1. INTRODUCTION
This Residential Travel Plan has been prepared by PFA Consulting on behalf of Ecotricity Group in 1.1.support of a planning application for a residential development at ‘The New Lawn’, Nailsworth in Gloucestershire. The New Lawn is currently the home of Forest Green Rovers Football Club (FGR FC). A planning application (reference S.16/0043/OUT) for ‘Eco Park’, which includes a new ground for FGR FC, was submitted to Stroud District Council in January 2016. Should FGR FC relocate, the existing site will become available for redevelopment.
The proposal is for a residential development of a maximum of 95 dwellings and a community hub 1.2.space of up to approximately 2,500ft2 (232m2).
The site is located at the western end of Nympsfield Road in Nailsworth as shown on Figure 1.1. 1.3.The overall site comprises around 2.7 hectares and lies entirely within Stroud District.

The site is bounded to the north by a residential property and Nympsfield Road, to the east by 1.4.Nailsworth C of E primary school and housing, to the south by woodland and an open field to the west.
A copy of the illustrative masterplan is reproduced at Appendix A. The Masterplan is expected to 1.5.evolve but this plan shows the likely general form of the proposed development.
It is proposed that vehicular access will be from the existing roundabout on Nympsfield Road; the 1.6.junction will not be amended as part of the development. Pedestrian footways are proposed to be provided as identified on the Illustrative Masterplan reproduced in Appendix A. Access for cyclists will be via the carriageway of Another Way.

Travel Plans are a way of promoting sustainable travel behaviour through a range of mechanisms, 1.7.initiatives and targets that when combined can help to reduce unnecessary travel and encourage travel in a more environmentally acceptable way. For a new development this is important as travel habits in favour of walking, cycling and public transport are more readily established from the outset.
The ‘National Planning Policy Framework’ (NPPF) promotes achieving sustainable development. 1.8.Paragraphs 35 and 36 set out that Travel Plans are a key tool for facilitating the protection and exploitation of opportunities for use of sustainable transport, and that development which generates significant amounts of movement should be required to provide a Travel Plan.
The Government’s planning practice guidance to the NPPF was launched as a web-based resource 1.9.by the Department for Communities and Local Government (DCLG) in March 2014. The category dealing with Travel Plans is contained in ‘Travel plans, transport assessments and statements in decision-taking’ (Reference ID: 42, Updated 06.03.2014).
This Travel Plan has been prepared in accordance with the planning practice guidance and the 1.10.latest local guidance, including Gloucestershire County Council’s (GCC’s) ‘Travel Plan Guide for Developers’, published in July 2011, and GCC’s Advice Sheet No. 7 ‘Residential Travel Plans’, Rev 3 published 13 December 2010 (source: http://www.gloucestershire.gov.uk/extra/tpguidance).

2. BASELINE SUSTAINABILITY AUDIT
The provision of alternative modes of sustainable transport, the encouragement of opportunities 2.1.for walking and cycling and the close proximity of employment and other day-to-day facilities to residential areas are the basic elements of achieving transport sustainability.
The existing pedestrian and cyclist facilities, public transport services, and local facilities are set 2.2.out below.
Walking and Cycling In the vicinity of the site there are footways on both sides of Nympsfield Road. Dropped kerbs, 2.3.
tactile paving and a refuge are provided on Nympsfield Road at the site access junction; dropped kerbs and tactile paving are provided on all arms of the Nympsfield Road / Nortonwood / Beechwood Close roundabout with three arms including refuges within the splitter islands. To the east of the Nympsfield Road / Nortonwood / Beechwood Close roundabout a single footway of varying width is provided on the southern side of Nympsfield Road. Nympsfield Road routes east and becomes Spring Hill providing access to Nailsworth town centre.
Zebra pedestrian crossings are provided on the A46 between the Spring Hill roundabout and the 2.4.B4014 junction and on Old Market. A puffin crossing is provided on the A46 in the vicinity of Church Street.
There are a number of footpaths in the vicinity of the site which spread across Nailsworth and 2.5.beyond into the countryside. In particular Nailsworth Footpaths 9 and 10 are located to the south and west of the site before splitting off into a number of other footpaths covering the area to the south of the site. In addition, there are number of other footpaths, often offering shorter, more direct routes towards the town centre or between housing developments in order to cut walking time and distance. The Public Right of Way network is shown in Figure 2.1.

National Cycle Route (NCR) 45 routes through Nailsworth and provides access along with NCR 41 2.6.to Gloucester, Stroud and Cirencester. The route of NCR 45 is shown on Figure 2.2. The roads within Nailsworth are not subject to high speeds or high volumes of traffic and are suitable for cyclists to use.

Adequate pedestrian and cycling provision is available to enable journeys from the development 2.7.to be made on foot or by bicycle.
Public Transport Existing public transport services operating in the vicinity of the application site have been 2.8.
identified with reference to current timetable and routeing information.
Bus Services The nearest bus stop to the application site is the Norton Wood, Colliers Wood bus stop located 2.9.
approximately 315m (a 4 minute walk at 1.4m/s) from the site access, and alternatively outside Nailsworth Primary School.
Stagecoach operates bus service 63 from these stops, a regular service between Forest Green, 2.10.Nailsworth, Stroud and Gloucester. Table 2.1 provides a summary of bus service 63.

The route of Bus Service 63 within Nailsworth bus stop is shown on Figure 2.2. 2.11.
Rail Services There are two railway stations in close proximity to Nailsworth: Stroud and Cam & Dursley. The 2.12.
closest, located in Stroud approximately 8km to the north by road, provides services to London Paddington and Cheltenham, and can be accessed via bus service 63.

The site is located within a reasonable distance of two railway stations with bus services providing 2.17.links between.
Local Facilities Existing facilities in the vicinity of the site are shown on Figure 2.3, including education, 2.18.
employment and food retail, which are likely to be key destinations for residents of the proposed development.
The Department for Transport ‘Manual for Streets’, March 2007, states that walkable 2.19.neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to about 800m) walking distance. The Institution of Highways and Transportation’s (IHT) document ‘Providing for Journeys on Foot’ sets out preferred walking distances to key facilities. It identifies maximum preferred walking distances of 2km for commuting and 1.2km for other purposes.

There is a primary school adjacent to the site and a local shop within 800m. The majority of 2.21.facilities identified are within 2km and are therefore suitable for journeys to be undertaken on foot or by bicycle although, due to the gradients, the route may prove difficult for mobility impaired persons.
For Schools, ‘Guidelines for Providing for Journeys on Foot’ suggests that 500m is the ‘Desirable’ 2.22.walking distance, 1km is ‘Acceptable’ and 2km is the ‘Preferred maximum’. Judged against these distances, Nailsworth C of E Primary School is within the ‘Desirable’ walking distance. A Multi Use Games Area (MUGA) on land at Nailsworth Primary School adjoining the New Lawn received planning consent in February 2016 (Application S.15/2934/FUL). Condition 4 requires the MUGA to be available to the public outside normal school hours. The potential for direct pedestrian access between the development and the MUGA / primary school will be explored.

The secondary school for the catchment, Archway School in Stroud, is served by a dedicated 2.23.school bus service (374BE) which stops at opposite Nailsworth Primary School in Forest Green. School buses are available for Stroud High and Marling (374BD). Bus service 63 from Forest Green can also be used to reach Archway, Stroud High and Marling Schools as well as SGS College in Stroud.
Employment opportunities within the vicinity of the site include the town centre, which is within 2.24.walking and cycling distance of the site, and the employment areas to the east of the town centre and to the north of the town, which are both approximately 2km from the site. Regular bus services provide the opportunity to access employment in Stroud and Gloucester.
For weekly food shopping, it is likely that the majority of new residents would travel to the 2.25.George Street Shopping Centre and the Morrisons Supermarket located approximately 1.75km walk east of the site (approximately a 20 minute walk). While this is beyond the ‘Preferred maximum’ walking distance, the weekly shopping trip would prove difficult on foot or by bicycle in any event and is generally undertaken by car or bus, sometimes as part of another journey. The shopping centre is within a short walking distance (approximately a 3 minute walk) of the Bus Station in the centre of Nailsworth.
Stroud railway station and general hospital can also be reached by bus service 63, with a short 2.26.walk from the Merrywalks stop in Stroud.

3. OBJECTIVES AND TARGETS
Objectives This Travel Plan combines an ‘outcomes’ approach, where specific outcomes are linked to specific 3.1.
targets, together with the establishment of defined measures to encourage sustainable travel. The focus is on securing the performance of the Travel Plan through ensuring that travel mode share targets for car use are met when the development is complete.
Measures that will be promoted are set out and a preliminary interim modal share target is 3.2.identified. Maximum modal share targets can only be established after an initial baseline travel survey has been undertaken.
The objectives and outcomes of this Travel Plan are to: 3.3.
engage with residents to raise awareness of sustainable travel choices to encourage more sustainable travel behaviour;
minimise the proportion of single occupancy car movements to and from the development;
maximise the proportion of walking, cycling and public transport trips; address the access needs of site users, by supporting walking, cycling and public
transport; and provide adequately for those with mobility difficulties.
Targets For new developments outcome targets are best expressed in terms of maximum end levels of car 3.4.
use by setting a target maximum modal share of car use when the development is complete.
Prior to completion of the development the actual travel patterns of the residents of the 3.5.proposed development are not known. A baseline travel survey is proposed within 3 to 6 months following 50% occupation, or other percentage occupation threshold agreed with GCC. This will establish the baseline travel patterns of the development in order to set maximum modal share targets. The baseline travel survey will ask how residents generally travel and will also seek their views about what improvements could be made to encourage them to use more sustainable modes of travel.
It is expected that the independent survey company appointed to undertake the survey should 3.6.use reasonable endeavours to maximise the response rate. It is recommended that an incentive is given to encourage responses.
GCC’s ‘Travel Plan Guide for Developers’ states that in the interim, TRICS modal share data or 3.7.Census journey to work data should be used to gauge the likely modal share.
With reference to the 2011 Census Method of Travel to Work data contained in Appendix B, the 3.8.modal split for the journey to work has been extracted for the Middle Super Output Area (MSOA) for ‘Stroud 013’ which covers Nailsworth and is summarised in Table 3.1.

Smarter Choices’ report ‘Changing the way we travel’ (2004) states that basic Travel Plans can 3.9.expect to achieve a 6-10% reduction in car use. This would indicate a car driver mode share target of 62% to 65%.
Once the results of the baseline travel survey are available, the Travel Plan Coordinator, in 3.10.discussion with GCC, can set targets for maximum levels of car use either in terms of car use modal share or in terms of the proportion of residents driving on their own.

4. TRAVEL PLAN MANAGEMENT
The Travel Plan will be implemented and managed by a Travel Plan Co-ordinator. The Travel Plan 4.1.Co-ordinator will be appointed prior to occupation of the development.
Travel Plan Co-ordinator The Travel Plan Co-ordinator has a critical role in ensuring that the Travel Plan is implemented, 4.2.
managed, monitored and reviewed over time. The Travel Plan Co-ordinator will co-ordinate the on-going development and management of the Travel Plan, including further measures, raising awareness, monitoring and review.
As it is envisaged that the Developer will follow Option 2 of GCC’s funding options (see Chapter 8 4.3.of this Travel Plan), it will be the responsibility of GCC to ensure the appointment of a suitably qualified person to perform the role of the Travel Plan Co-ordinator.
The role of the Travel Plan Co-ordinator will include: 4.4.
acting as a point of contact; marketing and promoting the Travel Plan; providing sustainable travel information to residents; monitoring and reviewing the Travel Plan; liaison with GCC, transport operators and specialist groups; arranging for travel surveys to be undertaken of residents on the site; arranging Personal Travel Plans, where required; and submission of annual monitoring reports to GCC.
Marketing and Promotion Marketing and promotion of the Travel Plan and sustainable travel opportunities and benefits, will 4.5.
establish communication between those who are responsible for delivery (Travel Plan Co-ordinator) and those who benefit from the implementation of the Travel Plan (residents).
Details of the Travel Plan will be provided in the Developer’s marketing brochure. Therefore 4.6.residents will be informed of alternative modes of travel to the site, other than by private car, prior to moving in.
The provision of information to residents, which is both accessible and available in varied formats, 4.7.is an important measure of the Travel Plan package. Specific items of information and promotional activities that will be delivered by the Travel Plan Co-ordinator are set out in this Travel Plan.

5. TRAVEL PLAN MEASURES
The proposed Travel Plan measures focus on maximising the site’s accessibility and sustainability 5.1.as part of the development proposals, including the provision of pedestrian and cycle links and improvements to facilitate walking and cycling, as well as improvements to local public transport provision.
Marketing and promotion of the Travel Plan will form part of the implementation of the Travel 5.2.Plan, and this will include the distribution of Travel Information Packs to new residents.
Travel Information Pack A Travel Information Pack will be distributed to all new residents of the development. Travel 5.3.
Information Packs will include travel information, with the intention of encouraging new residents to engage in more sustainable modes of transport. The Travel Information Pack is expected to include:
Local Facilities map; Maps and information on local walking and cycling routes; Potential discounted offers from local cycling stores; Details of the most recent bus and rail timetables; Details of public transport discounted fares / season tickets; Free taster public transport tickets; Information on local taxi and hire car companies; Information on car sharing opportunities: Information on marketing and promotional events at a national and local level; and
The travel information included in the Travel Information Pack will also be included in marketing 5.4.material for the proposed development, and made available online through a website associated with the proposed development.
The Travel Plan Co-ordinator will keep the Travel Information Pack up to date to reflect changes, 5.5.for example when revised bus timetables are issued, and maintain records of distribution.
Walking and Cycling Measures The internal site layout will be designed in a manner which facilitates walking and cycling and 5.6.
provides accessible facilities (dropped kerbs, tactile paving etc) with connections into the existing network of routes surrounding the site.
All pedestrian and cyclist infrastructure included as part of the development will be completed to 5.7.a high standard. Details of walking and cycling routes will be included as part of the Travel Information Pack for new residents.
The Travel Plan Co-ordinator will be responsible for promoting events such as National Bike Week 5.8.and European Mobility Week to encourage residents to consider swapping some of their vehicle trips to bike trips. The Travel Plan Co-ordinator will also liaise with local cycle shops to negotiate discount vouchers for bicycle purchases.
Public Transport Measures Good public transport provision is important to achieving sustainable transport targets. By 5.9.
encouraging new residents to use existing bus services, additional revenue will be generated and the quality of services should improve.

Public transport use will be encouraged by the introduction / promotion of the following 5.10.measures by the Travel Plan Co-ordinator:
Provision of current information on bus and rail routes, bus and rail times and location of bus stops to residents; and
Current promotions and potential discounted tickets for local bus and rail operators.
Car Sharing The most unsustainable mode of transport is the single occupied car. Car sharing, when two or 5.11.
more people share a car and travel together, can result in considerable cost savings and other benefits. Car sharing not only reduces an individual’s transport costs, by fuel costs being shared, but also reduces the number of cars on the roads, provides a real solution to transport problems of rural areas and reduces the need for a private car.
GCC has teamed up with the car share company ‘Liftshare’ to launch 5.12.CarshareGloucestershire.com, a website to help people find suitable matches for potential car sharers. Carsharegloucestershire.com currently has over 2,700 members and a call centre, operated by Liftshare.com. The service is free to join.
The Travel Plan Co-ordinator will ensure that all residents are advised of the financial savings 5.13.which can be achieved through car sharing and will ensure that all new residents are provided with details of GCC’s car share scheme. This approach helps form a partnership between the development and the local highway authority.

6. MONITORING AND REVIEW
An effective monitoring and review process is important to establish how successful the Travel 6.1.Plan has proved. Monitoring involves collecting data and information, and the review process involves the consideration of these details to determine whether or not the Travel Plan targets have been met.
The modal share targets will be established with GCC following occupation of the development by 6.2.residents and after a baseline travel survey, which will be undertaken within 3 to 6 months following 50% occupation, or other percentage occupation threshold agreed with GCC.
The baseline travel survey will be undertaken by an independent survey company, and will be co-6.3.ordinated by the Travel Plan Co-ordinator. The Travel Plan Co-ordinator will be responsible for submission of the report of survey to GCC within 1 month of completion of the survey. The precise format of the baseline travel survey, and annual monitoring surveys, will be agreed with GCC.
Monitoring of travel patterns over time, to ascertain whether the initiatives of the Travel Plan are 6.4.proving successful and whether there has been a shift to more sustainable modes of transport, requires on-going travel surveys to be undertaken. It is proposed that monitoring would be conducted annually following the baseline travel survey. The monitoring period would extend for a minimum of 10 years post first occupation of the development in accordance with GCC’s Travel Plan Guide for Developers.
The results of the travel surveys will be analysed and the factors influencing travel behaviour will 6.5.be investigated. If the target modal share of car use is not met then it will be necessary to review what remedial measures need to be implemented to mitigate the impact of any under achievement. The Travel Plan Co-ordinator, in conjunction with GCC, will decide what, if any, amendments are required to the Travel Plan.

7. REMEDIAL MEASURES
In the event that the Travel Plan is shown to be underachieving a remedial strategy needs to be 7.1.outlined, which considers measures to help get the Travel Plan ‘back on track’. Remedial measures are intended to achieve modal shift and mitigate the impact of any under achievement in meeting targets.
A set of potential remedial measures, to be triggered in the event that measures mentioned 7.2.above fail to meet the required Travel Plan targets, could include the following:
Extend appointment of Travel Plan Co-ordinator and monitoring for up to a further 5 years;
More active marketing and promotion of sustainable travel information; Offer Personal Travel Planning to residents; and Liaise with GCC and bus operators on a potential bus voucher scheme for new residents.
The remedial measures are different to the Travel Plan measures, and the exact nature of what, if 7.3.any, remedial measures are required will be identified through the monitoring and review process in conjunction with GCC. At this stage, remedial measures such as: continued monitoring, Personal Travel Planning and additional publicity and marketing could be considered.

8. FUNDING
A planning obligation will be completed that secures the funding of the Travel Plan. The funding 8.1.will include for the services of the Travel Plan Co-ordinator, as well as provision for ‘remedial’ funds to cover the cost of measures required in the event of the Travel Plan not meeting the required targets, and not covered by CIL.
It is envisaged that the Developer will follow Option 2 of GCC’s funding options, which are set out 8.2.in GCC’s Advice Sheet No.7 ‘Residential Travel Plans’.
Under Option 2 GCC is responsible for the implementation of the Travel Plan, incentives, and the 8.3.appointment of a Travel Plan Co-ordinator. This option requires a non-refundable monitoring fee and a contribution, repayable only on expiry of planning permission with no building having started. The premium for GCC to deliver the Travel Plan is to cover the additional risk the organisation incurs and to plan for remedial measures. This option removes any responsibility from the Developer for the implementation of the plan (other than hard measures such as pedestrian and cyclist links, cycle parking etc).

9. ACTION PLAN
An action plan needs to be incorporated into the Travel Plan to outline the actions required to 9.1.implement the Travel Plan, who is responsible for implementing the action, and a deadline for completion. The proposed Residential Travel Plan Action Plan is set out in Table 9.1 below.
