SCOPE AND CONTENT NOTEConfidential U.S. State Department Central Files, 1960–January 1963

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. This edition consists of the CentralFiles for the Philippine Republic for the period between 1960 and January 1963. Thefiles are arranged according to the State Department Decimal Filing System, 1960–January 1963. The subjects from the filing system included in this edition aredecimal numbers 796, 896, and 996 (the Philippine Republic internal affairs) anddecimal numbers 696 and 611.96 (the Philippine Republic foreign affairs and U.S.relations with the Philippine Republic) for 1960–January 1963. The files consist ofcables and letters sent and received by U.S. diplomats and embassy personnel;reports on meetings between U.S. and foreign government officials and leaders;newspaper clippings and translations from journals and newspapers; transcripts ofspeeches; and reports and observations on political, military, and social affairs.

This edition of Central Files for the Philippines Republic begins with a detailedaccounting of Political Affairs (796). These files consist of correspondence and otheritems relating to political developments in President Carlos P. Garcia’s NacionalistaParty and the opposition Liberal Party. Garcia’s 1960 state of the nation addressbefore the Philippine Congress underscores themes central to his administration:nationalism, graft and corruption, and economic progress.

The Nacionalista Party championed a “Filipino-First” policy calling fornationalization of industry, agriculture, and the press. Monthly reports ondevelopments in Cebu Consular District and many other provincial areas revealattitudes on leaders of both parties and Philippine reaction to relations between theUnited States and the Soviet Union. In the 1961 presidential election, the revivedLiberal Party built enough of a following to win the presidency for DiosdadoMacapagal. In this election, the returns from each polling place were reported byobservers as soon as the votes were counted. This system, known as OperationQuick Count, was designed to prevent fraud.

Joint Weeka Reports (796 W) are weekly reports written by U.S. diplomaticpersonnel that provide brief summaries of both internal and foreign developments.These summaries are based on observations of U.S. officials and translations fromnewspapers and periodicals. Internal affairs mentioned in the Weeka reports in thisedition are the antigraft campaign, Communism at the University of the Philippines,pre-election violence, and the case of Harry S. Stonehill, an American businessmanaccused of corruption. Foreign developments in Weeka reports pertain to relationsbetween the Philippines and other countries, Philippine participation in the SoutheastAsia Treaty Organization, and Philippine reaction to important international events,including regular updates on the War Damage Claims Bill and U.S. base talks, aswell as events in Indonesia, Laos, and North Borneo.

Materials in the National Defense category (796.5) cover the affairs of the MutualDefense Board, the Armed Forces of the Philippines, and the Joint United StatesMilitary Advisory Group. Several items address U.S. economic aid to the Philippinesin support of the Mutual Security Program.

Economic Matters (896) is the largest category in this edition. Economic Mattersdocuments begin on Frame 0686 of Reel 6 and continue through to Frame 0406 ofReel 13. Relations between the Philippines and other nations of Southeast Asia,namely Japan, compose much of this section. Among the major topics of Asian-Philippine relations discussed are negotiations over the Friendship, Commerce, andNavigation Treaty between Japan and the Philippines and the role of the Philippinesin the Association of Southeast Asian States. Other major topics covered in thiscategory include Central Bank decontrol, the sugar quota, and tobacco trade.

Several other categories within the Economic Matters files deserve attention. ThePeace Corps category (Reel 8, Frames 0001–0828) provides comprehensivereporting on the work of the U.S. government agency in the Philippines. FinancialMatters documents (Reel 9, Frame 0724–Reel 10, Frame 1002) pertain to balance ofpayments, credit relaxation measures, and devaluation of the peso. Agriculture (Reel10, Frame 1003–Reel 11, Frame 0782) consists of an extensive accounting of fieldcrops, animal husbandry, and mineral production.

Political Relations between the United States and Philippines Republic (611.96) isthe final category in the collection. The issue of jurisdiction over U.S. servicepersonnel in the Philippines was a problem in relations between the two countries.The collection includes files on the War Damage Claims Bill, Radio BroadcastingAgreement, and U.S.-Philippine Air Transport Agreement. Discussion of U.S. militarybases is a recurring issue throughout this category.

ORGANIZATION OF THEU.S. DEPARTMENT OF STATE

DECIMAL FILING SYSTEM

From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject, with each subject having a specific decimalcode. The decimal system from 1950 to January 1963 consists of ten primaryclassifications numbered 0 through 9, each covering a broad subject area.

CLASS 0: Miscellaneous.

CLASS 2: Protection of Interests (Persons and Property).

CLASS 3: International Conferences, Congresses, Meetings, andOrganizations.

CLASS 4: International Trade and Commerce. Trade Relations. CustomsAdministration.

CLASS 6: International Political Relations. Bilateral Treaties.

CLASS 7: Internal Political and National Defense Affairs.

Foreign AffairsFor this section of the U.S. State Department Central Files, LexisNexis has
