One Eastover Center Promises to Be Jackson's 'City Center'

Jackson Mayor Tony Yarber expressed gratitude to both Holder and developer Ted Duckworth for "having

vision when a lot of people could not have that same vision."

"This place that we're standing on is a linchpin," Yarber said. "It's a linchpin of some amazing things to come

in our city. It's a linchpin for other developers and people who are interested in great places to build businesses,

to grow businesses."

Construction will begin immediately. Baker Donelson law firm will be the lead tenant, occupying the third,

fourth and fifth floors of the building. The first and second floors will be available for lease. . . .

Breck Hines of Duckworth Realty said the completion of the building's outside and core is scheduled for August

2015. Finishing touches will be done in the three-month period afterward, which includes laying carpets and

Painter said that two years ago, when Ted Duckworth and Breck Hines of Duckworth Realty announced that

the rights to develop the District at Eastover had been secured, Baker Donelson jumped at the opportunity.

"We knew this could be a game changer for us and for the city," Painter said.

After a yearlong process of weighing their options, Painter said Baker Donelson decided that One Eastover

Center would be its next home.

"We've been blessed with working with knowledgeable people who share our vision and people who make

City Approves Water Advisory Team By Jacob Fuller Tuesday, December 18, 2012 1:27 p.m. CST

The Jackson City Council finally came to an agreement with the mayor to approve contracts with a financial

advisory team for the city's water-system improvement project.

The contracts include $400,000 to hire bond counsel and financial advisers for the city's $90 million contract

with Siemens Corp. Council members had refused to vote on the contract in its Economic Development

Committee at two previous meetings. Monday, both the committee and the full council approved the contracts.

Councilmen Quentin Whitwell of Ward 1 and Frank Bluntson of Ward 4 said at previous meetings that they

would not approve the financial advisory team until Mayor Harvey Johnson signed a contract with Siemens.

The Siemens-led project will include upgrades to the city's water-treatment plants, improvements to water

pipes, installation of digital water meters, a new water usage tracking system and a new bill-payment system.

Siemens has guaranteed the city that the project will pay for itself in long-term savings and increased revenue.

The city will need to sell bonds to finance the project in the short-term. Johnson said the city needs the financial

advisory team to assure the bonds will be marketable before he signs off on the contract with Siemens.

Ward 2 Councilman Chokwe Lumumba said he was concerned that the city administration was trying to

negotiate some of the subcontractors that Siemens hire. He agreed to approve the financial advisory team

only with an amendment that all bonds come before the council for approval.

Bluntson, who was absent from both the Economic Development Committee meeting and the City Council

special meeting Monday, had expressed concern about open-ended wording in the contract that allowed for

financial advisers to charge the city for out-of-pocket expenses. Whitwell remedied that concern Monday by

adding an amendment to cap those expenses at $5,000. Whitwell also included an amendment that will

terminate all financial contracts if the city does not sign a contract with Siemens by Jan. 31.

The contract passed by a 3-1 vote with the amendments. Whitwell, Lumumba and Ward 7 Councilwoman

Margaret Barrett-Simon voted for the contract. Ward 5 Councilman Charles Tillman was the lone vote

against it.

LaRita Cooper-Stokes of Ward 3, Tony Yarber of Ward 6 and Bluntson were absent.

The city will pay $170,000 to Baker Donelson and Anthony Simon for bond counsel, $125,000 to Malachi

Financial Products for financial advice and $100,000 to the Begley Law Firm and Betty Mallett for

underwriting the bonds.

Governor Bryant Taps Former Hinds Sheriff To Lead State Parole Board April 2, 2012 In News

JACKSON – Former Hinds County Sheriff Malcolm McMillin was chosen by Gov. Phil Bryant today to lead

Mississippi’s five-member parole board as its chairperson.

McMillin, who served as sheriff from 1991-2011, will direct meetings of the Mississippi Parole Board and

serve as the board’s administrator. Positions are full-time, and members meet weekly to review the cases of

state offenders to determine their parole eligibility.

“Malcolm is veteran law enforcement officer with many years of experience serving our state,” Gov. Bryant

said. “His understanding of the criminal justice system makes him well-qualified to serve in this

position.”

McMillin is a decorated law enforcement official and even once served the parole board as an administrative

assistant. He is a former military policeman and served three tours of duty in Vietnam. While Hinds County

Sheriff, he served in dual capacity as the Chief of Police for the Jackson Police Department from November

2007 through April 2009. He served one term as Hinds County Constable.

“I appreciate the confidence that Governor Bryant has shown in me by appointing me to this position,”

McMillin said. “I will carry out these duties and responsibilities to the very best of my ability.”

McMillin serves on the boards of directors for Stewpot and the Boys and Girls Clubs of Jackson. He holds a

bachelor’s degree in history and administration of justice from Mississippi College and was recognized as

Alumnus of the Year in 1994.

McMillin and his wife Delores live in Clinton, where they are members of St. Columb’s Episcopal Church.

They have three children and six grandchildren.

McMillin assumes his duties immediately. His appointment must be confirmed by the Senate.

Judge says new assignments will clear backlog of cases 3:19 PM CDT Apr 17, 2012

JACKSON, Miss. —Hinds County Circuit Court Judge Tomie Green is pulling

most criminal cases from judges Jeff Weill and Winston Kidd, court officials

said.

Green, the senior Circuit Court judge, issued the order on Tuesday saying the

move would clear up the backlog of cases and make the courts more efficient.

As of Aug. 1, Green and Judge Bill Gowan will hear only criminal cases. Weill

and Kidd will hear civil cases, but may also preside over capital murder and death penalty cases, court officials

said.

Mississippi law allows the senior circuit judge to divide the cases in such a manner, court officials said.

The U.S. Department of Labor is investigating whether the Hinds County Sheriff Department violated overtime laws.

The U.S. Department of Labor is investigating whether the Hinds County Sheriff Department violated overtime

laws, and one county official says the county could have to pay current and former employees as much as $20

million.

County officials acknowledge there is an investigation, but referred questions to Hinds County Board of

Supervisors Attorney Pieter Teeuwissen.

Teeuwissen couldn't be reached Tuesday.

District 3 Supervisor Peggy Hobson Calhoun said she wanted Teeuwissen to explain the case since it is a legal

matter.

"I haven't been briefed on the situation, but I do believe a resolution is in the near future," District 5 Supervisor

Kenneth Stokes said, confirming the Labor Department investigation.

The Labor Department investigation involves the handling of overtime payment in the administration of current

Sheriff Tyrone Lewis and former Sheriff Malcolm McMillin.

Lindsay Williams, a spokesman for the U.S. Department of Labor regional office in Atlanta, said that in general

once a complaint is filed, the Wage and Hour Division investigate and make a ruling. He said that if the finding

is that an employer owes wages, the employer will be required to pay the amount.

The overtime issue was expected to be discussed Monday in executive session, but the legal department didn't

bring it up.

In addition to a Department of Labor investigation, a former a Hinds County deputy filed a federal lawsuit in

April against the Hinds County Sheriff Department after he said he wasn't paid for 322 hours of compensatory

time when he left the department in January.

"Defendant (Hinds County Sheriff Department) engaged in illegally operating a compensatory time system that

did not meet the statutory requirements …, thus recorded overtime at improper rates of pay (one hour for one

hour instead of one and one-half hours for one hour)," John Markas Marbury said in the lawsuit.

Marbury says the sheriff department violated the Fair Labor Standard Act. He is seeking payment for the unpaid

compensatory time, damages, attorney fees, costs and expenses.

Last month, U.S. District Judge Daniel Jordan denied the county's motion to dismiss Marbury's lawsuit.

Marbury said he worked for the sheriff department from October 1994 until he left January 17 of this year.

JACKSON, Miss. —A Hinds County grand jury said in a report obtained by 16 WAPT News that Sheriff

Tyrone Lewis "is incompetent to oversee the jail."

The grand jury, which was convened during the July term, questioned the sheriff's ability to "keep pretrial

detainees or state inmates in a safe manner or to keep the public safe from the inmates," according to the report

filed in Hinds County Circuit Court.

The report recommends that court officials remove the jail from Lewis' control and remove any power he has to

supervise inmates "as he is incapable and unfit for this duty of his office."

The jury inspected the jail and met with Lewis and his staff before completing its report. While at the jail, grand

jury members "witnessed the immediate after effects of arson, a prisoner exposed himself to us and we

witnessed a prisoner in possession of a cellphone."

There were not enough officers to secure the jail during the grand jury's visit and the officers who were on duty

were frightened of the inmates, according to the report.

"The inmates seemed to be in control of the jail as a result of the shortage of guards," the grand jury said in the

report. "Neither staff nor inmates were initially aware that we were there. More training and staff presence are

recommended by this grand jury. Specifically, we recommend that guards be paid a rate that is competitive with

surrounding counties. We recommend that additional training for guards be instituted. Current training is

insufficient."

The grand jury reported the detention center staff appeared to be "inadequate in quantity and quality."

Lewis did not immediately comment on the report filed by the grand jury. The Hinds County Board of

Supervisors called an emergency meeting late Thursday afternoon.

"The statement that they felt that the sheriff needed to be removed, it is troubling to us," Hinds County

Supervisor President Darrel McQuirter said. "That's a very serious statement."

Judge Tomie Green called the special meeting to discuss the report, but the meeting ended with no decision on

any action.

"I don't want to alarm people. I don't want to make people think that something has happened or had happened.

The only thing that we're doing is evaluating this report right now," Hinds County Supervisor Robert Graham

said.

The detention center in Raymond has been plagued with problems since Lewis took office in 2012, including

prisoner escapes, fights and riots at the jail.

The U.S. Department of Justice has been conducting a civil rights investigation to determine if inmates are in

danger of violence at both Hinds County jails. The investigation was launched after a riot in March at the

detention center that killed one inmate and injured at least seven others.

Last week, Graham released a list of updates that had been made to the facility in Raymond. He said the repairs

include the installation of cell door locks, wire mesh to outside cell windows and 233 cameras inside and

outside the detention center.

Three pods -- A, B and C -- make up the Hinds County Detention Center. In 2012, Pod C was destroyed by

inmates after a disturbance that lasted about 10 hours.

In June, Lewis and Jail Administrator Diane Gatson Riley gave reporters a tour of the upgrades in the Pod C

housing unit at the detention center in Raymond. Lewis said then that the $8 million in improvements included

new locks on jail cells and a new ceiling. A new video visitation center and computer systems were added to

monitor inmates, Lewis said.

In 2013, a grand jury was convened by Green to look into problems at the detention center. The panel found the

facility was in deplorable condition; inadequately staffed; and posed a major security risk to inmates, staff,

visitors and residents of Hinds County.

Riley was hired at the end of 2013, based on a recommendation from the grand jury that the county hire a jail

administrator. She had previously served as warden at the Yazoo County Regional Correctional Facility.

The grand jury also did an inspection of the Hinds County Courthouse and found it was in good and safe

condition with a few exceptions, including outdated security cameras and some maintenance issues.

Lewis was asked about the report Thursday evening, but he said he didn't know about it and had no comment.

McQuirter said everything will be taken into consideration before any decision is made on the jail's future.

"I think he's doing his job. The grand jury sees some other things, and we're just going to respect the report,"

McQuirter said.

JACKSON, Miss. — Hinds County supervisors are rejecting a plan to seek someone else besides Sheriff Tyrone

Lewis to run Hinds County's downtown and Raymond jails.

The move, proposed Monday by Supervisor Kenneth Stokes, was rejected 3-2. It follows a grand jury report

that called for jail supervision to be taken away from Lewis because of poor security and dangerous conditions

at a downtown holding center.

He argued that the county could get sued over poor conditions and be forced to pay a large judgment.

"Sooner or later, some of these lawsuits are going to come to light and as these lawsuits move forward, the

The U.S. Justice Department announced Tuesday it will investigate the Hinds County Detention Center in

Mississippi just weeks after local officials declared a state of emergency following a riot that killed one inmate

and injured several others.

The detention center includes a facility in the capitol city of Jackson and another in the suburb of Raymond.

Both are under investigation, the agency said in a press release.

"We don't have anything to hide; we kind of look forward to it," said Hinds County Board of Supervisors

President Darrel McQuirter, whose board had declared the state of emergency on April 1.

The riot occurred on March 31, but problems have plagued the dilapidated detention center for years. Among

the issues are cell doors that don't properly lock, widespread gang activity and overcrowding due in part to

inmates who have been jailed for months and even years without trial.

"Our investigation will focus on whether Hinds County protects prisoners from the harm that can result from

prisoner on prisoner violence and the improper use of force," said Jocelyn Samuels, Acting Assistant Attorney

General for the Civil Rights Division, in a press release.

"We have not prejudged this matter, and will seek cooperation from county officials and other stakeholders

during the course of the investigation."

Attorneys for the County Board and the Sheriff were notified on June 2, 2014. McQuinter said everyone will

fully cooperate with the federal investigation.

News of the investigation came as little surprise to Hinds County Sheriff' Tyrone Lewis, who said the detention

center's history of woes almost begged for federal intervention. Lewis said he welcomes the outside probe and

hopes it brings much-needed improvement to the facility.

"We've been seeking help since we've been in office two and a half years," said Lewis, who in 2011 beat

incumbent Malcolm McMillin for the seat.

McMillin had served for two decades and was there when the detention center opened, despite known structural

deficiencies, in 1994.

Included in the investigation will be a comprehensive review of policies, procedures, and records, as well as

interviews with county officials, jail administrators, staff, and current and former inmates, according to the

DOJ, which said it opened the investigation under the Civil Rights of Institutionalized Persons Act.

JACKSON – Gov. Phil Bryant has appointed 31 new members to the Judicial Appointments Advisory

Committee. The committee is comprised of one chairman and 10 active members from each of the three

Supreme Court Districts.

The committee, originally established by former Gov. Haley Barbour, is responsible for reviewing all

applications for judicial appointments. The committee also recommends individuals to fill vacancies created by

death, resignation or removal from office in the Supreme Court, Chancery and Circuit Courts and the County

Courts of the state.

“I am pleased to make these appointments and am confident that these committee members will work to uphold

the integrity of Mississippi’s judicial appointments process,” Gov. Phil Bryant said.

Candidates and concerned citizens filled the basement of the Hinds County

Courthouse this morning as they waited for the Hinds County Election

Commission to certify remaining ballots that could determine the winner of the

sheriff's race. After reports of polls opening late, and candidates left off ballots at

the Wynndale precinct in Terry, supporters of Hinds County Sheriff Malcolm

McMillin are questioning the validity of the ballots.

The Hinds County Election Commission must certify approximately 700

absentee and affidavit ballots as well as 650 paper ballots from the Wynndale

precinct. Wynndale used paper ballots when candidates did not appear on the

electronic ballots.

Preliminary totals show Tyrone Lewis winning the race with 17,743 votes or 51.7 percent and McMillin close

commission certify the remaining votes.

"If it's a fair election, then we lose the election---the people spoke and we listened," Andrew McMillin,

son of Malcolm McMillin, said this morning. "If it's not a fair election, or there are issues of impropriety, then

we will have an issue with it and pursue it. Until we have the certification of those numbers, we won't say yay

or nay."

Further in the article, Final Call noted that: “the seeds of a ‘Black Nation’ have already taken root in the

state where Mr. Lumumba is mayor of the capital city.”

Lumumba discussed this idea of a “Black Nation” forming in Mississippi with Final Call and what can be

done to bring it to life.

“Some of (the counties) are as much as 80 percent black. So, demographically we have a solid, a non-self-

governing territory. What we need to do in that area – and actually what our people have begun to do,

Mississippi has more black elected officials than any state in the United States – and if we can now give

that some political content, some direction in terms of what we want to do in terms of taking these

electoral victories, these economic victories and teach the message that we know from long ago, of self-

determination, of self-governance, self-economic development,” Lumumba stated.

In addition, he calls this area of Mississippi the “Kush District,” and he raised his fist in a black power

salute at the ceremony where he was sworn in as mayor.

Despite a worldview that seems overwhelmingly focused on race, Jackson’s mayor does not see himself as a

racist and criticizes those who feel that he is one.

“People who talk about that are never really going to

impact on the real racism, because they don’t have the

understanding that racism still exists,” Lumumba told a

local news outlet. “A racist, first of all, is a person that

either systemically or individually victimizes someone

and actually imposes some kind of power on them,

deprivation on them because of their race. But, that’s

really not our problem. Our problem is that there are

people that deprive people of jobs because of their

race. Our problem is that there are people who put

people in jail because of their race. Our problem is that

there are people that use force or energy to hurt people

because of their race.”

He continued to explain how he is not a racist.

“Mr. Lumumba never lynched anybody. But, there

have been lynchings in Mississippi. Mr. Lumumba

never fired anybody off their job because of their color,

but that does exist in Mississippi today. And so what

we have to do to get to the base of it is recognize its existence first of all, and once we recognize the

existence, we can come up with ways to solve it,” Lumumba commented.

Ben Kinchlow, author of the just released “Black Yellowdogs: The Most Dangerous Citizen is Not Armed, But

Uninformed,” believes Lumumba’s principles go against the core values and principles of America and will

lead only to further division in the country.

“We don’t need more division in this country, we need people who are recognizing that we have severe

economic challenges that we need to address as a unified people, not as a group of separate individuals that are

trying to split the United States of America,” Kinchlow declared.

Colin Flaherty, author of “White Girl Bleed a Lot: The Return of Racial Violence to America and How the

Media Ignore It,” considers it hypocrisy that there isn’t more media coverage of this case when the media

Lumumba was born in Detroit as Edwin Finley Taliaferro, but changed his name later.

The Final Call, Louis Farrakhan’s mouthpiece, quoted him talking about his goals.

“If you take Atlanta, for an example, over a 10-year period of time, from 1985 to 1995, 500,000 black people

moved to Atlanta. If we had that kind immigration into Mississippi, Mississippi would be well on its way to

becoming what you and I talked about,” a “shining city on the hill,” a virtual “New Jerusalem.”

During his career as an attorney, Final Call reported, he represented members of the Black Liberation Army,

and he was vice president of the “Republic of New Afrika,” which claimed Alabama, Georgia, Louisiana,

Mississippi and South Carolina to be the home of a new “black nation.”

His plans include summer youth programs such as what he calls “African Scouts.”

Blogger Trevor Loudon, of the New Zeal, “Shining the Torch for Liberty,” said anyone who doubts Lumumba’s

dedication to being a Marxist revolutionary should watch him in action in 1998 in Washington.

There he demanded freedom for black “political prisoners” in the U.S.

Lumumba is remembered as a civil rights and human rights leader.

Jackson (Miss.) Mayor Chokwe Lumumba, a longtime civil

rights activist, died Tuesday afternoon at a hospital after

experiencing chest pains.

He was 66.

His chief of staff choked up as she announced the news.

"It is with heavy heart that we inform you that our beloved

brother, human rights activist and mayor of the great city passed

away this afternoon," Safiya Omari said at a news conference

Tuesday evening. "We ask that you pray for his children and

family, his friends and for this great city of ours."

The national civil rights community took note when Lumumba became mayor last year of Mississippi's

capital city — a place that had seen its share of violence during the civil rights movement. Lumumba, a

black nationalist, had worked with mainstream and leftist figures in the civil rights world.

The civil rights community expressed sadness at his passing. . . .

The native of Detroit was born Edwin Taliaferro and graduated cum laude from Wayne State University Law

School. He renamed himself after Patrice Lumumba, the Congolese independence leader, and the Chokwe, an

Angolan tribe.

Lumumba's activism began early. On the day after Martin Luther King Jr. died, he took part in a student

takeover of a campus building at Western Michigan University, where he was a student. He and others were

demanding more black educators and scholarships for black students. He also pushed for more black studies

programs at colleges and universities in the Midwest.

He worked with Julian Bond and Dick Gregory as a leader with the Republic of New Afrika, a social

movement that proposed an independent black country in the southeastern United States. He also was a

target of the FBI's counterintelligence operation.

In 1985, he was part of a legal team that uncovered evidence demonstrating how the FBI targeted and

framed late Black Panther Geronimo Pratt. He also defended former Black Panther Assata Shakur, also

known as Joanne Chesimard, late rapper Tupac Shakur and represented activists protesting the beating of the

late Rodney King.

In 2011, Lumumba successfully persuaded former Mississippi governor Haley Barbour to release the Scott

sisters, who served 16 years for an armed robbery they said they did not commit.

There was no official cause of death as of Tuesday night, Lumumba's son, Chokwe Antar Lumumba, told the

news media and supporters at St. Dominic's Hospital, where Lumumba was pronounced dead.

"I thank the city of Jackson," Lumumba's son said. "I thank you for giving my father the opportunity to serve

could talk to him and if you had disagreements you could vent it out," said Jackson Councilman Melvin Priester

Jr. "He brought a spirit of openness."

Lumumba hoped to convene a 50th anniversary commemoration of the Mississippi Freedom Summer, when

activists traveled to Mississippi to push for voter registration. He often compared some of the poverty in

Mississippi to that of a Third World country.

"It is a tragedy for Jackson," Louis Armstrong, the city's deputy director for human and cultural services, said.

"We lost a really good man."

City Council President Charles Tillman was sworn in as acting mayor.

Lumumba was widowed and leaves behind two sons and a daughter.

IN THE CIRCUIT COURT OF HINDS COUNTY, MISSISSIPPI

First Judicial District Empanelled July 2014 TERMF I L E 0 TO THE HINDS COUNTY CIRCUIT JUDGES:

OCT -2 2014 REPORT OF THE GRAND JURY

Jail

We have made a personal inspection of the County Jail located in the First Judicial District of Hinds County. While at the jail, we witnessed the immediate after effects of arson, a prisoner exposed himself to us and we witnessed a prisoner in possession of a cell phone (a felony). Jail staff informed the Grand Jurors inspecting the Jail that occurrences like these were beneath the Sheriff's notice. Additionally, we noted that there were not enough officers to secure the Jail. Those officers that were on duty there were frightened of the inmates. The inmates seemed to be in control of the Jail as a result of the shortage of guards. Because of the noted problems, we issued subpoenas for County and Jail staff to appear before the Grand Jury and explain the situation at the Jail in addition to our inspections.

As to the physical facilities, we find the Jail building in the First Judicial District of Hinds County is in adequate condition, and sufficient for the safekeeping, accommodation, and health of prisoners except as noted below:

Control room/ booking:

Inmate area:

Control room needs updated cameras/ colored monitors.

Monitors are very dim it is necessary to turn out lights in order to see the images on the screen.

Elevator breaks down and has an odor.

The interview room, mold is visible on the air vent and ceiling.

The air vents are rusty and the building is not well ventilated. In addition, there are tiles missing from the ceiling. Water is visible on the floor.

Mildewed tiles are in shower.

Tissue in door frames to prevent the doors from locking.

3rd floor lights are out in the hallway.

Room 307 has a 3" hole in window. (This in not the first report of this problem)

Staffing:

The 4th floor ceiling tiles hanging down from the ceiling.

Room 401d shower tiles missing and there is a crack in the glass.

Room 402 has a deadbolt missing. We are told that inmates disable lights in this area.

Room 406 has a window that is cracked.

Room 408 is completely destroyed.

Room 409 has a broken window. It is shattered and dangerous.

Room 412 has a crack in window and a sheet in top of door.

The kitchen and laundry room were okay at the time of inspection.

Lastly, the staffing appeared to be inadequate in quantity and quality. A female deputy was supervising male inmates alone. Inmates were attempting to break glasses as we entered the floor. Neither staff nor inmates were initially aware that we were there. More training and staff presence are recommended by this Grand Jury. Specifically, we recommend that guards be paid a rate that is competitive with surrounding counties. We recommend that additional training for guards be instituted. Current training is insufficient.

Jail Conclusion:

After hearing from the Sheriff and his team, we are of the opinion that Sheriff Lewis is incompetent to oversee the jail or keep pretrial detainees or state inmates in a safe manner or to keep the public safe from the inmates. Therefore, we recommend that any Hinds County Circuit Judge or Chancellor remove the jail from the sheriff's control and remove any power Sheriff Lewis has to supervise pre-trial detainees or inmates pursuant to Mississippi Code Ann.§ 19-25-9 as he is incapable and unfit for this duty of his office.

Finally, our findings relate only to the fitness of Sheriff Tyrone Lewis to competently execute his office and should not be construed to interfere with any other agency or individuals review and attempts to improve the Hinds County Jail or detention facilities.

Courthouse

We have made a personal inspection of the County Courthouse located in the First Judicial District of Hinds County and find it is in good and safe condition except as noted below:

General-

Basement-

The security cameras are inadequate for the safety of the public. They are more than 25 years old.

All Courthouse elevators are in poor repair although some have been under repair.

The vents have suffered water damage.

Basement security cameras are put up with tape.

There are sharp metal edges on some corners that need to be repaired.

There is damage to the ceiling of the Election Commission's Office.

Carpet is a hazard and needs to be replaced.

Public men's restroom- urinals will not flush.

Public women's bathroom has a damaged vent, a sink with a broken handle, and poorly functioning toilets.

Circuit Clerk's Office- The linoleum style tile is a hazard in that it was laid on top of the previous carpet and keeps coming up. Some of the tile is currently held down with tape.

There is a constant drip of water from the ceiling that is damaging the Clerk's Office.

The air conditioner in the Clerk's Office has not worked for two or three years. When turned on it makes sparks and is a fire and electrical hazard.

All other floors are adequately safe.
