First, you should know that the Jacksonville Transportation Authority will soon be hosting a community meeting to discuss the widening of San Pablo Road from Atlantic Boulevard all the way down to Butler Boulevard. The meeting will take place on April 26 from 5:00-7:30 p.m. at Alimacani Elementary School. The construction will certainly affect all of us so I en- courage everyone to attend to learn how your daily commute will be im- pacted and for how long. Also, with homeowners getting their yards in shape this spring, it is im- portant to know that effective immediately, hat racking hardwood trees (also know as tree topping) is no longer permitted in Osprey Pointe. This involves cutting and removing a significant amount of a tree’s canopy so that very little is left to sustain its long-term life. Anyone who hat racks a tree in Osprey Point will be fined $500 per tree and will be required to re- place it with a like-kind hardwood tree. This is an effort to ensure the natu- ral beauty of our neighborhood is protected. If you are planning to heavily prune your trees and have any concerns or questions about how much is too much, please contact Lenny Boot, chairman of the ARC. Lastly, the Clubhouse Committee is in the process of securing bids for ren- ovation of the clubhouse bathrooms which are very outdated and worn. The Board has been discussing and planning this initiative over the past few years and we are moving forward with the project. Pool Time!

As the summer approaches, we are getting days

here and there to enjoy the pool. If you are plan-

ning a small party or gathering in the pool area,

please remember there is no drinking or eating in

the pool or along the pool’s edge (and no glass

containers in the pool area). Please show courtesy

to your neighbors by picking up after yourselves,

respecting the pool furniture, and supervising chil-

dren appropriately. When renting the community

clubhouse, the back patio (the raised, covered

deck at the back of the building) is included in your

rental. If you want to be sure to have access to this

area, please arrange for a rental. However, the

pool is open and available to all residents dur-

ing normal pool hours, regardless of whether

the clubhouse is being used. If you have any

questions or concerns regarding our pool, club-

house, or other common areas, please contact a

member of the clubhouse committee.

Clubhouse Reservations You can check clubhouse availability and read the rules and regulations regarding clubhouse rentals at www.marvin-group.com/osprey-pointe-clubhouse-reservations. Log in with user name “ospreyowner”, and password “osprey”. The rental fee is $85.00 per day, and includes the use of the back patio.

Osprey Reminders

Bus Stop

Due to vandalism problems and safety con-cerns, the Osprey Pointe BOD has request-ed a change in the location of the bus stop out front, from along San Pablo to next to the Clubhouse, effective next fall. Families with children assigned to this bus stop will receive a letter prior to the 2018 school year with information about the change. Please speak to your children about not sitting on the brick wall that borders our community, climbing the trees out front, playing in or near the street, and other basic safety habits. There have been in-stances where children have pushed each other into oncoming traffic. Let’s keep our children safe.

San Pablo Widening

There will be a meeting at Alimicani on April 27 to discuss widening San Pablo and improving the interchange at JTB. This work will impact all of us, and residents are encouraged to attend the meeting and par-ticipate in the discussion. The meeting is scheduled trom 5:00—7:30 pm.

Though the unspoken rules of dog walking are common sense to many dog walkers, there are

some people who may be ignorant of or who actively choose not to follow the etiquette of dog walk-

ing. There have been reports of residents walking their dogs up into front yards and even alongside

or behind homes during the daytime, and in one case, a person was caught in the back yard of a

home at 10:00 at night with his dog. Below are five simple tips on dog walking etiquette:

1) No trespassing! When walking your pet around a residential neighborhood, it is universally ac-

cepted as rude if you allow your dog to walk on people’s front lawns, into their gardens, snack on

their landscaping, or urinate on their mail boxes, garbage cans, or lawn decorations. It is also

considered trespassing, and may incur a monetary fine and up to one year in jail.

2) Pick up the Poo! Be prepared with a plastic bag (or several) for picking up doggy doo… and

simply toting them isn’t enough: don’t “forget” to use it! Do not deposit the bag in a nearby trash

can; take it with you and dispose of at your home.

3) Your dog might be friendly. But other people might not be. Not everyone may be as much

of a dog lover as you are, and even if they are, they may be otherwise occupied. If a passerby is

interested in your dog, you’ll know it. Best to assume no one is as interested in your dog as you are

and act accordingly. Some people are afraid of dogs, don’t care for dogs, or simply may not be in

the mood to be sniffed, licked, or jumped on. Your objective on a walk should be: keep walking,

calmly and purposefully, and not to let your dog run your walk!

4) Other dogs might not be friendly either. Rule #3 also applies to other dogs. Don’t assume

other dog walkers or dogs are as interested in socializing their dogs as you or your dogs might be.

Not all dogs are as happy-go-lucky, social, or calm around other dogs as your perfect Polly is.

5) Keep the leash on. Even though you might feel very confident in how “good” your dog is in his

ability to walk calmly by your side off-leash and obey all of your verbal commands, his behavior

could be unpredictable, depending upon the unexpected (and exciting) nature of a given stimulus,

and the worst thing that could happen while walking a dog is, to lose your dog. In addition, vets

and trainers overwhelmingly agree that a standard leash should be used rather than a retractable

leash for walking in a neighborhood or around other people/animals where control of the animal

and safety for all is paramount. Save the retractable leash for walks in open areas such as parks

or the beach.

Gardening Corner

What to Plant Annuals/Bedding Plants: New varieties of coleus do well in sun or shade and provide vivid colors and patterns for months.

Bulbs: This is an ideal time to plant many bulbs. Consider blood lily, caladium, or canna. Louisiana iris and others make beautiful cut flowers.

Herbs: Plant heat-loving herbs, including basil, oregano, sage, Mexican tarragon, and rosemary.

Vegetables: Continue planting warm-season crops. Mulch well to prevent weeds and provide irriga-tion if rainfall is lacking.

What to Do

Pests: Monitor landscape plants for aphids that feed on tender new growth.

Beneficials: Identify and conserve beneficial insects. These insects should be encouraged in your yard!

Perennials and bulbs: Divide clumps of bulbs, ornamental grasses, or herbaceous perennials to expand or rejuvenate garden beds or to pass along to friends.

Lawn insects: Rule out cultural problems, such as lack of water, that resemble insect damage be-fore applying a pesticide.

Lawns: Apply fertilizer after new growth has started—usually early April in north-central Florida and mid-April for north Florida and the panhandle.

Shrubs: Choose from a wide variety of shrubs to add to the landscape now.

Trees: Consider planting a spring-blooming tree, such as fringetree (Chionanthus virginicus), Caro-lina Silverbell (Halesia carolina), or redbud (Cercis canadensis).

Mulch: Add mulch to minimize weeds and conserve moisture during dry weather. Organic mulches break down and add nutrients to the soil.

The Basics of Submitting an ARC Request

New Renovations? Repairing After Damage? ARC approval is required, prior to work commencing, for any construction, color changes, alterations, addi-tions, reconstruction, or improvements of any nature on the exterior of your home and lot. The ARC Guidelines and Application for ARC Review are available at http://marvin-group.com/osprey-pointe-architectural-review-application/; you may also submit your application electronically. Additionally, you are requested to attend an ARC Review meeting to present your plan to the committee. ARC Review meetings are held the third Tuesday of each month, unless otherwise noted in advance. Here are some helpful tips to help you sail through the process:

1. Download the Architectural Review Application. 2. Gather your documentation. Following is a recommended list of items to have ready with your request

(this is not a comprehensive list, only suggestions based on the most commonly requested items):

Landscaping/Trees: names and photos of plants; diagram showing placement of plants

Roofing: shingle type, size, and color; sample shingle

Paint: colors to be used; areas to be painted; color wheel or paint chips

Windows/Doors: product name, along with full description and photos, diagram showing placement of items to be added/changed

Fencing: fencing product name, board type, thickness, width, height, and color; picture or sample of wood to be used; diagram showing placement of fencing

Driveways/sidewalks: materials and colors to be used; copy of property survey Pools: materials and colors to be used, include fencing/screen materials Gazebos/screen enclosures/pergolas: materials and colors to be used; sample or photo of materi-als; dimensions of final product

3. Complete the Architectural Review Application and attach your document files to the Application.

4. Send the completed Application with your documents AT LEAST 5 DAYS BEFORE the next scheduled ARC Review Meeting.

5. Attend an ARC Review Meeting and present your request to the ARC Review Committee. Note: you may receive verbal approval to move forward with your renovation and avoid waiting for a writ-ten response before you get started

6. Receive a formal, written decision on your Application

7. Schedule your contractor to commence work Note: If you submit the Application after the work has started or has been completed you will be required to remit a payment of an ‘After the Fact’ fee of $250. Your application will not be accepted without the fee.
