A hundred years full of extraordinary achievments, the development of the strong role of NDT in engineering science, its contri- bution to ensuring safety to hu- man life, the founding of insti- tutions assisting the develop- ment of NDT. The advanced state of NDT that we have today is the result of the synthesis of a division of labour that encompasses the discovery by scientists, of the principles underlying our meth- ods, the efforts of the pioneers of NDT techniques, the work of entrepreneurs who design the equipment, the technicians who daily respond to the ever grow- ing need for NDT, the founders of NDT Societies responsible for the promotion of NDT at national level and the network of ICNDT that tracks the course of NDT at an interna- tional level. This 100 year anniversary is a testimony to enthusiasm and spirit that is the cornerstone of the NDT profession. G. TESTING HONOURSPETER BRADY

CSNDT Fellow and Past President Pe-ter Brady, Vice President and QualityAssurance Manager for Atlas Testingand Services has been awarded theW.E.Havercroft Award for 2000. TheW.E.Havercroft Award was presentedto Peter Brady on May 26, 2000 at theCSNDT Annual General Meeting. Theaward is presented yearly in recognitionof his outstanding contribution to theadvancement of nondestructive testingin Canada. This honour recognizes thecontinuous and dedicated services Mr.Brady has given to the Canadian Societyfor Nondestructive Testing over the lastthirty years.Mr. Brady has been an Ontario Chaptermember since 1970 the last eighteenyears on the Ontario Executive andChapter Chairman from1992-1994. Heis also a member of the CSNDT Natio-nal Board of Directors were he has heldvarious executive positions during thelast twelve years. In 1994 he was electedas President of CSNDT and held theposition for three years. Mr. Brady wasthe Conference Chairman for the socie-ties 30th Anniversary in Niagara Falls,Ontario and President of the 1stPANNDT Conference held in Toronto,Ontario. His activities in other technicalorganizations include American Wel-ding Society, Canadian Welding Societyand American Society for Nondestructi-ve Testing (ASNT) for the last 27 years.Mr. Brady holds Level 3 Certification inRadiography and Magnetic Particle,ASNT Level III, RT, LT and MT, Le-vel II C.W.B. Röntgen Badge 2000 awarded toDGZfP member.

The 83rd recipient of the Röntgen Bad-ge, awarded by the city of Remscheidto internationally renown scientistsevery year since 1951, is an NDT ex-pert once more: Government DirectorDr Manfred Paul Hentschel, Head ofthe “X-ray Topographic Methods” La-boratory of BAM (Federal Office forMaterials Research and Testing). Thus,after 5 years, a representative of non-destructive testing received the covetedaward once more – at the suggestion ofDGZfP. Dr Hentschel received the ho-nour for his work on developing X-raytopographic methods for materials re-search, which represented pioneeringwork in materials research, as the eu-logy said. Since 1989 the scientist hasbeen a personal member of DGZfP.

New DGZfP Board elected in Innsbruck

Due to the sudden demise of ProfDierk Schnitgger in October last year,in the middle of his third period asDGZfP Chairman, an extraordinaryBoard election became necessary.This was conducted at the General As-sembly in Innsbruck on 30th May 2000.Dipl.-Ing. Hans Aisenbrey, who hadacted as the interim Speaker of theBoard, was elected as the new Chair-man. New members of the Board: Wil-fried Hueck of VEBA Oel AG. Pre-viously on the Board and confirmed:Dipl.-Ing. Jörg Völker and the Mana-ging Board Member Dr Rainer Link.The next ordinary election of theBoard is scheduled for May 2001, onthe occasion of the DGZfP AnnualMeeting in Berlin.

Cont’dErnst-Schiebold CommemorativeMedal 2000 awardedThis year’s Schiebold CommemorativeMedal, with a prize money of DM 8,000,was awarded to Dipl.-Ing. Thomas Zwe-schper, born 1968, from the Institute forPlastics Research and Plastics Science inStuttgart for his work on non-destructiveand contact-less characterisation, usingthe Lockin thermography method. Thedynamic transport of heat enables the re-gistration of discontinuities in compo-nents. This is what the Lockin thermo-graphy is based on, which delivers theamplitudes and phase images of the mo-dulated heat transport. In bonding tech-nology, the focus is on changing borderareas. Originally separate areas are pres-sed together. As the border area pro-perties depend on the pressure of pres-sing the parts together, the Lockinthermography method is well suited toregister the contact pressure.The systematic investigations of Tho-mas Zweschper in screwed and rivetedconnections have yielded that the tighte-ning force of the screws and the pull-offstrength of rivets may be read from thephase angles without contact, followingthe respective calibration. It is particu-larly important for the practice, especial-ly with regard to safety-relevant applica-tions eg in aviation, to identify wronglytightened screws or rivets speedily.

Berthold Award 2000This year’s Berthold Award of theDGZfP, with a prize money of DM8,000, went to Dr Christiane Maierho-fer, born 1964, of the Federal Office forMaterials Research and Testing for herwork on radar applications in the con-struction industry. Dr Maierhofer foundout that certain properties of the con-struction materials, as for instance themoisture content, acid content and po-rous structure have a different influenceon microwaves. Thus, there is the possi-bility of measuring problematic acidcontent and detrimental moisture con-tent separately. Dr Christiane Maierho-fer heads the DGZfP sub-committee‘Radar Methods’ in the committee of‘NDT in the Construction Industry’.She is in charge of drawing up a DGZfPinstruction leaflet there. She representsGermany on several international bo-dies in her professional area.

DACH meeting 2000 in InnsbruckThe joint DACH meeting of the threeGerman language societies for non-destructive testing DGZfP (Germany),

ÖGfZP (Austria) and SGZP (Switzer-land) in Innsbruck from 29th to 31stMay was well attended by around 550participants. There were 65 paperspresented and 51 poster contributionsunder the heading of ‘NDT on thethreshold to the 3rd millennium’ co-vering more or less all areas of NDT.DGZfP Chairman Dipl.-Ing. HansAisenbrey said in his opening speechthat ‘important impulses for the desi-gn of international standards, for trai-ning and new communication structu-res’ had emanated from the DACHorganisation. ÖGfZP President Dipl.-Ing. Artur Salcher stated that in theworld of NDT, the term DACH hadbecome ‘a synonym for successful in-ternational cooperation – and not onlya lip service’. Some 70 testing officialshad met on the day before for an in-ternational exchange of experience.

ISRAEL

The Israeli National Society forNon-Destructive Testing The community of Non-DestructiveTesting (NDT) in Israel consists of200 to 300 persons. Some of themwork in the defence industries andothers in the private industry. Forabout 25 years they were organizedprofessionally as a chapter of the Israe-li Metallurgical Association. TheNDT activity at that time consisted ofan annual one-day seminar and a num-ber of meetings of the NDT Commit-tee each year.For a long time the Committee washeaded by Professor Amos Notea whodid much to advance the aims ofNDT, to initiate contacts with WorldConference of NDT, with the interna-tional NDT community and to increa-se awareness of the NDT profession.Professor Notea is active in researchin the theory and applications ofNDE. For some 15 years efforts were madeto join the European Federation ofNDT, but for political reasons theseefforts were not successful. WithIsrael’s orientation towards Europe anIsrael Standard IS 1031, which was ba-sed on the European SpecificationsEN 45013 and EN 473 was published.A committee for the examination andcertification of NDT personnel wasformed but was unable to operate asthe requirements of receiving the Eu-ropean accreditation were not met.In 1998 Mr. Gabi Shoef (one of thefounders of NDT in Israel) presentedto the Assembly of the EuropeanNDT Federation a summary of NDTactivities in Israel and submitted theapplication for membership, on behalfof The Israeli NDT community. TheFederation accepted NDT Israel withconditions to be filled.Joining the Federation necessitatedthe formation of an independentNDT society (ISRANDT), which to-day has some 200 Members, the for-mation of the Certification Body(ISRACERT) and the meeting of allthe requirements of EN 45013, thedocuments that interpret it and all therequirements of the European Accre-ditation.The Society received generous helpfrom Dr. Nardoni, the President ofICNDT, Mr. John Thomson fromThe British Institute of NDT andothers, as well as from the Israeli Ma-nufacturers Association. Contact wasestablished with SINCERT the natio-nal accreditation body of Italy. As partof the preparations an ExaminationCenter was set up at the Technion,Haifa, a QualityManual and Opera-ting Instructions was prepared, initialexaminations (of candidates) wereperformed by ISRACERT and addi-tional candidates were examined du-

ring the witness assessment of theSINCERT team.At the end of September 2000, we re-ceived notification that SINCERT hasapproved the accreditation of the ISRA-CERT activities, and we are currentlymodifying our Certificates of logos toinclude the SINCERT logo. Recently,we have applied to the Committee forMultilateral Recognition in England tobe included in their scheme.We have not neglected other objecti-ves of the Society. We have foundedan Israeli Section of the ASNT, whichis made up of members holding LevelIII ASNT certifications and others.The Section operates with the assi-stance of ISRANDT. As a significantpart of the Israeli Industry works ac-cording American standards, it is im-portant for us that ASNT certified Le-vel III experts will participate in exa-mining and certifying Level II and Le-vel I inspectors, and we filled up theapplication that our Examination Cen-ter will be approved by ASNT. TheCertification Body of ISRACERT si-gned an agreement with TUVCERTEssen for examining in Israel NDTpersonnel according the requirementsof PED 97/23 Article 13.We have conducted two InternationalCongresses in Israel, one member par-ticipated in Congresses organized bythe ASNT in the USA, in the PlenarySession of the Confederation in Paris,in the Congress of the Balkan Coun-tries in Bulgaria, and we have held aSeminar on NDT in Nigeria and So-fia. Our delegation, 13 members willparticipate at the 15th World Confe-rence on NDT Rome this October, gi-ving 5 scientific presentations. We willcontinue in our activities and focus onthe education for Quality and Perfec-tion, with the aim of enhancing thequalification level of NDT personnelin Israel and to participate in nationaland international projects for researchand development. BANGLADESH

BSNDT-ISNT JOINTWORKSHOP & 10th ANNUALCONVENTION OF BSNDT

Bangladesh Society for Non-destructi-ve Testing [BSNDT] and Indian So-ciety for Non-destructive Testing[ISNT] Joint workshop on ‘NDT Cer-tification, Standards &Calibration’and 10th Annual Convention ofBSNDT was held on 9th September2000 at the Auditorium of AtomicEnergy Centre, Dhaka, Bangladesh.There were two sessions- technical &BSNDT business session. In technicalsession 5 papers were presented rela-ted to the NDT Certification, Standards&Calibration. In a special message onthis occasion, ICNDT President G.Nardoni wished the success toBSNDT 10th annual convention &joint workshop and praised BSNDTfor her past activities including amember of ICNDT Community. Healso urged to the members of BSNDTto continue their best efforts for deve-lopment of NDT technology.A good number of delegates fromISNT and different NDT users, indu-stries, academic institutions and pro-fessional bodies of Bangladesh partici-pated in the forum.

ISO/TC135 (NDT)It is significant and timely to hold a seminar onISO9712 in Rome during the 15th WCNDT. This isbecause ICNDT has been a major promoter of interna-tional harmonization of qualification and certificationof NDT personnel and its realization is now in a crucialstage. Non-Destructive Testing (NDT) is an indispen-sable tool for product quality control and plant mainte-nance. Many standards have been developed to ensureconsistent, reliable and effective uses of NDT. Thegrowth of global trade and international activities calledfor truly international standards rather than numerousnational and regional standards. ISO/TC135 was esta-blished in 1969 to meet this demand.The first plenary meeting was held in London in 1970and 6 SCs (Vocabulary, RT, UT, ET, MT and PT) we-re established. The interval of plenary meetings was 5years for the first few meetings and then has been re-duced to 2 years to reflect the increased activities.All NDT can do is indirect observations of defects. Assuch, the quality of NDT operation and interpretationheavily depend on the skills of personnel. Hence manynational NDT societies introduced qualification andcertification schemes of personnel in 1960's. A needfor harmonization of these systems soon became appa-rent. TC135 at that time, however, was not enthusia-stic to expand its activity beyond traditional NDTmethods and resolved so in the first plenary meeting in1970. This was reversed in the second meeting in Phi-ladelphia in 1975 and SC7 was established to coverqualification and certification of NDT personnel. Butthe first meeting of SC7 was not held until 1983.

ICNDT recommendationsIn the meantime, ICNDT established Task Group onHarmonization in 1973, which produced in 1985 a col-lection of recommendations as shown in Table 1. SinceICNDT is a voluntary organization, the task of inter-national standardization was transferred to ISO. BothISO9712:1992 and CEN EN413:1993 -EuropeanStandard- essentially came out from this same root. Itwas unfortunate that there were many differencesbetween two standards. Although recent revisions in1998 reduced the number of differences, a completeintegration of two standards will take a few more years.Other ICNDT recommendations, such as minimumrequirements (training syllabuses) of various NDTmethods, have rested on a shelf waiting standardiza-tion, although International Atomic Energy Agency(IAEA) used much of contents in its NDT trainingguide: TECHDOC-407 (1987). Very wasteful, indeed!These minimum requirements could be good compa-nions with ISO9712. Training time and marking sche-dule of examinations specified in ISO9712 will havereal meanings when its contents will be well defined.ICNDT Task Group WHxx-85 lead by Mr. Aufrichtwill present a new revision of minimum requirementsin Rome. It is hoped to incorporate these requirementsinto ISO9712 without wasting time.

ISO and CENA few words on a comparison between ISO standardsand CEN standards will be in order.ISO standards are recommendations only and hence acountry is free to adopt partially or modify its contentsto make it easier for domestic acceptance. This spoils avalue of global standards. A CEN standard becomesmandatory to all participating countries, when it is for-mally adopted by voting described below.Each member country of ISO has equal vote. Demo-cratic! But there is little room to reflect the size of in-dustry and its technical expertise of a large industrialcountry. Formal adoption of a CEN standard is deci-ded by a weighted majority vote of all member coun-

tries and is binding all of them. Hence when a CENstandard is once formally adopted, it is difficult toamend it in ISO standardization process. This is espe-cially true, if two dozens of vote held by Europeancountries are counted. The global coverage of ISO suf-fers distance barrier. Few countries have financial andhuman resources to participate in frequent meetings,of which venues spread all over the world. CEN has nosuch problem, since most European cities can be rea-ched within a few hours of flight.ISO TCs work rather independently despite efforts ofmutual liaisons and the coordination by Technical Ma-nagement Board (TMB) of ISO Central Office. Hencethe adoption of such overall management systems asISO 9000 and 14000 series has been slow and uneven.The lack of an ISO document equivalent to CEN'sEN45013: General criteria for certification bodiesoperating certification of personnel has caused muchdifficulty in harmonization of certification of NDTpersonnel. European Union countries have had tounify their regulatory standards in the fields of safety,health and environment. Hence there is a high incenti-ve to speed up standardization. Closeness in distance,similar cultural background and weighted vote alreadymentioned also helps to speed up processes.

ISO's problem and remedyGlobal consensus aimed by ISO is nice, but a long timerequired to achieve the ideal is too slow in this rapidlychanging world. Recently TMB set the time limit, 43months from the registration of a new work item to afinal publication of standard. Even this time limitseems too long in today's standard. ISO 9712, a keydocument of certification of NDT personnel, however,took more than one decade before the publication. Ta-ble 2 shows its time marks. There is a clear need to speed up standardization pro-cesses within ISO and improve mutual collaborationbetween ISO and CEN. The Vienna Agreement is bi-lateral in its spirit. But its implementation much de-pends on how fast ISO can develop a standard. Adop-tion of a CEN standard as an international standardwithout modification by a fast track will save much ti-me and work. In view of large emerging as well as exi-sting markets outside of Europe, however, global con-sensus, which ISO has aimed, cannot be ignored. Oncea CEN standard is issued, its modification within ISOprocesses is rather difficult as already mentioned. Hen-ce a mutual collaboration is desirable in early stage ofCEN standard. At one time, Working Groups ofCEN/TC138, which corresponds to TCs ofISO/TC135 and conduct most actual work, were clo-sed to non-European countries. Even if it were ope-ned, few outside countries could participate in frequentmeetings because of distance barrier.Traditional workflow of standardization based on dailymails and occasional meetings has become obsoleteand unable to solve these pressing needs. Recent ad-vances in electronic communication, however, espe-cially the Internet offers much opportunities to impro-ve mutual understanding, enable discussions in earlystages of development and speed up every steps ofstandardization with a substantial saving in cost, timeand man power. Document handling and management,which are cores of standardization, can also greatly im-proved. Traditional paper documents distributed bymail or facsimile needs retyping and reprinting, whe-reas electronic documents on the Internet are reusableand recyclable. Indexing, version control, database andarchive are almost automatically obtained in electronicdocuments. At the same time, much of printing, mai-ling and travelling cost can be saved.Face to face personal contacts in a meeting are indi-spensable. The value of a meeting, however, is muchenhanced by mutual E-mail contact between NDT ex-perts and preview of documents over the Internet. Fastdistribution of minutes and resolutions within a fewdays over the Internet, not months by mail, will speedup follow-up processes.The phenomenological growth of the Internet in manyhuman activities has reason. It provides global covera-ge with speed and economy. Not only text but also su-ch multimedia information as images, voices, videoscan be interactively communicated without little addi-tional cost. Browsers provide universal office environ-ment for viewing and writing with user-friendly man-machine interface. Degree of security has been impro-ved to allow monetary transaction and distribution ofcopyrighted material.ICNDT Task Group on Internet will present a reportin Rome. It contains several recommendations to im-prove and speed up operations of ICNDT through theuse of Internet.ISO recognized these trends and set up InformationTechnology Strategies Implementation Group. It is a

right direction. But much work has to be done in ti-mely manner. Similar situations, problems and possibleremedy by the Internet, exist in national and regionalstandardization. Hence a change of workflow withinISO is not good enough. Simultaneous re-engineeringof national and international workflow in standardiza-tion is desirable. There have been information gapsbetween a national committee (an ISO member repre-senting its country), domestic technical committeesand experts in ISO WGs. Sometimes the nationalcommittee casted negative votes against documentsprepared by their own experts. Hence NDT societiesshall exercise their proper influence on domestic aswell as international standardization processes.

ConclusionICNDT is the only global entity comprising NDT so-cieties and professionals. As such ICNDT shall encou-rage its members to pursue deserved influence in do-mestic and international standardization process. Theuse of Internet will provide many opportunities.ISO9712 is a monument of initiatives taken by ICNDTmore than a quarter century ago. But it is not comple-ted yet. It is hoped that this seminar in Rome will acce-lerate the final finish through mutual cooperation.

The Asian-Pacific - Conference on NDT The Asia-Pacific Conference on Non-Destructive Te-sting has its origins at the 7Th WCNDT Conference in1973. During discussions between Dr Tenny and Profes-sor Ishii the proposal "That it would be of benefit to thePacific-rim region if NDT Technology and Industry we-re promoted" was put. The first Pan-Pacific conferencewas held in Tokyo, in 1976. Delegates from Korea, Ja-pan and the USA attended. With the advent of non-Pa-cific-rim Asian countries applying to become members,the proposal was put to a postal ballot that the name bechanged to the "Asian-Pacific" Committee on NDT (A-PCNDT) and at the Conference in Canada in 1987 thename was ratified.Member countries include Canada, China, India, Indo-nesia, Japan, Korea, New Zealand, Philippines, Taiwan,Thailand, Singapore, USA, and Australia.The committee consists of a President, Vice President,Immediate Past President and one each voting delegatefrom Member Countries. A-PCNDT aim is the disse-mination and exchange of NDT information and tech-nology. Conferences are held every two to three years,except World Conference year. As well as the presenta-tion of technical papers, there is an industry equipmentexhibition. The next conference is in Brisbane, Australia,during September 2001 and the following conference inKorea.

Meeting of Board of Directors in Berlin

The Board of Directors met in Berlin on May 13 and 14, 2000.The meeting, chaired by the president in-charge bjarne Larsen,was hosted by the German Society for NDT (DGZfP e V.) andtook place in Zeuthen close to Berlin. The Board of Directorsworked on numerous topics.One of the most important topic (topics) under discussion was thequestion how to increase and optimise the flow of informationamong the mem-bers of EFNDTand other intere-sted parties withrespect to new ac-tivities withinEFNDT, impor-tant decisions ofthe Board of Di-rectors, theWorking Groupsand the GeneralAssembly. It was agreed that after each meeting a brief press releasewill be drafted which will be published after approval by the Boardof Directors. Media for publication may be journals or news lettersof the members and the home page of EFNDT.The current status and the follow-up actions of EFNDT with re-spect to the mutual recognition of personnel cerhlication withASNT and ASME was discussed extensively. The meetings withASNT which currently do not develop as expected or tto be hone-st, are totally lacking currently, will be continued. However, a hi-gher priority will be given to direct discussions with ASME. TheGeneral Directions of the European Commission DG III “Enter-prise” which is responsible for the European Pressure EquipmentDirective will be invited to participate in future meetings.A task force was established under EFNDT which is authorised toproceed with this topic. Members are Bjarne Larsen, Roger Roche,John Thompson and Ulrich Kaps. Progress in this respect will berecorded under the EFNDT web page continuously.Another important project of EFNDT is the establishment of theEuropean Cerfitication Programme ECP. This programme will notreplace standards dealing with NDT personnel certification whichare currently enacted. moreover, ECP will improve the quality ofexaminations through the development of a harmonised catalogueof examination questions and the harmonised description of testspecimens to be used during examination sessions.This programme which is under development within the EFNDTmember societies of France, United Kingdom and Germany willbe available by end of the year 2000. The conditions for participa-tion will be published end of the year by the Board of Directors ofEFNDT. Finally, the Board of Directors agreed to become mem-ber of EUROLAB as observer and to accept EPERC as new asso-ciated member of EFNDT. Ireland was agreed to be a new fullmember of EFNDT.

Dear Colleagues,It seems like yesterday, but it has already beenover two years since the Board of Directors of theEuropean Federation for NDT (EFNDT) hon-oured our Society by giving us the responsibilityof organizing the 8th European Conference inBarcelona in the year 2002.This is a big challenge for our Society since thecapability and professionalism of the seven organ-izing societies and hosting cities (Mainz, Vienna,Florence, London, Sarajevo, Nice and Copen-hagen) that preceded us, raised the conferencestandards to such a high level that meeting or evenexceeding these standards becomes a difficult task.However, we are sure that we will successfullyachieve our goals with the efforts of the Organiz-ing Committee and the other Committees (Scien-tific, Technical etc.) enhanced by your invaluablehelp.Up to now, we all have worked incessantly in thefirst stages of the conference organization. As weall know, these stages do not give short term re-sults, but rather pave the way for future activities.We hope to be able to count on your attendanceat this European event, the most important one inthe world of NDTs. This will be the first confer-ence organised by the new-born European Federa-tion for NDT, the first in the 21st Century and thefirst in the era of recently coined European Cur-rency.Suffice is to say that you will have precious memo-ries from your stay in breathtaking and welcomingBarcelona; its friendly people, splendid infrastruc-ture and its enticing urban landscape bursting withculture and heritage.
