THE NIGERIA CUSTOMS SERVICE VEHICLE VERIFICATION SYSTEMA number of cars are being driven on Nigerian roads, but only a few are actually being assembled or produced in Nigeria. This however means that some are being imported into the Country, while others are illegitimately brought in. The question here is ‘how do we differentiate between those that have passed through designated authority and those that have been smuggled in’?

The Nigeria Customs Service has made several efforts at curbing the illegal importation of cars into Nigeria, which have seemed a little challenging, and here is an opportunity to complement these efforts in order to yield significant results.

Interra Networks Ltd (herein referred to as “Interra”) is therefore pleased to provide the Nigeria Customs Service (herein referred to as “NCS”) with a proposal for the deployment of car tracking technology or solution. A turnkey solution that will enable the Nigeria Customs Service monitor the importation and the plying of registered vehicles on Nigerian roads.

The Nigeria Customs Service Vehicle Verification System on completion stands to achieve the following;

Improved Security: This system will help to reduce the crime of smuggling vehicles into our country; something the Nigeria Customs Service strongly wishes to achieve.

Generate Revenue: It will reduce the number of unregistered vehicles, thereby increasing revenue through payments made from registration processes.

Database Management: This solution will also help to develop and maintain accurate database of vehicles information for present use and for future purposes.

Enhanced Efforts: With the several efforts being made to curb illegal importation of cars into the country, the solution definitely will help to consolidate the efforts of the NCS.

Trend Analysis & Reporting: this system will help to monitor the rate of unregistered cars into the country, aid the collation of data and generate reports on trends in smuggling activities. The information could also serve as a source of intelligence to the NCS.

KEY DELIVERABLESThe key deliverable will be a service that enables the Nigeria Customs Service to conveniently monitor, and control the number of vehicles imported into the country and develop a databank for this purpose. This will be achieved by deploying the following processes:

Registration ProcessContrary to the generic notion that the vehicle registration process is cumbersome, it is a lot easier when compared to the consequences of not being registered by the law enforcement agencies, most especially the NCS.

The registration process will take the following steps:

Imported vehicles will be registered at the port of entry.

Vehicles illegally brought into the country will be required to register as well or face the consequences of not registering.

Follow the registration process given by the NCS.

Be sure that you are given a Vehicle Identification Number, also referred to as the VIN number.

Subsequently, the VIN number will serve as the means of identification for your vehicle upon verification by NCS field staff.

However, failure to register will cost a vehicle the following;

The vehicle will be impounded

The owner of the vehicle will be required to pay a demurrage for everyday the car remains impounded and unregistered

Verification Process An Interactive Voice Response (IVR) Platform: this technology will be supported via a contact centre infrastructure. This will provide an interactive voice prompt to guide the NCS official on the use of the system while requesting input at certain times;

1. A toll-free Vanity Number: The NCS official dials an easy to remember number 0800-CALL-NCS, or any other desired number;

2. SMS Gateway: This technology will enable the NCS official send a certain request via an SMS means and allows the official get a prompt notification. This technology will also be supported via a contact centre infrastructure

3. Security (Information) Databank (ID): This will be used to store information for the purpose of proper data storage and analysis. It will be a central source of intelligence which can be used to defend and/or influence policies that are considered public opinion, and allow the NCS generate a database of all “legally imported” vehicles into the country.

VIN information will be collated from already existing database, and re-captured into the database that will be systematically constructed for the NCS, which will allow for the conglomeration with the new vehicle registration that will be done.

VEHICLE VERIFICATION SYSTEM – HOW WILL IT WORK?

Registration Process

Once a car has been imported into the country, all details of the car are captured and stored on the NCS database. This includes (VIN, model, Chassis number, year of manufacture, color) of the specified car

After payment for the legally imported car has been made, payment verification is sent to the NCS database which is tied to the cars VIN number that would be used for identification.

NOTE: All records of pre-existing legally imported cars shall be stored on the NCS database.

Verification Process

Via the Phone – the NCS official can call to a designated toll-free number and he receives prompt response based on his inquiry. The process will involve the following steps:

The NCS official can dial a vanity number such as 0800-CALL-NSC1, or any other desired number and is routed to an IVR.

The IVR will guide the NCS official on the use of the system, while requesting input at certain times.Based on the input, a prompt response will be given for the authentication of the inquiryThe details of the calls will be directly stored in the Intelligence (Information) Databank (ID) for

quality assurance process
