Commander of Nay Pyi Taw Command Maj- Gen Wai Lwin, Minister U Aung Thaung, Minis- ter Brig-Gen Ohn Myint, Minister Col Thein Nyunt, and Chairman U Zaw Zaw of Max Myanmar Companies Group formally opened the factory. The Prime Minister unveiled the bronze plaque of the factory, and inspected the operation of the machines, main con- trol room, laboratory room, packing section, and sewing workshop. Max Cement Factory is near Aung Nan Cho Vil- lage in Taungphila Region, Max Cement Factory to produce 500 tons of cement a day about nine miles from Yangon-Mandalay High- way, east of Thawut-hti Village in Nay Pyi Taw Lewe Township. The project was launched on 18 June 2008. The test running of the factory began on 1 No- vember 2009. Maintain and safeguarddevelopment infrastructures

Myanmar is a country that stands inconformity with the characteristics of thehuman society. With various national racesliving together in it, the country has forgedunity and amity.

The government is doing its utmost to developthe country in all aspects. A lot of infrastructuresare being built in the regions which have difficultaccess due to natural barriers. Now, new roadsand railroads have been built nationwide andcreek- and river-crossing bridges are beingconstructed. Projects contributing to social andeconomic improvements are being undertakenas the list of priority.

Rakhine State is already blessed withagricultural, marine and forest resources. Itlagged behind development in the past due tolack of peace and stability and because itstransport relied only on the waterway. Withprevalence of security and peace now, the regionhas seen sound development infrastructures.

As Sittway-An-Minbu-Magway road,Thandwe-Taungup-Pyay road and Gwa-Ngathaingchaung-Yekyi road have been built,Rakhine State has links with western BagoDivision, Magway Division and AyeyawadyDivision. Sittway-An-Minbu railroad is underconstruction and one can go to Yangon by train.Moreover, Pyitawtha-Yechanbyin railroadsection has been constructed for the convenienceof the people including students in Sittway.

Thahtay hydropower project and Anchaunghydropower project are being undertaken.Plans are under way to implement Saidin andLemyo hydropower projects. On completion ofthe projects, Rakhine State will enjoy fullelectricity.

A lot of development infrastructures havebeen built across the Union and progress hasbeen made in various sectors. Therefore, allthe local people are to try to maintain alreadyachieved security, peace and stability anddevelopment infrastructures with UnionSpirit.

MRCS Central Council Meeting commences

NAY PYI TAW, 19 March—The 65th CentralCouncil Meeting of Myanmar Red Cross Society wasopened at the Ministry of Health here this morning,with an opening address by Minister for Health DrKyaw Myint.

The directors-general, deputy directors-generaland officials from the ministry, President of MRCSProfessor Dr Tha Hla Shwe and MRCS membersfrom states and divisions.

The minister said in his address that the MyanmarRed Cross Society has stand as a social organizationproviding social welfare services to public for 90years since 1920. He expressed satisfaction bysaying that the society is constantly and activelytaking part in tasks of providing health care services,search and rescue missions and rehabilitationprocesses.

He recalled the memories of cyclone Nargisduring which Ayeyawady Division had facedincredible losses. MRCS members are praised evenby international organizations as they were hard-working at the frontline of rehabilitation at that time.

The minister urged the MRCS members to join

hands with the ministry in providing rural health careservices and alerting all rural health care centres andhospitals around the country for reducing disasterrisks.

The minister continued to say that in case ofemergency the CEC members are to better carry outarrangement for resource sharing than working state/division-wise. Red Cross Supervisory Committee instates and divisions are to organize to obtain newskillful Red Cross recruits. It is important to corporatewith other ministries for fighting against naturaldisaster in the world. The CEC members are to usetheir initiative and to nurture recruits to becomedynamism.

Next, President of MRCS Professor Dr Tha HlaShwe made a speech. Officials then readaccomplishment of resolutions adopted by the lastmeeting, report of executive committee and financialreport.

CEC Member Dr. Tun Myint presented matterson relief and resettlement in Nargis-ravaged regions.The meeting then paused for a moment.

In the second session, officials concernedreported on programmes carried out by eachdepartment, Red Cross Committees and policestations in states and divisions. The meeting came toan end in the evening. The second day session will beheld tomorrow.

PORT-AU-PRINCE, 19 March — Aidworkers in Haiti have sent home all butone of the 33 children that US mission-aries tried to take out of the country af-ter the January earthquake. They saidall the children had parents to return to.Each family was given food, blanketsand $260 (£170) as they came to col-lect their children.

Some of the parents said they hadhanded them over because they thoughtthey would get better care in US hands.One of the missionaries remains in jailwhile the other nine were freed. Onechild is still waiting at the SOS Orphan-age on Port-au-Prince’s outskirts forfurther verification of her parents’ iden-tities.

The missionaries, who were arrestedon 29 January while trying to leave

Haiti after the devastating earthquakewith the children, denied any wrongdo-ing, saying they only wanted to help des-titute orphans.

Their leader, Laura Silsby, remains incustody. The earthquake in Haiti on 12January killed more than 220,000 peo-ple and left more than a million home-less.

Florence Avrilier was reunited withher eight-year-old son she had givenaway. She kept her 12-year-old daughterbecause the missionaries told her theyonly wanted children younger than 10,she is quoted as saying by the Associ-ated Press news agency. “I’m veryhappy. I had no hope I would ever getmy son back again. This has been a veryheartbreaking time for me,” she said.

CHICAGO, 19 March — A US citizen has pleaded guilty to scouting targets forthe 2008 attacks on Indian city of Mumbai. David Headley, at his trial in Chicago,also admitted plotting to attack a Danish newspaper that published a cartoon manyMuslims deemed offensive.

Headley, 49, had denied the charges but changed his plea to avoid the deathpenalty or extradition to India, Pakistan or Denmark. The attacks on Mumbai inNovember 2008 left more than 170 people dead. In changing his plea, Headleyadmitted 12 counts of conspiracy.

Prosecutors will therefore ask for a lesser sentence, but US District Court JudgeHarry Leinenweber said Headley could still be jailed for life.—Internet

Kai Eide, a Norwegian diplomat whojust stepped down from the UN post inthe Afghan capital of Kabul, told theBBC that discussions with seniorTaleban members began a year ago andincluded face-to-face conversations inDubai and elsewhere.

It was the first time that Eide pub-

licly confirmed that his contacts withsenior Taleban members had begun ayear ago.

The National Highway Traffic Safety Administra-tion (NHTSA) said that an analysis of the 2005 hy-brid’s “black box” data recorder found no braking justbefore it hit a stone wall in the Westchester Countytown of Harrison on 9 March.

If the main characteristic of democracy isthe elections, we will have to say that politicalparties that stand for the elections are the mainplayers. In an election, the people elect thepersons who on their behalf will exercise theexecutive and legislative functions. Politicalparties on their part stand for the election withthe promise “We are the most suitable persons toshoulder these duties”. Here, a question arises.“What kind of qualifications should the politicalparties and politicians to represent the peoplehave?” In the countries where democracy wasborn and flourished, the definitions for thosequalifications have become firmer and firmer inthe society throughout the evolution ofdemocracy. They are now like the moral ethicsof the societies in those countries. So the saidqualifications are not required to be enacted aslaws anymore.

As for the countries that freed themselvesfrom colonialism and others that changed fromfeudal monarchy system to constitutionalmonarchy system during the post-World War IIperiod, democracy practices and political partyare a rare commodity. So, there are ethicviolations even by the party and politicianswhich will have to take over the State’sresponsibilities. So, a question “Who will act asthe ombudsman?” comes out. For this reason,principles for party functions and canvassingcampaigns are systematically prescribed inwritten statements. So, for the countries thatintroduce democracy in the 21st century and arein the nation-building process in the post-conflictperiod the act of enacting laws and procedureshas become a norm. Some countries include thelaw concerning the political parties in the electionlaw and some enact the political parties lawexclusively.

Myanmar also is a country that enactspolitical parties law. On 8 March, the countryenacted laws that are required for holding theelection which is the fifth step of the seven-step Road Map. Every person who wishes tocarry out the democratization process

peacefully and in accord with the Constitutionsees enactment of the laws as a significantdevelopment.

On the other hand, those who do not acceptthe Road Map expressed disagreement soon afterthe promulgation of the laws. They have expressedtheir disagreement even before all the five lawshave been completely issued in the dailies. Thecountries that are blindly supporting those personsand groups are echoing their voices although theEnglish version of the laws has not come out yet.Actually, criticism should be made on a law onlyafter reading it thoroughly and pondering thepros and cons.

Saying the law as unacceptable based ononly one or two disagreed articles without readingthe whole of it is rather a bias act to oppose everyoutcome than a realistic act. So, criticisms onPolitical Parties Registration Law of our countryshould be reviewed as to whether they are realisticand rational.

Those who are criticizing and opposing thePolitical Parties Registration Law are pointingout the Articles 6 and 10. The Article 6 deals withthe principles to be observed by the politicalparties. Especially, they are pointing out thatSub-article (c) which states to safeguard theConstitution of the Republic of the Union ofMyanmar is against them as they are demanding

the amendment of the Constitution. But their actis rather childish even in the view of the ordinarypeople.

Actually, the 2010 elections are forimplementing the 2008 Constitution. If onecannot accept the Constitution, the best thingfor him is to stay away from setting up a politicalparty. No government will permit any personwho has already determined to abolish theConstitution instead of supporting it and toamend it through unlawful ways to set up a partyand the continued existence of his party.

It is stated in every constitution that citizensmust safeguard their constitution. At the time oftaking oath, it is required to pledge to safeguardthe constitution. Even in the US, the president,other senior government officials, congressmenhave to pledge that they will safeguard theConstitution to the best of their ability in takingthe oath. Every person who has become a UScitizenship has to take the oath of allegiance tosupport and defend the US constitution andlaws against all enemies foreign and domestic.In the Article 405 of the Constitution of Myanmarit is stated that political parties shall adhere tothe Constitution and the existing laws. It iscrystal clear that the provisions of the PoliticalParties Law are based on the provisions of theConstitution.

In reality, those demanding theconstitutional amendment are intentionallyignoring the fact that the constitutionalamendment cannot be made only with the wishof the State Peace and Development Council.So also, it cannot be amended with only the wishof the political parties. Procedures in connectionwith the amendment are stipulated in the ChapterXII of the Constitution. So, only the congressmenelected by the people to exercise legislativeaffairs on their behalf will have to hold discussionand pass resolutions at the Hluttaw foramendment.

If they want to amend the provisionsincluded in the constitution, it would be more (See page 9)

Moreover,it should be understood that maintaining andsafeguarding the constitution does not mean itwill never be amended or any effort will bemade to amend it. Safeguarding the constitutionmeans acting in conformity with the provisionsof the constitution and preventing any attemptmade in contrary to the provisions. There will beno difficulties for those who want to discuss andnegotiate in Hluttaws in order to amend theconstitution in accord with its provisions.

Another provision the anti-governmentgroups are criticizing in disagreement with theseven-step Road Map is the Article-10 (e) ofPolitical Parties Registration Law which statesthat a political party shall not be allowed toorganize convicts to become its members. Thatlaw states a convict is a person who is in jailaccording to the judgment of a certain court.But, pointing to this fact, some say the law isdesigned to ban a certain person from standingfor election.

If it is intended for the said person, anarticle would have been referred to a specificcrime so that the person will be banned from theelection forever. In other way, it would havebeen prescribed that a person charged under thislaw shall have to wait for a certain period evenafter being released. The article-74 of the 1947constitution in the parliamentary democracy erasaid, “Any person who whether before or afterthe commencement of this Constitution, hasbeen convicted, in any of the territories includedwithin the Union, of any other offence, and has,in either case, been sentenced to transportationor to imprisonment for not less than two years,unless a period of five years or such less periodas the President may, in his discretion, allow in

any particular case, has elapsed since his releaseshall be disqualified for being chosen as and forbeing a member of either chamber.” Above-mentioned points show that restrictions can beimposed on the rights of a person who has evenserved his jail terms till a specified period. It is clear that the fact that those servingjail terms shall not be allowed to belong topolitical parties in accord with Political PartiesRegistration Law is not concerned with aparticular person but concerned with all thoseserving their jail terms in the prisons of Myanmaraccording to court judgments.

In reality, a political party is an organizationon which the people have to rely and which ismandated to deal with legislative affairs on behalfof the people. Should those serving jail termsbelong to such an organization? People servingjail terms may include those who committedpetty crimes and those who committed seriouscrimes. Even ordinary people will know thatthose serving jail terms should not belong to aparty that will lead the nation. However,permission has been given for those serving jailterms to apply for parties as they wish when theyhave been released. Then, it is only up to a partyconcerned to decide whether an applicant shouldbelong to it after considering his committedcrime and punishment.

Now is the time when we have to start toshape democratic system. So, quality is more

important than quantity. When the permissionwas given to form political parties for the 1990election, the competencies of parties wereconsidered lightly. So, the country set worldrecord having a total of 235 parties. Out ofthem, there were only over 90 able to stand forthe election. All have known that the remainingparties had to be abolished as they committedillegal acts and did malpractices. It is necessarynot to repeat such mistakes. That was whynorms of political parties were systematicallyprescribed in the Political Parties RegistrationLaw. The limitations are not designed to causepolitical parties to be marginalized. Therefore, it isrequired of the people not to let themselves tobe swayed by broadcasts designed to causepublic outrage, but to make the right decisionand choice in order to achieve success in thedemocratization process.

The plastic factory isproducing wood com-posite domestic appli-ances starting from Sep-tember 2007. It will pro-duce PVC pipes and re-lated items soon.
