1 INTRODUCTION

The Government of the Republic of Sierra Leone, through the Petroleum Directorate

(PDSL) wishes to invite Oil and Gas Companies for the upcoming offshore bidding

process, to explore for, and with the possibility of producing Hydrocarbons in Sierra

Leone.

This document provides an outline of the technical data available at the PDSL, to

license with a view to support future license applications.

1.1 DATA LICENSE AGREEMENT

All data released is available to license, subject to the signing of a Licensing

Agreement (LA) with the Petroleum Directorate. The LA can be delivered

upon request from the contacts list provided in this document or be

downloaded from www.pd-sl.com and www.pd.gov.sl.

Added Value products are also available to license from our partners at ERCL.

The technical database that an applicant company has will form a vital part of

the assessment principles.

1.2 DATA ROOM

The Petroleum Data Room hosts all PDSL technical databases and is available for

viewing at the Petroleum Directorate office in Freetown, Sierra Leone.

Also, ERCL can host a data room in the UK subject to PDSL approval.

The PDSL websites (www.pd.gov.sl and www.pd-sl.com ) contain general

information about the upcoming Bid Round, and the availability of technical data.

2 CURRENT LICENSING

Further details on the blocks on offer in Sierra Leone are provided on the following

website – www.pd-sl.com and www.pd.gov.sl.

3 TECHNICAL DATA

PDSL, with assistance from ERCL, has compiled a comprehensive technical database,

using all the released technical data and these data are available for licensing by

companies applying for licenses in Sierra Leone.

The available data are described in detail in this section 3 and further information can

be downloaded from www.pd-sl.com and www.ercl.com/multi-client/sierraleone

There are also a number of other datasets including regional seismic, gravity,

magnetic and geological data available to license from other parties. These data and

sources are referenced in section 3.2.

The available technical data demonstrate the Exploration History of Sierra Leone and

are available to license to assist companies evaluate the Petroleum Potential and

Prospectivity of the Sierra Leone Basins both onshore and offshore.

Sierra Leone Basins Technical Data;

All available onshore technical data can be licensed directly from PDSL and other

third party entities.

Master License Agreement

All PDSL data is licensed subject to signature of a standard Master Licensing

Agreement (LA) with PDSL. Value Added studies can be licensed from our partners

at ERCL.

The LA can shortly be downloaded from www.pd.gov.sl or www.pd-sl.com or

requested from the contacts listed in section 4.

3.1 PDSL GEOTECHNICAL DATA

The PDSL technical database has been prepared from all the available data from

within it archives and includes:

PDSL – Well Data

PDSL – Seismic Data

PDSL – Gravity & Magnetic Data

The available technical data reflect the exploration activities that have been

undertaken in Sierra Leone. A Price List is available from PDSL/ERCL on request.

ERCL and the PD Technical team are in process of using the released technical data

to prepare added value reports and also in the preparation of the Sierra Leone Digital

Atlas (SLEDA) as described below in section 3.1.7.

The data are available to license from PDSL to assist companies evaluate the

Petroleum Potential and Prospectivity of the Sierra Leone Basins both onshore and

offshore.

3.1.1 TECHNICAL REPORTS

PDSL has identified a number of key regional technical reports that have been

prepared by various companies. These key regional reports are listed below:

Under its agreement with PDSL, ERCL is currently proposing the below Value Added

The regional reports provide a definitive technical reference for hydrocarbon

exploration in Sierra Leone.

3.1.2 WELL DATA

The PDSL has released the 8 wells listed in the table below, full log suites and

numerous reports are available for licensing. If further details are required, please

refer to the contact details in Section 4 – Further Information.

Well License Fee Costs

For the historic wells, individual well folders are available on a single

well basis. Packages for the purchase of multiple wells are available.

is currently being retrieved from PDSL archives.

3.1.3 SEISMIC DATA

The PDSL seismic data includes seismic surveys of various vintages including the

Mabesi 3D survey acquired by Repsol in 2004 and reprocessed to PSDM by

Anadarko in 2009-2010. The Mabesi 3D covers the four hydrocarbon discoveries in

Sierra Leone.

The released 3D surveys will shortly be available to license from PDSL include the

3.1.4 WORKSTATION PROJECTS

Providing that the seismic data has been licensed, PDSL/ ERCL can issue the final

SEGY data directly to the Licensee, and ERCL can provide the seismic data in the

following workstation formats:

3.3: GRAVITY AND MAGNETIC DATA

A total of about 16,000 Kilometres of Gravity and magnetic data sets are available

from TGS. In addition third party data is available from Getech (please see Section

3.2.3)

3.4 AEROMAGNETIC DATA

A total of about 15,678 km2 of Aeromagnetic data sets are available (see image

below).

Aeromagnetic, gravity and magnetic data is available to license from TGS-NOPEC, as

described in Section 3.3 and detailed in the Appendices.

3.1.5 SLEDA PROJECT

The Sierra Leone Digital Atlas (SLEDA) is an interpretive product currently being

undertaken by ERCL staff in collaboration with PDSL. SLEDA aims to provide a

regional geological framework for Sierra Leone.

SLEDA is based on the released PDSL technical database, and the underpinning data

is available to license separately.

SLEDA is available to license via the PDSL Master License Agreement. The first

release for SLEDA is expected to be August 2017. It is envisaged that SLEDA will

evolve, and companies will be offered the opportunity to subscribe to an online portal

to access developments to the study through 2017 and beyond.

In the 2017 release, which will be issued on USB with components provided in

industry standard format (ArcGIS / ArcMap / maps in grid files etc).

The contents listing for the 2017 release is included in Appendix 1.

3.3 DATA ROOM

Data rooms are available to allow companies to view the PDSL released database in

the offices of PDSL (Sierra Leone). The data available to view in the data rooms

includes:

- Scanned Technical Reports

- Scanned Well Folders

Hardcopy of available Key Technical Reports (supplied as pdf in data

packages)

Kingdom Workstation Project – all available released and multiclient data

- PDSL seismic data

- PDSL well data

Entry to the data room will require signature of the “data room rules” (available on

request from data room coordinators). This requires that the name, title and company

of each visitor viewing the Information be disclosed in writing at the time the

appointments are made, and any changes thereto should be notified in writing before

entry to the respective Data Room. A small charge for attending the second day of the

Data Room offices will be made. The purpose of the Data Room is to give oil

companies the opportunity to review the data before committing to licensing of data.

Once the data package has been purchased the Master Licensing Agreement (LA) and

relevant Supplement Agreement governs the use and copying of the data.
