Banning chewing tobacco in public spaces, arenas and sports fields should be a piece of cake. Given Toronto’s history dealing with

tobacco regulation, it’s more likely to be a gooey lump of chaw.

Chaw is one of the terms for so-called smoke-less tobacco products.

Historically popular in the American south and midwest, the product also known as chew, grizzly, skoal and snuff has been spreading in at least vis-ibility thanks to its popularity among professional and semi-professional athletes – in particular, baseball players.

The use of the product is extremely unhealthy. It might not get into the lungs, but it’s just as

addictive as cigarettes and pipes and it’s associ-ated with mouth, esophageal and pancreatic can-cers, gum disease, and heart disease and stroke.

Its use is on the rise among young people. In Ontario, it’s used by six per cent of students in grades 7 to 12, or 58,200 students (that according to the 2015 Ontario Student Drug Use and Health Survey).

That’s up 4.6 per cent in 2011.The rate is lower for Toronto students – the

increase is just three per cent here. But without a doubt, the power professional athletes exert as role models is an influence, and a bad one in this case, on any young person.

This week, Toronto Board of Health Chair Joe Mihevc announced he’ll be asking the chief medi-cal officer of health to draft a bylaw that would restrict the use of chewing tobacco from city facilities and public venues such as arenas and sports fields – including the Rogers Centre where the Toronto Blue Jays play.

Council ought to approve the bylaw when it comes forward, as a matter of responsible stew-ardship, just as it has approved ground-breaking bylaws preventing smoking in bars and restaurants and bingo halls.

Critics might argue a bylaw in this case would differ from one restricting cigarette smoking: there is no issue of second-hand smoke affecting the health of non-smokers.

This may be so but it doesn’t mean there’s no second-hand influence.

And the influence of celebrity athletes, casually gumming a wad of toxins, is demonstrable and needs to be stopped.

City right to regulate use of chewing tobacco

City of Toronto union’s ‘job for life’ being phased outToronto council won a significant victory in

its negotiations with the city’s outside work-ers – no question.

Forget about the less costly benefit plan and the meagre pay increases that CUPE Local 416 agreed to. That’s just money.

The big, champagne-cork-popping win is on something more fundamental. Now that this contract is signed, it won’t be long before Toronto can shed itself of a signifi-cant number of unionized garbage collectors by putting out a tender call, having a couple of meetings and contracting out garbage col-lection in most and eventually all of the city.

Conservative members of council and former mayors have been hoping to contract out garbage collection since amalgamation, when former Etobicoke mayor and west-end councillor Doug Holyday came extolling the virtues of old Etobicoke’s contracted-out garbage collection. Etobians were very happy, thank you very much, with their contractor-delivered household garbage col-lection. The trucks came on time, picked up the garbage, and if there was ever a problem between the drivers and the owners, well

that was their problem. Etobicoke was strike proof.

Not so the rest of Toronto. In North York, Scarborough, East York

and York and Toronto, city worker strikes meant that garbage moldered in garages and backyards until it got rank enough to heap in city parks and surface lots. CUPE Local 416, the union representing garbage workers, had real leverage at the bargaining table because of that. Former councillor Jane Pitfield put it most nakedly when in the run-up to her failed 2006 mayoral campaign, she told reporters that she thought it was time to “phase out” unions.

Toronto’s outside workers have agreed to something like it, after they ratified the pro-vision in the contract that phased out what another former councillor and deputy mayor Case Ootes dubbed “jobs for life.” That was a provision that former mayor Mel Lastman’s administration agreed to, that prevented the city from replacing workers with more than 15 years seniority in the event their position was contracted out.

That provision has been the single barrier

to the contracting out of garbage collection citywide. It’s why even uber-conservative mayor Rob Ford could only contract out half the city.

It’s why a strike in warm weather would still be a political nightmare for councillors and mayors who want to get re-elected in wards east of Yonge Street.

It’s why CUPE Local 416, whose member-ship is less than a quarter that of the city’s inside workers’ union CUPE Local 79, has real power in a collective bargaining session.

That power hasn’t been removed, but it is, as Pitfield put it, being phased out. In 2019, the final outside worker will cross the line into an inaccurately named “job for life.”

He or she will enjoy another decade or two of job protection. The rest of the city’s workers will serve at the pleasure of Toronto council, and the jobs that they have will be as good as Toronto council deems to be their due.

No doubt about it. In love, war and con-tract negotiations, to the victors go the spoils.

It was inspiring tosee how many people have a deep desire to helpthose less fortunate and make this transition andsettlement as comfortable as possible.

with terrific restaurants like The Commodore,Easy Restaurant, Grand Electric, Local Kitchen &Wine Bar and Om, as well as many, many more.This ties in to the fact that Parkdale is home tomany small businesses—our packed ParkdaleVillage Business Improvement Association is atestament to that. Make sure to visit Bike Pirates,Yummy Stuff, Duggan’s Brewery, Tibet Hair &Beauty Salon and Gallery 1313—and every otherbusiness around and in between—for the verybest in local shops and services. Small businessis the fiscal engine of our economy—providingmore than 80 per cent of new jobs in Ontario—as well as the creative engine, adding new ideasand energy to the economy.We proudly live andshop local in Parkdale.

It’s important to note as well that Parkdale is anarts and culture hub. We have become the placefor artists to put down roots. Theatre organiza-tions such as FIXT POINT, Independent AuntieProductions, the Metis Fiddler Quartet, the SmallWorld Music Society and the Hope and Hell The-atre Company call Parkdale home, and there arehundredsmore arts organizations, collectives andindependent artists who enrich Parkdale with art,music, theatre and dance.

We are diverse, with so many wonderful cul-

tures represented in our population, includingTibetan, Roma, Syrian, Polish, Vietnamese andso many more, making us a distinct, rich culturalhub in the heart of our wonderful city.

We have great community organizations,populated by many staff and volunteers whoare actively striving to make living, working andshopping in Parkdale an incredible experience.A tiny selection of these would be the ParkdaleResidents’ Association, the Parkdale Village Busi-ness Improvement Area, the Parkdale Tenants’Association, the HOPE Garden and, of course, ourwonderful Parkdale Library.

Walking into Another Story Bookstore on Roncesvalles Avenue is meant to be an experience.

It gives off an exclusive book club vibe that’s friendly and approachable, as if you’ve found the key to a secret garden of books. It lures people in and encourages them to pull a book or two off the shelf, browse a little and soak it all in.

It’s that atmosphere that has brought resident and elementary school teacher Brian Day into the store for the past 20 years.

“I actually know several of the staff by name. It just gives it a friendly neighbourhood feel that you don’t get with a big chain store at all,” Day said.

“What draws me to the store is their highly knowledgeable staff. Having that expertise about a range of topics and books in the neighbourhood is wonderful and rare.”

Another Story Bookstore is a small independent shop owned by Sheila Koffman. She opened the store on Roncesvalles in 2006. But the store originally opened on the Danforth by her former partner Peter in 1987.

It was his idea, she admitted. She had a government job at the time, but after a few years she decided to quit and help out at the store. It was supposed to be a temporary gig.

“I told him I’d help out for about six months and I got totally

hooked. We ran the bookstore together for a long time. It was both of ours for a long time,” Koffman said.

“It was the best thing I ever did.”The store, now solely run by Koffman, has a comprehensive

collection of children’s books, young adult books and adult books with an emphasis on themes of social justice, equity and diversity. This is how it’s always been for Koffman.

“Because of our backgrounds before the store, we wanted to find whatever diversity we could, but there was very little around at that point,” Koffman told The Villager.

“It’s always been something that we love and want to promote. There’s just more available now. And it works well with the community, which has become so diverse too.”

Providing a niched array of books is what makes Another Story Bookstore a draw for Roncy residents. The store’s website boasts being “proudly independent,” and it’s one of the reasons why the store has had such success in the neighbourhood, she said, despite large book retailers aggressive expansion.

“I just think that people came to us for books that are not in book stores and that are different,” she said.

Its uniqueness is part of the reason why the bookstore has flourished. That, and good business sense, Koffman said.

The ubiquity of larger bookstores and other retailers carrying books at discounted prices has always been something independent bookstores had to battle. But with the introduction of e-books over the past decade or so, bookstore owners, like Koffman, had their concerns about the allure of carrying hundreds of books in the palm of your hand. Some thought book stores would go the way of the video store, but many have stood the test of time.

Perhaps it’s because owners soon realized they couldn’t rely solely on book sales.

Koffman has contracts with various schools in Peel District School Board as well as the Toronto District School Board to purchase books from Another Story. She said the majority of her profits come from those contracts.

“If we were just a retail bookstore, we weren’t going to survive,” she said.

Another Story also hosts book signings and book launch parties.

With the changing market, John Bowker, the owner of She Said Boom! knew from the beginning he had to be more than just a bookstore, so he also offered CDs for purchase.

“At the time bookstores were supposed to be very quiet whereas record stores were noisy,” Bowker explained.

“I remember people thinking it was very odd that we would combine books and music, but to us it was a natural fit and we still think it is.”

Bowker opened She Said Boom! on Roncesvalles in 1999 and has another on College Street. The store sold CDs, but has now moved to selling vinyl records. Bowker said the resurgence of vinyl is similar to the remaining allure of hardcover and paperback books.

“It’s a different reading experience. There’s an experience to reading a physical book that you can’t duplicate with an e-reader,” he said.

“There’s actually a greater interest in hardcovers now. Similar to how vinyl has made a resurgence. People are looking for more quality books, collectibles almost.”

Bowker added what also keeps his business booming is catering to his customers and knowing exactly what they want. He said the type of person that comes into his store comes in because they know he’s not like the larger bookstores who “try to have everything in the world in the store.”

“We don’t do that. We try to focus only on the books our customers want,” he added. “It’s tough, but the main thing is you have to be very focused on your customers and understand what they want and the stakes are higher now with e-books.”

But despite the spiked interest in e-books over the years, Koffman has maintained a loyal customer base that fight for the independents.

“I make it a point to order books through Another Story because I know that’s the way I’m going to do my part to help bookstores like that survive and continue to be an integral part of the neighbourhood,” Day said.
