BDO, Khejuri II initiated the proceedings and greeted Happy New Year to everybody.
A. Revenue Officer, Khejuri II, was requested to explain the requirements for conversion of lands, on which
NREGA projects on excavation/re-excavation of ponds will have to be started immediately for providing
works, demanded by the Job-Card holders. The requirements were stated as (i) Prayer for conversion, (ii)
Photocopy of Record of Right, (iii) Photocopy of deed, (iv), Hand-sketch map of the land to be converted,
(v) Court fee @ Rs. 20 per decimal, (vi) No objection certificate from the owner of the neighbourhood
lands, (vii) No objection certificate from concerned Pradhan. BDO requested to consider these conversion
cases specially as these are related with providing job under MGNREGA and make arrangement for
conversion at the earliest if the prayer bears certificate of concerned Gram Panchayat that it is related with
scheme code ……….. under MGNREGA. He also requested the Revenue Officer to ask his office to receive
the prayers even if the few annexure are missing and issue notice in due course for submission of the
annexure, before actual conversion.
B. On unauthorized Fishery at different parts of this Block, the Revenue Officer stated that FIR will be lodged
against the owners of those fisheries, who have not converted the land or taken due permission for
performing fishery there. He also stated that some of the prawn-traders are taking verbal lease of the land
from its owner and there is no provision to catch the trader in such cases. BDO requested Revenue Officer
to inform BL&LRO to consider the environmental factors before allowing any fishery as a large part of this
Block may become barren if the trend of converting paddy-fields into fisheries continues. On brick-fields,
the Revenue Officer stated that there are 7 authorized and 9 unauthorized brick-fields in this Block. No
brick-field is allowed to make pits of more than 3 ft depth.
C. BMOH started his deliberation with status of CHCMI. He requested all Gram Panchayat level officials to
sensitize the members to participate in this campaign. Joint BDO participated in the meeting and made
comment that after his repeated attempts to form Ad-hoc committees of Gram Unnayan Samitis for proper
utilization of CHCMI funds for creation of awareness among people and develop healthy practices, the
response from Gram Panchayats were found to be nil. Even the training on conduct of survey related with
health practices could not be done due to lack of involvement of the Gram Panchayat functionaries. BMOH
requested to take special care for those TB patients who do obtain adequate nutrition. In his report, he stated
that in the month of December, 2011, 134 babies were born in home and 131 were born in health centres.
BDO expressed his deep concern over the issue that more number of deliveries is occurring in unhygienic
condition, without intervention of Physician at home. BMOH stated that as the Matriyan is available at our
Block now, the percentage of home delivery will increase in recent future.
D. On health infrastructure, BDO collected the names of those Non-GP Headquarter Sub Centres, which does
not have toilet and drinking water facilities from BMOH and instructed SAE (RWP) to visit (i)
Chouddachuli, (ii) Dekhali South, (iii) Katkadevichak and (iv) Medakhali Sub-centres and take necessary
steps to install toilet-units there from Panchayat Samiti TSC fund. Regarding construction of new buildings
of Non-GP Headquarter Sub-Centres, BMOH and Joint BDO requested the Gram Panchayat officials to
submit the R-o-R of those lands donated by public for such construction. Although, the estimates have been
prepared, due to absence of record on land particulars, processing in this regard could not be undertaken.
Nirman Sahayak, Baratala Gram Panchayat was directed to ensure that the all weather is constructed to
connect Baratala GP Headquarter Sub-Centre within this month as the issue has been remaining pending for
more than one year. For electrification of Haludbari GP Headquarter Sub-Centre, which is very essential to
maintain a cold-chain there, BMOH requested Executive Assistant, Haludbari Gram Panchayat to tender
necessary help to the ANM and although payment for that electrification will be made from Sub-Centre
Untied Fund. Regarding the repairing of roof at Dekhali North Sub-Centre, BDO informed that fund may be
arranged from Panchayat Samiti as the Untied Fund for Sub-Centre is too small.
E. On PDS, most of the Gram Panchayat level officials stated that they are getting better reaction from public
on the modes of distribution. Inspector (F&S) stated that GP-level PDS monitoring committee meeting was
held at Haludbari Gram Panchayat only so far and also stated the schedule for such meetings in other Gram
Panchayats, to be completed by 20th January, 2012. BDO advised the Inspector (F&S) to ensure that these
GP level PDS monitoring committee meetings have a cohesive approach and identify the fake ration card
holders. Executive Assistant, Haludbari Gram Panchayat, stated that a proposal was floated by Pradhan,
Haludbari Gram Panchayat to include all M.R. dealers in the GP-level PDS monitoring committee. While
asked about status of rice-procurement, Inspector (F&S) stated that 4 SKUSs under this Block have been
assigned to procure paddy from farmers at the fixed rate, on behalf on BENFED. But BENFED is not
interested to procure as it not getting fund from Government.
F. Regarding running of Cooked Mid-Day Meal Programme and its monitoring by Sub-Inspector of Schools,
BDO requested SI of Schools to bring complete exhaustion of stock of rice in any school immediately at
notice of BDO and he ensured that rice will be immediately arranged by any means. SI of Schools stated
that due to delay in delivery of rice and also delivery based on amount in bags without any measurement,
schools are facing different problems. BDO stated that the matter will be taken up with the distributor and
he will be asked to deliver the exact quantity within fixed time. Absence of tube-well near Purba
Bhanganmari Pry. School, Kunjapur Pry School, Kayalchak Pry. School, Serkhanchak Harijan Pry School
and Pankhai Dakshin Pry. School was sited.
G. Shifting of few AWCs from existing Private building to any Public building near it was main issue of
discussion on ICDS. Regarding Fulbari and Maldaha Nilkumari AWCs, SI of School ensured that he will
talk to the concerned Head Teacher and VEC (if required) and will arrange to shift them at the earliest.
Regarding Kadirabadchar AWC, Executive Assistant, Khejuri Gram Panchayat was requested to take the
matter with Pradhan, Khejuri Gram Panchayat, who is also a resident of the coverage area of that AWC and
solve the problem in shifting.
H. BIO requested the Nirman Sahayaks to submit the enquiry report and digital photographs of those IAY
houses, the beneficiaries of which have utilized their 1st installment. It is very urgent for release of their 2
nd
installment. He also stated that no more selection of beneficiaries may be done in case of IGNOAPS and
IGNWPS as the Government has already fixed the quota for every Block on maximum number of
beneficiaries and this Block is already having more number of IGNOAPS and IGNWPS beneficiaries than
the fixed quota.
I. SAE (BP) participated in the discussion on implementation of BRGF schemes and utilization of this fund.
He pointed out that as per Development Report of December, 2011, all the Gram Panchayats are showing
reluctance to utilize BRGF even after making large number of simplifications for its utilization. He
requested all Gram Panchayat officials present to look into the matter seriously as the Hon’ble Chief
Secretary to the Governemnt of West Bengal is directly looking after this. He also advised to implement all
the tenable schemes of approved AAPs of different financial years, with the available fund by the end of this
month and ensure the expenditure by 15th February, 2012.
J. In absence of BDO due to curtsey meeting with Hon’ble MoS, RD, Government of India, Joint BDO
reviewed the progress of MGNREGA works at different Gram Panchayats. The progress is the slowest at
Haludbari Gram Panchayat. As very small number of IBS schemes have yet started even after constant
monitoring from Block level, all the Gram Panchayats were directed to make every arrangement to start at
least 2 IBS scheme per Sansad on an average, by 13th
January, 2012, by any means. Executive Assistants
and Nirman Sahayaks were asked to comply and communicate the same to Job Assistants/ Gram Rojgar
Sevaks. After making daily hammering over telephone, no Gram Panchayat has yet submitted Labour
Budget and Annual Action Plan on MGNREGS for the year, 2012-13. All Nirman Sahayaks were asked to
ensure it by the end of next Tuesday. It is also communicated that the next Review Meeting on MGNREGA
and BRGF will be held at the same venue on 13-01-2012 at 3-30 PM.
