EDITORIALUna vez más los acontecimientos ocurridos en el mundo han convertido nuestras preocupaciones y nuestros pequeños problemillas en insignifi cantes. Hace apenas una semana tuvimos el enorme terremoto con el posterior tsunami, provocando miles de muertos y cientos de miles de personas sin hogares y millones de ellos sin electricidad, comida y con escasez de agua en la costa Noreste de Japón. Y como si eso no fuera bastante, también los reactores nucleares están causando estragos a los japoneses, y todo ésto, con lo que está ocurriendo en el resto del mundo. Veremos qué es lo siguiente que pasa.Por supuesto esto ha ocurrido justo dos semanas más tarde del otro enorme terremoto en la segunda ciudad más grande de Nueva Zelanda, Christchurch, y hace también un año que casi un cuarto de millón de personas perecieron en Haití.Así pues, si os quejáis del tiempo que tenemos o sobre el estado de la economía, os sugiero que pongáis las noticias de los diferentes canales televisivos o radiofónicos y deis gracias por tener una vida normal.Si, como yo, sentís la necesidad de ayudar,

The president of the union of Campo de Gibraltar Municipalities, Isabel Beneroso, and the president of the Valderrama Golf Club, Jaime Ortiz Patiño, have recently signed an agreement for the establishment of a system for the use of recycled water in the area.This agreement, which has also been signed by a number of companies, commits to the commissioning of a feasibility plan to determine the size of the costs and investments required.The implementation, development and operation of the system is expected to begin later this year, with completion expected sometime in 2014.

Lo único nuevo es el local, las instalaciones auxiliares, automatismos... Y también han mejorado bastante las instalaciones de formación y entrenamiento de nuestro personal. Pero el parque de bomberos existía ya en el interior de Refi nería, aunque este nuevo tiene mejor ubicación y mejores instalaciones. Creemos que tenemos unas instalaciones a la altura de nuestro grupo industrial en toda la comarca”.Finalmente, el jefe de Seguridad de la Refi nería, Álvaro Camacho explicó que “contamos con unos 40 efectivos, de los cuales 36 están en turnos rotativos, lo que permite que las 24 horas del día, 365 días al año, haya una dotación permanente en Refi nería. Esa dotación se compone de cuatro bomberos más un jefe de turno que también actúa como responsable de intervención en caso de accidente, y otra persona que no va a estar ubicada en este parque, pero que controla todos los sistemas contraincendios que tenemos. También disponemos de un sistema automático de llamadas, que en un minuto realiza una serie de llamadas, y en poco tiempo se personaría en la fábrica una dotación más”.

El concejal de Educación y Cultura Diego José Jiménez ha hecho público la posibilidad que tienen los padres y madres del municipio de solicitar la plaza de sus hijos o hijas por primera vez a las Escuelas Infantiles. Esta solicitud tendrá que ser en el mes de abril.Cabe recordar que desde el Ayuntamiento se ponen a disposición de los vecinos un total de 255 plazas para niños y niñas de 0 a 3 años en las Escuelas de Sabinillas, El Castillo y Manilva.Gracias al trabajo de la Delegación de Educación, todos los alumnos que solicitaron una plaza en este periodo el año pasado obtuvieron su plaza, de ahí la importancia de que las solicitudes sean realizadas según el calendario que fi gura al dorso de este folleto.Está contrastado el valor pedagógico de esta etapa educativa, y por ello se cuenta con una programación y un proyecto educativo común en los tres centros. To coincide with the Andalucia Day festivities and to celebrate the ‘Father of Andalucia’ Casares presented the winners of this year’s Blas Infante Awards.Each year Casares presents 0.7% of its annual budget to various projects both in Spain and overseas, that best follow the spirit of humanity, which is the core of Blas Infante’s philosophy.After a presentation at the newly opened Blas Infante Cultural Centre by last year’s winners who gave an overview of how the grants had been used the 2011 awards were announced.This year some 50,000 euros was awarded as follows:The Casares for Andalucia award went to the Asociación Al-Quds de Solidaridad con los Pueblos del Mundo Árabe. A grant of 5,500 euros will be used to raise awareness in Malaga province of the situation in the Middle East and to promote a closer Arab world.The Prolibertas Foundation was presented with the Casares for Spain award of 7,000 euros to help in its campaign to promote social integration of immigrants and their organisations in Madrid.The 13,900 euros Casares for Humanity prize was presented to the Women in Confl ict Zones project to alleviate the effects of famine in the north of Mali and recognises the ability of women to be the driving force in society’s development.

Recent heavy rains have caused damage and landslips on the MA-8300 road which connects Casares Town with the coast. Of particular concern is a landslide between Km 4 and 5 which has cut off one lane of the road.According to Councillor Pepe Carrasco, who is in charge of Infrastructure, work has been underway since last weekend in order to clear the obstruction. Although the road is still open to traffi c caution is advised, due to these works and other works still being carried out to rectify damage from last year’s downpours.Damage has also occurred to the surfaces on a number of roads including the Los Pedregales road, principally by the bridge of the Arroyo de la Acedía, as well as the camino de la Arquita, although they are still passable with care.

Las lluvias de los últimos días han vuelto ha ocasionar daños en la carretera que une Casares con la Costa, la MA-8300, donde una ladera anexa se ha deslizado hacia la carretera cortando uno de los carriles de la vía entre los puntos kilométricos 4 y 5.Según ha explicado el concejal de Infraestructura, Pepe Carrasco, el servicio de mantenimiento de carreteras de Diputación está trabajando en la zona desde el domingo, y han retirado ya más de una decena de camiones de tierra.Aunque la carretera está abierta al tráfi co, desde la Policía Local de Casares se aconseja precaución al circular por la misma. En la misma vía se están llevando a cabo actualmente obras para arreglar los daños producidos por las lluvias el pasado año.Además, las lluvias de los últimos días también han causado daños en el fi rme de la carretera de los Pedregales, principalmente en el puente sobre el Arroyo de la Acedía. Y en el camino de la Arquita que había sido reparado por el Ayuntamiento de Casares hace varias semanas se ha desprendido un talud pudiéndose circular con mucha cautela.

El Ayuntamiento de Estepona informa que el servicio de autobús gratuito que desplaza diariamente a los pacientes de la localidad al hospital Costa del Sol ha prestado un total de 280 servicios desde que éste se restableciera, el pasado día 2 de marzo, en el nuevo vehículo.El autobús, 19 plazas además de la del conductor, está equipado con un sistema de vídeo y megafonía interna para las posibles indicaciones que deba realizar el conductor o responsable de las personas que se encuentren en el interior del mismo, y cuenta con un sistema de plataforma elevadora homologada para personas con movilidad reducida de doble brazo y colocación de guías y suministros de anclajes, y cinturones para sujeción de un total de tres personas con minusvalía con sus respectivas sillas de ruedas.El vehículo realiza gratuitamente cuatro recorridos diarios directos al centro hospitalario, tres por la mañana y uno por la tarde; los recorridos de ida al hospital tendrán lugar a las 07:20, 11:00, 13:30 y 16:30 horas, y los de vuelta del hospital a Estepona a las 09:00, 12:00, 14:30 y 19:30 horas.La ruta se inicia desde la parada de autobús situada junto a la Jefatura de la Policía Local, y continúa por las paradas de la rotonda cercana al Puerto Deportivo; Avenida de España, frente a Automóviles

Estepona renueva sus instalaciones deportivas con la adquisición de materialEl Ayuntamiento de Estepona, a través de la Delegación de Deportes, informa que el Consistorio, junto a una aportación de la Consejería de Turismo, Comercio y Deporte de la Junta de Andalucía, han realizado una inversión al 50% de 60.328,49 euros para la mejora del equipamiento en las instalaciones deportivas municipales. Entre las nuevas adquisiciones destacan una cortina separadora, un tapiz homologado para gimnasia rítmica de 14x14 metros, dos juegos de porterías de fútbol sala y balonmano con anclajes y redes, y una quincena de máquinas de trabajo cardiovascular y muscular.El alcalde, David Valadez, ha señalado que, según los técnicos municipales, “desde hace casi 20 años no se ha producido ninguna mejora en la maquinaria en la Delegación de Deportes, tiempo más que sufi ciente para que se haya desfasado”. “Es imprescindible que por parte del Ayuntamiento se consiguiese subvenciones para mejorarlas, dado que son instalaciones que son utilizadas por los alumnos inscritos en distintas escuelas deportivas municipales”, ha asegurado el regidor, que ha recordado que al Ayuntamiento “le preocupa crear nuevas instalaciones deportivas y consolidar y mejorar las ya existentes”.

The Mayor, David Valadez, commented that some of these items were replacements for equipment that was over twenty years old and “it was imperative that the council sought funding to ensure that the best facilities and equipment were available to the town’s sportspersons.”

El Ayuntamiento de Estepona, a través de la delegación municipal de Seguridad Ciudadana, informa que funcionarios adscritos al Cuerpo de Policía Local de la localidad realizaron una incautación de tabaco procedente del contrabando.Agentes de la Policía Local de Estepona, realizando labores de vigilancia en los alrededores de un kiosko, pudieron observar cómo la persona que trabajaba en dicho lugar, estaba vendiendo cigarrillos sueltos a varios jóvenes que, tras ser identifi cados, pudieron comprobar que eran menores de edad.

Ante estos hechos, los agentes realizaron la correspondiente inspección encontrando en el interior del kiosko, 70 cajetillas de cigarrillos, por lo que procedieron a confeccionar el acta-intervención por infringir la normativa sobre represión de contrabando.Del mismo modo, la Policía Local ha remitido a la Delegación del Gobierno de la Junta de Andalucía, copia del acta- denuncia, para que sea este organismo quien siga con la tramitación del expediente abierto por los agentes locales, por la venta de labores de tabaco a menores de edad.

Cada vez que nos encontramos con un problema en este bendito país resulta que se soluciona con la puesta en marcha de una ley que regule y ordene. Los partidos, muy consternados por el tema del transfuguismo, quieren regularlo a base de leyes y acuerdos de caballeros. Para descojonarse de risa, valiente manada de hipócritas. En vez de regular o acordar tanto, lo que hay que hacer es no buscar a nadie, y no ofrecer el oro y el moro por conseguir que el incauto, por no decir gilipollas de turno, pique en el anzuelo. Aquellos que han sucumbido al canto de sirenas, han comprobado como son usados y tirados cual pañuelos desechables (KLEENEX). Pero lo que mas triste me parece es la falta de autoestima y orgullo personal que demuestran cuando esto ocurre. Una persona que da tal paso sabe que se expone a los improperios de cualquiera. Chaquetero, pesetero, vendido… es lo mas bonito que podrá oír. Será marcado de por vida por esta decisión, máxime si ocurre en un pueblo. Y lo más gracioso de todo es que tus nuevos compañeros, esos que tantas veces te han puesto la mano en el hombro. Esos que te han obsequiado con comilonas, copitas y demás agasajos. Esos que le decían lo guapo que era y lo bien que ibas a estar a este lado de la carretera. Esos mismos, son los que te repudian cuando tu intención es la de seguir participando en la política activa con un puesto de responsabilidad junto a ellos. Tu participación ahora no puede ser, tenemos que esperar, te dicen. En el seno del partido se argumenta que no es bueno llevar a unos tránsfugas en la lista o en cargos de responsabilidad, por imagen. Tenemos que depurar… una gran gilipollez. Antes, cuando su acta era necesaria estos reproches no existían, no había problemas para el partido, y ¿que era eso de las depuraciones?…Posiblemente, esa persona haya hecho con ese gesto más que todos aquellos que les dicen, que ahora no puede ser. Estos infelices, se han expuesto sobremanera a cualquier ataque, se han señalado, se han creado enemigos irreconciliables… pero sobre todo han conseguido que su nuevo

partido gane fuerza e incluso llegue a mandar en el gobierno local. Propiciando entonces que muchos de aquellos que ahora no los quieren, tengan un empleo, ganen dinero, y manden… Aquí se demuestra lo que por defi nición podríamos entender que es un partido político en un pueblo; “un grupo de personas que se unen y de las cuales algunas trabajan con el único objetivo común de entrar a mandar y tener un buen salario durante con suerte cuatro años”. Además, podemos apreciar también una característica común a todos, y es que no demuestran ninguna ambición de crecimiento en cuanto a afi liados, no así en cuanto a los votos. Y yo me pregunto porqué. Tal vez sea por la sencilla razón de que cuantos menos seamos más control, y mayor posibilidad de seguir acumulando poder y mandar. Que te voten, si. Pero no hace falta que te afi lies, por que sino tendríamos que escuchar tus opiniones y peor aun, seguro que estas aquí por que quieres algo. Pues cree el ladrón que todos son de su condición. Se cumple a pies juntilla la frasecilla que todos usábamos cuando jugábamos al escondite cuando éramos pequeños. Por mi, por todos mis compañeros, pero sobretodo por MI primero. Aunque todo no va a ser culpa de los que ofrecen y de los que se van. También son muy responsables aquellos líderes de las formaciones que no tienen carisma, capacidad o inteligencia para mantener

junto a todo el rebaño. El que venga detrás, bueno me hará; argumenta el dicho popular. Y que razón tiene, cuando hace unos años a un pobre concejal lo desollaron cuando abandono su formación en la anterior legislatura, y resulta que ahora en este mandato que esta acabando otros dos compañeros de partido han cogido la misma senda. Puede que en este caso los llamados tránsfugas no sean del todo responsables. El primero podría haber estado equivocado al marcharse, pero que sean ya tres concejales los que abandonan la formación es algo sospechoso, y me da en la nariz hay algo que huele muy mal en ese partido. ¿Promesas incumplidas? ¿Falta de atención a sus militantes? ¿Excesiva ansia de poder de ciertos personajes afi nes al jefe? ¿Falta de objetivo común que mantenga la ilusión? Esa es la rumorología local. Pero si el rio suena….agua lleva.Y no es el único caso ya que en un partido nacional que siempre obtuvo un único concejal tradicionalmente se encontró con cuatro nada más y nada menos en la actual legislatura. Su líder, tradicionalmente siempre se manejó solo, y en este mandato parece ser que ha tenido que compartir, consultar, animar… además de presuntamente no haber cumplido con ciertos compromisos adquiridos… Todo esto fue haciendo mella, y por mucho que lo intentó a través de reuniones, y encuentros informales, donde aspiraba a reconducir el rumbo y confraternizar de nuevo al calor de unas copitas. Pero nada de esto le sirvió, y al fi nal no supo mantener el orden y la disciplina necesarios para liderar el partido, perdiendo en el camino a dos de sus representantes, así como a la mayoría del grupo que formó. Increíblemente cuando su partido más fácil lo tenía para repetir un buen resultado por la inercia creada gracias la situación económica y los últimos acontecimientos, su líder va, y la caga. Por otra parte, existe también lo que yo denomino como transfuguismo encubierto. Este fenómeno, o fenómena, como bien diría nuestra ilustrada ministra de igual-da, aparece como consecuencia de los abandonos y huidas hacia delante
de personas que van de partido en partido, con su gran ego y afán de notoriedad buscando un puesto que les de la máxima popularidad. Son individuos que siempre se cabrean con todos sus compañeros porque o bien no valoran sus ideas o no comparten su forma de hacer política. Además siempre se sienten infravalorados y entienden que son merecedores de mucho más por todo lo que aportan al partido. Desgraciadamente para ellos el único argumento de peso que sostienen es la grandísima cantidad de votos que dicen controlar. Este tipo de político no quiere ser útil sino importante por lo que busca desesperadamente ser cabeza de ratón en el partido que sea. Las siglas y los valores a defender son lo de menos, lo importante para ellos es el puesto de líderes que pueden adquirir. Su objetivo no es otro mas que el de ser bisagra y conseguir su parcelita de poder sin tener que dar explicaciones, mandando como reyes soberanos… y este es cáncer de estos pobres partidos que nunca llegan a nada con estas premisas.Además en el 100% de los casos, cuando se hacen con ese protagonismo se permiten el lujo de hablar gratuita y libremente desde su nuevo púlpito creyendo que son grandes oradores y aleccionadores, gracias al amparo de sus nuevas siglas. Pero afortunadamente el tiempo pone orden y siempre les llega el momento en el que tienen que comerse muchas de sus palabras, y sorprendentemente comprueban que puede ser una dieta muy equilibrada para su ego, recordemos el caso de nuestra amiga la “manca”.En fi n amigos, podría seguir con este tema durante mucho más tiempo pero desgraciadamente no quiero llegar a aburrirles con mis pensamientos en voz alta. Además, el periódico no es mío y tampoco quiero abusar de la gentileza por parte de la dirección a la hora de publicar mis escritos. Ya tendremos tiempo en el próximo articulo de seguir voceando a los cuatro vientos muchos de los pensamientos de la gente de a píe, ya que me ha alegrado saber que muchos se han identifi cado con mis palabras del anterior texto.

Los últimos cuatro años han sido para mí una experiencia dura pero a la vez muy positiva y enriquecedora. Hemos gestionado lo mejor que hemos podido, nos hemos equivocado como todo el mundo o podía haber sido mejor, pero creo que la gente de Manilva, nuestro pueblo, va a recordar lo que hemos hecho durante estos cuatro años y van a sentirse muy orgullosos por ello. El compromiso que tuvimos con el pueblo de Manilva hace cuatro años, lo pusimos en un libro, en un programa, y al cual la gente respaldó y dio su confi anza en una mayoría. Nuestro programa decía que íbamos a mantener el equilibrio en el trabajo, que íbamos hacer principalmente temas sociales y de infraestructura. Queríamos convertir nuestro pueblo en un lugar digno para vivir y creo que se está consiguiendo La infraestructura está poniendo en valor nuestras calles, parques, edifi cios públicos, nuestro patrimonio tanto cultural como económico. También hemos recuperado propiedades para el Ayuntamiento y hemos quitado todos aquellos gastos innecesarios que tenía el Ayuntamiento como eran los alquileres, grandes gastos en fi estas, gastos corrientes, gastos superfl uos, etc.Hemos dirigido nuestra inversión en tres vertientes: Primero: buscar la estabilidad y pagar las nóminas a los trabajadores, que son unos 735.000€ líquidos que pagamos cada mes a lo que es la plantilla municipal; segundo: quitarnos las pólizas que tenía el Ayuntamiento y el défi cit anterior con el Patronato, lo cual nos ha proporcionado tener las puertas abiertas de otras administraciones. Hemos quitado parte de la deuda que tenía el Ayuntamiento a corto, medio y largo plazo. Hemos pagado un 60% de la deuda anterior de los bancos. Hemos pagado a los proveedores, no a todos, pero creo también que hemos reducido mucho la antigua deuda liquidando alrededor del 80%. Lo más importante es que hemos pagado una parte importante

Estamos pagando y haciendo convenios con proveedores de legislaturas anteriores con compromisos de pago a corto y medio plazo.Hemos hecho algo muy importante que es revitalizar una zona bastante importante que es Punta Chullera, con un compromiso muy fi rme y fuerte con los vecinos. Hemos pagado 60-40% en una obra muy necesaria para los vecinos de la urbanización. En El Castillo de la Duquesa hemos hecho el parque de El Huerto, actualmente estamos haciendo el paseo marítimo desde El Castillo hasta Las Gaviotas; el museo arqueológico dentro del Castillo, contenedores soterrados, la plaza Miramar con una extraordinaria fuente de gran belleza. Estamos adecentando lo que es la entrada de El Castillo y algo muy importante que los vecinos de El Castillo deben saber, es que hemos realizado un convenio con Mancomunidad de Municipios de la Costa del Sol para que la estación de bombeo que está entre la parcela social y la zona arqueológica dentro de El Castillo se retire de esa zona, por lo que supondrá un gran valor a las parcelas de alrededor y que en el futuro habrá viviendas de gran calidad. En el Puerto de la Duquesa hemos retirado la fosa séptica que ha estado allí durante 35 años y que ha sido tan insalubre para el pueblo, la hemos conectado al saneamiento integral y ha costado unos 70.000 euros aproximadamente y vamos a poner en su lugar una gran fuente. Hemos peatonalizado la calle dándole más importancia dentro de la Costa del Sol. Vamos hacer una inversión en plantas de unos 12.000 euros aproximadamente, también un parque en el salón verde fi nanciado por el Ayuntamiento, dos aparcamientos para los visitantes: uno en El Hacho y el otro en Cristóbal Morales y contenedores soterrados dentro del puerto. Hemos dado gran importancia a la ofi cina de turismo, abriéndola por las tardes. Hemos asfaltado parte de El Hacho. Uno de las cosas más importantes sobre la Entidad urbanística de conservación de El Hacho es que, la entidad urbanística no va a entregar desde el año 2009 ninguna cuota a los vecinos del Puerto de la Duquesa y la desaparición de dicha entidad.En Princesa Kristina estamos manteniendo lo que es la vía principal y hemos hecho una reforma en el saneamiento. En Hacienda Guadalupe estamos haciendo una inversión conjuntamente con los vecinos,
vamos a poner los contadores de agua individualizados con un presupuesto de unos 300.000 euros aproximadamente, donde el Ayuntamiento va a aportar unos 80.000 euros aproximadamente, colaborando el Ayuntamiento, el promotor y los vecinos.Hemos asfaltado la red de caminos del municipio como el Tranche, El Panderón. Hemos benefi ciado lo que es el polígono industrial, donde tenemos tres naves, más la nave del Lidl, que supone una gran inversión en equipamiento para nuestro municipio. En San Luis de Sabinillas lo mejor es el embellecimiento que se está haciendo. La gestión en temas de los parques como el parque de El Duque, Villa Matilde y también la plaza de Vicente Espinel que es de gran importancia. Como obras tanto en lo económico y en lo que pueden reportar a las familias, obras importantes y de gran valor como es la ciudad deportiva de Sabinillas. Hemos pagado, casi 4.700.000 euros, estamos al día en certifi caciones y pienso que para Diciembre estará terminado casi con seguridad. El compromiso es que antes de Mayo estará cerrada la cubierta, terminado lo que son los aparcamientos y también el cerramiento. Algo novedoso y de gran valor a lo que es la economía tanto de deporte como de turismo es la puesta importante de la incorporación de un centro de buceo a nivel de la Costa del Sol, aquí, en esta ciudad deportiva.Hemos hecho una ofi cina de Tenencia de Alcaldía en nuestra propiedad, para todos los vecinos. También, hemos recuperado lo que es la piscina y el club social de detrás de Mercadona. Estamos invirtiendo en Villa Matilde, en lo que es toda la zona verde de Villa Matilde. Un compromiso muy fuerte de este Alcaldía, con la delegación de Medio Ambiente, es que parte del carril bici se haga en esta legislatura. Creo que hemos conjugado lo que es sacrifi cio con la dotación de equipamiento. Hemos llevado a pleno la posible regularización de las casas de campo, una normativa a tener en cuenta para todos los vecinos. Es un proceso que se ha iniciado donde va a participar los propios vecinos y administraciones municipales pero que al fi nal lo que se pretende con ésto es la estabilidad y la tranquilidad para todos estos vecinos.Hemos apostado también por la formación profesional con cursos muy importantes como ayuda a domicilio y cocina. Eso va a facilitar a los grandes hoteles de la zona a tener grandes profesionales en sus fi las. Algo importante también es la apuesta por el Centro de Interpretación de vitivinicultura en Manilva, un edifi cio de gran valor de más de700.000 euros donde se ha dotado con una escuela taller con 24 alumnos, 5 profesores y un director, lo que supone un orgullo y
una gran satisfacción tanto para el equipo de gobierno como para mí, como Alcaldesa, como para el municipio de Manilva ya que a través de éste van a salir profesionales del turismo y también de la gastronomía y como centro de atención y recuperación de nuestro viñedo con la vitivinicultura.Hemos hecho posible que el pabellón de Manilva tenga sala tanto de spinning como de aerobics y estoy orgullosa de la ampliación del rocódromo. El parque de las Viñas con su paseo por esos pinares y esa unión entre el parque con el campo de fútbol y el pabellón de deporte, con todo integrado tiene un gran valor para Manilva. El centro de Asuntos Sociales que estará fi nalizado a fi nales del mes de junio aproximadamente. Otra apuesta importante es el de la Casa del Mar, de un gran valor para nuestros mayores para que tengan un sitio agradable. Esta Casa del Mar para todos los Manilveños , ha costado unos 120.000 euros aproximadamente, puesta en funcionamiento y su adaptabilidad. En Manilva, un logro importante tanto el asfaltado de las calles como la calle peatonal Las calles Duquesa, Vela y Ocaña. La reforma de la Plaza Romance de la Luna que está integrado como centro cultural alrededor de la iglesia Santa Ana. En resumen son más de 150 obras de infraestructura además de invertir en actividades culturales, ferias, fi estas y deportes.Cabe destacar una obra de gran valor, cofi nanciada por el plan cualifi ca que es el aparcamiento en Pozo del Rey, que está en fase de adjudicación y que supone 2.200.000 euros, supone poner en valor Pozo del Rey al igual que dar trabajo durante un año y medio a muchísimas personas y una gran plaza de equipamiento.Hemos colaborado con la cofradía del municipio de Manilva tanto de la Virgen del Carmen de Sabinillas y El Castillo, La Virgen de Los Dolores, el Santo Cristo en Sabinillas para que puedan tener su esplendor durante la Semana Santa.Creo que hemos gestionado bien los recursos municipales, estoy muy agradecida al personal del Ayuntamiento tanto técnicos como personal administrativo y de la calle, la policía municipal el cementerio y demás personas que trabajan para el pueblo. Quiero lamentar que no he podido dar trabajo a todas aquellas personas que me lo han pedido pero la situación es muy complicada y difícil, pero vamos a seguir trabajando para optimizar los recursos y dar alternativas a todas esas personas que requieran atención especial. Quiero también agradecer durante estos cuatro años la labor incansable del pequeño y mediano comerciante del municipio que sin ellos sería imposible tirar para adelante.

We’ve resurfaced municipal roads, benefi ted from the poligono were we have three large units plus another one near Lidl. All good investments for the town.In Sabinillas improvements continue such as parks and the Plaza Vicente Espinel. Important works that will improve the lives of many families such as the sports centre ofnearly 4.7 million euros has been paid, all paperwork is up to date and we believe that it should be ready by December. Before May we will have fi nished the underground parking. A new development will be an important diving centre. We have built our own council offi ces, recovered the swimming pool and social club behind Mercadona. Investing in Ville Matilde and surrounding park. We are, along with the Environment Department trying to complete part of the bicycle lane before the May elections.We have also invested in employment training such as home help and catering, this will help local hotels fi nd qualifi ed staff. An interpretation centre in Manilva, workshop for 24 students, 5 teachers and director, training professionals in tourism and gastronomy. We
are very proud to have such an important centre here in Manilva.We have improved the sports centre in Manilva with rooms for spinning and aerobics and we are very proud of the improved climbing wall. The Las Viñas park will open soon and the Social Services centre will be fi nished at the end of June. Another important project is the refurbishment of the Casa del Mar. at a cost of 120,000 euros. In Manilva the remodelling of Plaza Romance de la Luna has created a fi ne setting for the Santa Ana church.In short we have carried out more than 150 projects of all kindsI believe that we have administered municipal affairs well and am very grateful to the Town Hall workers, both technical and administrative staff and those who work in the street.It is with great regret that I haven’t been able to give jobs to all those that have asked but we are working with limited resources as best we can with what we have.I would also like to thank small and medium businesses for their continued support during these four years, without their help we wouldn’t have succeeded.

La delegación de Extranjeros del Ayuntamiento de Manilva ha puesto en marcha una iniciativa dedicada a la promoción de artistas internacionales.Se trata de un mercadillo en el que se podrán ver toda clase de obras de todos los estilos de artistas y artesanos, tanto españoles, como extranjeros.Los visitantes además de disfrutar de la obra, tendrán también la oportunidad de poder adquirir alguna de ellas.Esta iniciativa bajo el nombre de Acercaarte pretende ser un punto de encuentro entre vecinos y residentes, donde unos y otros puedan admirar las obras expuestas, según informó el concejal de extranjeros, Diego Urieta.Como decía el edil, dió comienzo desde el pasado sábado a partir de las 11 de la mañana, pero no será la única vez que podremos disfrutar de este mercadillo, que ya tiene nuevas fechas en el calendario, como el 19 de marzo y 23 de abril.

En Villa Matilde ya se han llevado a cabo los dos primeros días de actividades para los más pequeños, con un gran éxito, tanto en los juegos como el dia del cine, que puedieron disfrutar de la película “Toy Story 3”.Los Viernes continuamos con las manualidades y la pintura, teniendo cada vez más participación por parte de los pequeños.El pasado día 11 de Febrero, tuvimos la primera reunión con algunos padres, con esta iniciativa pretendemos conocer de primera mano las necesidades e inquietudes, intercambio de ideas, problemas de la vida cotidiana e intentar solucionar o asesorar en la medida de lo posible.

24 y 27 de MarzoViaje a Extremadura y Valle del JerteLa delegación de Juventud y la de Extranjeros, ambas dirigidas por Diego Urieta, ha organizado un viaje a Extremadura y el Valle de Jerte.Entre los días 24 y 27 de marzo, los vecinos que así lo deseen, podrán visitar todo el entorno extremo y poblaciones como Trujillo, Cáceres o el Monasterio de Yuste. Además, el Valle de Jerte ofrece el inigualable paisaje del cerezo en fl or.Por un precio de 250 euros por persona tendrán el propio viaje, pensión completa y excursiones con visitas guiadas.Esta zona de España es de interés cultural y de un atractivo turístico notable, por lo que el edil considera que: “es una oportunidad muy buena para conocer esta parte de la geografía española y saber las costumbres y la historia de estas poblaciones tan arraigadas en el panorama nacional”, apuntó.Para cualquier información e inscripción pueden dirigirse a las sedes de las distintas delegaciones, bien al lado del campo de fútbol de Manilva o en el Castillo de la Duquesa.
Cerca de 20 vecinos y residentes extranjeros se han inscrito al curso de fotografía que dará comienzo el 12 de marzo.Se trata de una iniciativa de la delegación de Extranjeros del Ayuntamiento de Manilva, cuyo concejal delegado, Diego Urieta ha informado que las clases se desarrollarán todos los sábados hasta el 30 de abril en el centro de formación, situado frente a la ofi cina de Correos, en Sabinillas, en horario de once de la mañana a una de la tarde.Estarán impartidas por el profesor Miguel Ángel García, que ofrecerá al alumnado conocimientos sobre la historia, además de la teoría y práctica de la fotografía, así como sus técnicas. Las sesiones prácticas se llevarán a cabo en los exteriores del citado recinto.Al fi nal de esta actividad formativa, los participantes tendrán la oportunidad de exponer los trabajos realizados durante el curso en una exposición.

Saturday, 26 February saw the fi rst artists’ market to be held in the Castle at Castillo de la Duquesa. The aim of the event was to provide local artists with an opportunity to exhibit and promote their work and giving the public a chance to view the interesting variety of subjects, styles and mediums on display.In this fi rst of what is planned to be a programme of exhibitions, around a dozen local artists of different nationalities mounted an interesting and eclectic show.The next market is due to be held on March 19 in the Castle at Castillo de la Duquesa, Manilva, with another in April on the 23rd.

Manilva at the Madrid Dive Travel ShowOn the 5th and 6th March Madrid played host to the Dive Travel Show, considered Europe’s most important showcase for the world of diving, and at which Manilva’s International Diving Centre project was on show.Currently at an advanced stage of planning the centre will open up the area for a range of different sports for the Costa del Sol.The Manilva stand attracted a lot of interest and was visited by a number of celebrities from the diving world, including Pierre Yves Cousteau, and brought the municipality to the attention of a wide audience at European level.The project was presented by local company Active Scuba Divers, a group of dive specialists, some of whom have over 20 years’ experience at centres throughout Europe.Asked about the impact it will have in Manilva, the Mayoress declared that she was proud to support such projects in

En Manilva existen aproximadamente 500 viviendas que se han ido construyendo en suelo no urbanizable a lo largo de los años. Muchas familias han invertido los ahorros de toda su vida en tener una vivienda en el campo, desconociendo la legalidad.Estas personas han visto cómo con la entrada en vigor de la LOUA, se iniciaban expedientes de disciplina urbanística que en algunos casos también han derivado en denuncia ante la fi scalía.Un buen número de estos vecinos nuestros han recibido notifi cación de apertura de expediente administrativo por el que se les impone una sanción con cuantía bastante importante, sobre todo porque hablamos en muchos casos de familias con economía modesta.La voluntad política de buscar soluciones ha hecho que hayamos encontrado la posibilidad legal de dotar de un marco normativo a muchos de estos vecinos que les garantice tranquilidad y evite males mayores a los propietarios de estas edifi caciones, las cuales fueron construidas en clara infracción urbanística, pero que la falta de actuación de la administración ha hecho transcurrir el tiempo para poder poner en marcha los mecanismos legales para restituir la legalidad infringida.Esta Ordenanza se sustenta en la jurisprudencia del Tribunal Supremo
Asimilados a fuera de ordenacióny en el art. 53 del Reglamento de Disciplina Urbanística de Andalucía, que establecen que los actos de uso de suelo y, en particular las obras, instalaciones, construcciones y edifi caciones realizadas con infracción de la normativa urbanística, respecto de los cuales ya no se puedan adoptar medidas de protección y restauración de la legalidad por haber transcurrido el plazo citado en el art. 185.1 de la Ley 7/2002, de 17 de diciembre, quedarán asimilados al régimen de fuera de ordenación previsto en la Disposición Adicional Primera de la citada Ley 7/2002. Lo mismo en los casos de imposibilidad legal o material de ejecutar la resolución de reposición de la realidad física alterada.Acerca de cuantas familias se van a benefi ciar del proceso, entiendo que no es el momento de valorarlo, puesto que nos encontramos en un proceso de adaptación a la LOUA que crearán los mecanismos que permitirán modifi car los niveles de protección de nuestros suelos.Finalmente esta Ordenanza, da tranquilidad a nuestros vecinos y su fi nalidad es que puedan escriturar y registrar sus viviendas en situación asimilada al régimen de fuera de ordenación, siempre que cumplan los requisitos recogidos en el Texto Legal.
In Manilva there are some 500 properties which over the years have been built on rural land without planning permission. Many families have invested large amounts of money to build these properties, whilst ignoring the planning laws.The introduction in 2002 of the Junta de Andalucia’s planning regulations, Ley de Ordenación Urbanística de Andalucía (LOUA), meant that many of these properties came under scrutiny and in some cases legal actions have been brought against the owners.Some of these actions have involved heavy fi nes which have seriously affected the owners, as many of them are of modest means.
The local administration has sought to fi nd solutions to this problem, which has been neglected over the years by previous administrations, including the possibility of providing a legal framework to regularise these properties which, although built in clear violation of the law, can be legalised through a provision in the LOUA.Just how many properties will benefi t from this process it is diffi cult to say but the Town Hall is working to adapt the LOUA that will create the mechanism to alter the planning regime.This provides a solution to those whose only wish is to legalise their properties providing they meet the requirements laid out in the documents.

KNIT-A-THONThe 24 hour Knit-A-Thon held by Age Concern at their Drop-In-Centre in Estepona last weekend was a great success with 39 squares knitted by a team of ladies who ensured 2 people were knitting each and every hour of the 24. Refreshments were on hand throughout the night and thanks must go to the knitters, the support team, and to Julie Wood for organising the event. 706 euros were raised to support the work of the charity’s volunteers assisting older people in the community. The winner of the ‘guess the number of squares’ competition was Jake Cole with 40 squares. Thanks go to 41 Club and Tangent for donating the prize money. Over the last three months the foreign exchange market has generated plenty of noise but hasn’t thrown much light on relative currency values. From sterling’s point of view in late February, nothing has really changed from its position in late November against the euro, the Australian dollar and the Canadian dollar. The pound has strengthened by three yen, four US cents and six New Zealand cents. Among the major currencies it has only lost ground to the Swiss franc - where it is down by six cents.The Swiss franc’s gains are down to nervousness among investors. They worry about Portugal going down the same path as Greece and Ireland moving towards sovereign bankruptcy. They worry about the rash of revolution spreading across North Africa and the Middle East. They worry about global economic growth and of course the ever increasing situation with oil.. Continued increased costs have a negative impact upon economies trying to stimulate growth and recovery.And they are worrying now about Australia and New Zealand. The pound has achieved a substantial recovery this year against the Aussie and Kiwi dollars following natural disasters there; fl ooding in Australia and earthquakes in New Zealand. It looks as though both countries’ economies will stagnate in the fi rst part of 2011. Concerns about America are more entrenched. By the end of its ‘quantitative easing’ programme, the Federal Reserve will have printed some 2.6 trillion dollars. What happens when it stops the printing in June? Will the States follow Greece and Ireland into receivership? Maybe not, but the unease lingers.Sterling is currently feeling the benefi t of investors’ belief that interest rates will head higher this year. The Bank of England argues, perfectly reasonably, that at least half the current 4% infl ation rate is down to two things: high oil prices and January’s increase in the standard rate of VAT. Critics say the Bank is neglecting its duty to keep infl ation at 2%. The pressure on the Bank to be seen to be doing something is growing. It looks likely that rates will go up this year - though not by much - and that the anticipation should support sterling.

As many of you may know, Spanish healthcare is a contributions-based system. If you are not paying into the system yourself, nor are you entitled to healthcare from the UK (see http://ukinspain.fco.gov.uk for more details), but someone in your household is paying into theSpanish system, you can apply to be registered as that person‟s dependant for healthcare purposes through the INSS (Spanish social security).Previously an applicant for dependency only had to produce evidence of living at the same address and marriage/birth certifi cates. DFAS de la Frontera is organising and sponsoring the inaugural Young Artists Competition between six schools in the San Roque catchment area. It is open to students from the age of 13 upwards, regardless of whether they are studying art. There is no theme and the students can express themselves in any art form they desire. Each school will select fi ve pieces of art to enter into the competition. The 30 fi nalists will be photographed and exhibited on the DFAS de la Frontera website (www.nadfas-delafrontera.org) at the beginning of March; members will then be able to vote via email for their favourite piece. This is a great workout for the whole body, developing lean muscle, shifting stubborn fat, raising your heart rate and burning masses of calories; it should take less than 20 mins to do excluding warm-up.so you have no excuses.The PlanWarm up as normal for about 8-10 minutes, enough to remove a layer of clothingDo each exercise in the order above for 28 reps, resting after each exercise for about 20 seconds, less if you can manage it, once you have completed the circuit once take a full 2mins rest. Marbella volverá a convertirse en el epicentro del tenis femenino mundial con la llegada del Andalucía Tennis Experience 2011 el próximo mes de abril. Tras una segunda edición que sirvió para consolidar un proyecto ambicioso, por tercer año consecutivo algunas de las mejores raquetas del circuito WTA volverán a verse las caras sobre la tierra batida de las pistas del Club de Tenis Puente Romano de Marbella. Un lugar por el que el pasado año desfi laron más de 20.000 personas y por donde en las dos ediciones anteriores pasaron nombres ilustres del tenis femenino nacional e internacional. Un torneo que fue seguido por más de 18.000.000 de espectadores y que este año contará de nuevo con una participación de lujo. 2011 Andalucia Tennis ExperienceMarbella will again become the centre of world women’s tennis with the staging of the Andalucía Tennis Experience 2011 from the 2 to 10 April. After last year’s second edition of the Tournament which served to consolidate this ambitious project, some of the biggest names in the game are set to take part in this year’s third edition of the event on the clay courts at the Puente Romano Tennis Club in Marbella. More than 20,000 fans attended the Tournament last year, with a global TV audience of 18,000,000 and in its two years it has played host to some fantastic Spanish and international tennis stars, as it will once again this year.On Monday and Tuesday, the 32 players in the main competition get into action, including Belarusian Victoria Azarenka, ranked ninth in
the world, the defending champion, Flavia Pennetta (15), Serbia’s Ana Ivanovic (21), France’s Aravane Rezai (22) and Spain’s Carla Suárez (62), among others. The round of sixteen matches will be played on Wednesday and Thursday, and on Friday the remaining eight players in both the singles and doubles competitions will compete in the quarter fi nals. That will also be the fi rst day of the I Andalucía Tennis Experience Women’s Wheelchair National Masters.
