The 2014 Regional Conference 25th Silver Jubilee was such a great event!!
Thank you Irma Guzman, John Albin, and the Regional Conference
Committee for all the hard work everyone did to help make this event such
a huge success! Several vendors and members came up to me during the
event just praising how wonderful everything was going. We had a record
number of vendors and such an awesome turn out of chapter members we
even had some non-members come to the conference! I hope those of you
that went enjoyed it. I have also been told we already have vendors signing
up for next year’s conference!! Also, a BIG Thank You to all who gave Toys
for the 911 Toy Drive at the conference. We had a total of 92 toys donated
and the funding from the 50/50 raffles also went to the 911 Toy Drive.
The next luncheon is the BIG ONE!! The December luncheon will be
Tuesday, December 9, 2014 from 11:30 am – 1:00 pm, at the Phoenix
Marriott, 1101 N. 44th Street. I hope you can make this luncheon as we will
be swearing in the new Officers for 2015, Irma Guzman, incoming
President, Bill Munch, incoming Vice President, Sharon Brause
incoming Treasurer and Gary Barkman, returning Secretary. This
luncheon is also the time we give thanks to all of the committee members
that did such a fabulous job throughout this year.
With the Thanksgiving holiday upon us, let us be thankful for the all of the
achievements we’ve accomplished and enjoyed, past and present. I am
grateful for our chapter members and what we represent as Public
Procurement Professionals.
Have a safe and wonderful Thanksgiving and my best wishes to you and

It is hard to believe December is almost here, I
don’t know where the year went but I do know
working with all my NIGP family will once again
be a very cherished memory. I am reaching
out to all of you asking for pictures for calendar
year 2014 so we can make the December
newsletter one that documents the wonderful
moments we all had throughout the year. I

ABOUT US !
The Arizona Capitol Chapter of NIGP was established and organized in October of
1977. An executive board governs the chapter and is elected by chapter members.
The chapter was established for the following purposes:
• To establish cooperative relationships among members.
• Develop efficient purchasing methods in the in the field of governmental,
educational and public institutional procurement.
• To encourage maintenance of ethical standards in buying and selling.
• To promote uniform public purchasing laws and simplified standards and
specifications.
• To collect and disseminate useful information for its members.
• To promote the interchange of ideas and experiences within the purchasing
profession.
• To encourage research and investigation.
• To promote ongoing training and certification of its members.
• To sponsor activities that may be useful in providing its members with
knowledge for efficient procurement.

HOLIDAY RECIPES!

Sweet Potatoes and Applesauce
1 (16 oz) can of sweets drained
1/4 cup firmly packed brown sugar
1 T margarine
1/4 tsp salt
1/2 pt of applesauce
1/4 tsp nutmeg
If using canned potatoes drain well, if whole
slice and layer bottom of casserole. Sprinkle
with salt, spoon applesauce over sweet
potatoes, sprinkle with brown sugar and dot
with margarine. Sprinkle with nutmeg and
bake in a 375 oven for 30-to 35 minutes. This
would be enough for 4 people.
AnnMarie’s Sweet Potato Bake
Make a day ahead
4 lbs sweet potatoes
1 cup firmly packed Brown Sugar
1 1/2 T cornstarch
1/4 tsp salt
1/8 tsp cinnamon
1 cup apricot nectar
1/2/cup hot water
2 tsp orange peel
2 T butter
1/2 cup chopped pecans
Peel sweet potatoes, cut in half and cook in
boiling water till folk tender (not to soft or they
will fall apart) drain and cool. In a med pot
combine brown sugar, cornstarch, salt, and
cinnamon. Stir in Nectar, hot water, and
orange peel, bring to a boil, stir. remove from
heat add butter a little at a time while
continuing to stir. Cool slightly than add
pecans. Cut the sweets in 1/2inch slices and
place in a 12x7 1/2 casserole. Pour sauce
over all (you should have at least 3 layers.
Bake at 375 for 25 minutes. Set aside
covered and when dinner is ready reheat for
5 min or nuke for 2 min. It should be very
nicely glazed. Good recipe for a crowd
Sweet Potato Pie
3 eggs separated
¾ cup sugar
1 cup hot mashed potatoes
¼ cup margarine
1 ½ cups milk
½ teaspoon cinnamon
½ teaspoon nutmeg
1 pie shell
Beat yolks until thick gradually add sugar mix well add next
6 ingredients mix well beat egg whites at room temperature
until stiff peaks form fold in potatoes mixture pour into pie
shell bake at 350 for 50 minutes or until set.
Tante Helen's Cranberry Salad
1 bag frozen cranberries
1 bag mini-marshmallows
2/3 - 1 cup granulated sugar
1-16oz can crushed pineapple, drained
1-lg container Cool-Whip
Any type of nut if desired
Grind the cranberries in a food processor, mix with
marshmallows and pineapple (add nuts if desired). Sprinkle
with sugar and stir well. Refrigerate overnight and stirring
occasionally. Just before serving fold in cool-whip. This
will keep for several days in the refrigerator, some juice will
come up to the top but just stir back into the mixture. You
could add coconut and mandarin oranges if you like.

Chapter of NIGP (AZNIGP)
Invites you to apply for an
AZ NIGP Scholarship
The Arizona State Capitol Chapter of NIGP (AZNIGP) is dedicated to providing scholarships to
AZNIGP active and participating members for their continuing education and professional
development efforts. Each year, a certain amount of money will be allocated for use towards
these endeavors. Scholarships may be applied toward any purchasing/materials management
course, executive or technical development course, LEAP/NIGP course, or towards
attendance at the NIGP Annual Forum. In addition, the scholarship program will support
AZNIGP members’ initial pursuit of CPPB/CPPO professional certification or testing when
agency funding is either limited or not available.
The Scholarship Committee is comprised of the current Vice President of AZNIGP, and its
members found at https://www.aznigp.org/insidepages/committees/. The purpose of the
committee is to review the applications submitted by any AZNIGP member and select the most
qualified applicant based on stated criteria.
The Scholarship Committee provides an application for those who would like to apply.
Submissions should be made as soon as possible but preferably no later than 4 weeks prior to
the event. The committee will make selections based on the justification and merits of each
application and in accordance with the criteria as stated below. Scholarships can only be
awarded for a particular class or event and they are non-transferable. In the event that the
recipient is not able to use the scholarship, it becomes null and void. If the recipient fails to
attend the training or receives a failing grade, they must reimburse the Chapter the full amount
of the scholarship within 30 days.
By accepting a scholarship award, the recipient agrees to provide a report to the Scholarship
Committee on the benefits received both personally and professionally no later than 30 days
following completion. In addition, they may be asked to present to the members at large at a
future Chapter meeting. Failure to comply with this requirement, the recipient shall reimburse
the Chapter in full within 2 weeks after the time requirement has elapsed.
GUIDELINES:
The scholarship may be used for a variety of educational and professional development
opportunities including, but not limited to: Chapter Career Seminars, Professional
Purchasing/Material Management Development classes, college purchasing courses, test fees
to initially obtain certifications such as CPPB or CPPO, or attendance to the NIGP Annual
Forum.
Awards are limited to the actual tuition/registration expense up to $1,000 per person per year.
Applications will be accepted year-round and award will be based around the Chapter
calendar. The scholarship award process is competitive. The intent of the scholarship is to
assist members with their individual out-of-pocket expenses, not to replace entity funding. No
reimbursement will be made to any public agency.

Pre-payment will be made for NIGP related classes; all other types of classes will have
payments reimbursed after receiving a paid receipt and passing grade
The Scholarship Committee will evaluate and score all applications. Only those applications
scoring a minimum of 85 points will move on for consideration of a scholarship award. The
decision of award made by the Vice President is final.
Evaluation scores are based upon the following criteria:
CRITERIA:
Applicant shall be an active, participating member of AZNIGP; show relevance of training to
their professional growth within their agency and/or the Chapter; and demonstrate their
commitment to furthering their education in the procurement field.
Applicant shall submit one current (within the last twelve months) letter of professional
reference who can attest to their character and professionalism.
Applicant shall briefly describe their desire to assume increased responsibility in leadership
positions not only within their own agency but also within the Chapter.
Applicant shall be willing to share the knowledge and technical expertise they obtain with
fellow members of the Chapter. A report in writing is due 30 days following completion.
Applicant shall provide the extent of financial support from their agency or certification that no
support is available.
Applicant shall detail the benefits of the proposed activity and how the Chapter would benefit
by awarding this scholarship to him/her.
Applicant shall provide a brief summary of their personal goals and how this scholarship will
help achieve them.
Applicant shall provide biographical information within the last five (5) years.
Applicant to indicate if they have been awarded a scholarship within the last three (3) years.

Points will be deducted for incomplete information.
