TEMPORARY ROAD CLOSURE - DENMARK HILL (PALGRAVE HILL) - 27th February to 6th March 2017

As previously mentioned, notification of the above temporary road closure has now been circulated by Suffolk County Council. It covers the whole length of Denmark Hill between the junction with Millway Lane and the junction with Ling Road and Denmark Street, Fair Green.

The works are believed to include laying a connecting pipe in place of the short length of ditch just downhill from the entrance to Denmark Court and various other works to gullies and surface water drainage systems to relieve flooding at the foot of Denmark Hill and elsewhere.

It is anticipated that access to premises will be maintained as far as possible but access routes may change depending upon the actual location of the works at any given time

It’s rewarding that complaints have been heeded and are being acted upon but unfortunate that there have been successive closures of the through route. The diversion will again be via The Green, Upper & Lower Rose Lane, Victoria Road & Park Road, and Denmark Street, Fair Green.

That leaves one more planned temporary closure, again for drainage works at a point on Lion Road near the edge of the village, and full details will be provided once known.

PALGRAVE FLOWER & PRODUCE SHOW

Saturday 8th April

Entries in 7.30 – 10 a.m. Viewing 12 – 5 p.m. Full schedules available at the Centre or from Helen Thorburn

(01379 615749) and entry forms must be in, as described, by 4th April.

Lots of classes for those Spring flowers and plants so if you are proud of your daffodils or tulips etc please show them off. You may want to work on the Handicraft section in advance:- a keyring using nuts and bolts, a child’s knitted hat, a flower drawing in black and white or a handmade greetings card. Photography is another class which you can work on beforehand, this time the subjects are: Woodland, Palgrave Community Centre, A close up - or 3 photos of Windows mounted together. There are classes for Home Produce including a recipe for a lovely yoghurt cake; marmalade and chutney as well. And Flower Arranging – how about doing an arrangement in half a grapefruit shell! Children are not forgotten and there are 3 different classes to cover ages 5 – 14. At the Spring Flower Show – you can collect seed to grow a sunflower ready for the Summer Show – the winner will have the largest flower head (so – not the tallest!) You can also collect a potato and a bucket (we have done this before with surprising results) the resultant harvest will be weighed at the Summer Flower Show Look out for the Palgrave Flower & Produce Show Schedule – or ask for one. Anyone can enter our Flower Shows – they do not have to be members or live in Palgrave – we welcome all – so please encourage your friends and family to get involved.

Play in Palgrave Celebrates Fundraising Success

The Play in Palgrave Joint Working Party (JWP) is already making great success this year with fundraising efforts for the village’s play area project. The jam-packed calendar of fundraising events for 2017 was launched with a disco for 50 children last month. Thank you to all of the families who joined in and helped raise £300. A group of primary school children also raised over £100 by helping shoppers in Morrisons pack their bags. Well done to Alice, Elsie, Kyla, Emilia, Cadence, Thomas, William, George, Thomas, Sophie and Hannah.

The JWP aims to raise a grand total of £81,000 to deliver Phases 1 and 2 of the project. We have secured over 50% of the target so far since fund-raising began in March 2016. Thank you to everyone supporting the project.

This month, the JWP is celebrating securing a substantial Capital Grant of £24,000 from Mid Suffolk District Council AND a National Lottery grant of £10,000 from Awards for All. A great boost! Also this month the JWP is saying 'Thank You’ to:

- Community Centre Bar for donating over £2,000 to the project and continued support.

Durrants in Diss and local business Syncro Ltd both donating £500.

- Morrisons in Diss supporting the project with the opportunity to pack bags at the supermarket, donation of snacks for the children’s disco and Chocolate Bingo prizes.

- The fabulous in-store team at Tesco Diss continuing to support the project this year through the Marcus Day Mediumship evening, Chocolate Bingo prizes, Summer Fashion Show, various in-store fundraising activities and much more to come.

Palgrave Nature Notes

The Goldcrest. Europe's smallest bird weighs 7 grams (1/4 oz.) at most and my guide book gives its length as 8.5-9 cm compared to the wren (often wrongly thought of as our smallest bird) at 9-10.5 cm. They have been prominent this month in a couple of reports. Firstly Pauline Brooks told me that her cat had brought one into her Hylands home: it was alive and undamaged so after a little TLC she put the tiny bird outside, whereupon it flew off apparently none the worse for the experience. Pauline obviously had the chance to observe it extremely closely and as she said "I knew they were one of our smallest species ... but I didn't realise just how small until I saw this one up so close. Hopefully I won't see one so close in the future!" The other report came from Keith Charman in Crossing Road, where a Goldcrest gave him the excuse to stop gardening: 'my wife & I watched it for 3 or 4 minutes at very close range, its yellow and orange crest clearly visible as it spent most of that time hanging upside down or flitting in and out of the plants'. Both reports conveyed the sense of delight that this tiny little creature exudes, enchanting anyone fortunate enough to encounter it and brightening up any grey, cold winter's day. There have also been a number of reports of our winter thrushes. Jan Hicks counted 22 blackbirds on the Green one morning (alarmingly suggesting she was but 2 short of a pie!), Pauline watched as a flock of redwings spend a weekend stripping the berries from a shrub in her garden, Janet Lockett has been listening to a song thrush singing every morning from the hedges in Dr Drake's meadows beside the Lows path, whilst here in Millway Lane a pair of mistle thrushes and a solitary fieldfare fed regularly on Colin Buckmaster's meadows. Only need a ring ouzel and Palgrave would have a full set of British thrushes - just dreaming! Otherwise reports have featured many of the species we would expect to see in late winter: Phil Dyer told of an early morning dog walk that was enlivened by blue, great and long-tailed tits, green- and goldfinches all busily heralding the approach of spring with their song, and Colin Buckmaster counted a flock of 30 or so goldfinches on a garden tree one morning. Janet and Jan both reported on woodpeckers, those noisy harbingers of spring - a great spotted drumming away on reso-nating dead wood (in this case a dead willow near Janet's house) to attract a mate, and green woodpeckers on the Ling calling with that distinctive, loud chuckling call that was once said to forecast wet weather, hence the vernacular name 'rain bird'. Jan also watched a yellowhammer for a while, the first she had seen for maybe 4 years, but in fact it is not unusual to see a few of them in the hedges between the village and the Ling, which is heartening for a species which has been declining in numbers for the past 3 or 4 decades. And so to the water birds. Egrets have continued to figure prominently in reports. Interestingly Alan Townsend believes that the bird he saw rising from the river behind Morrisons was a Great (White) egret, and it flew off to the north. This suggests that last month's report from Dave Witney of a Great white or Cattle egret in the same spot was in fact a Great White, not the Cattle egret I had suggested as the more likely of the two. Both are uncommon on inland waters but becoming more often seen. On the other hand the bird Jean Thorndyke saw at the same spot was almost certainly a Little egret - less rare but still a spectacular bird to see at fairly close quarters. More common waterbirds are moorhens, though equally shy: Janet has been watching a pair on the pond next to her house and says that, spring being imminent, their behaviour 'is A-rated' - what can she mean? And finally a few raptors. Kestrels have been quite widely seen all winter, probably the

family that bred last year on Paul Whiting's river meadows, and there have been several

reports from farmland to the west of the village. Buzzards too have recently made more

frequent appearances than in early winter, which may be on account of the forthcoming

breeding season. (Continues over the page)

Jan Hicks told me of three birds wheeling at height over The Ling, a favourite haunt, and of their evocative mewing cries that are so unmistakeable. But buzzards (as with sparrowhawks) stand accused by some of being responsible for the dearth of hares this season by taking leverets (a theory put forward at a recent meeting in the village) and for the perceived plight of the kestrel (as told to Keith Smith). Personally I cannot give much credence to either claim: whilst buzzards may take the odd leveret (an adult hare will be too big for a buzzard to attack), the many rabbits available offer far easi-er prey, and the cold, wet spring last year is a more likely cause of low hare numbers; and as for kestrels they are fairly safe from buzzards, which very rarely take birds of any species, preferring terrestrial animals such as rabbits or even earthworms, as well as car-rion of any description. One final message well worth passing on, though not strictly from Palgrave. Jerry Rolfe has told us that he saw a bittern (presumably in flight) whilst visiting the SWT Reserve on Lopham Fen. Now there's a bird worth seeing and hearing, but aren't they all? So the past month has been one of ornithological stories. In fact the only other report was from Richard Orchard, who updated the news of the small group of roe deer seen regularly on fields west of the village: his count of eight was the highest I have heard. There have also been a pair of brown hares in the same area, practising their well-known 'shadow boxing' routines. A fair sign that spring is nigh, but don't get too excited yet!

We provide a map on the day with addresses for the garages available from the Centre, for a nominal charge of 50p

If you do not have a garage you could display your wares in your garden, drive or yard.

For this event to take place we need several households to take part.

Following the success of the photo competition for last year's calendar, we have decided to repeat the competition this year. This time we are giving

The theme of this year will be- "Palgrave Nature". A broad subject area, including fauna and flora in and around the village.

Parish Council Report - February 2017

The Parish Council met on 9th February, when a number of members of the public were present.

Casual Vacancy - The Parish Council accepted Mr K Charman’s resignation, owing to conflicting commitments that meant he could not regularly attend meetings as is required. The casual vacancy is first notified by the Electoral Registration Officer - notices posted in the usual places. If an elector who satisfies all requirements submits their application they can be elected unopposed. If two or more such electors apply then an election will be held. If no-one comes forward at this time the vacancy remains open unless or until a suitable candidate comes forward and is considered for co-option to the Parish Council. This is an excellent opportunity to contribute to the work of the Council and to help shape the future of Palgrave as we commence work on our own Plans.

Governance - Councillors were reminded of the Suffolk Code of Conduct, Nolan Principles including being open-minded and rules relating to the requirement to declare personal interests. Policies relating to Health and Safety, Lone Workers and Disciplinary matters were adopted as recommend-ed by Personnel Committee. A qualified Auditor was appointed to undertake internal audit of the Council’s finances and procedures at a saving of £55 on the previous fee.

Financial - The necessary evidence of the number of cases dealt with relating to Palgrave residents having been supplied by Diss Citizens Advice Bureau the recurring grant of £100 was awarded. The annual grant, previously given to Palgrave & District Community Council (PDCC) to assist with the costs of grass cutting of the playing field, was reinstated for 2017.

Footpaths - the work undertaken by the Working Party was discussed. Thanks were given to those members of the Working Party who had walked all of the paths, identified any issues and got them resolved, and in particular for one member’s updated report on all of the footpaths in the Parish. The outstanding issue is the drainage work beside the upper section of The Lows, which is scheduled to be carried out by Highways.

Neighbourhood Planning - agreed in principle to work with Diss, Roydon, Scole, Burston & Shimpling, Brome & Oakley and Stuston to develop a Joint Neighbourhood Plan for the whole area.

Next meeting will be held on Thursday 9th March 2017 - 7.30pm in the Community Centre. Members of the public are always welcome to attend and time may be set aside for any questions. ADVANCE NOTICE - ANNUAL PARISH MEETING - FRIDAY 21st APRIL 2017

The Annual Parish Meeting is the opportunity for all Registered Electors in the Parish to receive reports from various local organisations - including the County and District Councillors, the Parish Council, Parochial Church Council, Community Council and the Village School - and ask questions and discuss issues around them. There will be a progress report on the ‘Play in Palgrave’ project.

The main theme for general discussion will be local planning, where we start to shape or own future. We intend to undertake a Community-Led Planning exercise to inform planning policymakers in the short term and the joint work on a Neighbourhood Plan for Diss and surrounding Parishes.

Palgrave Gardening and Social Group Palgrave Garden Group enjoyed a convivial lunch at The Kings Head at Brockdish in February. Of the events planned for this year, the following are all open to non-members, who are most welcome to attend. At the Palgrave Community Centre Saturday 4th March. A talk (2.30-4.30) on clematis by Peter Skeggs- Gooch of the well-regarded Thorncroft Clematis Nursery. Monday 6th November. A talk by the renowned Woottens of Wenhaston . Coach trips Sandringham on Wednesday 10th May Pensthorpe on Wednesday 20th September - please ring Beryl (650382) for further details.).

Tip of the Month Prune autumn fruiting raspberries now, cutting them back to ground level. Follow this with a dressing of "Growmore" or pelleted chicken manure and top with a generous mulch of garden compost. If the leaves were looking pale at the end of the season, consider giving the plants a dressing of "Gro Char" soil improver. The self-playing instrument world is very large and diverse and can be traced back 2000 years, from small musical curiosities for the home like, the Serinette bird organ and musical boxes to the giant orchestrions for the landed gentry and let’s not forget the flamboyant organs for the fairground. Jonny Ling curator of Cotton Mechanical Music Museum gives a light talk with live music from some of his Music Machines.
