Report of Team Reviewing Funding for Ministry South of Fish Creek at St. Andrew’s, Calgary – Dolly Forcade, Phil Gaiser, Jared Miller, Dianne Ollerenshaw In Lethbridge, on May 29, 2017, the following motion was adopted: Recommendation 1: MOVED by D. Ollerenshaw, seconded by J. Morris that the Presbytery appoint a committee of Presbytery to review the funding of stipend for the Minister, Family Ministry, taking into account the percentage of work dedicated to Ministry South of Fish Creek. CARRIED At the June 01, 2018, meeting of the Administrative Committee of Presbytery members were reminded that the recommendation from May 2017 had not yet been addressed. On June 10, 2018, the Moderator of Presbytery, Audrey Cole, appointed a team to "review the funding of stipend for the Minister, Family Ministry, taking into account the percentage of work dedicated to Ministry South of Fish Creek.” On August 07, 2018, Dolly Forcade (treasurer, St. Andrew’s), Jared Miller, Phil Gaiser, and Dianne Ollerenshaw met to review the funding of the stipend for the Minister, Family Ministries at St. Andrew’s. We are able to share the following information:

Andrew’s initial funds ($1,022,425) were invested within QTrade Financial group and tracked within St. Andrew’s books in a specific account entitled: South of Fish Creek Fund.

• The Call to The Reverend Jared Miller may be found in the minutes

of Presbytery, 03 November 2015. The congregation of St. Andrew’s agreed to provide from an estimated annual revenue of $639,800: Annual Stipend (inclusive of travel): $60,030 Housing Allowance (including utilities): $25,000 Total: $85,030

• The Induction Service of The Rev. Jared Miller took place on

December 01, 2015. At this time, the position was paid through 66.67% South of Fish Creek Fund, and 33.33% General Fund. A portion of moving expenses was also paid.

• In 2016 compensation of this position was 66.67% from South of

Fish Creek Fund – in line with the budget presented to Session in November 2016.

• Following the departure of Rev. Kevin Lee, understanding the increased need at St. Andrew’s, the compensation breakdown for 2017 ($56,969) was reversed by act of Session, with 33.33% of compensation derived from South of Fish Creek Fund and 66.67% St. Andrew’s General Fund.

• Additional expenses incurred from the South of Fish Creek fund

included 22% (33% of 66%) support staff allocation in both 2016 and 2017. These numbers totalled $28,415(2016) and $28,524(2017)

• At the November 7, 2017 meeting of Presbytery the revised position

of Associate Minister, Family Ministry, was approved with funding similar to the origin call. At this meeting the first request for Work Absence due to illness was granted for The Rev. Jan Hazlett commencing November 10, 2017.

• Commencing 1 January 2018, through 31 August, compensation

was funded by 100% St. Andrew’s funds. From 1 October through 31 December, the compensation will revert to 33.33% South of Fish Creek fund and 66.67% General Fund. In 2019 it is expected to return to 66.67% South of Fish Creek fund as a normal work plan resumes.

It was agreed that St. Andrew’s would be able to provide an annual financial report to the presbytery with an outline of funding sources for the position of Associate Minister, Family Ministries. The best time for this reporting is the second quarter, following the Annual Congregational Meeting. Recommendation 1: MOVED by D. Ollerenshaw, seconded by S. Cameron Evans, that St. Andrew’s Presbyterian Church, Calgary, provide an annual financial report to the presbytery concerning the funding sources for the position of Associate Minister, Family Ministries, and the South of Fish Creek Fund. Morris Amendment: MOVED by J. Morris, seconded by J. Phene, that "at the end of April" be added. CARRIED Motion as Amended: Tabled J. Miller moved that Recommendation 1 as Amended be tabled until after the Administration Committee Report. CARRIED

Enthusiasms Enthusiasms and Concerns Regarding the Ministries of the Presbytery

- Compassion and concern were expressed for Jan Hazlett over the loss of her daughter Rachel. Presbyters were encouraged to pray for the family, to send cards and emails. Flowers and food can be delivered to St. Andrew's church office who will then deliver these to the family.

- Varsity Acres music director celebrated his 20th anniversary with the congregation.

MOVED by M. Rozsa de Coquet, seconded by J. Lackie, that the reports be received and their recommendations considered. CARRIED

Mission and Strategy

MISSION AND STRATEGY COMMITTEE Mark Tremblay (Convenor) Mission and Strategy presented four recommendations to the June meeting of presbytery that were approved.

- That a South of Fish Creek Committee be struck immediately by the Session of St. Andrew’s as a standing committee that reports to Session, and that a presbyter be appointed as a “Presbytery Liaison.”

- That the Mission and Strategy Committee be given power to issue

on the roles and relationships as well as terms of reference of the SFCC.

- That in developing the process for setting Terms of Reference for

the South of Fish Creek Committee a joint team of St. Andrew’s and Mission and Strategy be formed and report to Mission and Strategy no later than August 2018.

- That the same joint team will develop terms for roles and

relationships and will present to Mission and Strategy in time for the September regular meeting of Presbytery.

The status of the presbytery liaison has not been confirmed to the committee. Neither the process for developing and setting the Term of Reference for the South Fish Creek committee, nor the development of terms for roles and relationships have begun. More time is needed. Recommendation 1: MOVED by M. Tremblay, seconded by J. Lackie, that the timeline for these recommendations be the November Presbytery meeting. CARRIED The Committee met a couple of times over the Summer by itself and with invitation to the rest of the members of presbytery to engage in conversation about Cyclical following up on some of the material

Prayer Break

introduced by Jen DeCombe at the Retreat. One of those meetings was a video conference with Nick Warnes, founder and Director of Cyclical. The Committee and others are interested in pursuing what a relationship with Cyclical would look like and would like to invite him to come to Calgary to demonstrate an evening with us. Nick has told us that there is no fee for him coming. The presbytery would have to cover his travel and accommodation. Recommendation 2: MOVED by M. Tremblay, seconded by J. Miller, that the presbytery invite Nick Warnes to come to Calgary for an evening session to demonstrate what the Cyclical meetings are like in November. CARRIED J. Miller led us in Prayers for the Future of the Presbytery of Calgary-Macleod. The court took a 20-minute break for refreshments at 3:50 p.m.

Reports on the Ministries of our Presbytery

Clergy and CLERGY AND CONGREGATIONAL CARE- Clay Kuhn (Convenor) Congregational Care Presbytery Visitation to the Session of St. Paul’s Banff, 29 April 2018

The members of the visitation team were Sandra Cameron Evans (St. Giles, Calgary) and Dianne Ollerenshaw (Director of Regional Ministries of the Synod). They attended worship on Sunday April 29, 2018, met with congregational members over coffee, then met with four ruling elders, before meeting with Clay Kuhn, and his spouse, Kathy Kuhn, over a late lunch. Prior to worship, the visitation team reviewed the records and report they were neatly kept with notes. The survey used in the visitation process was created by Peter Coutts. This was the first time St. Paul’s had responded to this survey and there was no previous baseline measurement to show any change or growth. Three elders and the minister completed the “Who Are We?... And What Shall We Become?” survey. Elder respondents assess St. Paul’s as presently being a Belonging style congregation. This is indicated by the blue shape on the plot below (mostly hiding under the red shape) and by the largest portion of this shape pointing towards the “Belonging” heading.

The Belonging Congregation (Internal Focus / Attractional) The typical mainline congregation, emphasizing worship and group activity. This type of congregation seeks stability, harmony, solid teamwork, care, wellbeing and continuing a congregational life that is meaningful to those presently a part of the congregation. This kind of congregation asks, “How can we maintain our congregational life that we have always found so meaningful to ourselves?” These congregations wish to attract newcomers, but little effort is given to retooling the congregation to make it more relevant to society’s culture. The assumption in this type of congregation is “if we find our congregation very meaningful then newcomers will also find it meaningful.” When asked to reflect on the preferred priorities for the congregation’s future, elders express no preference for change. This is indicated by the red shape (future) being virtually identical and overlapping the blue shape (present). This likely indicates a high degree of contentment with congregational life as it is now. The minister’s perspective is very different, and he sees the congregation currently much more strongly oriented towards the Belonging-style. He wishes to see the congregation in the future shift quite significantly away from the Belonging style towards a Missional style.

The Missional Congregation (External Focus / Transformational) Missional congregations give priority to the needs of people in the wider community and society. This type of congregation is culturally savvy, entrepreneurial, risk-taking, innovative, compassionate, giving as much

priority to meeting the needs of others as they do to meeting the needs of congregants. This type of congregation wishes to be a servant to those beyond its walls, and if growth happens as a consequence then that’s nice too—but growth is not their primary motivation. This kind of congregation asks, “How can we be the best church for our community?” and enjoys the idea that they are unique and “externally focused”. Through the “Congregational Direction, Vitality and Capacity” surveys, elders and the minister indicated that they see the congregation as a “high vitality / high resources” congregation (demonstrated by the solid dot on the following chart). Even when neutral ratings are added to the negative ratings (shown by the dashed dot) their overall assessment still remains inside the same quadrant. For all respondents the greatest strengths in the congregation’s sense of vitality are (as affirmed by 80% or more of the respondents):

- The congregation’s formally adopted direction (unanimous) - Engaging worship (unanimous) - Spirituality (unanimous) - Being a caring community (unanimous) - Accountability around goal attainment (unanimous) - Faith nurture - Adaptability and openness to change

Congregational Vitality & Intentionality

The rest of the qualities were assessed as moderate strengths:

- The congregation’s overall positive mood - Mission involvement - Tracking progress towards goals

No one rated any of the Vitality indicators as negative.

For participants the greatest resource strengths are (as affirmed by 80% or more of the respondents):

- The facility as a tool for ministry (unanimous) - The condition of the facility (unanimous) - Endowments and savings for the future (unanimous) - Financial stewardship

Resources that are neither strong nor weak for the congregation are:

- The ability to maintain budget - The capacity to finance future new goals - Capable, spiritual leadership

- Partnerships with other organizations - The wider community as the congregation’s context

Resource areas that are seen as weak are: - Membership trends - Adequate volunteers Debrief with Session of St. Paul’s, Banff, 29 April 2018 Participants hadn’t had time to reflect on the survey results at the time of our visit. It was agreed that Session would discuss the findings of the survey at their next regular meeting. The Presbytery visitation team briefly outlined the outcomes of the survey at the start of our discussion. From the conversation, those in leadership realize the context of St. Paul’s in the townsite of Banff has its unique challenges being a resort community, with a limited land base, with tourism being the major economic driver. Situated in a national park, St. Paul’s encounters special challenges and opportunities. While the membership of St. Paul’s is primarily comprised of permanent residents (individuals and families) from Banff and the Bow Valley, there is a transient nature to the workforce. The population of Banff is approximately 9,000 permanent residents. St. Paul’s is a family-sized church with a nucleus of faithful members and friends that provide stability for the congregation. It also welcomes visitors to the park who seek to worship in the Reformed tradition. Leaders have described the ministry of St. Paul’s as a ministry of presence, seeing themselves as a “home away from home” church. They proudly see their Sunday School is an important part of St. Paul’s ministry. Over the past few years they have hosted events that tried to encourage individuals and families from the community to experience a time of entertainment and fun. Will Schmidt, a ruling elder, first held the position of part-time Outreach Coordinator for St. Paul’s. Sadly, he died suddenly in December 2015 and his presence continues to be missed. Yuka Ozawa, who was from the community of Banff, held this position for a short time, and St. Paul’s did not receive the results it had anticipated. We commend St. Paul’s for being open and experimenting with hosting multigenerational events and seeking to expand its community engagement. One-time “entry point” events that use an “attractional” model to reach the un-churched or under-churched can raise awareness about St. Paul’s presence in the community and its location on the main street. Follow-up to these events is important and can strengthen relationships and involvement in the ongoing life of the congregation. immediate needs of the permanent residents and those who may be living in Banff for a season, or as temporary foreign workers? Since St. Paul’s is located in a resort setting, the needs of local residents may be overlooked because of the attention on the visitors. We also heard that many residents work on Sunday. We wonder how might St. Paul’s consider different ways of building relationships and addressing pastoral needs within the community during the week and evenings. One of the distinct realities for St. Paul’s, is its location in a national park where people come for rest and leisure. We encourage the Session to review how it might provide a place for families and individuals to experience friendship in Christ through play, recreation and nature. Again, we encourage the Session, through prayerful discernment, to consider St. Paul’s unique purpose, identity and context, in order to create a plan for intentional community development and outreach as well as creating new partnerships within the town and Bow Valley. While St. Paul’s takes pride in welcoming guests from around the world at Sunday morning worship, we encourage the Session to dialogue on how the congregation might expand its hospitality to local residents. In discussion with the participants at the visitation, we heard about the stewardship of the church facility and how the congregation is reducing it carbon footprint as it slowly replaces furnace and windows. There is a preventative maintenance plan in place for the exterior of the church. Leadership is also aware of their Leading with Care responsibilities and combined a fire drill with serving ice cream to passers-by! In our meeting with the minister, Clay Kuhn expressed satisfaction with his ministry at St. Paul’s. He feels his stipend is appropriate. Because of the cost of housing in the Bow Valley, a special housing arrangement was developed between the congregation and minister. Since there have been changes to the minister’s circumstances, it would be appropriate to revisit its conditions to prepare for the future. Recommendation 1: MOVED by S. Cameron Evans seconded by D. Ollerenshaw, that the ruling elders, minister, Board of Managers, and the members and adherents of St. Paul’s be commended for the life and witness they provide in Banff and the Bow Valley. 4. Committees and Working Groups

• Mission and Strategy requires two more Elders and two more Ministers. Grace will be appointing an Equalizing Elder for November, and it is hoped that all their new clergy will be in place by then, so at least two positions should be filled. St. Andrew’s is also considering appointing another Elder to this committee. Two Ministers are considering joining as well.

• Four people - Kobus, Jean, Sandi, and Tom – have agreed to meet Oct 12 at St. Giles to help with the Remits and Study Paper.

5. Nominations • Please submit nominations for the 2019 Moderator of General

Assembly as soon as possible. • Nominations are now being accepted for a Young Adult

Representative (16 - 25 years of age) for the 2019 General Assembly. The deadline is November. All costs are covered for this individual.

6. Acknowledgement of Indigenous Peoples • It was determined that the acknowledgement for traditional land

which Jared introduced is adequate for Presbytery meetings in Lethbridge or Medicine Hat as we will still be on Treaty 7 land. If we should happen to have a retreat in Elk Valley (east of Medicine Hat) which is within the bounds of the Presbytery but on Treaty 4 land, we would modify are opening acknowledgement.

7. United Presbyterian Campus Ministry • The Administration Committee was asked for direction concerning

this ministry. • There is concern about on-boarding two new committee members

(Cathy Gale and Jin Woo Kim) given all the complexities and uncertainties in the current partnership caused by the United Church moving to three levels of governance from four, and the move to incorporation for camps and university chaplaincies. Since Dianne Ollerenshaw and Sandra Cameron Evans, immediate past committee members, have not been actively involved since June, the Administration Committee directed the Clerk to request a copy of the latest draft of incorporation from the United Church. At some point we will need a lawyer to review these Articles of Incorporation and By-Laws, but at least this will give us a better idea of the current proposal.

• In the immediate future, it seems both prudent and possible for the new committee members to assess the impact and benefit of the

Presbytery Representative Report: Grace Presbyterian Church, Calgary – Mark Tremblay Since the Presbytery approval of the three calls to Grace Presbyterian Church, we have had confirmation that two have accepted. The presbytery for the third candidate has not met yet to consider the Call. That will happen within the next week. It is anticipated that the Lead Minister, Vision, Worship and Discipleship, the Rev. Dr. Nick Athanasiadis will arrive in Calgary after Thanksgiving. Within a couple of weeks after that, he will begin working at the Church. The Associate Minister, Engagement and Service, Rev. Jake Van Pernis should arrive in Calgary within the next week. It is planned that he will work to complete the requirements, Polity and History, to become a minister in The Presbyterian Church in Canada over the next few weeks. His official acceptance into the PCC should happen at the Fall meeting of the Committee on Education and Reception.

Reports on Our Ministry Partnerships The Presbyterian Church in Canada PWS&D – See Director of Regional Ministries Report WMS – Sandi Churchill Since spring, there has been lots of activity.

- Council Executive met at Crieff Hills May 1 – 3 with the former Moderator, Rev. Peter Bush present. There we learned about the Haiti Exposure tour in January and upcoming events.

- Synodical held its annual meeting on June 9, 2018 at St. Andrew’s. Here we brain stormed things which we or churches might do to increase the awareness of WMS and might we be able to raise funds to send to the mission work of the WMS. Some good ideas came forward and we will follow through with enthusiasm. The Council report was received with interest in knowing what was happening and how people were doing.

- This was followed by our fifth annual Presbyterians Gathering for 30 ladies and gents. Our speaker, the Rev. Dr. Nancy Cox presented on I Witness: Speaking up as Mission.

- Last Friday, Synodical hosted a Thank Offering Service for the WMS at Varsity with our President, Janet Brewer presenting. Our 30 participants were very generous in supporting mission. $700 was raised to send to WMS.

- On the beautiful Saturday, September 8, Synodical co-Presidents accompanied Janet Brewer to Camp Kannawin’s 75th Anniversary celebration to bring greetings from the WMS. Over 130 participated in the celebratory banquet.

On September 30, 2013, she organized the first Orange Shirt Day in Williams Lake to acknowledge the harm that Canada’s residential school system has left upon generations of Indigenous families and their communities. The loss of her orange shirt has become a symbol of the many losses experienced by thousands of students, their families and communities, over several generations; including the loss of family, language, culture, freedom, parenting, self-esteem and worth. This year Orange Shirt Day falls on a Sunday. In your congregation, you may wish members to wear orange that day to honour the children who survived the Indian Residential Schools and to remember those who did not. In Darfur alone, over one million people remain internally displaced due to violent clashes between armed groups and the government that have been going on for years. Above average rainfall after a series of droughts caused flash floods in many areas of Somalia. Families, in the hundreds of thousands, forced to leave their homes, are facing malnutrition and disease, in desperate need of food, drinking water, sanitation services and shelter. In the Democratic Republic of the Congo (DRC), families have had no choice but to leave their homes and possessions behind in order to escape violence affecting the Kasai region of the country. In partnership with Canadian Foodgrains Bank and the ACT Alliance, through PWS&D we are able to respond to meet the immediate needs of the hungry and displaced. United/ Presbyterian Campus Ministry

United/Presbyterian Campus Ministry: Cathy Gale, Jin Woo Kim Report by Dianne Ollerenshaw, Sandra Cameron On June 18, 2018, the Presbytery appointed two new presbyters to be members on the United/Presbyterian Campus Ministry (UPCM). Effective August 15, 2018 Cathy Gale and Jin Woo Kim went on the UPCM Committee and Sandra Cameron Evans and Dianne Ollerenshaw came off the Committee. Effective January 2019, there will be changes in our partnership with the UPCM because The United Church of Canada (UCC) is going through a major reorganization that affects its governance model. The presbytery needs to be informed of these changes and aware of the changing nature of the UPCM partnership. Within the UCC there will be the replacement of presbyteries and conferences with regional councils. The UCC has been encouraging some of their ministries such as university chaplaincies and church camps to be “incorporated” to facilitate the ease of communicating with different groups including foundations and organizations. In January 2019 there will no longer be a UCC Presbytery of Calgary to approach and the UPCM will be dealing with a national UCC entity appointed to work with incorporated ministries. It should be noted that the UPCM is already registered as a charity under the name of The United Presbyterian Campus Ministry Committee. The desire is to now create bylaws and for the UPCM to become incorporated in the Province of Alberta. In consultation with The Rev. Stephen Kendall, Principal Clerk, it was advised that the Presbytery of Calgary-Macleod review the change in partnership. A committee of presbytery could review the relationship and the changes. If this reviewing body had questions of a legal nature, either local counsel could be engaged or an initial copy could be sent to Stephen Kendall. If the presbytery chose the latter option, Stephen Kendall and The Management Team could have a non-legal look at the incorporation and bylaws to determine if further local legal counsel is needed, or if there are implications for the Trustee Board of the PCC, in which case The Trustee Board would want to review our documents regarding the changing partnership. Stephen Kendall also advised that we review our financial obligations in case the Presbytery of Calgary-Macleod wished to wind up or withdraw from the partnership and to be aware of any sunset, or out-clauses, that allowed the partnership to be dissolved. He noted the UCC has two in-house lawyers on staff so it is logical that the final UPCM documents would also go to the UCC national office for review.

Ollerenshaw, that Cathy Gale and Jin Woo Kim meet with Presbyterian congregational leaders involved in the UPCM Peer Ministry Partnership to evaluate the current shared ministry and to see if there is value in this ministry and a desire to continue to support it. CARRIED Recommendation 2: MOVED by S. Cameron Evans, seconded by D. Ollerenshaw, that as part of their role to provide oversight on partnerships and under the changing circumstances of the UPCM, that the Mission and Strategy Committee assess if the partnership with UPCM is a priority for the presbytery at this time, and report back to the November meeting of presbytery. CARRIED Recommendation 3: MOVED by S. Cameron Evans, seconded by D. Ollerenshaw that the Presbytery appoint a team of three consisting of Mary Rozsa de Coquet, one of the former UPCM reps, and one of the new UPCM reps, to review the UPCM bylaws for incorporation, and upon completion of the review share all documents with Stephen Kendall and The Management Team, and be given the authority to consult with a lawyer if necessary, and be given a budget of no less than $5,000 and no more than $10,000 to engage legal assistance, and report back to to the November meeting of presbytery. Enthusiasms Enthusiasms and Concerns Regarding our Partnerships • Jeff Lackie reported that Rev. Kristy Reimer is back to a regular schedule

with the opening of the new academic year. Her hours had been affected through the spring by her husband’s cancer treatments. He has responded well to the treatment, and presently the prognosis is optimistic.

Clerk’s Report – Dewald Delport Clerks of Session: Occasionally congregations rotate the Clerk of Session or a Clerk of Session decides to step down from that role. It is very important that the Clerk of Presbytery is informed when this takes place because quite often there is correspondence from National Office the Clerk of Presbytery needs to forward to the various Clerks of Session. General Assembly Commissioners for 2019 Correspondence went out in early September to the Sessions who are able to name commissioners to the 2019 General Assembly: St. Paul’s, Banff Calvin Hungarian, Calgary St. Andrew’s, Lethbridge Westminster, Calgary Also, correspondence went out to Sessions requesting them to name backup commissioners: St. Andrew’s, Calgary – first backup

St. Giles, Calgary – second backup Knox Bassano/Gem – third backup

PRCs are mandatory for all high-risk ministries in The Presbyterian Church in Canada. Since the work/ministry of active clergy always includes times of one-on-one counseling/visiting, all active clergy must have a Police Records Check at the time of a new call or change of position and/or every five years. The responsibilities of elders vary from congregation to congregation. But, if an elder routinely visits people one-on-one, she/he should also have a PRC.

Remits are proposed changes to the Book of Forms, which come to the Presbytery under the Barrier Act. These changes were considered and approved by General Assembly this past summer. As the second step the proposed changes have to be considered and approved by all Presbyteries. This year there are two study papers and one remit. We require a team to consider these remits and study papers, to report recommendations to Presbytery at its November meeting.

Recommendation 1: MOVED by D. Delport, seconded by S. Cameron Evans that a Remits and Studies team be named, consisting of Dewald Delport (as Clerk), Kobus Genis (as Moderator), Sandi Churchill, Jean Morris, and Tom Paasuke and that the team report back to the November meeting of Presbytery. CARRIED The Clerk has also received the Transfer Certificate for Rev. N. Athanasiadis from the Presbytery of East Toronto effective September 30. Recommendation 2: MOVED by D. Delport, seconded by S. Adjournment It was agreed by the court that the meeting be concluded with the benediction following the worship service. CARRIED

Recess J. Miller said grace for supper. At 5:45 p.m. the court recessed for fellowship, and dinner followed at 6:00 p.m.

Worship and Installation of moderator Benediction

At 7:00 p.m. the presbytery joined the congregation for worship. The service was lead by Ms Audrey Cole. Ms Cole gave the message. The Rev. Kobus Genis was installed into the office of Moderator of the Presbytery of Calgary-Macleod for the 2018/19 year. The Rev. Dewald Delport presided at the Communion Table. The Court was dismissed with the pronouncing of the Benediction by the newly installed moderator, the Rev. Kobus Genis.
