Commander Maj-Gen Thaung Aye made aspeech on the occasion,saying that the newly-opened Mongpun Bridgeplays a leading role onUnion Highway. The pre-vious Mongpun Bridgewas old and thus PublicWorks of the Ministry ofConstruction has built it.It is reinforced concretetype with 208 feet inlength. Its motorway is 24feet in width. It can with-stand 60 tons of load andhas two 3-foot walkways.The bridge will ensurespeedy flow of commodi-ties in the cities betweenShan State (East) and(South). Moreover, edu-cation, health, economyand transport sectors will

develop and friendshipamong national brethrenwill further be strength-ened.

Next, Minister Maj-Gen Saw Tun deliveredan address on the occa-sion, saying that a total of229 bridges of over 180feet have been built allover the country. Of them,the Ministry of Construc-tion had built 209 bridges,the Ministry of Defence11, the Ministry of RailTransportation seven andthe Ministry of ElectricPower two. Thanks tocompletion of the bridge,local people in Shan State(South) will have easy ac-cess to the central area ofMyanmar and Shan State(East). Hence, all the peo-ple are to take part in theregional developmenttasks while guardingagainst dangers posed byinternal and external de-structive elements.

The lower structure ofthe bridge is steel shellcassion foundation typeand the upper structure,the reinforced concretetype. The 208 feet longbridge has a 24-foot-widemotorway flanked bythree feet wide pedestrianways. The bridge can with-stand 60-ton loads.

The old bridge is bai-ley type and it withstood20-ton loads. Thanks tocompletion of the newbridge on Meiktila-Taunggyi-Kengtung-Tachilek Union Highway,local people in Shan State(East) and (South) enjoyfruits of transport facili-ties.

China strongly opposesUS recent report

BEIJING, 20 Nov—Chinese Foreign Ministryspokesman Liu Jianchaorefuted here Monday arecent US report that hesaid smeared China andinterfered in China’sinternal affairs.

“China sternlyopposes the report andhas lodged strongrepresentations to the USside,” said Liu whenasked to comment on therecent annual reportpresented to the USCongress by the US-

China Economic andSecurity ReviewCommission.

The report criticizedChina’s economic andtrade policies, intellectualproperty rights and otherissues, saying China hasposed threat to the UnitedStates in the securitysector. It suggested theUS Government andCongress to take actionsand exert more pressureson China.

Eight killed, nine injuredin truck accident in Peru LIMA, 12 Nov—At least eight people were killed

and nine more were injured on Monday when a truckturned over in a mountainous area in Peru, theNational Police said.

The accident, which occurred near a village some1,400 kilometres southeast of Lima, may have beencaused by speeding and overloading, police said.

Some 25 Broadwayshows have been canceled,including profitableproductions like“Chicago”, “The Phantomof the Opera”, “Wicked”and “Hairspray” since thestagehands, workingwithout a contract sinceJuly, went on strike on 10November.

WASHINGTON, 20Nov—A US grand jury hasopened an investigationinto the shooting deaths of17 Iraqi citizens inSeptember by Blackwaterprivate security emp-loyees guarding a USEmbassy convoy inBaghdad, ABC Newsreported on Monday.

ABC said on itswebsite that severalBlackwater guards were

subpoenaed in the probeby the federal grand juryin Washington.

US Justice Departmentspokesman Dean Boyddeclined to comment.

Blackwater spokes-woman Anne Tyrrell saidshe could not confirm anyprobe. The company hassaid its guards actedlawfully after being shotat in the 16 Septemberincident, when Black-

water guards opened fireas they conducted aconvoy through Baghdad.

Blackwater has about1,000 personnel to protectthe US mission and itsdiplomats from attack.

“We will cooperatewith all investigations andwe’ve always supportedstrong accountability,”Tyrrell said. “If anyone wascomplicit in wrongdoingwe want that person heldaccountable. Otherwise,we’re withholding furthercomment until anything isfinal.” A grand jurydetermines whether a crimehas been committed andthere is enough evidence tobring a case to trial.

There are at leastthree investigations intothe incident. The IraqiGovernment has called thekillings deliberate. The USmilitary has said theguards acted withoutprovocation. The NewYork Times reported thatan FBI investigation foundat least 14 of the 17 deathswere unjustified.

Suicide blast outsidegovernor house kills seven

in S-W AfghanistanKABUL, 20 Nov—A suicide bomber exploded

himself outside the governor’s house com-pound inZaranj, capital of southwestern Afghan province ofNimruz, killing one of the gov-ernor’s son and sixsecurity bodyguards, the governor of Nimruz said.

Some 14 others including bodyguards and civilianswere injured in the blast, Governor Ghu-lam DastagirAzad said. “The explosion occurred just about twominutes before I entered the compound,” thegovernor told Xinhua via phone.

The governor was unhurt in the explosion whichobviously targeted him. Malang Rasouli, deputygovernor of Nimruz, earlier told Xinhua that theattacker while approaching the compound by footsuddenly exploded him-self. The injured civiliansincluded some civilian workers at the governor’shouse, officials said. — MNA/Xinhua

US says troops involvedin shooting of Iraqis

SAMAWA (Iraq), 20Nov—An Iraqi provincialgovernor accused USforces of opening fire oncivilian cars south ofBaghdad on Sunday, in anincident in which twopeople died, and threatenedto suspend ties with USofficials. US officialsconfirmed that a militaryconvoy was involved in“an incident” that resultedin the death of two Iraqisand wounded four others,but gave no further details.

The governor of thesouthern Shiite province ofMuthanna, AhmedMarzok, earlier said sixpeople were wounded inthe attack, including twopolicemen, near Rumaitha,north of the provincialcapital Samawa, 270

kilometres (170 miles)south of Baghdad.

A minibus driver saidtwo of his passengers werewounded when soldiers ina military convoy openedfire. “We were driving onone side of the road andwhen they came we pulledaside, but they openedfire,” the driver, who didnot give his name, toldReuters.

Marzok called the attack“barbaric, brutal andillegal” and sum-monedprovincial officials into ameeting, where hedemanded a full investi-gation of the incident bythe Iraqi Government.

He also called forMuthanna officials tosuspend work with multi-national forces in theprovince, including

military engineers and aUS provincial recon-struction team.

A statement from theUS military and the USEmbassy in Baghdad saidthat initial reports in-dicated that an incidentinvolving the US militaryconvoy led to the Iraqis’deaths, but did not giveadditional details.

Bush’s homeland securityadviser resigns

WASHINGTON, 20Nov—US PresidentGeorge W Bush’s WhiteHouse adviser on counter-terrorism and homelandsecurity has resigned, heannounced on Monday,the latest in an exodus oftop aides with 14 monthsleft of his presidency.

Bush said in astatement that FranTownsend “has alwaysprovided wise counsel onhow to best protect theAmerican people fromthe threat of terrorism”.

“She has been a steadyleader in the effort toprevent and disruptattacks and to betterrespond to naturaldisasters,” the Presidentsaid. He gave no reasonfor her departure.

Townsend, whoserved 4-1/2 years in apost created after the 11September attacks on theUnited States in 2001,had also been aprosecutor in New Yorkand deputy nationalsecurity adviser.

Her resignation addsto a list of high-profiledepartures from theadministration in recentmonths. Dominican disease outbreakkills 25 after storm

after talks with PresidentLeonel Fernandez on waysto fight the disease, whichspreads through exposureto water contaminatedwith the urine of infectedrats and other animals.

The outbreak, linked toflooding caused byTropical Storm Noel lastmonth, was initiallylimited to a region along

the banks of the OzamaRiver north and east of thecapital. But Rojas Gomezsaid cases had now beenconfirmed as far away asthe Barahona beach resorton the southern coast.

In addition to the 25deaths, Rojas Gomez said193 people had fallen illwith the disease.

Seven dead as tropical storm“Lando” sweeps PhilippinesMANILA, 21 Nov—At least seven people were killed

in the heavy rains and landslide in central and southernPhilippines brought by tropical storm “Lando”, localnewspaper the Philippine Daily Inquirer said onTuesday.

According to National Disaster CoordinatingCouncil, five other people were injured while twoothers were still missing. Floods and landslides alsodisplaced 3,310 people, prompting officials in certaincentral Philippine provinces to declare a state ofcalamity, the report said.

“Lando”, which packs winds of 65 kilometres perhour and gusts of up to 85 kilometres per hour, enteredthe Philippines on Monday and kept moving west at19 kilometres per hour.

HANOI, 20 Nov—Flooding sparked bytorrential rain in Viet-nam’s central region haskilled 48 local people, leftfour missing, and injured209, since 10 November,local newspaper VietnamAgriculture reported onMonday.

The floods alsoinundated hundreds ofthousands of houses,damaged thousands ofhectares of paddy rice, andisolated some areas in theregion, causing totalproperty losses of trillionsof Vietnamese dong(VND) (hundreds of

millions of US dollars).The Vietnamese Govern-

ment has decided to fundthe central localities 205billion VND (over 12.8million US dollars), 8,200tons of rice and 250 tons ofinstant noodle.

Last weekend, Viet-namese Deputy PrimeMinister Hoang Trung Haicame to some centrallocalities to direct the workof overcoming the floods'aftermath. He has askedlocal relevant agencies toprovide sufficient supplyof food and clean water forflood-victims, en-suringthat no people would facestarvation, and keepenvironmental hygiene toprevent diseases. Theregion may face a newwave of flooding in thenext few days, after a spellof torrential rain, accordingto the National Hydro-Meteorology ForecastCentre. Water in somerivers in the region is risingdue to heavy rain.

Announcement of national race delegates from Shan State (East) toNational Convention

Date: 21 November 2007Altogether over 1000 national race delegates from 325 townships in the country attended the successfully-completed National Convention and eight delegate

groups participated in the discussions. Out of the eight delegate groups, the delegate group of national races comprises 641 delegates and it is the largest in number.A total of 29 delegates from Shan State (East) participated in the discussions of the delegate group of national races.

We view the meetings between Minister for Relations U Aung Kyi and Daw Aung San Suu Kyi as positive move to national reconsolidation.Mr Gambari, special adviser to the United Nations Secretary-General released the statement of Daw Aung San Suu Kyi written in English on her behalf in

Singapore on 8 November.Obviously the usage contained in the statement is seen as arrogance and does not reflect Myanma customs and Myanmar way of life. We are opposed to

the statement in such a time.Those who are going to draft the State Constitution must be the ones who have a wide range of knowledge of Myanmar history, culture and customs. During

the period of independence struggle, the constitution was drawn with the assistance of foreign experts. However, nowadays we believe that the constitution capableof serving the interests of Myanmar nationals will emerge as educated and experienced Myanmar citizens are going to draft it.

Yangon Division USDA disburses K 506.09min cultivation loans to 6,511 farmers

Secretary U Min Lwin of Hline TownshipUSDA reported on accomplishments of the tasks ofthe USDA undertaken in a year. He said that so far,Yangon Division USDA has organized 3,426,189members or 64.26 per cent of the population inYangon Division. On 13 October, Yangon DivisionUSDA organized the mass rally to support andwelcome the National Convention and theforthcoming constitution at the Thuwunna NationalIndoor Stadium attended by over 120,000 people.

In 45 townships of Yangon Division, massrallies to support and welcome the National Conventionand the forthcoming constitution and denounce externaland internal destructive elements were held with theparticipation of over 630,000 people from 24 to 30October.

In the administration sector, telephones andfacsimile machines have been installed at 50 division,district and township USDA offices. With regard to thesocial welfare task, blood donors associations were setup. Likewise, free funeral services were provided with11 hearses for the needy people.

The division association managed to installpipelines from Gyobyu Reservoir to residents in watersupply task. In the education sector, the associationcooperated with wellwishers in renovating the schoolsand donating school equipment in Thanlyin andKyauktan townships.

For providing health care services to the citydwellers, a total of 14 Phyo Cetana free clinics in 13townships including Myodaw Clinic in MayangonTownship were kept open with 57 doctors and 45traditional medicine practitioners.

Beginning 1 October 2007, the association hasdonated provisions to 80 monasteries and one nunneryin 15 townships. In addition, the association presentedcash and kind to inmates of Insein Jail.

The division association disbursed K 506.09million in cultivation loans to 6,511 farmers in sixtownships. Furthermore, the division association sold34,040 bags of rice to the people at reasonable price.Moreover, the association performed power supplytask for rural areas of the division.

In his report, he said there are seven townshipUSDAs and 550 village USDAs under Shan State(South) USDA. The number of members of Shan State(South) USDA has reached 803,363 accounting for the56 per cent of those who are eligible to become USDAmembers in the state.

Altogether 59 members were sent to coursesconducted by the USDA (Central) and 9,475 attendedthe courses in the state. Two were sent to a foreign

The prevalence of community peace andstability, strong economy of the State and the peopleand the high education standard are necessary forbuilding a democracy. Shan State (South) USDA hasmade efforts for producing one product from everyvillage in the state since 2005 so that the people canenjoy the strong economy. Local people have enjoyedthe fruits of the association’s efforts.

The association set up 63 farms in Shan State(South) in 2007 to distribute saplings to all villages inthe state. There are over 1.7 million of saplings of 14species of perennial trees in the farms and these saplingswould be distributed to farmers in the coming plantingseason. The in-charge of the Shan State (South) USDAprovided K 50 million to the association to disburseagricultural loans to farmers.

As part of supplying electricity to rural areas,the association, spending K 10 million provided by theUSDA (central), could supply power to six village-tracts in six townships in the state. Township USDAsin the state also carried out power supply tasks andwater supply tasks in rural areas. Upon completion ofa self-reliant hydropower station in Kaungbo Village-tract in Yaksawk Township, the station will supplypower to over 500 households.

In cooperation with Information and PublicRelations Department, the association has established3,503 self-reliant libraries in Shan State (South) anddonates publications to libraries every month.

For the development of youths in the state, theassociation conducted IT tests, contests for Englishproficiency skills and On-line tests. Besides, the

association made arrangements for excursions in which320 students in the state participated. Moreover,members of the association took part in hiking arrangedby USDA (Central). Shan State (South) USDA hadspent over K 9.6 million on social welfare tasks.

Regarding the Information andCommunication Technology sector, the associationalso established the Public Internet Access Centre, andthe association earns over K 1 million every monthfrom the centre. The association also set up ITDevelopment Research Department with theparticipation of outstanding youths and has publishedTaunggyi Internet News journal covering internationalnews translated from English into Myanmar.

Moreover, news happened in the state are put inthe association’s taunggyiinternetnews.blogspot.com.The association has to report up-to-date news in the stateto the headquarters of USDA daily.

Shan State (South) USDA establishedComputer Professionals’ Association (Shan State) andComputer Industrialists’ Association (Shan State).Three members of the association also attended theICT Conference in the Republic of Korea.

Arrangements were made to stage ICTExhibition in Taunggyi from 16 to 18 November. Itwas the second such exhibition.

Executives of the association have carried outregional development tasks joining hands withpersonnel of social organizations.

On 1 July 2007, the Secretary-1 of the StatePeace and Development Council (now the PrimeMinister) himself formally opened LashioTechnological University.

Free medical treatments were performed invillages where most Danu nationals live in cooperationwith USDA and traditional practitioners of Shan State.Officials of traditional practitioners provided medicalcare to inmates in Hsipaw and Lashio prisons.

Mongyulay Bridge in Kutkai Township wasdestroyed by the floods. The bridge was rebuilt at acost of K 38.5 million within three months under theinstructions of the commander.

The Patron of the USDA Head of State gaveguidance that a new modern developed discipline-flourishing democratic nation cannot be built in hasteand it is necessary to take time for step-by-stepimplementation. Firm foundations must be built forlong-term interest. This is why the seven-step RoadMap is being implemented step by step. All the citizensfirmly believe that the forthcoming constitution willlead to the golden land in the future.

On 2 October, a ceremony to support the NationalConvention and the forthcoming constitution was heldin Lashio. Over 120,000 people including Mr Gambari,the Special Adviser to the UN Secretary-General,attended it.

In last September some protests took place inYangon and Mandalay. We do not want to see thesituation that leads to trouble. Therefore, the peoplefrom 10 townships in Shan State (North) expressedtheir opposition to the disturbances. All the localpeople are determined to march towards the goldenland.—MNA

NAY PYI TAW, 21 Nov—The fourth and final daysession of the Annual General Meeting 2007 of the UnionSolidarity and Development Association took place atthe University of Veterinary Science on Nay Pyi TawYezin University Campus on 19 November.

The attendees were the USDA Secretary-General,the Joint-Secretary-General, secretariat members, CECmembers, secretaries of State/Division USDAs, andrepresentatives of state/division, district, township andtown USDAs.

Secretary-General U Htay Oo chaired the meetingtogether with CEC members U Ohn Myint and U MaungPa.

After seeking the opinion of the representatives, UHtay Oo announced that the resolutions of the meetingwere approved and put on record.

At the meeting, two resolutions were passed, onematter approved and four matters were recorded.

The Secretary-General in his speech said that at themeeting, the representatives have held discussions andpassed resolutions in accordance with the seven objectivesof the Association.

He praised USDA members for their brilliantperformances in social welfare services, organizingmeasures and realization of the future plans adopted bylast year’s annual general meeting, calling for the membersto join hands with the people in maintaining the already-achieved development momentum.

He quoted Head of State Senior General ThanShwe, as saying that the task for building a new nationwas a noble one and it was the concern of the entirepeople. The Association was established to help organizethe people to participate in the task with a sense of duty,he said.

Dabbagh said those arrested would appear beforean investigating judge in Baghdad on Tuesday.

BEIJING, 20 Nov—China is likely to double the lifeexpectancy of its homemade satellites by 2010, a Vice-Minister in charge of the Commission of Science,Technology and Industry for National Defence said onSunday.

Sun Laiyan, also chief of the China National SpaceAdministration, said the country would strive to boostthe life expectancy of its satellite designs in sun-synchronous orbit to four to five years by the end of the11th Five-Year period (2006-2010). Currently, it istwo to three years.

Migraine brains ‘are different’LONDON , 20 Nov—Scientists have

discovered differences in the sensoryareas of the brains of people who developmigraines.

They found a part of the cortex isthicker than in people who are free fromthe debilitating headaches.

What is not clear is whether thedifference causes, or is the result ofmigraine attacks.

The Neurology study, by Mas-sachusetts General Hospital in Boston,suggests the changes may makepatients hyper-sensitive to pain ingeneral.

The researchers, from the hospital’sMartinos Center for BiomedicalImaging, compared 24 people who getmigraines with 12 who do not suffer thecondition.

They found the somatosensory cortexarea of the brain was up to 21% thickerin the migraine sufferers.

WASHINGTON, 21 Nov— The United Nations hasslashed its estimates ofhow many people areinfected with the AIDSvirus, from nearly 40million to 33 million.

In a report to be issuedon Tuesday, the UN saysrevised estimates on HIVin India account for a largepart of the decrease.

The agency admitted itoverestimated how manypeople are infected with theincurable virus, and saidbetter methods of collectingdata show it is not quite a

common as feared.“The single biggest

reason for this reductionwas the intensive exerciseto assess India’s HIVepidemic, which resultedin a major revision of thatcountry’s estimates,” thereport said.

After originally estimatingsome 5.7 million people wereinfected in India, the UNmore than halved thatestimate, to 2.5 million.

“These improved datapresent us with a clearerpicture of the AIDSepidemic, one that reveals

both challenges andopportunities,” UNAIDSExecutive Director Dr PeterPiot said in a statement.

“Unquestionably, we arebeginning to see a return oninvestment — new HIVinfections and mortality aredeclining and the prevalenceof HIV leveling. UN urges investment to improve sanitationfor poor

Iran argues nuclear case in letter to “world” TEHERAN, 21 Nov — Iran sent a letter to the world’s top diplomats on Tuesday to argue its case in the

deepening nuclear row with the West, official media reported. “I would like to

emphasize that Iran’snuclear programme iscompletely peaceful,”Foreign MinisterManouchehr Mottaki wrotein the letter, published bynews agency IRNA in Farsi.

“This programme isnot a threat against any

country.” The agency said the

letter was sent to “theworld’s foreign ministers”but did not specify whetherit went to the United Statesand Iran’s other Westernfoes, who fear the IslamicRepublic wants to use theprogramme to pursue

nuclear weapons. Teheran says it only

aims to generate electricityso that, as the world’sfourth-largest crudeproducer, it can export moreoil and gas.

Mottaki said Iran hadshown goodwill “evenbeyond its legal

commitments” to removeambiguities about its atomicactivities, working with theUN International AtomicEnergy Agency (IAEA).

“All Iran’s nuclearactivities... are based on theagency’s charter and theNPT (nuclear Non-Proliferation Treaty), underthe agency’s full andcontinuous supervision,”said his letter, which ran tofour pages on.

The IAEA said in areport last week that Iranhad made important stridestowards clarifying pastnuclear work, as part of anAugust agreement betweenthe two sides.

UNITED NATIONS, 21 Nov — Investing10 billion US dollars a year could halvethe proportion of people without basictoilet facilities by 2015, an issue thataffects 2.6 billion people worldwide, theUnited Nations said on Tuesday.

“An estimated 42,000 people dieevery week from diseases related to lowwater quality and an absence of adequatesanitation,” UN Secretary-General BanKi-moon said in a statement announcing2008 as the Year of Sanitation.

The world body is calling for a renewedeffort to improve sanitation to meetinternational commitments made in the UNMillennium Development Goals in 2000.

Lack of clean and safe sanitation leadsto diarrhoea and other diseases and has aparticular impact on women and girls indeveloping countries who can bevulnerable to attack or deterred from goingto school because of a lack of properfacilities, the UN statement said.
