The North of England Gymnastic Association is one of the 10 English Regions that, along with the Home Nations, forms the structure of British Gymnastics. Gymnastics in the Region is the responsibility of the Regional Executive Committee, which oversees the work of the Technical Committees responsible for the various Gymnastic disciplines and also County Federations where these exist. All Clubs in the region are required to pay an annual affiliation fee to N.E.G.A. Fees are due on January 1st each year and should be paid no later than January 31st. The current fee is £40 with an additional supplement based on the number of Bronze and Silver members registered with British Gymnastics. Affiliation to the Region offers many benefits, including a Handbook, website listing, regular newsletter and the opportunity to join in all regionally organised competitions, courses, seminars, squads, awards and events. Affiliated Clubs also receive regular information and news from the Regional and National Committees. To be accepted as an affiliated Club:

The Club and all its members must be registered with British Gymnastics

The Club must have at least one Coach qualified at UKCC Level 2 or equivalent.

The Club must have a BG trained and approved Welfare Officer

The Club must be located within the boundary of the Region

The Club must agree to abide by all BG rules and regulations

The Club must agree to abide by all NEGA policies.

COMMUNICATION All British Gymnastics registered and North Affiliated Clubs receive regular email communication from the NEGA Secretary, the BG Regional Officers, the relevant County Federation where appropriate, and from discipline specific Technical Committees. COACHING AND JUDGING Coaching courses in the Region are managed through the BG Workforce Officer in conjunction with the relevant Technical Committee. Courses and examinations at all levels are managed by Mrs. Emma Lawton, supported by tutors and assessors. All enquiries regarding courses should be directed to her. Judging courses are run through each Technical Committee and enquiries should be directed to the relevant TC representative.

Regional Squad Members train largely in their own Clubs, working towards regional and national competitions. Annual competitions are organised including The North of England Apparatus Championships; the National Development Plan Championships and also Floor and Vault Competitions.

NORTH OF ENGLAND SCHOOLS GYMNASTICS ASSOCIATION The N.E.S.G.A. Committee offers a full programme of competitions for Schools, administered both regionally and at County level. NORTH of ENGLAND GYMNASTICS ASSOCIATION CONSTITUTION AND TERMS OF REFERENCE PRELIMINARY In the following articles, unless the context otherwise requires, the singular shall include the plural, and the masculine, the feminine and bodies corporate, and references to gymnastics shall be considered as applicable to the sports and practice of Artistic Gymnastics, Rhythmic Gymnastics, Sports Acrobatics, General Gymnastics, Sports Aerobics, Trampoline, TeamGym and any other discipline accepted by the English Gymnastics Association and the British Gymnastics Association.

TITLE: The name of the Association shall be the ‘North of England

Gymnastics Association’ (referred to as ‘NEGA’) NEGA is affiliated to the English Gymnastics Association and to British Gymnastics.

2. JURISDICTION The area of administration shall be the current geographical boundaries of the Counties of Cumbria, Northumberland and Durham and the former counties of Cleveland and Tyne and Wear.

3. AIMS AND OBJECTIVES The Aims and Objectives of the NEGA shall be –

to encourage, promote and control the sport and practice of Gymnastics for everyone irrespective of ethnicity, geographical location, age or ability

to promote and increase opportunities to volunteer, coach officiate, participate, perform and excel in gymnastics

to maintain strong and sustainable links between the National Governing Bodies and all Clubs and individual members affiliated to British Gymnastics and the North of England Gymnastics Association

to adhere to all British Gymnastics and Regional Policies to ensure the safety of all participants including competitors, officials and coaches at all times

to encourage all Clubs to work towards GymMark

to encourage the development of properly constituted Technical Committees, County Federations and Gymnastic Partnerships to plan, manage and deliver appropriate, high quality training to promote and improve knowledge of gymnastics within NEGA to arrange all such matters as may be conducive to the attainment or extension of these objectives.

4. REPRESENTATION 4.1 Full Membership of the North of England Gymnastics Association shall be open to any Club in the Region that applies for Affiliation, which has all of its members registered with the British Gymnastics Association (BGA), and which has, as a minimum requirement, a currently qualified BG Club/UKCC Level 2 Coach in charge. 4.2 It is expected that Clubs will also affiliate to and support the work of the appropriate County Gymnastics Federation and local Gymnastics Partnerships where these are in existence. Affiliation will be managed through the regional administration – NEGA. 4.3 Full Membership includes the provision for entry into competitions, attendance at squad training, participation on courses, an invitation to the Regional Conference, voting rights at the AGM or an SGM, the opportunity to make nominations for NEGA Awards, regular communications, access to the web site and support, advice and information from the Regional Gymnastics Office and volunteer administrators. 4.4 Associate Membership shall be open to any organisation that offers gymnastics classes under the supervision of a currently qualified BG Club Coach. Affiliation will be managed through the regional administration – NEGA.

4.5 Associate Membership includes the provision for participation on courses, an invitation to the Regional Conference, regular communications,

access to the web site and support; advice and information from the Regional Gymnastics Office.

5. MANAGEMENT 5. 1 The North of England Gymnastics Association shall be managed by an Executive Committee of elected officials who must be full members of British Gymnastics. 5. 2 The Executive Committee shall be empowered to select a President of the Association. Once selected, the role of President may be held, without election, until the incumbent chooses to relinquish the role. The President shall be a full member of the Executive Committee and have the same voting rights as all elected officials. All such appointments shall be announced at the AGM. 5. 3 All members of the Executive Committee shall have full voting rights. 5.4 The Executive Committee includes the Officers: Chairman, Vice-Chairman, Secretary and Treasurer And also: The EGA Board member for the Region The Northern Federation Representative(s) A representative from each Technical Committee A representative from each County Federation A representative from each Gymnastics Partnership A representative selected from the registered Clubs A representative from North of England Schools Gymnastics Association

5.5 The Regional Gymnastics Development Officer and other employees of British Gymnastics or English Gymnastics or employees of NEGA are invited to attend Executive Meetings in an advisory capacity. 5.6 The Officers, the EGA Board member and Northern Federation Representative(s) shall be elected at an AGM for a period of two years, to provide continuity in the conduct of the Association’s affairs.

5.7 Representatives of Technical Committees and County Federations and Partnerships shall be elected annually by those bodies.

5.8 The voting members of the Executive Committee may appoint such co-opted members as they consider appropriate, and the Executive Committee may also establish such sub-committees and working parties as may be deemed necessary from time to time. Any recommendations or decisions from any such group must be approved by the Executive Committee before they are put into effect. The Auditor shall be appointed annually by the Executive Committee and need not be a member of British Gymnastics.

5.9 The Executive Committee shall meet at least five times a year.

6. QUORUM The quorum for all meetings shall be five, which must include two Officers.

7. ANNUAL GENERAL MEETING 7.1 The AGM shall be held within three months of the end of the Association’s financial year. 7.2 The notice convening the AGM shall be circulated at least six weeks before the meeting. Copies of the Annual Report and the audited Accounts shall be made available at the meeting and copies will be circulated to other members as appropriate 7.3 The Treasurer of each Technical Committee, County Gymnastics Federation and Gymnastics Partnership shall submit a copy of the organisation’s accounts to the AGM. The Regional Development Officer shall also present a copy of all Gymnastic accounts held within the Durham University accounting system.

7.4 The Secretary or Chair of each Technical Committee, County Gymnastics Federation and Gymnastics Partnership shall submit a copy of the organisation’s Annual Report to the AGM. 7.5 The Secretary must receive nominations for office, one month before the date of the AGM. Details of nominations will be circulated and no further nominations will be accepted at the AGM. In the event of no nominations being received for a position, then nominations may be taken

at the AGM. All nominations shall be decided by a vote of those present. Voting shall be by a show of hands, or by ballot, if requested by a majority of those present. Proxy votes shall not be used in these elections. 7.6 Voting at the AGM shall be restricted to those present who have been nominated by their registered Club as the ‘voting member’. Each registered Club shall be entitled to nominate one voting member. 7.7 The President of the NEGA, or in his absence the Chairman or Vice Chairman, shall preside at the AGM. 7.8 The business of the AGM shall be as follows:- a. Apologies for absence b. Minutes of the Previous AGM and Maters Arising c. To receive the Annual Report d. To receive the Audited Accounts e. Election of Officers

8. SPECIAL GENERAL MEETINGS 8.1 A Special General Meeting (SGM) may be summoned at any time, by the President, the Executive Committee, or on a requisition signed by not less than three members of the Executive Committee, or by not less than ten ordinary members. The reasons for calling such a meeting shall be given in writing, to the Secretary, who will give at least 14 days’ notice of the SGM. Those entitled to attend shall be the same as those entitled to

attend the AGM. No business shall be discussed other than that set out in the calling notice. 8.2 If the business at the SGM proceeds to a vote, voting shall be by a ballot of those members present, and decisions shall be by a simple majority, except as provided in suspensions and reinstatements of BGA articles. 8.3 Voting at the SGM shall be restricted to those present who have been nominated by their registered Club as the ‘voting member’. Each registered Club shall be entitled to nominate one voting member.

8.4 The President of the NEGA, or in his absence the Chairman or Vice Chairman, shall preside at the SGM.

9. UNUSUAL CIRCUMSTANCES If the designated Officer is not present to chair any meeting, a chairman for the meeting shall be elected from amongst those present by the majority vote on a show of hands. At all meetings, the person presiding shall have a casting vote, as well as a deliberate vote.

10. AFFILIATION FEE Each Full and Associate organisation shall pay an affiliation fee to NEGA annually. The fee will be reviewed and determined at the AGM. The affiliation fee shall be due on the 1st of January each year, and failure to pay the fee by 31st January will involve the loss of voting rights at the AGM or SGM. An amount from each affiliation received, will be repaid to each Gymnastics Federation to facilitate gymnastics activity within that area.

11. FINANCES 11.1 The income and property of the NEGA, from whatever origin, shall be applied solely to the promotion of the objectives of NEGA as set out in Section 4 of this Constitution.

11.2 All funds received by the Association shall be held in the North of England Gymnastic Association Bank Account. Two signatures shall be required on all cheques. The following shall be authorised to sign the President, Chairperson, Treasurer and Secretary. 11.3 The Treasurer shall report on financial matters at every Executive Meeting. A copy of the audited Accounts shall be available at each AGM. 11.4 In the case of the Association being dissolved, all debts and liabilities of the group shall be discharged. The remaining assets shall be transferred to other such group with similar objectives.

12. ALTERATIONS TO THE CONSTITUTION 12.1 No alteration of the Constitution shall be made except at an AGM or SGM called for the purpose, and which is quorate under Section 7 of this Constitution. 12.2 Alterations must be supported by at least two thirds of those present and voting and this number must include at least two thirds of the members of the Executive Committee in office at the time.

12.3 Notice of an alteration to the Constitution; must be sent to the Secretary at least four weeks prior to the general meeting called to discuss the proposal and the proposal shall be set out in the notice convening the meeting.

13. REPORTING PROCEDURE The North of England Gymnastics Association will report regularly to all affiliated Clubs with details of all gymnastic activity undertaken or planned.
