THE FUTURE OF CUFFLEY AND NORTHAW IS IN YOUR HANDS YOUR ACTIONS WILL MAKE THE DIFFERENCE,

FOR BETTER, OR FOR WORSE. NOW IS THE TIME TO TAKE ACTION AND OPPOSE THIS DEVELOPMENT

1. THE PROPOSALS At the time of going to press we understand that the application is for a total of 591 dwellings 115 retirement homes/assisted care, 476 residential homes, flats and houses In line with government policy Metropolis previously suggested 30% of the 513 private homes would be allocated to social housing

A proposal for a swimming pool - but without confirmation that anyone will take on the management A proposal for a new primary school - but this has yet to be endorsed by any education authorities A proposal for a doctor’s surgery - but without confirmation from the NHS that it is willing to fund it An open community space - this is being billed as the hub of the estate, or maybe just a gathering place Road access would be by one road leading on to Northaw Road East. 2. THE IMPACT ON CUFFLEY AND NORTHAW The implications of increasing a community by some 35% is substantial. Here are just some examples of how it will dramatically change the dynamics of the two villages. Road transport. We estimate it would involve approx.’ 1,000 cars - all of which have only one access point at Northaw Road East. No further car parking in Cuffley is planned. Rail transport. Due to restrictions at Moorgate there is little opportunity to increase capacity from and to Cuffley at peak times Healthcare. There is a proposal to provide a new doctors surgery but given that it wasn't that long ago the local NHS authorities wanted to merge Cuffley with Goffs Oak creating and maintaining another surgery would be unlikely Secondary schooling. Although an additional primary school is planned there is no evidence of there being any more secondary schools to be built that would serve Cuffley and Northaw. Recent allocations of secondary schools have seen parents face a drive to Borehamwood or even Welwyn Garden City due to pressure on local schools Utilities. It’s not clear yet what provisions have been made to cope with utilities especially drainage and sewage. These networks often come under pressure and an additional 591 homes will just exacerbate an already fragile infrastructure Loss of Green Belt. Many people choose to live in Cuffley and Northaw because of its rural environment. The proposal will take up the area of some 15 football pitches

Merging two villages on to one. Many people have expressed their concern that this proposal would open the floodgates for much more building and before too long Cuffley and Northaw would cease to be separate.

Potentially there are many more objections, some of which may be unique to certain people and areas of the village - we want to know how you will be affected. 3. WHAT IS THE PLANNING PROCESS? Once an application is lodged to Welwyn and Hatfield Borough Council (WHBC) the planning department will review it for completeness and accuracy. Once they are satisfied that it conforms to all the regulations they will publish it for public consultation. We then normally have 21 days in which to lodge any objections.

These objections should be in the form of a letter, from individuals, to WHBC that can be either via e-mail or letter. These written responses are crucial to the process and everyone counts. What the planners take notice of is the tangible effects of any planning application (see above) what they don't take little notice of is peoples opinion. Comments like 'This will cause considerable road congestion and cause a health and safety hazard' will be noted and taken in to account but comments like 'It will spoil my view' will not carry much weight

Every letter has to be unique, even though it repeats the same concern. It has to be in your own words and focus of the issues that this development brings.

Once all comments have been received there will be a public planning hearing where the application is discussed at a WHBC meeting where a decision to approve, reject or defer will be made. Both the residents of Cuffley and Northaw and the developers have a right to appeal this decision which will then be referred to the secretary of state. Our view is that the developers will appeal should WHBC not approve their application - but more of that later. We cannot assume WHBC will reject the application but we have to do what we can to make sure they are in no doubt about the implications of what will happen if they don't.

4. WHEN DO I WRITE A LETTER? This happens when the application has been published by WHBC, and it has now been published, so you should write your letters without delay. It is probably no coincidence that the developers have chosen the peak holiday period to register the application.

5. WHAT DO I SAY IN THE LETTER? HOW TO OBJECT You need to talk about the implications that this development and its consequential impact will have on our community. For example:

If you are commuter give some first-hand experience of what it’s like travelling at peak times today and your view on the sustainability of trying to accommodate more passengers on the line If you are parents of a secondary school student, demonstrate the hardship that children in the villages will face if the population increases. If you use the roads then describe the practicality of introducing more cars on the roads and the likely effect on Northaw Road East of a building programme lasting for several years, IE (congestion, road conditions, health and safety hazards) The change to the quality of life. Changes in social infrastructure and the impact of a 35% increase in population - is it achievable without significant change to the fabric of our communities? Healthcare and social services. Do you have experiences of the current levels of these - how do you think they will change with an additional 1,500 or so people in the community?

6. HOW DO I KEEP IN TOUCH WITH WHAT'S GOING ON? 7. WHAT MORE CAN I DO? We need as many people as possible to get involved - it’s not a case of 'the more the merrier' but is all about expressing to WHBC and indeed the Secretary of State the general feeling amongst everyone in Cuffley and Northaw. So please, talk to your neighbours and make sure they know what's going on. Our biggest threats to this are complacency and apathy - this is not a 'done deal' it’s not inevitable. The proposals are completely out of proportion to the size and character of our communities and we can stop it but it will take everyone to get involved. So please, spread the word and let people know the future is in our hands not developers.

Letter from the Parish Council Chairman – Adrian Prest

LETTER FROM THE CHAIRMAN

You can get it if you really want it.

But only if you tell us that you really, really, want it!

Northaw Sports Field is in need of attention, and a few years ago we set about trying to rectify this. We asked what facilities you would like to see there. We’ve now reached the point whereby a grant towards this upgrading will only be forthcoming if we can demonstrate that there is a need for this upgrade and that the facilities would be used.

The scheme includes upgrading the existing (derelict) tennis court, and adding other facilities such as table tennis, cricket nets, and a multi-use court (MUGA), together with a pathway connecting these and the two entrances, as this area can get quite wet underfoot.

These facilities would, of course, be of benefit to both villages, and I can’t over-emphasise how important it is that your support is shown – it won’t go ahead without it. So please write or email the Clerk as soon as possible – [email protected] or drop in or write to the Council Offices, 7 Maynard Place, Cuffley, Herts, EN6 4JA, indicating the facilities you’d support in the Northaw playing field, as stated above: we need to know the level of support for each.

Cuffley Sports Day – Our very first such event was opened on KGV Playing Fields by the Deputy Mayor, in July. It was fairly well attended, considering both the heat and the terrible weather forecast we’d had for that day – severe thunder storms, which never actually happened! We had very good reports from many who’d enjoyed the opportunity to see what was made available for them and to participate in whatever caught their fancy. Well done to Jason (our Clerk) for organising this along with help from Welwyn Hatfield Council. I believe he’s considering a larger offering next year – watch this space.

Neighbourhood Plan – Our application to go ahead with drafting our own NP is currently being advertised as part of the formal public consultation process to ensure we satisfy all requirements. The formal go-ahead to proceed with this should be given in October or thereabouts.

The “Old Curiosity Box” – Our former Telephone Box in Northaw had a grand opening on 26th May, and was featured in the Local Press. Artistic and photographic displays from artists around the area are regularly updated, and there’s even a handy lay-by right next to it to enable spontaneous viewing from motorists who know what to look out for.

Anniversaries abound at the moment, and we’ve noted and/or attended the 75th anniversary of Cuffley School, the 40th of Cuffley Library in July, and the 40th of Cuffley Hall in August, which replaced the old Cabin.

New Councillors - Bob Stubbs and Jane Brook were welcomed as our new Councillors to their first Council meeting in June, and both have immediately involved themselves in committee work, particularly in Planning matters, with expertise and knowledge in Planning and Environmental issues respectively. No doubt they will contribute beneficially to our response to the Metropolis application which has just been submitted, as I write, and which features elsewhere.

It’s worth noting if you’re interested in putting your name forward to be a Parish Councillor, that the whole Council is heading towards election-time next May. You will need to register your interest with the Clerk well in advance of this for due processes and procedures to be followed.

Finally, I must mention the Flower Troughs at the Potters Bar entrance to Northaw village. These are looked after by volunteers, but unfortunately they have been raided on more than one occasion – previously a very nice central shrub was removed from each, so the display was reduced to something simpler. However, this time one was stripped of its geraniums and the other partly so, leaving us to wonder if it’s all worthwhile. This and the vandalising of the Banksy phone-booth in Bristol, illustrate the continuing battle to be fought against those who have a problem with any attempt to enhance or beautify our surroundings – or are they’re just thieves, it’s as simple as that. Please keep an eye open for anything suspicious and let us know of any information which might help stop this regular event.

Meetings The Parish Council meets usually on the third Tuesday of alternate months from January to November at 7.30 in Northaw Village Hall, and Policy and Resources usually meets a fortnight prior to this. All are welcome to attend and observe. However, this year our usual dates would have clashed with other events Councillors were committed to, so if you would like to come along and observe what goes on, please contact the office (875825) watch the Notice Boards, or visit our website ( www.northawcuffleypc.co.uk ) to check the actual dates coming up.

Questions to the Council meeting are only permitted if submitted at least three working days before it: see Parish Council Notice Boards for further details and Agendas which appear at least a week before each meeting.

Cuffley Library 40th Anniversary

On 22nd July Cuffley Library had its’ 40th

anniversary in the present building. To celebrate we invited past and present staff and borrowers, and others with links to the library. Frances Button talked about the value ofCuffley library and cut the cake.

A Making Memories Board with past images of the library and village and adisplay of 100 years of Cuffley Railway proved interesting. The display of the 40 best books since 1974 issued well.Photos of Scrapbooks created at the Horrid Henry event were a conversation point. The library was filled for the Scrapbooking event on Saturday 19th

which was a huge success.

Later on Tuesday we held a Crime Panel Event with authors, Leigh Russell and Howard Linskey. Theyhad an engaged audience who had clearly read the books and had lots of interesting questions to ask.

Comments included: ‘Good interplay between the authors’‘Really enjoyable evening, length of talk was ideal.’

I would like to pass on my thanks to everyone who helped us out with celebrations, and to everyone who attended the cake ceremony. It was great to see the library full, and there was a lovely buzz, as people met up again with former staff, and ex-colleagues. We also had great fun on the Saturday, with the children making their scrapbooks. I hope that we can continue to celebrate the library for a very long time to come!

NCRAGB.UK  Following  the  recent  resigna0ons  at  the  Annual  General  Mee0ng  of  the  Chairman  Ken  Golding  and  Treasurer  Lynne  Golding  the  NCRA  has  now  been  successful  in  finding  a  new  Chair  and  are  pleased  to   welcome   Andrea   Allgood   together   with   two   new   CommiBee   members.   Andrea   is   a   long   term  resident   of   the   Parish,   involved   in   local   affairs,   and   brings   a   new   enthusiasm   for   taking   the  Associa0on   forward   in   its   task   of   co-­‐opera0ng   with   local   organiza0ons.   This   is   very   much   a   new  beginning  &  a  new  phase  in  the  evolu0on  of  your  Residents  Associa0on.

SPEEDING DRIVERS IN OUR VILLAGES

Last March an article appeared in the Parish Council Update calling for volunteers to use the speed gun, which the Parish Council paid for many years ago. A local resident volunteered by email on 18 March.

Subsequently there was further publicity by the Police and Crime Commissioner which under the title “Getting involved” stated the “first big volunteering initiative, Drive Safe, helps local people to tackle speeding where they live” This was followed by the winter edition of “Safer Neighbourhood” which included as a first priority “Targetingspeeding in the villages.”

The Clerk has received complaints from residents that they have volunteered many months ago, but have not been invited to take part in a session using the speed gun. It may not have been clear to everyone however that a minimum of 10 volunteers are required to enable a session to be organised, and there has not evidently been sufficient interest to reach this number so far!

Our own PCSO, Mark Randall has now taken over organising sessions. If you would like to volunteer to take part in the scheme you will need to sign a petition at the Parish Council Office in Maynard Place, Cuffley. All applicants must be aged over 18 and be available to volunteer for at least 6 months. Once the minimum number of volunteers is reached, Mark will arrange a meeting where the specifics will be determined.

Happy 40th Birthday Cuffley HallYes, 40 years since the opening of the brand new, purpose built Cuffley Hall on 9th August 1974. I doubt whether those members of the community who had the foresight to see the need for such an establishment, ever envisagedwhat a successful venture it would prove to be. In the last edition of ‘Update’ there was an article written by local historian Brian Warren about the origins of the Hall and now 40 years on I am delighted to report that since that time it has gone from strength to strength and continues to do so.

We plan to commemorate this landmark anniversary by participating in the forthcoming Cuffley Show which is being staged by Cuffley Horticultural Society in the Hall on 7th September. Some of our users will be present demonstrating their activities, in particular Cuffley Operatic Society will be performing items from their next show ‘The Cuffley VC’ (December 3rd - 6th ) and the Cuffley Players will be contributing with a monologue by Sally Reeve. I hope you sawtheir recent productions viz Cuffley Operatics ‘Stepping Out the Musical’ and Cuffley Players ‘Table Manners by Alan Ayckbourn.

Another amateur group using the hall is the Greenwood Players who put on ‘Old Actors Never Die…’a comedy by Lynn Brittney – also an excellent evening.

Additionally a regular (‘commercial’) user is Hot Pepper Productions who have staged two tribute band events so far this year, Beatlemania in March and the BeeGees in June. They plan to follow these up with a return visit of Abba on12th September.

All of these events are of a very high standard and well worth attending. Live entertainment on our doorstep without the hassle (and cost) of going up to London.

Together with private social events such as Weddings, Anniversary Parties, Birthday Parties, and Charity Fund Raising events make the Hall a very busy place.

The Hall is constantly in use, some 20 or so Societies and clubs making it their base, holding regular meetings throughout the year. These range from theatrical productions just mentioned to ‘artistic activities eg Floral Art demonstrations, talks for the Horticultural Society and Art Society. On the sporting front Badminton groups continue as does the Short Mat Bowls Club. Information on all these groups is available from Reception and or website www.cuffleyhall.co.uk.

Our Annual Quiz was held in May raising in excess of £1000. All profit from this event and indeed all others are ploughed back into the Hall funds which are used for general running costs plus the ever present requirement for maintenance and upkeep. Our current projects are the decoration of the Toilets and the Small Hall.

The Annual General Meeting of Cuffley Hall took place on 13th March 2014, sadly not well attended. At that time Sid Paine and I retired from our respective posts as Treasurer and Chairman. I am pleased to advise you that successors have been found and duly elected to fill the vacant posts. Our new Chairman is Peter Roberts and the new treasurer is Robert Knight. We thank them for offering to take on these roles and wish them every success for the future.

An interesting evening in the Hall was on 1st May, namely the book launch of ‘Cuffley and Goffs Oak’, a sequel companion volume to the ‘Cuffley Story’ written by Pat Klijn and Michael Clark. There was good attendance and visitors were able to purchase signed copies of the book (it is also available at Wacketts Newsagents). During the evening, I was pleased to accept on behalf of the Hall a painting by local artist, Christine M Morter, presented to us by Rodney Slatford, an internationally acclaimed double-bassist and former resident of Northaw, in memory of his late parents Freddie and Vida. The painting is Station Road in the 1950,s and now has pride of place in the Foyer/Reception Area. All are welcome to visit the Hall to see it mornings 9-11.30am Monday to Saturday.

Don’t forget the Hall belongs to us all and apart from regular activities taking place; it is also available for private hire. Details of forthcoming events are given elsewhere in this issue and in the ‘What’s on’ page of our website. Do visit for the latest information.

Northaw Village Hall continues to provide a community facility for all to use. There are many clubs using the hall at present and the list is shown below. Following on from last season’s success (our 40th) Cuffley Rugby Club are taking a leap of faith and independence by moving ground for the next season to partner Botany Bay Cricket Club closer to Cuffley itself as well as Potters Bar and Enfield.

Cuffley won Herts/Middx Merit Table 4 last season gaining promotion. They were also named as Hertfordshire RFU’s “club of the season”. The first league game at the new ground will be at end of September, with training on Wednesday evenings in the meantime.

New players are of course welcomed.

Progress on the development of the Community Orchard in Northaw is continuing now that the lease with Welwyn and Hatfield has been signed. Preparation of the two fields, in the heart of the village, is due to commence in the Autumn. We are currently selecting and ordering a range of fruit and nut trees, including many local Hertfordshire varieties, which will be a wonderful resource for people in Northaw and Cuffley. Planting will take place in the winter when the trees are dormant.
