corrective action is taken on significant audit recommendations

Develop new initiatives that are aimed at improving internal audit operational efficiencies
and effectiveness
Carry out special audits on requests in case of suspicious transactions or fraud
Review of the completeness and accuracy of the commission’s Annual Financial Statements
for compliance to procedures, guidelines and Audit standards
Review audit plans, programmes and budgets for execution of the department’s mandate
Review draft audit reports and working papers for preparation of final reports
Provide Secretarial support to the Audit and Risk Management Committee during its various
meetings
Evaluate and ensure the implementation of internal Audit Reports in pursuit of the overall
mandate of the commission
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have:
i. Bachelor’s Degree in any of the following disciplines: Business Administration,
Economics, Accounting, Risk Management, Finance from a recognized institution
ii. Certificate in Senior Management Course (SMC)
iii. Certified Public Accountant (CPA) or its equivalent from a recognized institution is
mandatory
iv. Member of ICPAK
v. Nine (9) years of service, three (3) of which should be in a comparable position from
a reputable organization
vi. Knowledge of relevant auditing and accounting standards
vii. Possession of risk assessment skills and the ability to plan effectively to ensure
adequate coverage of all high and critical risks is necessary.
viii. Proficiency in computer application.

2. CHIEF AUDIT AND RISK MANAGEMENT –NLC GRADE 5- ONE (2) POSTS
An officer at this position is responsible for providing independent objective assurance on the

DUTIES AND RESPONSIBILITIES
Under the supervision of the Principal Internal Auditor, the officer will be performing the

Review audit reports and working papers prepared by the Senior Internal Auditor;
Lead and coordinate the implementation of audit plans as approved by the Audit and Risk
Management Committee (ARMC)
Supervise and review performance of the senior audit officers.
Review budgets and budgetary control procedures for the commission.
Review of the completeness and accuracy of the Annual Financial Statements
Prepare audit plans and programs for the Commission.
Review internal control systems on IT, financial and other operations;
Assist in develop strategies to ensure efficiency and effectiveness of operating systems within
the Commission;
Verify existence and safety of the Commission’s assets;
Prepare audit reports to management and subsequently following up to ensure audit
recommendations are implemented ;
Maintain high audit standards and adherence to plans, budgets and work schedules;
Ensure compliance with existing policies, regulations, instructions and procedures in financial
and other operations; and

Undertake spot checks and special investigations of the Commission’s operations including
revenue collection.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have:
i. Bachelor’s Degree in any of the following disciplines: Economics, Commerce (Finance or
Accounting Option) Business Administration/Management (Finance or Accounting
Option) or its equivalent from a recognized institution.
ii. Certified Public Accountant (CPA) and/or CIA, CISA, CFE, CRMA its equivalent from a
recognized institution is mandatory.
iii. Must be a member of a relevant professional association e.g. ICPAK & ACCA, IIA,
ISACA
iv. Must have served as an Auditor/Risk officer in the public or private sector for at least six
(6) years, three (3) of which must have been at a supervisory level.
v. Proficiency in computer applications
3. INTERNAL AUDIT OFFICER –NLC GRADE 7- ONE (1) POST
This position is responsible for the implementation of internal audit policies, systems and
procedures in line with the audit plan and to ensure that the commission’s internal control, risk
management framework and governance processes are adequate to safeguard the Commission’s
resources

DUTIES AND RESPONSIBILITIES
Conduct audit exercises and assurance in the commission
Collect data on information systems and processes of the Commission to be used in the
validation of financial documents
Carry out quarterly and annual stock taking exercise for appropriate inventory
maintenance

Prepare documentation i.e. working papers, planning memorandums and audit reports as
required by management in line with the quality standards of the audit process
Assist in undertaking audit of the Information Technology infrastructure
Conduct audit assignments as may be assigned
Support external auditors during the Commission’s annual audit exercise
Ensure implementation of the Audit plan and programmes
Undertake other duties as shall be assigned.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have:
Bachelor’s degree in any of the following fields: Finance, Accounting, Business
Administration, Mathematics, Actuarial Science, Statistics, Economics or any other
equivalent qualification from a recognized institution;
Passed Part I of any of the following professional qualifications: Certified Public
Accountants (K), Certified Internal Auditor (CIA), Certified Information Systems Auditor
(CISA), Association of Certified Chartered Accountant;
Three (3) years of service, or similar experience in a comparable position from a reputable
organization
Knowledge of relevant legislation and professional standards
Proficiency in Computer application
Good communication skills, both verbal and written

(C) RESEARCH DIRECTORATE
1. DEPUTY DIRECTOR, RESEARCH – (NLC GRADE 3)- ONE (I) POST
This position is responsible for the implementation of the, Constitutional mandate – Article 67
(2,3) to ‘Conduct research related to land and the use of natural resources, and make
recommendations to appropriate authorities.’
Gross Salary Scale for The position of Deputy Director, Research (Min Kshs. 236,000 – Max
kshs. 351,000
DUTIES AND RESPONSIBILITIES
The successful candidate will be responsible to perform the following functions;
Contribute to the preparation and formulation of the Directorate’s annual work plan,
procurement plan and budgeting process.
Assist in strategy and policy formulation for the Directorate.
Support, select, supervise, and enable professional training, career development and
directing the work of the Principal Officers.
Assist in defining the work targets and outcomes.
Monitor progress on research goals and provide training as required
Facilitate in the conducting of annual performance reviews and meetings.
Deliver and communicate regular and positive feedback providing progress on goals.
Ensure the collection, handling and dissemination of knowledge management is ongoing.
Ensure that projects are executed successfully completed within the time frames to meet
research objectives.

An officer appointed to this position will be responsible for the implementation of the,
Constitutional mandate – Article 67 (2,3) to ‘Conduct research related to land and the use of natural

DUTIES AND RESPONSIBILITIES
Contribute to the preparation and formulation of the Directorate’s annual work plan,

variables and other test parameters in line with the departmental strategy

DUTIES AND RESPONSIBILITIES
The successful candidate will be responsible to perform the following functions
Conduct literature reviews and analysis of data to suggest conclusion and support decision
making by the management
Plan and collate data for knowledge creation and management in the preparation of policies
on land related issue
Draft reports for presentation to the Senior officer for further review
Assist in the implementation and evaluation of research projects to determine the value and
the impact of the programmes

data that will be used in the policy formulation

(D) SUPPLY CHAIN MANAGEMENT DEPARTMENT

the delivery of service. The position manages stock levels, store samples, assists in the preparation

Prepare RFP, EOI, Tender documents and prequalification documents in consultation with the

(E) LAND USE PLANNING DIRECTORATE
1. PRINCIPAL LAND USE PLANNING OFFICER NLC (GRADE 4) FIVE (5) POSTS
An officer to this responsible for monitoring and overseeing the preparation and implementation
of land use plans by counties and management bodies as well as compliance
Gross Salary Scale for The position of Principal Land Use Officer (Min Kshs. 184,000 – Max

DUTIES AND RESPONSIBILITIES
Oversee the preparation of land use plans for unregistered community and public land to
facilitate surveying and registration
Supervise and provide guidance to the Chief Planners
Devise and implement strategies for public education, participation and engagement on
land use planning
Coordinate periodic data collection and studies on appropriate land delivery systems,
strategies and management frameworks for various users.
Coordinate preparation of land use plans for resettlement, settlement schemes, adjudication
areas
Work with relevant agencies on the preparation of land use plans as a framework for
managing public land both at the national and county levels
Provide guidance on data requirements for the various categories of land use plans
Implement land use planning policies, strategies, standards and programmes.
Conduct public education on land use planning and development control matters in the
counties
Provide support to Land Management Boards in defined cluster of counties
Advise on special conditions to be attached to leases.
Conduct thematic studies on matters relating to land use planning such as human settlement
patterns, urbanization patterns and urban sprawl
Participate in the supervision of preparation of national and county and national land use
plans

Coordinate collection and analysis of data on the requirements of various categories of land
users
Participate in conflict resolution on land use matters and providing guidance on the
commission’s perspective
Coordinate the collection of planning information and updating the director periodically
for onward advice to the commission as part of land use planning monitoring
Providing advice to the government and private agencies on development proposals and
plans
Liaise with the county governments in the preparation and updating of the county spatial
plan and other enabling plans.
Coordinate with the counties in the preparation of land use plans for managing public land
both at the county and national government levels
Liaise with and coordinate other specialized agencies responsible for development
planning in transport infrastructure works, energy and oil, mining and other natural
resources.
Prepare annual state of land use planning reports and submit to parliament and to the
president
Participate in county land use planning, monitoring and oversight and act as link person.
Undertake studies on land suitability and advice on the suitability of the land to be acquired
for public purposes including creating land banks by both the national and county
governments.
Participate preparation of departmental budgets
Participate preparation of departmental procurement programme
Participate in budgeting and costing of departmental work plans
Participate in Project/ programme costing and preparation of MOUs for funding
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
For appointment to this grade, the candidate must have;
i. Master’s degree in Urban Regional Planning from a university recognized in Kenya.
ii. Bachelor’s degree in Urban Regional Planning or humanities and social sciences, or
survey engineering from a recognized University

iii. Must have served for at least at least 9 years of relevant experience as an urban and regional
planner (three of which should have been in senior management level) in public and or
private sector including research.
iv. Be registered with the Physical Planners Registration Board in Kenya and be in good
standing

General supervision of outsourced contracts and co-ordination of Information
