People’s Desire

Myanmar is a Union where variousnational races have been residing in unityand amity. The national races have lived inthe Union through thick and thin since timeimmemorial.

Customs and traditions, languages andways of life of the national races haveflourished in regions they reside. Based onUnion Spirit, the national brethren are theones who live in the same land and partakewater from the same source.

In the course of Myanmar history,Myanmar was subjected to the rule ofcolonialists. And Myanmar people had toface various suppressions imposed by fascists.Fully equipped with nationalistic fervour,national brethren in different hill regionsand plains drove the colonialists off, andfinally, the independence was regained.

Throughout the course of theindependence struggle, the entire nationalraces hand in hand put up much of a fightagainst the intruders. With the might ofunity, they had been able to regain theindependence and sovereignty.

It is incumbent upon the people of todayto strive for perpetual existence of the Unionestablished by the national brethren. Anykind of national race cannot be separatedfrom the Union. It means that only whenthere is unity among national races willthere be progress.

It is learnt from the history that theflourishing of Union Spirit among nationalbrethren is vital. Unity is strength of theUnion. Therefore, the entire people are tostrive together for peace and development ofthe whole Union.

TEHERAN, 5 Feb —A senior Iranian military com-mander, Major General Hassan Firuzabadi, said onThursday that Iran can make US Patriot anti-missilesystems “ineffective” by simple tactics, the officialIRNA new agency reported.

“It is possible to make the US Patriot anti-missilesystems ineffective,” the joint chief of staff of Iran’sarmed forces was quoted as saying.

“I advice the regional states, especially the Islamicstates, not to waste their funds on the (anti-missile)systems since they not passed any tests anywhere,” saidFiruzabadi. “Installing the US Patriot anti-missile sys-tems in the ( regional neighboring) states is a new trickto empty the treasury of affluent Persian Gulf coun-tries,” he was quoted as saying.—Xinhua

Pakistan bombing near school‘was suicide blast’

ISLAMABAD, 5 Feb — The bombing which killed atleast seven people, three of them US soldiers, in north-west Pakistan on Wednesday was a suicide attack, po-lice say. Pakistani authorities earlier said the blast wascaused by a remotely-detonated roadside bomb. Thephysical evidence at the blast site appeared to supportsuch a theory.

Correspondents say it is still unclear how thebomber knew that US soldiers were part of the con-voy, as only the Pakistani military had those details.But the authorities have not confirmed whether the sol-diers were specifically targeted. As well as the US sol-diers, at least three schoolgirls and a Pakistani soldierwere killed in Wednesday’s attack, which happenedclose to a girls’ school in the Lower Dir area of Paki-stan’s North West Frontier Province.

Some 70 others were injured. A deep crater on theside of the road at the blast site and the absence of anybody parts seemed to indicate the explosion was notcaused by a suicide bomber, local journalists who vis-ited the scene shortly after the attack said.

BAGHDAD , 5 Feb — Iraqand Iran have exchangedbodies of soldiers killed inthe eight-year war betweenthe two countries. Iranhanded over the remains ofnine Iraqi soldiers, afterIraq gave the bodies ofseven soldiers to Iran onTuesday, according to re-ports. It is the second suchexchange of soldiers’ re-mains since SaddamHussein was ousted frompower in 2003.

It is estimated that hun-dreds of thousands of sol-diers are still missing fromthe war, which ended in1988. Last year the coun-tries signed an agreement tosearch for missing soldiers.Around a million peoplewere killed in the war, withthousands of prisoners cap-tured on both sides.

Iran’s official reportssuggest at least 8,000 Ira-nians are unaccounted for.

Iraq’s Ministry of HumanRights says the Iraqi figureranges from 375,000 toone million. In total, the In-ternational Committee ofthe Red Cross says it hashelped repatriate some97,000 prisoners of war(POWs) since the end ofthe war.—Internet

WASHINGTON, 4 Feb — The UnitedStates and Russia were called on Thurs-day to reduce their nuclear warheads to1,000 each, as the two began their ne-gotiations on a successor treaty to theexpired Strategic Arms ReductionTreaty (START) this week.

International political, military, busi-ness and faith leaders participating inthe Global Zero initiative summit madethe call in a plan released after the three-day meeting in Paris, according to aPress release from the initiative’s USbranch.

The Global Zero called on theUnited States and Russia “to announcea next round of negotiations to cut theirCold War arsenals to 1,000 total war-heads each, including non-deployed and

shorter-range tactical nuclear weapons,”following the conclusion of the currentSTART replacement talks.

They also called for all other coun-tries with nuclear weapons to freeze theirarsenals. The plan envisages these twosteps will pave the way for the next phaseof the process: the first multilateral nu-clear arms reductions negotiations in his-tory, expanding beyond bilateral US-Russia negotiations to include all coun-tries with nuclear weapons.

Some 200 dignitaries attended thethree-day meeting, including former USSecretary of State George Shultz, Swed-ish Foreign Minister Carl Bildt, Brazil-ian Foreign Minister Celso Amorim, andUS Under-Secretary of State for ArmsControl Ellen Tauscher.—Xinhua

Story-telling foreign radio stations (3)The Dabwint

In reality, if such important and provocativenews about a nation is to be broadcast, it shouldbe done so only after considering whether it istrue, authentic and reasonable in accord with themedia code of ethics and giving greaterassessment to that news than others. And I thinkso. I point out that for a world famousbroadcasting station, it has committed an act thatshould not be done with one-sided attitude byairing the slanderous news created by destructiveelements without making any assessment.

Because of such a piece of news broadcastwithout considering the media code of ethics,our people were concerned about the Head ofState, and frankly speaking, we were also worriedabout the future of the State. Meanwhile, internalaxe-handles spread their propagandaimmediately, causing confusion. Such an incidentis not strange. But those fabricated newsbroadcasts have often led to price hikes such asgold, rice and edible oil. When the people knowafter a period of three or four days that the newsbroadcasts are not true and that the situationcomes to normal, those price hikes remain andnever go down again. I am sure that internal axe-handles and external destructive elements willfeel happy whenever the people are in panic andtrouble.

Now, I will tell you a recent fabricated newsreport of BBC, VOA and DVB. On 23 January,VOA announced that there was still militaryrecruitment of minors in Myanmar; that familymembers were planning to send a complaint toYangon-based ILO office as Maung Wai OoCho, a 16-year-old 11th grader of BEHS 3 inBago was recruited. DVB and BBC also quotedDaw Nwe Nwe, mother of Maung Wai Oo Cho,as saying that minor recruitment was even carriedout in the centre of Bago; that her son MaungWai Oo Cho of Bago was lost while returningfrom school on 14 January; that he was recruitedby force; that she was anxious about him as theexamination was drawing nearer. Actually, theywere airing lies.

To find out the truth, officials concerned, thefamily and some media persons held a pressmeet in Bago. It is said that the family membersthemselves explained about the truth of the

event. After hearing the truth from the personswho attended the meeting, I came to understandclearly that it was just a propaganda and attackmade by traitors and West media to coincide withthe ILO executive director’s visit to Myanmar.

The truth is that Maung Wai Oo Cho who wasbeaten by his mother on 14 January for disobeyingher did not return home from school. Instead, hewent to the railway station where he met a man.As the man organized Maung Wai Oo Cho to jointhe Army, the boy went to the recruitment unit inBago the next day. As he was only 16 years old,an officer of the unit sent him back home.

When the unit did not accept him, Maung WaiOo Cho who had become a wanderer went toYangon. After spending almost all his money, hewent to his uncle’s house in Tada village inKyauktan Township. The uncle phoned his motherabout him. So she came to know what reallyhappened and took him back home on 25 January.He began to attend school the following day.

Thinking that her son had joined the Army,the mother searched him not only at Bagorecruitment unit but also at Danyingon recruitmentunit. When she could not find him, she visited UAye Myint who was dubbed Lanpya Kyai inBago. As soon as he knew what had happened, hemade arrangements for VOA to interview DawNwe Nwe twice through mobile phone. Theinformation VOA received at 10.30 pm wasannounced at 11 pm. So, it is clear that the radiostation did not try to examine or confirm theinformation. It is just airing any news report thatdisgraces our country.

On 23 January, U Aye Myint visited DawNwe Nwe’s home, took video record of it, andsent the news to foreign media and also put it onInternet. And when Daw Nwe Nwe took her sonback home from Kyauktan Township, the radiostation randomly announced as if the boy cameback from recruitment unit thanks to the ardentefforts of U Aye Myint.

Here, I share the truth I have known from thepress meet to all my readers. Recruitment units donot accept any one who has not reached the age of18 and who does not meet other set principleseven though he want to join the military of ownvolition. They always send such person back

home. It has become crystal clear that the unitshave never ever forcefully recruited minors; andthat some foreign media are broadcasting biasnews reports just with the evil plot of discreditingour nation without thoroughly analyzing andexamining the source of information.

The abovementioned points have clearlyshown that western radio stations like BBC,VOA, RFA and DVB are intentionallybroadcasting slanderous news about our nationin order to cause panic, misunderstanding andwrong thoughts among the people, create unrestand violence and then break up the nation. Togive one example, I would say every time theyair a piece of news it is like as if thorns-loadedcarts came into our nation one after another. It isour people who have to suffer the wounds oftheir thorns that are spread from the carts on theway. It is we Myanmar people who have to sufferthe wounds of thorns while going on their ownway.

If I say, the number of the wounds of thornsthe people have suffered is countless. Previously,the people got panic when those radio stationsaired the anniversary of four 8’s. When theyaired what such and such people would do indesignated places on such and such the dates, thepeople got alarmed. When they aired withapparent threat that something would happen toour nation due to a person’s remark of a certainnation, the people got worried. As a consequence,commodity prices increased. How disgusting itis! Even though we know that we will lose sleepwhenever a dog barks, we happen to look aroundas we cannot kick the habit. Consequently, wehave to lose sleep and have exhausted eyes. Now,our environment has been known to the habit ofthe dog, we no longer get up to see it bark. Themore the dog barks, the sounder sleep we have.

Overall, all news and views the westernbroadcasting stations, including BBC, VOA,RFA and DVB, are airing are incorrect andgroundless. Their interviews are, indeed, madein collusion with their trained lackeys. Most oftheir news is baseless and fabricated. The newsevents, places and persons they have cited are notin existence. Their so-called reporters have tolive on the borders of our neighbouring nationsand send back false news about the countrycreated by anti-government groups. This is whytheir news broadcasts are low standard that areexaggerated like street rumours.

So on behalf of the entire people, I will warnagainst those kings of liars. A lie doesn’t comeonce. Naturally, when one tells a lie, one has totell one lie after another again in order not touncover the truth. But there is a saying that goesby ‘When one speaks about a thing repeatedly,that will reveal the truth.’ We, the people,are getting disappointed with the circle of lies. (See page 5)

It is crystal clear that foreign media and their stoogesat home made false and fabricated news with the intentionof hindering the development and stability, destroyingthe cooperation of the government, the people and theTatmadaw, damaging the implementation of the seven-step Road Map of the State and hindering the 2010election deviating from the way of transition to democracy.

(from page 4)The skyful-lies of the foreign media havecaused losses and panic among the people. Itwould be difficult to tolerate further insults ofthis kind if the people suffer more losses dueto the fabricated news. It is not only the desireof mine but also that of the people.

As far as I know, some world-famous formerleaders in the region charged the media withlibel for damaging their reputation and causinglosses due to the fabricated news. Therefore, Ifigure out that we should also charge thosemedia for their skyful-lies in the future, and itis sure that the people would also share myview. If so, it might become a reality.

It is crystal clear that foreign media and theirstooges at home made false and fabricated newswith the intention of hindering the developmentand stability, destroying the cooperation of thegovernment, the people and the Tatmadaw,damaging the implementation of the seven-stepRoad Map of the State and hindering the 2010election deviating from the way of transition todemocracy. I want the people to understand thesituation as crystal clear as I understand. I alsowant those who also witnessed the 1988-unrestunderstand the ultimate aim of the westernmedia who acted as the mastermind behind the1988-unrest.

Today, there are too much noises of skyful-

lies of the western media in the air as theelection is drawing near. We shouldunderstand that the western media hasintentionally made fabricated news as a blowto the country. While visitingthe high mountainranges along Nay PyiTaw-Pinlaung-LoikawRoad, I still rememberthe event that , thecolonialists with theintention of leaving thehilly region drove awedge among thenational races of hillyregions and plains justbefore givingIndependence toMyanmar.

Moreover, thesecretary of thecolonies in Myanmarsent a letter to theGovernor of Myanmarin India to drive awedge among thenational races ofMyanmar by applyingvarious tactics. Thelatter mentioned thateven the circumstancehappened to giveIndependence toMyanmar, the hillyregions should beplaced under control oftheir empire for about

30 years; and it wasnecessary to continuethe colonial rule overthese hilly regions thatwere not like the regionsof Bamar.

Myanmar regainedher Independence on 4January 1948 byovercoming theconspiracies of thecolonialists through theunited strength of thenational races.However, Myanmar likeother newly independentsmall countries hadsuffered the miseries ofinternal insurgency formany years due to evillegacy of thecolonialists.

In the t ime ofTatmadaw Government,peace could be restoredto enter the new era inall the regions of theUnion as thegovernment had adoptedand realized the nationalreconsolidation.

On the land ofKandarawady or Kayah

State, nat ional racearmed group ‘KNG’returned to the legal foldon 27 February 1992, thearmed group ‘Ka-La-La-Ta’ on 9 May 1994,the armed group ‘KayanPyithit Party’ on 26 July1994 and the armedgroup ‘KNPP’ on 21March 1995.

On 8 November2009, the ‘Ka-La-La-Ta’ group that hadreturned to the legal foldwas reorganized as theBorder Guard Force inSukpaing and Panteinregions of Kayah State.It can be said that theday was one of theauspicious days on theland of Kandarawady.

Prevalence of peaceand stability can bringabout development ofthe nat ion. Byupholding the Our ThreeMain National Causesas the national duty, theTatmadaw Governmenthas realized the nationalreconsolidation. Now,

the government isimplementing theBorder Regions andNational RacesDevelopment Plan, the24-Special RegionDevelopment Plan andthe Five RuralDevelopment Tasks fornarrowing the gap ofdevelopment in all theregions of the Union.

A total of 24 SpecialRegions weredesignated at Myitkyinaand Bhamo in KachinState, Hpa-an in KayinState, Kalay in ChinState, Loikaw in KayahState, Monywa inSagaing Division,Dawei and Myeik inTaninthayi Division,Bago and Pyay in BagoDivision, Magway andPakokku in MagwayDivision, Mandalay andMeiktila in MandalayDivision, Mawlamyinein Mon State, Sittway inRakhine State, Yangonin Yangon Division,Lashio in Shan State(North), Kengtung inShan State (East) ,Taunggyi and Loilem inShan State (South),Maubin, Hinthada andPathein in AyeyawadyDivision. All the specialregions were facilitatedwith one Arts andScience University,University of ComputerStudies, TechnologicalUniversity and 200-bedSpecialist Hospitaleach.

As the governmentmade utmost efforts forensuring equitabledevelopment of all

States and Divisions ofthe Union by forgingthe Union Spirit, theu n p r e c e d e n t e ddevelopment can beseen in socio-economicsector of the Unionnational races.

The hilly regionKandarawady that wasput under the divide-and-rule governance ofthe colonialists in thepasts is now enjoyingthe development fruitswith prevailing peaceand tranquility in thet ime of TatmadawGovernment.

In Loikaw which isone of the 24 specialdevelopment regions,Loikaw Degree Collegewas upgraded to theLoikaw University in2003 for enabling thelocal youth to pursuethe higher education inthe region. The mainbuilding of theuniversity was openedon 5 August 2007.Moreover, the regionwas equipped withUniversity of ComputerStudies andT e c h n o l o g i c a lUniversity.

In addition, a 200-bed Kayah StateHospital wasinaugurated in Loikawfor providing morehealth care services tothe local national races.

At present,remarkable progresscan be witnessed inKayah State. Althoughthere was poor

transportation before,Kayah State has nowaviation, rail and roadtransport links.

Loikaw RailwayStation emerged on 27April 1995.Furthermore, Aungban-Pinlaung railroadsection, Pinlaung-Loikaw railroad section,A u n g b a n - L o i k a wrailroad section,totaling 101.92 mileswere constructed in thestate. The people fromvarious regions cantravel to Loikaw bytrain.

The total length ofmotor road rose up to910 miles in KayahState from 396 in 1988.Last month, I had anopportunity to travel toKayah State from NayPyi Taw along Nay PyiTaw-Pinlaung-LoikawRoad. The flight hourfrom Yangon to LoikawAirport is about onehour. In 2007-2008, atotal of 252 fl ightslanded at LoikawAirport.

The number of over180 feet long bridgesincreased up to ninefrom six in 1988. Thelocal national racesfrom Loikaw have easyand convenient accessto Yangon-Mandalay-K y a u k p a d a u n g -Meik t i l a -Taunggy i -A u n g b a n - T o u n g o o -Phekhon regions.

transport sector, the 300CDMA telephonesinstallation project inLoikaw Township in thecommunication sector,the Biluchaung No. 3hydropower project inLawpita Village ofLoikaw Township andthe 77-mile Loikaw-Pasawng power gridconstruction project inLoikaw and PasawngTownships in theelectric power sector. Itis sure thatKandarawady will havemore progress when Iarrive there next time.With a view to ensuring

peace, transqullity anddevelopment of theUnion including KayahState and perpetualexistence of the Union,we all the national racesare to uphold theguidance that “whereverthey live throughout theUnion, it is required ofeach and every citizento equip themselves withUnion Spirit. Panglong Conference, National Convention, and historical background of the UnionAn Observer

Myanmar has a fine tradition: the people of variousnational races have been living in harmony, sharingjoys and sorrows. Due to the consolidated nationalunity, the nation stands tall as a sovereign, independentone in the global community.

In the 19th century, Myanmar faced three aggres-sive wars waged by the colonialists, and lost itsindependence in 1885. However, only in the early1888 could the British annex the whole Myanmar,and southern Shan State and northern Shan State. TheBritish, in the light of the strong sense of nationalisticfervour of national races, launched the Divide-and-Rule policy among the national brethren.

Separating Shan State from the mainland, theBritish placed Shan State under the rule of the Gover-nor of India through The Shan State Act, 1888 Act, NoXV of 1888.

In 1898, the Governor of India promulgated TheBurma Law Act, 1898 to prorogue The Shan StateAct, 1888 Act, No XV of 1888. The Burma Law Act,1898 was in force the whole Myanmar, Sections, 10,11 and 12 were in connection with Shan State.

Owing to the particular sections, Shan State andmainland were separate from each other in terms of theexecutive power.

The Governor of India again designated ShanState as Backward Tract with Notification S/20 Adated on 1 October 1922, to divide Shan State from themainland in order that the national movements andpolitical awareness in Myanmar did not spread to ShanState.

According to the designation of Backward Tract,the Acts enacted by the Myanmar Legislative Councilwere not in force in Shan State. So, there was no needto submit cases on budgets for Shan State to theMyanmar Legislative Council, and such cases were inthe hands of the Governor.

And according to Notification No 17 dated on 10May 1923, the right to form “The Federal Council ofShan Chiefs” was bestowed on Shan State. However,the council had no rights to enact laws, so the councilwas merely an advisory body.

According to the 1935 Myanmar GovernmentAct, there emerged a registered area composed of twoparts, one of which was Shan State.

So, the Governor was solely responsible for suchreserved subjects as defence, foreign affairs, monetarypolicy, Christianity, and registered areas, withoutholding any talks with the central government ofMyanmar. That was cleverly designed to keep ShanState further distant from the mainland.

In consequence of that administrative system,Shan State stood separately from Myanmar in terms ofadministration and political affairs, as a registeredregion under the rule of the British till 28 April 1942on which Japanese troops occupied Taunggyi.

Even though, the colonialists divided Shan Statefrom the mainland geographically and administra-tively, the nationalistic spirit of the national brethrenof the Union remained unchanged. The entire peopleshowed consolidated unity and harmony in engagingin anti-colonialist movements, Anti-Fascist Resist-ance, and national liberation movements.

The British government, which reenteredMyanmar following the World War II, placed hillyregions under the direct rule of the governor inaccordance with the principles manifested in the WhitePaper endorsed in Shinmala, India. Their intentionwas that they ruled the highlands and the mainlandseparately like they did before the war, and they couldcontinue to rule the highlands accounting for nearly 43per cent of the total area of the nation, even if they hadno choice but to grant independence to the mainland.

On 17 May 1945, the British government an-nounced that with the aim of accepting Myanmar to the

Commonwealth as an antonymous member countryin future, they would place the registered regionsunder the direct rule of the governor till they couldjoin Myanmar when the local people wished to do so,without prejudice to the plan for ensuring no concernbetween the aim and the registered regions.

As a result, fundamental principles and de-tailed basic principles could be laid down for the emergence ofan enduring State constitution. The principles the NationalConvention adopted through discussions in accord with theobjective conditions reflected Union Spirit, Union desire andUnion goal conceived by the Panglong Conference.

(from page 8)another. So, we can achieve success only if we worktogether. And we will come to see that is fruitful onlyif we work together in practice.”

(General Aung San)By the time when the British reentered Myanmar,

the whole country including highlands had achievedunprecedented national unity.

Under the leadership of the Anti-Fascist People’sFreedom League (AFPFL) led by General Aung San,the people convened Nay Thurein Meeting,Shwedagon Upper Terrace Meeting (18-11-1945),and Shwedagon Upper Terrace Conference (20-1-1946) to launch counterattacks on the colonialists.

The AFPFL Conference held on the Upper Ter-race of the Shwedagon Pagoda on 20 January 1946passed a resolution comprising three points:—

1. The British annexed Myanmar including ShanState, so it should also give up Shan Statetogether withMyanmar .

2. Exclusive rights shall be bestowed upon leadersof Shan State and Myanmar to hold talks aboutindependence for Myanmar and Shan State,and there should be no third party.

3. The exile law designed to prevent Shan Stateleaders and Myanmar leaders from meetingwith each other should be revoked.

Then, the resolution was delivered to all theorganizations of national races throughout the nationfor coordination, thus ensuring further cementingnational unity of the entire people.

Nonetheless, the British did not give up its plan.In January 1946, Governor Sir Reginald DormanSmith made a trip to Myitkyina and continued todeceive Kachin nationals, saying that according to theWhite Paper Plan, hilly regions had the rights tosecede from Myanmar without accepting independ-ence together with the mainland if national races didnot agree with the independence plan.

The first conference of Shan State chieftains was

held in Panglong in January 1946. At the conference,Myanmar representatives held discussions, urging high-lands to get independence together with Myanmar,regarding the stance for independence and nationalraces. The opportunities to hold frank discussions withsome national race leaders who were on the horns of adilemma due to propaganda of British colonialists ledto the agreement between leaders of national racesincluding Shan, Kachin and Chin and Myanmar repre-sentatives at the conference held in Panglong on 6 and7 February 1947. Speaker of Panglong ConferenceChieftain Sao Khun Pan Sein of Southern Shan Statesend the following telegraph to the broadcasting sta-tion in Myanmar for public information.

1. He believed that national races such as Shan,Kachin, Chin would regain independence soonerby cooperating with Myanmars.

2. All national races such as Shan, Kachin and Chinwere eager to enjoy same life quality, humanrights and interests as that Myanmar nationalswere already enjoying in a democratic way.

3. Executive ministers of national races such asShan, Kachin and Chin wished to takeresponsibility only for their internal affairs, andto work together with Myanmar in public affairs,defence, foreign affairs, rail transportation, andport.

Due to the combined efforts of all national racesaffairs of hilly regions could be added as the 8th pointsto Aung San-Attlee Agreement inked on 27 January1947.

In the days of Panglong Conference launched on 6February 1947, leaders and representatives of hillyregions could make a decision to enjoy independencetogether with the mainland. General Aung San and 21representatives from hilly regions ratified the PanglongAgreement at 10 am on 12 February 1947, whichconceived the Union of Myanmar.

Yet, British colonialists were still reluctant torecognize Union Spirit, common wishes and goals of

the Union conceived by the Panglong Agreement. So,they said that they had yet to ascertain the desire ofethnic groups of border areas, and highlands apartfrom that of Shan, Kachin and Bamar.

Then, the British formed a commission for publicpolls in border areas led by MP of British ParliamentLabour Party Lieutenant Colonel D. R Rees Williamsto ascertain the wishes of representatives of the peopleacross the nation.

The commission comprised some Myanmar lead-ers such as Thakin Nu, Saw San Tun, U Tin Htut,Samar Duwah Sin Wah Naung, Bo Khin Maung Lay,U Wan Ko Haw, U Myint Thein, and U Saw San Kay.Mr W B.J Ledwich served as the secretary; U Tun Pe,as joint-secretary, and Major Shan Lon, as assistantsecretary of the commission.

After all, the commission was astonished by theconsolidated unity of all national races.

The report submitted by the commission saidthat Shan State and Kachin hilly region were anx-ious to form the Union of Myanmar; Chin hillyregion wanted to be a state of the Union ofMyanmar; Sumra Region, Thaungthut, Hsinkalein,Hkamti and Homalin (Naga mountain range), to beparts of the mainland of Myanmar; Karenni (Kayah)wanted to hold discussions at the ConstituentAssembly; and Thanlwin District (now KawthulayState) wanted to be part of the Union of Myanmar.

In that way, all national brethren showed theirunanimous desire of forming the Union, so the com-mission had no other way except to report as it reallywas.

The points in the report were included in theconstitution of the Union, making some necessaryamendments. Founding leader General Aung San

Protection of Ethnic Minorities5. This constitution shall enumerate adequate pro-

tection of the ethnic minorities.Integrity and Rights

6. The integrity that all the regions of the SovereignIndependent Republic of the Union of Myanmarare firmly consolidated, and the sovereignty togovern the land, waters and airspace of the nation

shall be preserved in line with justice and inter-state laws.

Status of the State7. The Union of Myanmar with a glorious history

shall possess the status that every country shouldhave and that is auspicious. The nation shallalso try its utmost because it is responsible forprosperity and development of the mankind. Itshall also preserve with strong determinationworld peace, and friendly relations and coop-eration between world countries based on jus-tice among countries and worldly and secularaffairs.Under the pressure, the British Parliament had to

promulgate Myanmar Independence Act on 10 De-cember 1947. Under the Act, Myanmar including hillyregions (registered regions) took over the sovereigntyfrom the British government at 4.20 am on 4 January1948. Then, the nation became independent Union ofMyanmar.

The constitution had to be framed in haste in orderto regain independence from the British sooner. TheConstituent Assembly approved the State Constitu-tion of the Union of Myanmar on 24 September 1947.After regaining independence, Myanmar launchedParliamentary Democracy System according to theconstitution.

But, the system could not be exercised properly inthe nation. Therefore, another constitution was drawnbased on Lanzin Party and was approved through areferendum in 1974. The nation tried to transformitself into a Socialist democratic one in line with theconstitution. That constitution was no longer effectivein 1988 due to various changes.

Then, the State Peace and Development Councilmade the political, economic and social reforms inorder that the multiparty democracy system and themarket economy could be introduced in compliancewith the aspiration of the people.

With the concept that an enduring constitution isa must for long-term interest of the future country, the

State Peace and Development Council convened theNational Convention in 1993.

The National Convention was attended by manypersons well-versed in the political, security, admin-istration, economic, social and legal affairs, and rep-resentatives of national races from all townshipsthroughout the nation.

In consistence with the State’s seven-step RoadMap laid down in 2003, the National Convention wascontinued with great tenacity. As a result, fundamen-tal principles and detailed basic principles could belaid down for the emergence of an enduring Stateconstitution. The principles the National Conventionadopted through discussions in accord with the objec-tive conditions reflected Union Spirit, Union desireand Union goal conceived by the Panglong Confer-ence.

In compliance with the aspiration of the people,the constitution of the Union of Myanmar was writtenwith the fundamental principles and detailed basicprinciples laid down by the National Convention.

We, the national people, firmly resolve that weshall:— steadfastly adhere to the objectives of non-disin-

tegration of the Union, non-disintegration ofnational solidarity, and perpetuation of sover-eignty,

— stalwartly strive for further burgeoning the eter-nal principles namely justice, liberty, equalityand perpetuation of peace and prosperity of thenational people,

— uphold racial equality, living eternally in unityfostering the firm Union Spirit or true patriotism,

— constantly endeavour to uphold the principles ofpeaceful coexistence among nations with a viewto having world peace and friendly relations amongnations.We hereby adopted this constitution (2008) of theRepublic of the Union of Myanmar through anationwide referendum.

In view of the efforts to help the nation regainindependence and become a sovereign one, the themeof the Panglong Conference could be relayed to theNational Convention. Now, the principles that guar-antee better living conditions and equality for thenational races have been adopted. So, there have beenadequate basic foundations with which the peoplewill continue to work together for perpetuation of theUnion, and shaping the nation into a peaceful, modernand developed one.

Themain embankment will be13,690 feet long and threesaddle dikes, 8945 feet long.The main canal will be ninemiles long and the tributarycanals, 8.25 miles long. Thedam will have 80 canalstructures and it will irrigate6500 acres of farmlands.

Brazil to join global campaignagainst AIDS

RIO DE JANEIRO, 5Feb— Brazil will join aworldwide campaignagainst HIV/AIDS or-ganized by the UniversalPostal Union (UPU), theBrazilian authoritiessaid on Wednesday. Thecampaign within Brazilwill be jointly launched

by the Communicationsand Health Ministries, aswell as the BrazilianMail Service ECTnext week.

It will cover the coun-try’s capital city Brasiliaand some of its neigh-bouring towns, as well asthree cities in northern

Amazonas state, and 24cities in northeasternBahia state.In the firstphase of the campaign,the ECT will distributeinformation leaflets andproduce postcards to en-hance HIV/AIDS aware-ness all over Brazil.
