HealthNet of Rock County, Inc. (HealthNet) was founded because individuals were falling through the cracks of our local healthcare delivery system. These individuals needed a primary medical care provider to address their chronic medical conditions so that they could avoid emergency room visits and lengthy hospital stays. As a response to our community needs, HealthNet opened a dental clinic and now offers vision service.

While the details of how the Affordable Health Care Act will be implemented are not known, we do know that individuals in our community will continue to fall through the cracks. As healthcare reform rolls out, it is imperative that the clinic continue to fill the gaps in our healthcare delivery system, whatever those gaps may be. The clinic will be responsive to those gaps and remain a critical safety-net provider in our local healthcare delivery system.

The numbers shown in this report tell the tale of how many patients have received services as a result of the countless volunteer hours, dedicated staff, and where we spend our money. Please know your time, talents, and financial support in this economic environment is greatly appreciated by the many families we support.

Each year HealthNet continues to advance its mission of providing primary medical, dental, and vision services to Rock County residents who are low income and completely uninsured. We have seen many lives changed for the better.

The goal of HealthNet is to continue to make a difference in the health of our community. With the help of donations from supporters such as you, we will continue to see improvements.

ROOT OFTHE PROBLEM

SOME CRITICAL HEALTHNET DENTAL CLINIC FACTS:

• HealthNet Dental Clinic has treated over 8,000 uninsured patients since July 2007, many of whom cannot afford a regular dentist. HealthNet provides dental care, instead of forcing patients to seek treatment in the ER or being squeezed into someone’s already packed schedules.

• The average outpatient ER visit is $537 and rarely provides the full relief or treatment required. HealthNet Dental Clinic is the only local resource available to remedy that miserable outcome.

• HealthNet Dental Clinic means 8,000 uninsured patients are not showing up in local offices taking up unexpected time and resources. That’s 200 patients for each of the 40 dentists in Rock County!

Many local dentists support HealthNet to a remarkable degree; many providing volunteer care at our clinic, and some supporting us financially. We are eternally thankful to you all.

Trips to the dentist are not always enjoyable, and some would argue the visits are rather expensive, especially for those without healthcare coverage. We are nearing the end of our seventh year of operations at the HealthNet Dental Clinic and have really made an impact on those in need in Rock County. The clinic assists people with dental care and associated costs, by offering free clinics for those who qualify and are in need of dental care.

“The results were exceedingly gratifying because we found out there were a number of people that had no other source for their dentistry, and they really needed some help,” Jean Randles, HealthNet’s Executive Director.

“Many diseases manifest themselves in the mouth, or treatments of medical conditions then cause issues in the mouth,” states Mark A. Karrels D.D.S.

HealthNet of Rock County, Inc. - Dental Advisor. Thanks to many of our generous donors and supporters, we’ve been able to replace some older, worn out equipment in the hygiene operatory. The 30-year-old dental chair and delivery system was on its last legs. The new operatory and the hygiene room now provide a comfortable environment for doctor and patient alike.

There are thousands of residents of Rock County who cannot afford dental care and thanks to the volunteers at the dental clinic, eligible patients can get the care they need. Those patients receive all types of dental care including: checkups, cleanings, fluoride treatments, caps, fillings, dental implants, and extractions.

Heidi HortonVolunteer, Janesville

If you’re uninsured and you don’t have a lot of money, you might overlook an ache or pain here and there. You might even ignore chest discomfort you had a couple weeks ago because seeing a doctor is so expensive.

That is one of the main reasons Heidi Horton got involved with HealthNet. “I’ve always wanted to help people,” she said. “When I lived in Dallas and worked as a physician assistant, I saw people who were working but very poor. I saw the need for free care; people who couldn’t afford groceries, insurance and even medications. I wondered where do they go in Janesville.”

When she called HealthNet, they needed volunteers to see patients right away. “The people I think we make the biggest difference in, is those we educate,” Heidi said. “When I am able to sit down with people who know nothing about their illness, and I can educate them on what they can do to better themselves with exercise, medication

management or even a simple diet change, that can make a world of difference to helping them feel better. We’re actually able to keep many patients from having to go to the hospital for care with other complications, keeping medical costs down.”

Although she used to care for patients at the clinic twice a week, Heidi now keeps her involvement to four, maybe five hours a week, depending on the patient load. She sees patients with chronic cases who need ongoing management of their illnesses such as high blood pressure, COPD, fibromyalgia and other heart conditions.

“I had a gentleman who had blood in his stool. We eventually found he had colon cancer. HealthNet served as a stepping-stone for further care for him because we were able to connect him with the resources available to see a specialist. HealthNet can’t always help fund a surgery – but we can certainly refer to other resources or organizations that can. That teamwork is remarkable to see.”

Heidi says she understands the struggles of life. “It’s easy to get bogged down with unemployment and not knowing where your next meal will come from. Many times, they feel out of control with their lives and that carries through in their illness. We provide them with the necessary tools to regain control of their disease, which often can lead to gaining more control of their lives.”

Since Heidi has been volunteering for 6 years, she gets to know these people on a personal level. “I know about their families, I get to know their children and it’s just a real honor to know these people,” she said. “I see them when their masks are off - they are just wonderful people who need help. I feel I’m making a lasting impact that changes lives and that is rewarding.”

Tee It Up For Women, Inc.’s donation, a result of their

annual golf outing held at the Janesville Country Club,

has been specified to be used for women’s health

services. Thus far, funds have provided 11 women with

ultrasound services for women who are low income and

completely uninsured, residing in Rock County.  The funding

from the Women’s Fund will provide proper diagnoses –

leading to healthy patients who are able to live a better life,

and in return, keep our community growing.

The ultrasounds provided,

in most cases, are pelvic

ultrasounds which use sound

waves to make pictures of the

organs and structures in the

lower belly (pelvis).  It looks at

the bladder, ovaries, uterus,

cervix and fallopian tubes

of women.  These are done

to find the cause of vaginal

bleeding or blood in the urine

(hematuria); find the cause of

urinary problems or pelvic pain;

look at the size of the bladder before and after urination

to determine whether the bladder is emptying completely

during urination; check for growths in the pelvis, check for

colorectal cancer; look for pelvic inflammatory disease

(PID); find an intrauterine device (IUD); look at the size and

shape of the uterus and the thickness of the uterine lining

(endometrium); look at the size and shape of the ovaries;

confirm a pregnancy and whether it is in the uterus; check

lumps found during a pelvic examination; and check uterine

fibroids found during a pelvic examination.

The need for ultrasounds for women is critical in providing

the medical volunteers with knowledge so that the patient

can be treated properly.

Sandy JaneJanesville Janesville

When Sandy began feeling tired and fatigued day after day, she knew something wasn’t right. Although Sandy works full-time, her employer doesn’t offer health benefits. Questions swirled through her head; she began to worry, not knowing what to do. When Sandy began to feel worse each day, she knew she couldn’t wait. A friend mentioned HealthNet as a possible option for her. She immediately called and within a few days, she had her first appointment.

Sandy was diagnosed with Type 2 Diabetes shortly after.

HealthNet welcomes individuals and families who lack health insurance and whose income is at or below 185% of the federal poverty level. Eligible patients receive the medical attention and medical information they need to maintain their health in a friendly and caring atmosphere.

Sandy gets one dental visit per year, eye care and medications as part of her enrollment in HealthNet. She discovered her diabetes was also affecting her eyes, and nearly three years ago, she was diagnosed with glaucoma. To make things even more challenging, a doctor found she has diabetic neuropathy in her feet, making the pain so severe she couldn’t walk. “I was very down and wanted to end my life, but the staff didn’t give up on me. They worked with me, listened and prescribed pain medications to alleviate the pain so I could go to work.”

Sandy, who has been coming to HealthNet for seven years, is currently taking eight different medications to help control her diabetes and other conditions associated with the disease. She sees the HealthNet staff every month when she needs to pick up her medications. “The people have become my friends, you really get to know them on a personal basis.”

Today, Sandy feels better. “I get tired of taking my meds some days, other days, I’m good,” Sandy said. “HeathNet gave me the tools I need to get control of my diabetes. They are patient with me, and really are good with me.”

This could have been an unfortunate story for Sandy. But instead, it’s a story that shows how HealthNet stays with patients. It’s a story that tells the impact of a community working together to provide consistent, affordable access to high quality medical services.

“I’m so grateful,” Sandy said. “I had no where else to turn, they saved my life. “

Like many in the custodial service industry, Jane Hilton* works extremely hard for a living, cleaning some of our community’s largest hotels and retailers. With multiple, discrete contracts for these jobs, she is technically classified as a part-time employee even though she works far more than a full-time work week. Because of her part-time status, she doesn’t qualify for employer-sponsored health care.

“Since 2007, I have been looking for something that is categorized ‘full-time’ so I would have access to insurance, but no one wants to hire full-time and pay the benefits,” said Jane.

Jane falls into the unique population whose income is too high to qualify for BadgerCare and too low to support market insurance.

“I make too much to qualify for BadgerCare. Because I am considered part-time, I don’t qualify for an insurance plan through my employer. Now, I technically qualify for Obama Care, but I tell people, sure I can afford the premiums for Obama Care, but then I can’t pay my rent. And you still have to pay the $2,000 or $3,000 deductible on top of premiums, depending on the plan,” she said. “I can’t afford it. Pay for my health care or pay my rent, which way do you go? It feels like an impossible situation. I am trapped no matter which way I go. I need HealthNet.”

As a borderline diabetic with a history of high blood pressure that demands medication, securing consistent, affordable health care is critical for Jane. “If I didn’t have HealthNet to help me with my meds, I would have a heart attack and die,” she said.

When Jane found HealthNet, she was suffering from a number of untreated conditions. “Before I got my medicine, my blood pressure was through the roof. They have been a big help. They helped me get my eyes and teeth taken care. Today, I am getting the meds I need to stay alive.”

COMMENDATIONThe Sustainable Janesville Committee commends HealthNet of Rock County, Inc. for diverting usable pharmaceuticals from the waste stream. HealthNet of Rock County is a free clinic serving Rock County individuals who have no health insurance, Medicare, Medicaid, or Medical Assistance. HealthNet obtains pharmaceuticals from donations and drug drop-off locations and reuses or redistributes them to needy individuals. HealthNet diverts approximately 1,200 pounds of medication and other health-related products from the waste stream. Additionally, the organization recycles any packaging they can. The Sustainable Janesville Committee would like to thank HealthNet for providing an important community service that benefits the environment.

ASSEMBLY BILL 270HealthNet of Rock County applauds Gov. Scott Walker for signing Assembly Bill 270, which makes it easier for some health care professionals to volunteer at free clinics. It does so by expanding the range of providers covered by the state’s risk pool and entitled to representation by the attorney’s general’s office, in the case of a lawsuit. This bill expands the protected group to include psychologists, social workers, marriage and family therapists, and professional counselors who are licensed, as well as advanced practice nurse practitioners who are certified to issue prescriptions.

State Rep. Amy Loudenback, R-Clinton, and Sen. Glenn Grothman, R-West Bend, authored the bill, which passed the Assembly on a voice vote and was concurred by the Senate on a voice vote; it is Act 344.

Gov. Walker signed the bill into law Wednesday, April 23 2014.

We applaud Senator Tim Cullen (Democrat), Senator Grothman (Republican), Representative Deb Kolste (Democrat), and Representative Loudenback (Republican), for recognizing the value of expanding the protected healthcare groups that are covered. HealthNet has health care professionals who are prepared to volunteer now that this has passed. HealthNet can increase the services offered to Rock County residents who are low income and completely uninsured because of the expansion of this statute, .

Dr. Patricia NahnVolunteer, Janesville

For a stretch of nearly 15 years, Dr. Patricia Nahn shows up like clockwork for her volunteer hours at HealthNet. She volunteers once a month, usually working mornings. “I’m an obstetrics and gynecology physician at Mercy, so I see patients at the Women’s Clinic and focus primarily on women’s issues. But HealthNet physicians see anything and everyone as long as they are eligible for free care.”

What drew her to HealthNet was seeing the real need for free healthcare. “I feel its best to give back locally. I could volunteer time outside the U.S., but I feel its best to give back right here in Janesville.”

She remembers something her mother said to her when she was young, “Do what you can with what you have.” That’s a motto she lives by today. “I think of myself as a problem solver, and I really like people and I enjoy getting to know them so volunteering for HealthNet fits me well. And so for me, medicine marries those two very nicely.”

Although she is very active in her work at Mercy as well as being a busy mom, she is dedicated to working along with staff and volunteers to provide services for HealthNet patients. Her work provides her with a unique opportunity to interact with patients – which she said is what made her work so worthwhile.

In fact, she recalls a memorable moment about a year ago when caring for a postmenopausal woman who came to HealthNet for uterine bleeding. After several tests and endoscopic biopsy, they discovered

VOLUNTEERshe had uterine cancer. “She was so incredibly grateful for the care she received. That was a big deal for me. If the services at HealthNet weren’t available, the cancer may not have been found and could have led to additional health problems.”

Dr. Nahn says if she can only make a difference in one person’s life for the better, then that’s all she needs to keep coming back to help more people. “It is sometimes hard to find the time to keep volunteering with family, work and other personal demands but it’s important I keep giving my time. That’s what drives me forward. I feel lucky and privileged, to me, that means I need to give back.”

CARING HEART AWARD

The recipient of the 2013 Caring Heart Award from the Primary Clinic is Louise Dean (pictured left). Louise volunteers at the HealthNet Clinic three times a week. She receives calls, schedules patient appointments, files charts, and much more. She has been volunteering with HealthNet since 2009. She is always bubbly and ready to lend a hand.

The recipient of the 2013 Caring Heart Award from the Dental Clinic is Dr. Chiera. He and his assistant, Julie Nelson (pictured left), have volunteered with HealthNet since 2007 one day per month. He takes HealthNet Dental appointments providing cleanings, fillings, X-rays, wisdom tooth removal, and more. Dr. Chiera is a great dentist who goes above and beyond to meet the patients’ needs.  Julie also volunteers her time joining Dr. Chiera each visit.

HEALTHNET STATSHealthNet is the result of a need assessment completed by the Salvation Army in 1993. The assessment identified a lack of affordable healthcare as one of the major problems of Rock County. In 1994, HealthNet opened its doors to patients. In 2007, HealthNet added dental services.

MISSION STATEMENT HealthNet of Rock County, Inc. is dedicated to the provision of high quality primary health, dental, vision care and health information free or at low cost to medically underserved individuals of Rock County, Wisconsin. Vision Statement: It is our vision as a volunteer community organization that HealthNet of Rock County, Inc. will be an instrument for the enhancement of our community’s quality of life. VOLUNTEER AT HEALTHNETOur mission is achieved in part by our volunteers and financial partners. HealthNet of Rock County volunteers donated over 8,000 hours of service work in 2013-2014. We would not be able to provide quality service without their help. Our volunteers are truly the heart of HealthNet. In the following year we are looking to increase hours our volunteers donate. We are always looking for nurses, doctors, dentists, pharmacists, physical/occupational therapists, psychiatrists, social workers, clerical staff, and many others where a medical background or degree is not required.

Why volunteer with HealthNet? HealthNet volunteers say that they volunteer here because they feel needed, able to share their skills/keep their skills alive, have an impact, help others, make new friends, feel good, and to build their personal resumes.

There is no charge for the services people receive at the HealthNet clinic. Therefore, your donations are greatly appreciated and needed.
