What is e-NAM? 1. In order to double the income of the farmers, CCEA

approved the National Agricultural Markets (e-NAM)

scheme on July 1, 2015, with a budget allocation of

Rs.200 crore.

2. As part of the pilot project, 21 Mandis of 8 states were

linked to e-National Agricultural Markets (e-NAM)

Scheme on 14/04/2016 by the Prime Minister.

3. This scheme provides an online portal to the farmers

for electronic trading and provides a transparent

market enabling price discovery and competition.

Under the scheme, each Mandi is provided assistance

of Rs. 30 lakh for the purpose of preparing necessary

infrastructure in the integrated regulated markets. In

this year's budget, this amount has been increased to

Rs.75 lakh.

4. The main objective of this scheme is to give farmers access to prices of different Mandis and facility to sell their products in a transparent manner to those who offer the best price. One important component of this scheme is that the farmer gets the value of his yield according to the quality as the quality is checked before the electronic bidding.

MERIT app and e-Bidding portal for utilization

of domestic coal in IPP Power Stations for

reducing the cost of power generation launched

1. Union Minister of State (IC) for Power, Coal, New &

Renewable Energy and Mines, Shri Piyush Goyal

launched the „MERIT app (Merit Order Despatch of

Electricity for Rejuvenation of Income and

Transparency - http://meritindia.in/)‟ and the e-

bidding portal for providing e-Bidding solution to

States to select Independent Power Producers for

procurement of power by transferring their domestic

coal under the scheme of flexibility in utilization of

domestic coal.

2. The app and the web portal would result in optimum

utilization of Coal which would save the consumer

close to Rs. 20,000 crores five years down the line.

“JIGYASA” - Student-Scientist connect programme launched

1. Jigyasa, a student- scientist connect programme was

officially launched in the national capital. Council of

Scientific and Industrial Research (CSIR), has joined

hands with Kendriya Vidyalaya Sangathan (KVS) to

implement this programme.

2. The focus is on connecting school students and

scientists so as to extend student‟s classroom learning

with that of a very well-planned research laboratory

based learning.

3. The “JIGYASA” would inculcate the culture of

inquisitiveness on one hand and scientific temper on

the other, amongst the school students and their

teachers.

4. The Programme is expected to connect 1151 Kendriya

Vidyalayas with 38 National Laboratories of CSIR



targeting 100,000 students and nearly 1000 teachers

annually.

5. The program will also enable the students and

teachers to practically live the theoretical concepts

taught in science by visiting CSIR laboratories and by

participating in mini-science projects.

National convention on Digital Initiatives 9th July 2017

1. President of India Shri Pranab Mukherjee launched the

SWAYAM, the portal that takes high quality education

to the doorstep of everyone, in the National

Convention of Vice Chancellors of all Universities in

the Country, and Heads of IISc/IITs/IIMs/NITs/IIITs

at Vigyan Bhawan.

2. Along with this, he has also launched the SWAYAM

Prabha – the 32 DTH channels operationalised for

telecasting high quality educational content free of

charge using the GSAT-15 satellite transponders.

3. With the launch of SWAYAM, India has become one

of the few countries in the World which has its own

online interactive learning platform that provides, not

only video lectures, reading material but also

assignments/quizzes that could end up in securing

credits after completing the assessment system.

4. More than 400 Courses are available on SWAYAM

covering all the engineering and non-engineering

subjects at undergraduate and post-graduate levels.

The UGC has already issued Regulation that allows

transfer of credits earned through the courses done

through SWAYAM into the academic record of the

students.

Shri J P Nadda launches new family planning initiatives on World Population Day

1. “Mission Parivar Vikas will focus on 146 high fertility

districts in 7 states with high TFR. Under this, specific

targeted initiatives shall be taken for population

stabilisation through better services delivery”. This

was stated by Shri J P Nadda, Union Minister of

Health and Family Welfare at a function organised by

Jansankhya Sthirita Kosh (JSK) to mark the World

Population Day.

2. Shri Nadda stated that Mission Parivar Vikas is a new

initiative conceived by the Ministry with a strategic

focus on improving access through provision of

services, promotional schemes, commodity security,

capacity building, enabling environment and intensive

monitoring.

3. During the event, Shri J P Nadda introduced the new

injectable in the public health system under the

“Antara” program and launched a new software –

Family Planning Logistics Management Information

System (FP-LMIS) – designed to provide robust

information on the demand and distribution of

contraceptives to health facilities and ASHAs to

strengthen supply chain management.



Ministries in NEWS The Prime Minister, Shri Narendra Modi, on 1st July

addressed a large gathering in New Delhi on the occasion of Chartered Accountants‟ Day. He described Chartered Accountants as doctors for the economic health and well-being of society.

Election Commission of India (ECI) launched Nation-wide a month long Special Drive from 1st July for maximization of registration of eligible electors with focus on left out eligible young citizens in age group of 18-19 and removal of names of registered dead electors, if any, from electoral rolls.

Union Minister for Chemicals & Fertilizers and Parliamentary Affairs, Shri Ananthkumar said that it was decided to reduce the GST rate of fertilizers from the existing 12% to 5%. This decision was primarily taken in the interests of the farmers.

With effect from 01.07.2017, the Government has imposed 10% basic customs duty (BCD) on: Cellular mobile phones and specified parts of cellular mobile phones like charger, battery, wire headset, Microphone and Receiver, Key Pad, USB Cable etc. & Certain other specified electronic goods.

Union Textiles Minister Smt. Smriti Zubin Irani and Minister of State, Textiles, Shri Ajay Tamta witnessed the signing of 65 MoUs in the textiles sector at the three-day mega textiles trade fair, Textiles India 2017, being held in Gandhinagar, Gujarat. The MoUs signed relate to exchange of information and documentation, Research & Development, commercialization of handloom products and silk production, cooperation in Geo textiles, skill development, supply of cotton and trade promotion with overseas partners, etc.

Ace Badminton player Shrikanth Kidambi was felicitated by Minister of State (I/C) for Youth Affairs & Sports Shri Vijay Goel at his official residence. His coach Pullela Gopichand was also part of the felicitation function.

Prime Minister, Shri Narendra Modi, released a photo book titled "President Pranab Mukherjee - A Statesman", at an event in Rashtrapati Bhawan. He presented the first copy of the book to the President.

Prime Minister, Shri Narendra Modi visited Israel on 4-6 July, 2017. Prime Minister also visited Hamburg in Germany on 6-8 July, 2017 to attend 12th G-20 Summit.

The Inter Session Meeting of the Consultative Committee held at the Sher-e-Kashmir International Conference Center. The subject chosen for discussion during this meeting was „Farm Mechanisation‟.

DRDO developed Quick Reaction Surface to Air Missile (QRSAM) was successfully flight tested from ITR Chandipur, off the Odisha Coast. All the Radars, Electro Optical Systems, Telemetry Systems and other stations have tracked the Missile and monitored all the Parameters.

ADB & the Government of India signed a $220 million loan for improving connectivity as well as transport efficiency and safety on State Highways of Rajasthan. The loan is the first tranche of the $500 million Rajasthan State Highways Investment Program that will upgrade about 2,000 kilometers of state highways and major district roads to two-lane or intermediate-lane standards to meet road safety requirements.

Shri Sanjay Gupta, CEO & Whole Time Director, Jagran Prakashan Limited has been appointed as Chairman of the Society and Board of Governors of Indian Institute of Management Amritsar for a period of five years.

Shri Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public Distribution has allowed the manufacturers or packers or importers of pre-packaged commodities to declare the change retail sale price (MRP) on the unsold stock manufactured/ packed/ imported prior to 1st July, 2017 after inclusion of the increased amount of tax due to GST if any, in addition to the existing retail sale price (MRP), for three months w.e.f. 1st July 2017 to 30th September, 2017. Declaration of the changed retail sale price (MRP) shall be made by way of stamping or putting sticker or online printing, as the case may be.

Assistive devices and rehabilitation aids for physically challenged persons have been kept at the concessional 5% GST rate. Most of the inputs and raw materials for manufacture of these assistive devices/equipments attract 18% GST.

All the 1,137 statutory cities and towns in six States of Madhya Pradesh, Maharashtra, Chattisgarh, Jharkhand, Kerala and Telangana are set to be declared Open Defecation Free (ODF) by October 2 this year marking the completion of three years of Swachh Bharat Mission (Urban). This is based on the regular reports being received from States/UTs. With Andhra Pradesh, Gujarat and Chandigarh having already declared all the 281 cities and towns under their jurisdiction ODF, a total of 1,418 cities and towns would become ODF by this October, two years ahead of the mission deadline of October 2, 2019.

10th India-Jordan Trade and Economic Joint Committee (TEJC) Meeting was held in New Delhi on



4th and 5th July, 2017 under the co-chairs of Smt. Nirmala Sitharaman, Minister of State (IC) for Commerce and Industry, Government of India, and H.E Eng. Mr. Yarub Qudah, Minister of Industry, Trade and Supply, the Government of the Hashemite Kingdom of Jordan.

Royal Australia Navy (RAN) ship, HMAS Newcastle commanded by Commander MD Sirois visited Kochi.

Meeting of BRICS Ministers of Education was held on 5th July, 2017 at Beijing, China. The Indian delegation was led by Shri Prakash Javadekar, Minister of Human Resource Development, India. He appreciated the creation of institutional mechanism in the form of BRICS Network University and BRICS Think Tank Council. BRICS Network University, where 12 universities from each of the 5 countries will engage with each other in education research and innovation, is another commendable initiative. Five areas of cooperation are prioritised which are Communication and IT, Economics, Climate Change, Water Resources and Pollution, and BRICS study. India will participate whole-heartedly in all these cooperative efforts.

EPFO has entered into agreement for collection of EPF dues from employers and payment to beneficiaries as well through multiple-banks in place of erstwhile single banking system. Collections of EPF dues have been started with PNB, Allahabad Bank, Indian Bank, Union Bank of India in addition to State Bank of India through direct online mode. EPFO has signed agreement with another five banks viz. Bank of Baroda, ICICI Bank, HDFC Bank, Axis Bank, Kotak Mahindra Bank for collection of remittances and payments to beneficiaries, at zero transaction charges.

Shri Achal Kumar Joti has assumed charge as the 21st Chief Election Commissioner of India, succeeding Dr. Nasim Zaidi.

India has declared itself free from Avian Influenza (H5N8 and H5N1) from 6thJune, 2017 and notified the same to OIE.

The Second Meeting of BRICS Culture Ministers held in Tianjin, China in which Dr. Mahesh Sharma, Minister of State (Independent charge) for Culture and Tourism participated.

The provisional figures for Direct Tax collections up to June, 2017 show that net collections are at Rs. 1.42 lakh crore which is 14.8% higher than the net collections for the corresponding period of last year. Net direct tax collections represent 14.5% of the total Budget Estimates of direct taxes for F.Y. 2017-18 (Rs. 9.8 lakh crore).

The Ministry of Food Processing Industries has established a four member GST Facilitation Cell at its office to guide the industry about the new tax regime. The members of the GST Facilitation Cell can be accessed through Toll Free No 1800111175 or on #AskonGSTFPI. The cell will be headed by Shri Bijaya Kumar Behera, Economic Advisor.

Smt. Sumitra Mahajan, Speaker of the 16th Lok Sabha inaugurated the 4th National Summit on Good, Replicable Practices and Innovations in Public Health Care Systems at Indore, Madhya Pradesh.

„BRICS Health Ministers‟ Meeting held at China. Shri J P Nadda, Union Minister of Health and Family Welfare attended the meeting & spoke on the theme – „Strengthen Health System and Achieve Health-Related SDGs.‟

Shri Sanjay Kumar, 1985-batch Indian Police Service (IPS) officer, Himachal Pradesh Cadre, took charge as the Director General (DG) of the National Disaster Response Force (NDRF).

Minister of State for Minority Affairs (Independent Charge) & Parliamentary Affairs, Shri Mukhtar Abbas Naqvi said that Garib Nawaz Skill Development Centres will be established in 100 districts of the country which will effectively ensure employment oriented skill development of youth belonging to Minority communities. Garib Nawaz Skill Development Centres, providing job oriented skill training in various fields.

Taking forward the National Intellectual Property Rights (IPR) Policy 2016, a „Scheme for IPR Awareness – Creative India; Innovative India‟ has been launched by Cell for IPR Promotion and Management (CIPAM) under the aegis of the Department of Industrial Policy and Promotion. The Scheme aims at raising IPR awareness amongst students, youth, authors, artists, budding inventors and professionals to inspire them to create, innovate and protect their creations and inventions across India including Tier 1, Tier 2, Tier 3 cities as well as rural areas in the next 3 years.

Shri Harsimrat Kaur Badal, Union Minister of Food Processing Industry laid the foundation stone for First Maize based Mega Food Park in Kapurthala, Punjab.

21st India-Myanmar National Level Meeting took place at Nay Pyi Taw, Myanmar on July 5-6, 2017. During the meeting, security, cooperation in prevention of drug trafficking, boundary matters, wildlife smuggling, visa and prisoners in jail of respective countries were discussed.

The First edition of WINGS 2017 – “Sab Uden, Sab Juden”- Expanding Regional Connectivity was hosted



in New Delhi by the Ministry of Civil Aviation. The Plenary session was chaired by the Union Minister of Civil Aviation, Shri P. Ashok Gajapathi Raju and the Union Minister of State for Civil Aviation, Shri Jayant Sinha.

The President of India has promulgated two ordinances, namely, the Central Goods and Services Tax (Extension to Jammu and Kashmir) Ordinance, 2017 and the Integrated Goods and Services Tax (Extension to Jammu and Kashmir) Ordinance, 2017 extending the domain of Central GST Act and the Integrated GST Act to the State of Jammu and Kashmir, with effect from 8th July, 2017. With this, the State of Jammu and Kashmir has become part of the GST regime, making GST truly a “ one nation, one tax” regime.

Union Finance Minister Shri Arun Jaitley launched a mobile app “GST Rates Finder” in his chamber in the national capital which is now available on android platform and will soon be available on iOS platform as well. This Mobile app helps users to find rates of GST for various goods and services. It can be downloaded on any smart phone and can work in offline mode, once downloaded.

Shri Mukhtar Abbas Naqvi inaugurated the first Gharib Nawaz Skill Development Centre in Hyderabad. He said that besides providing various job-oriented skill development courses, Gharib Nawaz Skill Development Centres of Ministry of Minority Affairs will also offer certificate course in Goods and Services Tax accounting/programming and other related subjects.

Minister of State (I/C) for Petroleum and Natural Gas, Shri Dharmendra Pradhan will be visiting Istanbul, Turkey to represent India at the 22nd World Petroleum Congress (WPC) International Conference.

President of India, Shri Pranab Mukherjee inaugurated the „Ashiana Annexe‟ in Dehradun, Uttarakhand which comprises of twelve low cost dwelling units constructed to accommodate officers and staff of Rashtrapati Bhavan during Presidential visits to the Retreat at „Ashiana‟.

India has been successful in securing the nomination of the “Historic City of Ahmadabad” on UNESCO‟s World Heritage list on 8th July, 2017 during the 41st Session of World Heritage Committee. This makes the walled city of Ahmedabad the first city in India and the third in Asia to be inscribed to the World Heritage List. India now has overall 36 World Heritage

Inscriptions with 28 Cultural, 07 Natural and 01 Mixed site.

The Unified Commanders‟ Conference for the year 2017 commenced on 10 July 2017 at New Delhi. The Conference provides a platform for discussions at the apex level on all „Joint‟ issues amongst the three Services.

The MALABAR series of exercises, initiated in 1992 between the Indian and US Navies, have steadily grown in scope, complexity and participation into a multifaceted exercise with the participation of Japanese Maritime Self Defense Force (JMSDF). The 21st edition of the exercise, MALABAR-17 will be conducted in the Bay of Bengal from 10 to 17 July 2017. The primary aim of this exercise is to increase interoperability amongst the three navies as well as develop common understanding and procedures for maritime security operations.

A new tax payer service module „Aaykar Setu‟, was launched by the Union Finance Minister, Shri Arun Jaitley. He said that this e-initiative would help in reducing physical interface between assesses and tax assessing authorities and thereby minimizing the chances of any tax harassment.

Gifts upto a value of Rs 50,000/- per year by an employer to his employee are outside the ambit of GST. However, gifts of value more than Rs 50,000/- made without consideration are subject to GST, when made in the course or furtherance of business.

Ministry of Health and Family Welfare signed a memorandum of understanding (MoU) with Government of West Bengal to formalize its support to set up a state-of-the-art Centre of Excellence in Transfusion Medicine at Kolkata.

Minister of Housing & Urban Affairs Shri M.Venkaiah Naidu released the new version of NHB RESIDEX on the occasion of the National Housing Bank entering its 30th year. The component of RESIDEX, called Housing Price Index@Market Prices is based on actual market information. The other component of RESIDEX called as HPI@Assessment Prices based on the information furnished by banks and other lending agencies. The RESIDEX has been computed for three categories of houses with carpet of below 60 sq.mtre, 61-110 sq.mtres and 111 sq.mtres and above.

Indian Railways Organization for Alternate Fuel (IROAF) sets gold standards by winning Golden Peacock Award for Eco Innovation for the year 2017 for introducing eco-friendly and cost saving Dual Fuel 1400 HP Diesel engines on DEMU trains.



No GST is applicable on such food supplied free. Further, prasadam supplied by religious places like temples, mosques, churches, gurudwaras, dargahs, etc. attracts Nil CGST and SGST or IGST, as the case may be. However, some of the inputs and input services required for making prasadam would be subject to GST. These include sugar, vegetable edible oils, ghee, butter, service for transportation of these goods etc.

The National Disaster Management Authority (NDMA) jointly with the Kerala State Disaster

Management Authority (KSDMA) is organising a two-day national-level conference on „Crowd Management‟ at Thiruvananthapuram, Kerala. The conference aims to strengthen the capacity of all the stakeholders to organise safe mass gathering events.

Korea H.E. Mr Moon Jae-in. PM Modi's discussions

with Prime Minister of Italy H.E. Mr Paolo Gentolini

focused on promoting bilateral relations, particularly

trade and investment and people-to-people ties.

H. E. Mr. Juha Sipila, Prime Minister of Finland, made

a phone call to Prime Minister Narendra Modi. Prime

Minister Sipila congratulated Prime Minister Modi for
