PERSPECTIVES

Work in concert to scale uppost-literacy programmes

* Oppose those relying on external elements, acting as stooges, holding negative views* Oppose those trying to jeopardize stability of the State and progress of the nation* Oppose foreign nations interfering in internal affairs of the State* Crush all internal and external destructive elements as the common enemy

People’s Desire

To ensure everyone is literate is one ofthe fundamental requirements fordevelopment of the whole human society.Millions of people are still illiterate in theThird World. Adult literacy campaign isunder way as a global vision because thenumber of adult illiterate people touchesmore than 700 million.

In Myanmar, literate people account forover 94 per cent in 2009 as a result of effectiveencouragement to formal and non-formaleducation plans.

Three R’s skill and continuing educationare integral to the non-formal educationprogramme. Now, the nation has seen a largenumber of community learning centres due tothe participation of social organizations andwell-wishers. The nation’s literate populationis on the increase as a result of literacycampaigns, follow-up literacy programme, andThree R’s courses in borders.

Literacy is, in fact, necessary for humanbeings, and can improve social relations. Peoplecan widen their horizons by reading. So, post-literacy programme deserves a seriousattention.

Establishment of self-reliant villagelibraries is a driving force for the process. Sofar, the number of self-reliant village librarieshas reached over 50,000. More libraries arebeing opened in many villages, and well-wishers continue to donate cash and kind andpublications to the libraries.

The population of intensive readers isgrowing owing to the extensive opening oflibraries. Sustainable development of thelibraries calls for collaborative efforts, whichcan improve post-literacy practice and thereasoning power of rural folks.

LONDON, 18 Jan—Atechnique which may even-tually remove the need formatched bone marrowtransplants has been used inhumans for the first time.It is hoped that “mastercells” taken from umbilicalcords could be used on anypatient without rejection. The latest advance, pub-lished in the journal NatureMedicine, greatly multi-plies the tiny number ofcells from the cord readyfor a transplant. UK char-ity Leukaemia Researchsaid this could be the “holy

grail” for doctors. The current system of

bone marrow transplanta-tion helps patients whohave diseases, such as leu-kaemia, which affect thestem cells in their bonemarrow where new bloodcells are grown. Their ownbone marrow cells arekilled off by aggressivetreatment and cells from amatched donor are intro-duced in their place.

However, a matchingdonor cannot always befound, despite extensivedonor registries held by or-

ganisations such as theAnthony Nolan Bone Mar-row Trust and, even with acarefully matched donor, there is still a risk that thepatient’s body will rejectthe new cells. Cells ex-tracted from umbilicalcords could overcomethese problems - they donot have the characteristicswhich would normally trig-ger immune rejection, so itis likely that cells from asingle baby’s cord could beused in any patient, with-out the need for match-ing.—Internet

Pine beetle outbreakmay be ebbing

DENVER, 18 Jan—The mountain pine beetles thathave been devastating forests in the western UnitedStates may have eaten their way through their foodsupply, scientists say. That means Lodgepole Pine for-ests in Colorado and Wyoming have a chance to makea comeback, The Denver Post reported.

“I think we’ve seen the worst of it,” Sky Stephens,an entomologist with the Colorado State Forest Serv-ice, said. Pine beetles are native to western NorthAmerica. But the current outbreak, now about 15 yearsold, is far larger than previous ones, with some scien-tists blaming rising temperatures because of globalwarming.

Cal Wettstein, a beetle specialist with the US For-est Service, said the millions of dead trees left by thebeetles are a major problem. “We’re still left with theaftermath,” Wettstein said. “We’ve got wildfire threats. The most immediate hazard right now is falling trees. We’ll have falling tree hazards for at least 10 years.”

EU unlikely toextend emissions cuts

SEVILLE, 18 Jan—The European Unionis unlikely to raise its commitment to cutcarbon emissions by 30 percent from 20percent until other countries show greaterwillingness to follow suit, ministers saidon Saturday.

The EU has set a target of cutting car-bon dioxide (CO2) by 20 percent from1990 levels over the next decade. It prom-ised ahead of climate talks in Copenha-gen in December that it would deepenthose cuts to 30 percent if other countriesdid likewise.

The United Nations has fixed a 31 Jandeadline for countries to commit to emis-sions cuts and the EU sees no sign thatmajor economies will set comparable tar-gets that soon. “The final evaluation is thatit probably cannot be done,” Spanish Sec-retary of State for Climate Change TeresaRibera told journalists after a meeting ofEU environment ministers in Seville,Spain. The decision had been widelyexpected. The EU, which accounts forabout 14 percent of the world’s CO2 emis-sions, is keen to lead climate talks despiteits marginalisation at last year’s meetingin Copenhagen.—Internet
