APAN 45 th Conference, 27 March 2018 in Singapore (1330 – 1500H) Session: Rural Healthcare session on Universal Health Coverage Topic: UHC in the Philippines in the context of Health Information Systems Utilization The Role of eHealth in the Implementation of Universal Health Coverage in the Philippines In the overall long term goal of achieving universal health coverage (UHC), the World Health Organization (WHO) describes UHC as, not only being focused on health financing but rather, being inclusive and all-encompassing of the entire health system, including, but not limited to, governance, health facilities, the health workforce, health technologies, and health information systems. Innovations in the use of information and communication technology (ICT) in health or eHealth are key enablers for achieving and measuring UHC 1 . Alongside technologies for the betterment of health service delivery, eHealth includes facets such as teleHealth, eLearning, mHealth, standardization and interoperability, and electronic health record. Evident by being a common theme and goal across Philippine national agencies is the emphasis and efforts given to the growth and expansion of eHealth in the country with the likes of the Philippine National eHealth Program (NeHP) and the National Unified Health Research Agenda (or NUHRA). The objective of this presentation is to locate where the Philippines is in terms of its implementation of using information systems for the further progress of health in the country. eHATID, or eHealth TABLET (Technology Assisted Boards for LGU Efficiency and Transparency) for Informed Decision-making of Local Government Units (LGUs), is one of the Philippine Health Insurance Corporation (PHIC)-accredited electronic medical recording systems available which mainly serves the rural health units in the Philippines. Personal Profile I am a dedicated, enthusiastic and highly organised graduate currently finishing a Master’s degree in Global Health. I have been awarded a Ph.D. in Neuroscience and Pharmacology in November 2017 and have received a 1st class honours B.Sc. in Biomedical Sciences in 2010. Dr. Rai finished his undergraduate medicine (MBBS) as the second batch graduate of the first medical

school of Nepal under Tribhuwan University in 1985. After two years of training in General Surgery at

the Tribhuwan University Teaching Hospital (TUTH), Kathmandu, he completed his three years Master

of Surgery in General Surgery from Dhaka Univervsity, Bangladesh in 1992. To pursue plastic surgery

training in the USA, he completed his USMLE in 1994, underwent a year-long clinical fellowship in

Plastic Surgery at South Western Medical Center, Dallas, Texas in 2005, and an 18 months clinical

fellowship in Plastic Surgery at Cleveland Clinic, Ohio in 1997-98. After he came back to Nepal, he

established the Plastic Surgery Unit at TUTH.

In 1999, he started a comprehensive cleft program with the support from Interplast Inc. (now ReSurge

International). This program later incorporated free post burn contracture reconstructive surgical care .

So far, this program has been able to provide free reconstructive surgeries to more than 20,000 people.

This program, now running at Kirtipur Hospital under Public Health Concern Trust-Nepal is also training

specialist plastic surgeons under the M.Ch. (Plastic Surgery) program of National Academy of Medical

Sciences where Dr. Rai serves as a Professor of Plastic Surgery and as the coordinator for the M.Ch.

(Plastic Surgery) Residency Program.

The cleft program that Dr. Rai has organized in Nepal through the support from ReSurge International

provides its multidisciplinary service at its five outreach centers scattered from East to West and its

head quarter in Kathmandu based at Kirtipur Hospital.

Dr. Rai’s team has also been providing a comprehensive care to poor people with post burn contracture

deformities and disabilities, post cancer resconstruction, pressure sores, hand surgery and complex

wound care especially needing microsurgery. Outreach centers not only provide the free operative

surgical care but also speech therapy, basic dental care, physiotherapy and splinting on regular basis.

The team has also been running Nepal Cleft and Burn Center at Kirtipur Hospital which is the largest and

most modern acute burn center of the country where the number of admissions for acute burn care has

been increasing every year. The team also has established the only Skin Bank in the country and has

been working towards prevention of burn injuries in collaboration with several social organizations.

Dr. Rai has been recognized for his humanitarian work nationally and internationally by many awards and

decorations e.g. Interplast Humanitarian Award, USA (2003), American Medical Association’s Nathan Davis

International Humanitarian Award (2004), Royal Nepal Academy of Science & Technology (RONAST) Talent

Dr. Rai has volunteered as a plastic surgeon in Peru, Ecuador, Vietnam, China, the Philippines and India. He

has organized a team of plastic and reconstructive surgeons who are dedicated towards providing the

service for the poor as well as educating the future plastic surgeons.

Dr. Rai is the Director of the Plastic Surgery Residency Program of National Academy of Medical Science,

Kathmandu, Nepal where he is a Professor of Plastic Surgery. He is also the Nepalese Co-ordinator for the

plastic surgery training program of the College of Physicians and Surgeons of Pakistan. He is an examiner for

the final exit examination of both the systems.

Currently, he is the Country Director of ReSurge International in Nepal.
