Minutes of the Annual Church Meeting of the PCC and SMEMCT

Tuesday 18th April 2017

The meeting began with worship and a welcome from Revd. Richard Lloyd including an explanation that, in the absence of a PCC Secretary, Karen Moss will act as the Clerk to this Annual Parochial Church Meeting (APCM).

Introduction

Richard explained the reason for the joint annual meetings of the Parochial Church Council (PCC) and St. Mary’s, East Molesey, Charitable Trust (SMEMCT): the two work closely together and the PCC has delegated its powers over buildings, worship and mission to the Charitable Trust under the terms of the Bishop’s Mission Order (BMO) which operates until 2018. This is a requirement in order for St. Mary’s to operate independently from St Paul’s, because of the existence of the United Benefice. However there are proposed changes to Anglican ministry in Molesey which is at the consultation stage - the BMO is likely to end later this year and the United Benefice dissolved as the two parishes are re-instated to allow the formation of a Group Ministry involving St. Mary’s, St. Peter’s and St. Paul’s. Within this group, St. Mary’s and St. Peter’s will work together in a formal partnership with integrated ministry and strategy and a joint staff team, including Alex Munro as the Pioneer Curate and Richard Lloyd as the interim priest-in-charge at St. Peter’s.

Part I – APCM and AGM

i) Apologies had been received from Bill and Marlene Gotch and Colin and June Byrne. Twenty-seven parishioners were present at the meeting.

ii) Nothing had been notified under any other business for this meeting. There were no matters arising and the adoption of the Minutes of the Annual Meeting of the PCC and SMEMCT held on Monday 18 April 2016 (accuracy confirmed at the first PCC meeting after the 2016 APCM) was proposed by Stuart Windsor, seconded by Mick Rock, and approved unanimously by all present.

iii) The electoral roll report had been made available prior to the meeting and Sheila Pryde, Electoral Roll Officer, informed those present that 44 names (an increase of 36%) had been added to the roll during the year and the current total (166 parishioners) is the highest number for more than 20 years. Richard thanked Sheila Pryde for compiling the roll, writing the report and encouraging people to join the roll, and thanked Jo Rogers for her assistance with the latter, as it is important that the roll reflects those who worship here plus it is one of the ways the Church of England measures attendance.

iv) The annual report on the proceedings of the PCC had been made available before the meeting. It was written by Di Simms prior to her stepping down from the role at the end of last year. Richard thanked Di Simms for her work as Secretary of the PCC and SMEMCT and also thanked Karen Moss who has acted as minute-taker for the PCC in the interim and prepared the necessary material for the APCM. A new PCC Secretary will be appointed at the first meeting of the PCC after this APCM.

v) The financial statements for the PCC for the year ended 31st December 2016 and the financial statements for the SMEMCT for the year ended 31st December 2016 had been

made available prior to the meeting. There was a short verbal summary given, echoing the reports circulated, by Alan Ritchie, Treasurer, who also explained that the relevant certificates had been signed by and received from Barry Hitchens, the independent auditor. Alan expressed his thanks to Barry and to Sarah Godfrey, bookkeeper, for her indomitable support and great accuracy and dedication to the task.

Alan explained that the two sets of accounts (the church is legally bound to keep separate accounts for the PCC and the SMEMCT) are to be taken together and overall there was a small surplus (0.75% of turnover; thanks be to God) last year and an anticipated turnover of £185,000 this year with, at present, narrow margins for operating within. Two questions were raised - one concerning the non-payment of the grant by Surrey County Council, which the PCC are still pursuing, and the other requesting an update on the Soft Play and repayment of the loan made by a trustee (to facilitate the purchase thereof) to which the response was that income is steady, a significant repayment was made in January 2017 with another planned for late March and it is hoped that the entire loan will be repaid by late summer/early autumn 2017.

There were no further questions and the adoption of the financial statements for both the PCC and for the SMEMCT for the year ended 31st December 2016 was proposed by Rachel Sharp, seconded by Dave Bixby and approved unanimously by all present.

Richard echoed Alan’s thanks to Sarah Godfrey for all she has done, with great accuracy and expertise, as PCC Treasurer prior to being the bookkeeper for the PCC and the SMEMCT for the last five years. Richard then thanked Alan Ritchie for the enormous amount of work he has undertaken as Treasurer of the SMEMCT, and then of the PCC as well, especially with setting up the trust and co-ordinating the two. Both Alan and Sarah are to step down from their respective roles and will facilitate a strong hand-over to their successors during the months to come. Small gifts were presented as an acknowledgement of all they have done and thanks given to Christine Jarvis-Norse for overseeing Gift Aid claims. Paul Faulds has been invited to be the Treasurer and will be appointed formally at the first meeting of the new PCC.

vi) The annual fabric report had been made available prior to the meeting and there were no questions.

vii) The report on the proceedings of the Deanery Synod had been made available prior to the meeting and Alan added that although this appears ‘dry’, the meetings of the Deanery Synod are very helpful and informative. Please do find him if you want to know more detail about what happens. There were no questions about the report.

Representatives at Deanery Synod - Sue Dennis and Alan Ritchie were elected to the role in 2014 for a three year term and thus two new representatives, who serve as ex-officio members of the PCC, are required. Karen Moss and Alan Ritchie have been nominated and, with no further nominations from the floor, they were duly elected. Richard thanked Sue for her service in this role.

viii) PCC members at St. Mary’s are (re-)elected on an annual basis and serve for a one year term. Karen Moss read the nominations for election to the PCC received, which were as follows: Dave Brennan, Paul Faulds, Hugh Jagger, Elizabeth Lilleby, Alan Ritchie, Selina Rixon and Stuart Windsor. There were 7 nominations for 12 vacancies, therefore those

named were all duly elected. There are some church members who are habitual worshippers and willing to serve in this way but they have not been on the Electoral Roll for the requisite six months prior to election. They may be co-opted in due course as proves necessary.

ix) Appointment of Independent Examiner - Richard thanked Barry Hitchens, who had planned to be at the meeting, for acting as our Independent Examiner for both the PCC and SMEMCT accounts. There is uncertainty as to whether he is willing to act for a further year and a motion requesting Richard Lloyd to approach Barry and ask him to continue in this role for a further year was proposed by Barbara Barnes, seconded by Sue Dennis and agreed unanimously.

x) Appointment of Trustees - Richard and the Churchwardens invited the first trustees to form the Trust in December 2012. A balance of existing PCC members and those who joined the church in the spring of 2013 were appointed thereafter and are due for re-appointment. The power to appoint new trustees rests with the trustees themselves, acting corporately and this will be reviewed at the first Church Council meeting after this annual meeting. Those currently serving as trustees are Richard Lloyd, David Brennan, Katharine Frost, Hugh Jagger, Alan Ritchie, Andrew Saul and Stuart Windsor. There is considerable overlap with the PCC which is desirable and facilitates working together.

xi) There were no questions concerning the reports cited above.

Part 2 – Meeting of the Parishioners

This part of the meeting was dedicated to appointing the two Churchwardens. The churchwardens consult closely with the vicar and take responsibility for the fabric and ornaments of the church and the maintenance of order therein. Katherine Frost and Ian Fox have served in this role for the past year and Katharine, who has completed three years in the role is willing to stand again. Ian is stepping down prior to moving to Australia with his family and his support, wisdom, enthusiasm and presence on Sundays will be greatly missed. Both were thanked and a gift given in recognition of their service. Peter Barker holds the informal post of ‘Deputy Churchwarden’ advising the Standing Committee, comprising the Vicar, Churchwardens and the Treasurer, on all aspects of the building for which they are very thankful.

The vacancies had been advertised and nominations had been received for Katharine Frost and Michael Rock. There were no other nominations and Katharine and Mick were duly appointed.

Richard expressed his thanks to all the congregation for their support, prayerfulness and service, for so many people serve the body of Christ and the ministry here in so many ways. His report, which includes the work of God, the reflection of God’s love by those who come here and the hugely encouraging 20% increase seen in the first three months of 2017 compared to 2016, was circulated before the meeting. Questions were invited and none received.

Part 3 – Reviewing and Looking Forward

An overview of the 2016/7 Vision was presented by members of the Staff Team.

Connect Groups are the core units through which the vision is lived out and ministry done. A 2016 development saw:

the groups reform each term, i.e. three times a year, to avoid stagnation and increase

participation - this didn’t necessarily see an increase in overall membership but a wider range of groups evolved

the values refined with ‘making disciples’ (encouragement in faith), ‘forming community’ (fellowship) and ‘reaching others’ (witness) common to all groups.

The aim is to see this missional group model develop in West Molesey and Richard plans to increase the time spent meeting with Connect Group leaders, both collectively and individually, and thus increase investment in leaders.

Dave Brennan talked about Evangelism based at St. Mary’s which includes Little Moles and being out on the streets, with Alpha a key tool - there have been adult baptisms in response to attending Alpha. Connect Grow was set up after identifying the lack of discipleship of new believers as a gap in ministry provision whilst discipleship of the whole church was also a focus with the church participating in the Bible in One Year initiative. This discipleship will continue this year with further additions, including the Empowered course at the monthly Feed meetings to help everyone with evangelism, and increase the reach beyond presenting Alpha to a few people at a time, by equipping everyone to be active witnesses to their faith. There will also be a mentoring scheme, with a training event on 29 April, to help us to be held accountable and actively engaged in our faith. There was one question from the floor about the church’s involvement in the local schools - Dave is the chaplain for St. Lawrence C of E (A) Junior School where he is involved with assemblies, a lunchtime drop-in, and after-school club and, with a team, the Open the Book scheme. Hurst Park Primary School is open to similar involvement but too few personnel mean such a commitment cannot be made at this point in time - those present were encouraged to pray and consider becoming involved…

Kylie Colwell-Smith spoke about developing the use of the building - following on from last year’s APCM when ideas included a café with soft play. This is now up and running, growing rapidly with a baking rota which reduces costs and the volunteer team are very supportive of one another. There will be extended opening hours after Easter, including an extra morning without the soft play to increase the appeal to different demographics. The team wish to increase their engagement with those who come to the café despite their being so busy. Richard encouraged church members to drop in if/when they can and help build relationships across the community by getting alongside people, listening to and valuing them. One encouraging point was raised from the floor - the café is being talked about positively within the wider community, including on the other side of the river, and the team’s support for one another and prayer times has been noted.

Alex Munro updated those present on the forthcoming partnership with St. Peter’s, West Molesey, which starts formally in July 2017, although relationships are being built now. Many people from SMEM, St. Peter’s and St. John’s Hampton Wick attended the afternoon tea on 19 March and generated a wealth of ideas. There are regular weekly prayer gatherings, the team, with interns from PAIS, is growing and being resourced by the joint staff team with additional support will facilitate a sound and swift start. This is an exciting and significant opportunity at a time of increased unity across all the Molesey churches, not just the three Anglican churches.

Richard concluded this session with an update on the development of the staff team. Interviews are imminent for the Administration Assistant post, a new worship leader will be appointed to oversee both the services at SMEM and the new service at St. Peter’s, Interns will be joining the team at St. Peter’s and the structure of children’s provision is under review. Finally there may or may not be an ordinand joining the team.

Those present were asked to think and discuss their thoughts on the above during the refreshment break and the feedback thereafter included:

A desire for a Connect Group that is clearly related to Bible Study - Connect Just Seeking will be looking at the life of Jesus and various gospel stories; Connect Hearing God through His Word is learning from the monastic tradition of Lectio Divina, a slow reading of scripture. Empowered/Feed and the Sermon series also include Bible Study. The new series of Connect Groups will be launched at the Church Family Lunch on 30 April.

The huge encouragement that SMEM provides and its different approach to church, including stepping out in faith (e.g. the Soft Play), where it is evident that the leadership and the congregation are all doing it for God.

The meeting finished with prayer and worship.

These draft APCM minutes, circulated before the SMEMCT/PCCC meeting on 15 May 2017, were approved by those trustees and PCC members present, noting that not all the reports were formally proposed and seconded at the time. There were no other comments.

Annual Report of the Parochial Church Council and St. Mary’s East Molesey Charitable Trust for the year ending 31st December 2017

Administrative Information

St. Mary’s Church is situated in St. Mary’s Road, East Molesey. The parish is part of Emly Deanery in the Diocese of Guildford within the Church of England. The correspondence address is: The Vicarage, St. Mary’s Road, East Molesey, Surrey KT8 0ST. St. Mary’s was subject to a Bishop’s Mission Order (BMO), which means that the PCC has delegated its powers over buildings, worship and ministry to the St. Mary’s East Molesey Charitable Trust, during 2017. The Reverend Richard Lloyd was licensed as the minister for St. Mary’s under the Bishop’s Mission Order on 18 March 2013. This BMO was revoked with effect from the start of The Molesey Group Ministry and the Pastoral Scheme affecting the benefices of East Molesey and West Molesey was made by the Church Commissioners on 19 December 2017 and came into effect on 4 February 2018. Thus the Revd. Richard Lloyd is now the first incumbent of the new benefice of St. Mary’s, East Molesey; he has also been appointed Priest in charge of St. Peter’s, West Molesey with effect from 21 June 2017.

The existing charity known as the St. Mary’s East Molesey Charitable Trust will continue to operate for its charitable purposes after the revocation of the BMO.

The Parochial Church Council (PCC) is a charity excepted from registration with the Charity Commission and the St. Mary’s East Molesey Charitable Trust (SMEMCT) is in the process of applying for registration with the Charity Commission.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation rules. All Church attendees are encouraged to register on the Electoral Roll and to stand for election to the PCC.

There must be at least 6 trustees of the SMEMCT. Apart from the first trustees, every trustee must be appointed for a term of 3 years by a resolution of the trustees passed at a special meeting of the Trust. Richard invited the first trustees (in consultation with others) to form the Trust. The power to appoint new trustees rests with the trustees themselves, acting corporately. The first trustees shall hold office for three years each respectively, except churchwardens who are ex-officio and should be elected annually dependent upon election to office at the APCM.

Objectives and Activities

St. Mary’s PCC has the responsibility of co-operating with the incumbent, the Revd. Richard Lloyd, in promoting the ecclesiastical and the whole mission of the church: pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the Church of St. Mary’s and St. Mary’s Church Hall both located in St. Mary’s Road, East Molesey. The correspondence address is ‘The Vicarage’ St. Mary’s Road, East Molesey, Surrey KT8 0ST.

The objects of SMEMCT are:

- to renew the ministry of St. Mary’s Church, East Molesey by the provision of a broad range of Christian worship for the communities of East and West Molesey and beyond

- the pastoral care of those in need specifically by reason of youth, ill health or bereavement - the maintenance and usage of St. Mary’s parish church and hall for the benefit of

congregation and community.

This report is awaiting approval by the PCC at a special meeting to be held on 22 April 2018 and will then be countersigned on their behalf by the Revd. Richard Lloyd (PCC Chair)

Vicar’s Report - 2017

St Mary’s & St Peter’s Partnership - The focus of 2017 has been the formation of an exciting partnership between St Mary’s East Molesey and St Peter’s West Molesey and which will enter The Molesey Group Ministry in 2018. This brings four congregations in two churches together under one leadership and vision with a co-ordinated strategy and shared resources and staff team for the transformation of Molesey. The opportunity for church growth is vastly increased when two churches in the same community come together and work together to bless the community; the hope is that with the two churches from East and West Molesey coming together, the barriers between East and West will lower and Molesey will be one. During 2018, much of this work of strengthening and developing the partnership is continuing. This partnership does not in any way change the responsibilities of either St. Mary’s or St. Peter’s PCCs.

New 4pm Congregation Launched - The focus of this partnership has been the establishment in July 2017 of a new 4pm congregation to reach out across West Molesey, led by Pioneer Curate Alex Munro and a new partnership team. About 20 people from St Mary’s joined the partnership team, alongside about 10 people from St John’s Hampton Wick and two other churches. We have also been very blessed to receive, from St John’s, Ordinand Paul Freeland to support this mission. Now about 60 adults and children regularly worship at the 4pm service. In addition to the 4pm congregation, great relationships have been made with the 10am congregation which has subsequently grown, deep connections have been established with community groups and a range of Connect Communities are forming to reach out further. The partnership with St Peter’s has absorbed a lot of the Vicar’s time including his role as Priest-in-charge of St Peter’s and overseeing Alex’s Pioneer Curacy.

Joint Staff Team Expanded - Significant steps have been taken to expand the staff team, most of whom now have roles across the partnership. In our office, Jo Rogers has become Operations Manager and oversees much of the communications, HR and facility management across both parishes. We have recruited an additional administrator, Anya Headon, to work alongside Jo and she helps co-ordinate baptisms, weddings and funerals across both parishes, church hall bookings and our regular communications. We have welcomed both Gideon Bridgman as our Worship Leader for both the 10.30am and 4pm services, a demanding role across both sites in which he is thriving, and Sarah Pendergast as our new Children’s Leader. Sarah is responsible for the Sunday Connect Kids programme at the 10.30am and 4pm services as well as Little Moles and she is supported by Helen Munro who now oversees the Children’s, Youth and Schools work across the partnership. The PAIS Team arrived in September and have done incredible work in all seven schools attended by children in Molesey as well as supporting our broad and extensive range of ministry for children and young people. Youth provision has been increased under the leadership of Hannah Freeland and the PAIS team and an active programme is reaching out to more and more young people across Molesey. We have also said goodbye to Dave Brennan who has served as our Community Minister since 2015 and has done an amazing work reaching out to those on the fringe of our congregations as well as building up the faith of existing Christians. Plans to appoint an Associate Vicar to take on this ministry, and more, are in place and progressing well.

United Vision and Governance Group Developed - The partnership has adopted a united vision of reaching out with the love of Jesus and is consolidating with one governance group - the St Mary’s and St Peter’s Charitable Trust - to oversee the joint mission. grateful to Paul Faulds and Rachel Sharp, who took over as Treasurer and Book Keeper respectively, in the autumn and the huge amount of work they do in overseeing our finances. I am also hugely grateful to the trustees for their commitment and diligence and especially to my Churchwardens who are so wise, caring and generous with their time.

Other Priorities during 2017 - The goal of our church vision is to align everything we do with the core task of helping people fall in love with Jesus and follow Him. In 2017 our priority was to see many more people across our community filled with the love of Jesus by increasing the church’s connection with the community by focusing on:

Sunday Services - We spent time reimagining our monthly All Age service and increasing participation and connection with all ages. We also launched the hugely exciting mission initiative in West Molesey, led by Pioneer Curate Alex Munro, which, at its heart, has established a new congregation at 4pm in Chandler’s Field School and is reaching out with the love of Jesus in West Molesey.

Cafe Growth - We continued to see large numbers use the St Mary’s Cafe on Wednesdays and Thursdays but weren’t able to sustain a Friday opening, a plan we hope to realise in 2018/19. We also continue to seek ways of building bridges between the cafe and the wider church ministry with much more opportunity for this ahead. Kylie Reason has done an incredible job envisioning and enthusing our wonderful team of volunteers and providing a warm Christian welcome to all those who come.

Courses - We continued to offer a wide range of courses that both equip the congregation and reach out into the community including Alpha, which was run twice, and New Beginnings (for divorced and separated people). In 2018 we are running the Bereavement Journey again to provide support for those facing grief in our communities, alongside Alpha and New Beginnings.

Prayer on the Streets - This ministry has continued on Saturday mornings on Walton Road, and also on Central Avenue, offering prayer to passers-by. We are very excited about the potential to connect with, care for, bless and witness our faith to people by offering prayer in the public place. Only small numbers have been involved with this initiative thus far, and we have plans to encourage far greater numbers to participate.

Connect Communities - Our mid-week Connect Groups have been renamed Connect Communities alongside the new communities forming in West Molesey. Paul Freeland has taken on overseeing Connect Communities, from Richard Lloyd, and has focused on a clear vision for these communities using the ‘up, in, out’ framework and providing more in-depth training for existing leaders and to equip new people to serve as leaders. We hope to see a range of new communities emerge throughout 2018.

Electoral Roll

The new Electoral Roll names list for 2018 was displayed in the church from Sunday 1st April 2018, fulfilling the requirement for completion not less than 15 days or more than 28 days before the Annual Parochial Church Meeting.

There are now 156 parishioners on the Church Electoral Roll of St Mary’s. Ten names were added during the year and 16 people moved away. Of the 156 on the Roll, 50 are resident within the Parish and 106 outside the Parish. The demographic breakdown is shown as follows:

We remember with great affection three faithful and much-loved members of the St Mary’s church family, John Williamson, Stuart Windsor and Pat Owen who passed away during the past year.

John was Tower Captain at St Mary's for 35 years. He led and taught the band of bell ringers and also repaired and advised on ours and several bell towers in the Diocese. Part of John’s legacy to St Mary’s is his expert carpentry which can be seen in the lecterns, altar rail, bishop's seat and many more beautiful items that he crafted for the church as well has his fundraising for the church roof replacement.

We all miss the ‘larger than life’ character that was Stuart Windsor. He was instrumental in expanding and developing the church to where it is today. We were privileged to share his wisdom and to witness his unerring faith. He was a champion of the underprivileged in the local community and worldwide through his work with CSW.

Speak up for those who cannot speak for themselves. For the rights of all who are destitute. Speak up and judge fairly; defend the rights of the poor and needy.

Pat was a life-long and longest standing member of St Mary’s having been baptised and married in the church. She contributed to the church in many ways over the years, as Treasurer, managing the hall bookings and, together with Tony, working with the catering team at many social and fund-raising events.

Annual Report on the Proceedings of the PCC and SMEMCT

There were five joint meetings of the PCC and the SMEMCT during 2017, two of which preceded the Annual Church meeting (ACM) held in April 2017. Under the terms of the Bishop’s Mission Order many of the responsibilities of the PCC have been delegated to the Charitable Trust (CT); the PCC retains responsibility for the building and traditional worship. In and since November 2017 the SMEMCT has met as an expanded body with attendees representing the parish of St. Peter’s, West Molesey, thus reflecting the partnership between the two parishes. This expanded CT body has met three times, with two of the three meetings held in 2018 prior to the ACM to be held in April 2018. Similarly the PCC for St. Mary’s, East Molesey (SMEM) has met separately three times, again with two of the three meetings held in 2018 prior to the ACM to be held in April 2018. The average attendance rate across all of these meetings has exceeded 80%.

The Reverend Richard Lloyd was licensed as the minister for St. Mary’s, East Molesey under the Bishop’s Mission Order dated 18 March 2013. This BMO was revoked with effect from the start of The Molesey Group Ministry and the Pastoral Scheme affecting the benefices of East Molesey and West Molesey was made by the Church Commissioners on 19 December 2017; it came into effect on 4 February 2018. Thus the Revd. Richard Lloyd is now the first incumbent of the new benefice of St. Mary’s, East Molesey; he has also been appointed Priest in charge of St. Peter’s, West Molesey with effect from 21 June 2017. The existing charity known as the St. Mary’s East Molesey Charitable Trust will continue to operate for its charitable purposes after the revocation of the BMO.

All trustees and PCC members were greatly saddened by the death of Stuart Windsor and his wise and knowledgeable contributions to the discussions are greatly missed.

Many of the activities of the PCC and SMEMCT are covered in more detail in the Minister’s Report and other reports included in this document. These activities include reviewing ministry (including service provision throughout the year and at major festivals), Jackie Pullinger’s visit, reaching out to the community, the café and the vision, as well as supporting Richard and the expanding staff team during the creation of the partnership with St. Peter’s, West Molesey. There has been much discussion about job descriptions and roles plus governance and accountability within SMEM as well as about the Group Ministry involving all three Anglican churches in Molesey. The PCC has also considered and approved the submissions to the Diocesan Advisory Committee (DAC) for the next stages of the building redevelopment, namely the external glass doors (now fitted) and the re-ordering of the chancel area, and reviewed the Fire Safety Report. The expanded CT body has also identified key values for promoting trust and integrity whilst interacting with one another. Financial matters including reviewing budgets and accounts have also been extensively covered during the meetings. The church hall continues to be leased to Sapphires Nursery during the week and SMEM is now receiving a regular income from this source.

All safeguarding policies, training and risk assessments are up-to-date and the PCC adopted the new Diocesan policies in May 2017. The Revd. Richard Lloyd and Helen Munro are the Parish Safeguarding Officers for Vulnerable Adults and Children/Young People respectively. Disclosure and Barring Service (DBS) checks are processed as required.

A replacement PCC Secretary has not been appointed since the resignation of Dianne Simms in November 2016; Karen Moss has been acting as minute taker for the PCC/Trust meetings.

Safeguarding

The Trustees and the PCC adopted the Diocese of Guildford’s safeguarding policy relating to children, young people and vulnerable people in May 2017 and all safeguarding policies, risk assessments and training (for staff and volunteers) are up-to-date. The Revd. Richard Lloyd and Mrs. Helen Munro are the Parish Safeguarding Officers for Vulnerable Adults and Children/Youth respectively and both have completed the diocese’s training course in safeguarding young people. Jo Rogers oversees the DBS process and DBS checks are being processed as required with regard to everyone who ministers regularly to children or vulnerable adults. A parish safeguarding training evening was held in July 2016 and another in December 2017.

The Trustees and the PCC are committed to the principles of best practice in relation to safeguarding and complies with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 in respect of having due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults. Churchwardens’ Fabric Report 2017

During 2017 we continued to make improvements to this beautiful church building and also improve safety by bringing it into line with fire regulations (within the limitations of being Grade 2 listed).

A Fire Risk Assessment, which we had carried out in October, prompted us to make some changes to improve fire escapes and add regulatory signage. The door in the corner of the nave by the font was re-opened to provide an additional exit route outside via the bell tower. The new front doors, which were on order at the time, were made to open outwards and the doors between nave and narthex have been re-hung so that they also open in the direction of exit. Along with the vestry door this means that we now have three fire exits, which gives us a legal capacity of 220; about the number of people at each of our very popular Christingle services. There are still a few things left to be done to satisfy regulations, so we look to continue this progress in the coming year.

In August we replaced all the light bulbs in the nave, chancel and bell tower with the latest LEDs. Not only do these have very long life, meaning that the precarious climbing of ladders to replace them will rarely be necessary, but they also use far less electricity.

In October we installed a shed outside to provide extra storage space, thus enabling us to de-clutter the chancel. Anybody who wishes may once again sit here for a time of quiet reflection, although this is currently only possible when the church is not in use. The proposed enhancements, when completed, would make the transformation complete.

Our new glass doors, fitted in December, have made a huge difference; so much more welcoming from outside and light and airy within. It also means that they can be left closed in cold weather, thus keeping the heat in.

You may have noticed that our heating system is now far quieter thanks to some work done on the boilers and pump. It is also somewhat more reliable; however the boilers are 30-years old, so we will have to look at replacing them sometime in the near future.

Finally, it is good to see that the scaffolding around the spire has at last been removed. All the repairs were completed in February 2018 and new leadwork has been fitted to the pinnacle, meaning that it is now weatherproof once again.

For 2018 our major project will be the re-ordering and refurbishment of the chancel and vestry. This has been many months in the planning and we hope to receive Diocesan Advisory Committee (DAC) approval soon. If we are able to proceed, the installation of a glass partition within the rood screen will transform the chancel into a beautiful and sacred space that will provide much needed calm in a very busy building, and also give additional space for children on Sundays and ministry mid-week. The works would also significantly improve the vestry, making it into a light and pleasant area to be used both during the day and in the evenings.

In closing, I would like to thank all those faithful servants who do so much to enhance St Mary’s and make it honouring to God: tending the garden, arranging the flowers, polishing the brass, washing and ironing the linen, moving the chairs and soft play, and the many other tasks that are faithfully undertaken every week. Deanery Synod Report

There were 3 meetings of the Emly Deanery this last year (at All Saint’s Weston Green, St Mary’s Oatlands, and St Mary’s East Molesey). Their aim is to encourage the 13 parishes to work together and provide a bridge between PCCs and the Diocese. So discussions continued about “Transforming Church, Transforming Lives”. We looked at the 12 goals within the vision and a Deanery Development Plan was produced listing the development priorities of each parish. Emphasis is now being placed on areas for sharing and collaboration between parishes.

We await the appointment of a new Area Dean to replace Philip Plyming and Phillip Johnson, who both left during the year, and the election of a second representative for St. Mary’s, East Molesey, to serve for the next two years after the resignation of Karen Moss – Karen is part of the team who moved to St. Peter’s, West Molesey, to set up the second service there and thus is no longer able to serve SMEM in this role.
